This will be quite challenging to put into action, but one thing is undeniable “there is a need for a stronger Parent-Teacher Partnership this time”, Briones said.

Parents know their children more than any teacher does while teachers know how to give instructions very well. If both of what they know will be combined, educating the children to this pandemic can succeed. The skills parents and teachers have, have a common purpose to support the continuous learning of the children. This is the very foundation of a stronger partnership.

The strong partnerships between parents and teachers lie on a well-organized Parent-Teachers Association (PTA). The PTA is the medium describing the direct or indirect involvement of the parents in the school affair. In one way or another PTA remains a significant instrument in attaining the goals of education.

Timely, the author developed a Model of PTA Program Template as an offshoot of his research entitled “Assessment of the Parents-Teachers Association (PTAs) in the Schools Division of Aurora”. This research was awarded as the second placer in the concluded 2017 research congress in Region III.

At the onset of a pandemic, the role of PTAs has also affected and this will be shifted from face-to-face to online participation. That is why the “Model PTA template” was revised to adapt to the “new normal education”. Thus, “An Easy Way of PTA Management in a ‘New Normal’” was proposed for adoption to public elementary and secondary schools of the SDO-Aurora.

Through this innovation, parents will manage their parents’ organization most conveniently and easily.  

The MODEL PTA Program Template

The model of the PTA program template covers five (5) sections. This includes the proposed organization and management, programs, and activities for PTAs, implementation process, monitoring process, and outcomes of implementing PTA programs and activities.

Section 1. Organization and Management

The organization and management of the proposed PTA program template include the general policy on operations, policy on holding PTA elections, policy on the general assembly, and policy on the management of activities and privileges of PTAs.

1.1 General policies on operations of PTAs

1.1.1 Every secondary school in the Division of Aurora shall organize their Parent-Teacher Associations (PTAs).

1.1.2 The membership to PTAs shall be voluntary.

1.1.3 Membership shall be limited to parents/guardians of duly enrolled students and teachers teaching in a school.

1.1.4 The Homeroom PTA shall be organized within 15 days upon the opening of classes.

1.1.5 The election of the Officers of the Municipal Federations of PTAs from among the Presidents of the school PTAs shall be within 45 days from the start of classes.

1.1.6 The election of Officers of the Provincial Federations of PTAs from among the Municipal Federation Presidents shall be held within 60 days on the opening of classes.

1.2 Policy on holding PTA's elections

1.2.1 The School Head shall organize an Election Commission (ELECOM) comprising two (2) teacher-members and four (4) parent-members.

1.2.2 The election of Homeroom PTAs shall be facilitated by the classroom adviser with the over-all supervision of the ELECOM.

1.2.3 The manner of voting in the HRPTA election is through “viva voce” or raising of hands.

1.2.4 A run-off election shall be done to break a tie.

1.2.5 No proxy or absentee voting is allowed.

1.2.6 Election of GPTA/BOD shall be done through “secret ballots”.

1.2.7 Parent-members shall comprise two-thirds (2/3) and teacher-members one-third (1/3) of the Board of Directors.

1.2.8 A parent voter can vote ten different parent-member candidates to the BOD.

1.2.9 A teacher-member can hold only the position of BOD secretary.

1.2.10 The term of office of the BOD and its officers shall be one year from the election. In no case shall a PTA BOD serve for over two consecutive terms.

1.2.11 Among the committees that may be formed to handle specific activities of the PTAs are: a) Committee on Finance, b) Committee on program and Projects, c) Audit Committees, d) Election Committee, e) Grievance Committee, f) Ways and means committee, g) Committee on External and Community Affairs.

1.2.12 The school head shall serve as the adviser of the organization.

1.3 Policy on General Assembly

1.3.1 The composition of the general assembly includes parents of enrolled students, BOD, and Officers of the PTA, School Heads, Homeroom Advisers, Subject-Teachers, and Non-Teaching Personnel.

1.3.2 After the PTA has been organized by the PTA Board of Directors shall convene the general assembly.

1.3.3 The general assembly shall be a venue for the presentation and discussion of the PTA's programs, projects, financial statements, and other matters.

1.3.4 In the general assembly, the PTA may invite or consult with other members of the community, such as local government officials, civic organizations to solicit their support or active participation in school activities.

1.4 Policy on Management of Activities and Privileges of PTAs

1.4.1 There shall be one PTA that will operate in the school, which shall be recognized by the school head operational for one year on the date of the election.

1.4.2 A PTA may collect a voluntary contribution, however, subjected to pertinent issuance of the DepEd and/or existing pertinent ordinances of the local government unit.

1.4.3 All collections or proceeds of fundraising activities shall be deposited in reputable banking institutions as determined by the BOD.

1.4.4 In no case shall any school official or personnel be entrusted with the safekeeping and disbursement of collections made by the PTA. All disbursements of funds shall be under accepted accounting and auditing rules and regulations.

1.4.5 The book of account and other financial records of the PTA shall be made available for inspection by the School Head and the Division Affairs Committee.

1.4.6 An annual financial statement signed jointly by the PTA president, Treasurer, and Auditor shall be submitted to the School Head not later than 30 days after the last day of classes, with a copy furnished to the Division Office.

1.4.7 A mid-school-year financial statements shall be submitted to the school head not later than November 30, duly audited and signed by the members of the PTA audit committees.

1.4.8 The elected municipal/ provincial Federation PTA President shall represent the respective local school board (LSB)or Provincial School Board (PSB).

1.4.9 The PTA shall represent in the School Governing Council (SGC).

The PTA shall take part in the school inspection and acceptance committees and as an observer in the school’s procurement activities subject to RA 10. 9184.
