ADMISSION NOTICEProspectus-cum-Application Form for admission to Diploma in Education D.Ed/ D.Ed.

(Urdu) Course for the residents of Haryana only will be available in the office of the Director, StateCouncil of Educational Research and Training (SCERT) Haryana, Gurgaon and all the DistrictInstitute of Education Training (DIETs) in the concerned districts and in the districts having noDIETs ( Jhajjar, Palwal, Fatehabad and Mewat) the prospectus will be available in the office of theDistrict Education Officer concerned from 02-08-2010 during office hours on cash payment of Rs200/- (Rupees Two Hundred only) for General Category candidates and Rs. 50/-(Rupees FiftyOnly) for SC & BC. Candidates are advised to apply on the application form meant for their owncategory.

Application form, complete in all respects should reach in the office of Director, S.C.E.R.T.Haryana, Gurgaon by 16-08-2010 upto 5.00 p.m. Application forms received after the scheduleddate and time will not be entertained under any circumstances.

Eligibility:(A) The admission will be open to bonafide residents of Haryana only.

(B) The minimum Education Qulification for Admission to these courses are as follows:-

(i) Diploma-in-Education (D.Ed)

A candidate should have passed Senior Secondary (10+2) examination securing 50%marks for General category and 45 % for SC and BC category in aggregate including English as one of the subject-passed.

(ii) Diploma in Education (Urdu) D.Ed. (Urdu)

In addition to the qualification prescribed as at (i) above for Diploma in Education(D.Ed) the candidate should have passed Urdu in Secondary (10th class) Examinationfrom the Board of School Education Haryana Bhiwani or any other board havingequivalence of their examination with the Board of School Education, Haryana,Bhiwani.

Note :1. A candidate having higher qualification will not be entitled to any additional benefit

whatsoever he/she will have to fulfill the requisite prescribed qualification and othereligibility conditions.

2. The eligibility of a candidate (as on 16.08.2010) for admission shall be verified at the time ofadmission/counselling.

Admission Procedure:The Merit List will purely be prepared on the basis of percentage of marks obtained in 10+2

examination streamwise (Arts, Science, Commerce & Vocational) and distribution of seats willbe as under:-

Commerce 28 %

Vocational Education 02 %

Note:

1. If the seats in Science stream remain vacant then it will be converted into Commerce stream and vice versa.

2. If in all three i.e. Science, Commerce and Vocational Education stream seats remainvacant then it will be converted into Arts stream seats.

Reservation :-Reservation in different categories will be made as per Haryana govt. instructions issued

from time to time. 50% of the seats shall be reserved for the candidates of the following reservedcategories:-

Categoryi) Scheduled Castes: 20%

ii) Backward Classes: 27%Block - A 16%Block-B 11%

(Except socially advanced persons/section i.e. creamy layer)

iii) Physically Handicapped (OH) 3%

Note: In case the quota reserved for physically handicapped remains unutilized due to nonavailability of suitable & eligible handicapped candidates, it will be offered to the ex-servicemen(Self) and their wards (1%) and the dependents of freedom fighters (1%) Further it has beendecided to allow 3% horizontal reservation to Ex-servicemen (self), freedom fighters and theirdependents by providing reservation within reservation of 1% of General category 1% out ofscheduled castes and 1% from backward class’s category for admission to the variouseducation institutions of the Government and Government aided/self financing colleges/institutes located in Haryana.

Further:-(1) A candidate belonging to Reserve Category should clearly mention the category he/she

belongs to so that he/ she could be given the benefit to reservation as per Haryana Govt.instructions issued from time to time.

(2) A candidate belonging to reserve category will first be considered in open (General)category. In case he/she is not selected in open (general) category, he / she will then beconsidered for reserve category in the relative merit of that category to which he/shebelongs.

(3) Children or grand children (maternal or paternal) claiming the benefit of freedom fighterwill have to produce the certificate of freedom fighter of Haryana state to be issued by theChief Secretary Haryana and also produce the relationship certificate from the DeputyCommissioner of the district concerned.

(4) The entitlement of reservation towards ex-servicemen would be available to onedependent child. The candidate belonging to this category should submit a fresh certificateto this effect from Secretary. Zila Sainik/Soldiers Boards of the district he/she belongs toand an affidavit from the parents of the candidate to this effect.

(5) For the purpose of reservation the backward classes have been put in two categories i.e.Block A and Block B. (See Annexure 1)

(6) The benefit of reservation shall not apply to socially advanced persons/sectioned (creamylayer) from Backward classes as per Haryana Govt. instructions. The parents of thecandidates shall have to furnish an affidavit that he/she is not covered under the crieterion ofcreamy layer.

(7) Five seats as village seats (VS) are available in each of the following DIETs/GETTIs for thecandidates who permanently belong to the village where these are located and whosePanchayats have donated land/building for the Institute as per Govt. Policy.

Submission of Application Form:The candidates shall be required to send/submit the Application Form (only on the

prescribed performa) enclosed in the prospectus. The Application form should be filled in by thecandidate in his/her own handwriting, complete in all respects and completed application formshould reach latest on 16-8-2010 upto 5-00 P.M. in the Office of the Director, SCERT,Haryana, Sohna Road, Opp. Panchayat Bhawan, Gurgaon-122001. Application Form,received after the scheduled date and time will not be entertained. No other documents shouldbe enclosed in envelop except application form duly filled in.

Application forms can be dropped in the DROP BOX available in the Office of Director, SCERT,Haryana, Gurgaon during the working hours on and before due date and time.

Note : Candidate should retain the photocopy of the Application Form (duly filled in bythe candidate) as it is necessary to submit at the time of counselling.

IMPORTANT POINTS TO NOTE1. The candidates should apply only on the application form prescribed for their own

categories otherwise this will not be entertained.

2. Do not forget to mention the stream (Arts/Science/Commerce/Voc. Edu.) in the applicationform as well as on the envelope.

3. Do not forget to affix your photograph and put your signature on application form.

4. Incomplete application form will summarily be rejected and no correspondence,whatsoever will be entertained in this regard. The form will also be rejected if anyinformation given in it is found to be incorrect or ambiguous or contradictory.

Documents (to be submitted at the time of Admission/Counselling)The Candidates should bring all Original certificates/documents with attested copies of the

testimonials at the time of Admission/Counselling along with two latest passport sizephotograph. They will also be required to submit the following documents. Candidate shouldretain the photocopy of the Application Form (duly filled in by the candidate)

(1) Photocopy of the Application Form retained by the candidate.

(2) Attested photocopy of Haryana Resident Certificate issued by the competent authority.

In case of candidate who has passed Secondary and Senior Secondary Exam from aschool situated in Haryana will, however, not be required to produce a Resident Certificate.For this purpose a certificate of the Principal/Headmaster from the concerned institution willbe sufficient (See Annexure-II)

(3) (a) Attested photocopy of 10+2/Sr.Secondary School Certificate issued by Board.(b) Attested photocopy of the certificate as a documentary proof of age(c) Attested photocopies of Secondary/High School(Urdu) for candidates seeking

admission in D.Ed(urdu) issued by the Board.(d) Attested copy of the certificate of good conduct from the Principal/Head of School/

College/ Institution last attended.(e) Only one attested photocopy of the following certificates is to be submitted alongwith

the original certificates at the time of Admission/ Counselling.a. For the candidates belonging to SC/BCA/BCB. Attested copy of certificate issued

by the concerned S.D.O. (Civil)/competent authority.b. For the candidates belonging to backward classes: attested copy of certificate

issued by the concerned SDO (Civil)/competent authority to the effect that they donot belong to socially advanced groups/sections (Creamy layer) as per instructionsof Haryana Govt.

c. For Ex-servicemen: A fresh certificate from the District Sailors and Soldiers Board.d. For the candidate applying under orthopedically handicapped category: A copy of

medical certificate from the Civil Surgeon of the District concerned. The disabilityshould not less than 40%.

e. For children or grandchildren (Maternal/Paternal) claiming the benefit of freedomfighter: The certificate from Chief Secretary Haryana and relationship certificatefrom the Deputy Commissioner concerned.

Note :1. Admission of candidates who fulfill all eligibility conditions shall be made on the basis of relative merit

on the basis of marks obtained in aggregate including English in 10+2 examination. In case ofreserved seats, relative merit of the candidates shall be determined within each category of reservationopted by him/her in the application form. The merit will be prepared streamwise-categorywise.Therefore, the candidate belonging to reserved category should carefully indicate his/her claim for thereserved category in the application form. No claim for change of category/stream will be entertainedat any later stage. The claim will not be entertained for such candidates, whose reserved categorycertificates are found incomplete or have not been issued by the competent authority.

2. In case any candidate is found to have furnished false/fake information or certificate etc. or is found tohave withheld/concealed information in his/her application form, his/her candidature for admission willbe cancelled and legal proceedings will be initiated against such candidate.

GENERAL INFORMATION1. Selection for all candidates for admission to D.Ed/D.Ed (Urdu) courses shall be provisional.

SCERT Haryana Gurgaon will prepare the Merit List for Counselling. Those candidates whofigure in the merit, will be called for counselling for verification of certificates on the date andplace of Counselling to be intimated by the SCERT Haryana, Gurgaon separately throughDainik Bhaskar, Dainik Jagran & The Tribune daily news papers only. No separateinformation for counseling will be given. In case of any dispute, the decision of theAdmission Committee shall be final.

2. Since it is a professional course, regularity in attending the classes /seminar/workshops/camps and other activities is essential.

3. The candidates admitted to the course shall have to abide by the rules and regulation of theInstitution/Department.

4. The candidates will be required to attend classes for minimum 200 days and 1000 workinghours for appearing in the final examination of D.Ed.–I/II

5. On completion of the course, a certificate is awarded to the successful candidates. Acandidate is required to pass the examination as per rules/regulations of the Departmentlaid down from time to time.

6. The fee funds /other dues will be charged as per instructions issued by the Govt.Department from time to time.

7. In case a candidate does not fulfill the eligibility conditions, the application form will berejected without sending any information.

8. In case a candidate is found to have concealed any material fact/ given wrong informationhis/her candidature will be treated as cancelled.

10. All legal disputes with regard to the admission/counseling up to the level of Session Courtare subjected to the jurisdiction of Gurgaon only.

11. Candidates are advised to study the prospectus carefully before filling up the applicationform for admission.

12. The prospectus is subject to modification/alteration without prior notice.13. During two years of diploma course, no candidate is allowed to continue his/her study in any

college/institution/university as a regular or private candidates. If a candidate is found indulgedin doing such a practice, a disciplinary action to the extent of cancellation of his/her candidaturewill be taken against him/her.
