The meeting was called to order by Leland Colvin with introductions

Secretary St. Onge made some opening comments concerning the Governor’s executive order on SC rules and regulations which were burdensome to the state agencies. The Secretary asked that the CAGC forward any items to the SCDOT for review and they would pass on to the Governor. The Commission asked SCDOT to review the ARMS manual as part of this effort. The budget cycle is in the process over at the legislature. SCDOT staff has a presence there to answer questions about the second and third order effects of different funding scenarios.

Old Business

Contractor Status

Leland Colvin handed out the Monthly Status Report. Made a slight improvement over the report from January. See attached chart.

CPM Schedule - Update

The revised specifications will be out for industry review around the second week of May. FHWA will have to review and plan is to implement in September 2013 Letting.

Traffic Control Certification 9/1/13 Implementation

The effective date will be the September Letting and will not be retro-active to existing projects. The only train the trainer is for Flagging. Any trainer who is certified to do flagger training will be acting on behalf of the organization from which they received their certification and not for the contractor. Any certificate issued by the trainer will be issued from the certifying organization.

NEW BUSINESS

Safety Topic

John Gaither from the SCDOT safety office provided information on National Work Zone Awareness week that is April 15 – 19 and on driver distractions. See attached information on safety topics.

Engineer’s Conference March 26, 27

There were some good topics and good presentations at the conference and it was attended by a large group of SCDOT, contractors and engineers. Some of the topics included: Bridge Project update, Rideablility Specification, Asphalt selection process and a Panel discussion on statewide uniformity. Clem has set up a task force to address some of the topics discussed at the conference.

DHEC General Permit

January 1, 2013, the SCDOT has its own general construction permit. The new permit does not require co-permittee agreements but requires a contractor certification form (even on existing projects). This form needs to be completed by the prime contractor on all existing projects that a NOI has been submitted. See attached information on Contractor Certification Form and Non-Numeric Effluent Limits.

Legislative Update

The House budget includes $80 million for the next two years and an additional $60 million for bridges. About 20 different bills have been filed this year and the AGC has asked that they leave the house proposal intact and let these bills add additional funding.

Law Enforcement in Work Zones

Work zones are dangerous especially during the nighttime work. The SIT teams are primarily focused on the interstate routes. How can we get more law enforcement on some of the other projects. Also how can we get more daytime projects since it does tend to slow down traffic when there is a small backup and the daytime is much safer. The contractors would like to see it put in the specification that law enforcement on these other projects be included in the bid as part of traffic control. Since the SIT teams have been in place, the average fatalities have decreased. SCDOT will discuss at the DCE meeting and with other divisions and decide how to move forward. Traffic engineering is willing to try a higher volume count on determining nighttime work and time restrictions.

SC Rules and Regulations Feedback

The SCDOT has had three public meetings and have two more coming up in Florence and Charleston. Topics SCDOT has heard about is the Set-a-side Program and Business License fees for Prime and Subs.

Other Business

Standard Drawings on two way, two lane paving operations, currently the drawing is showing a truck mounted attenuator as Optional. This is not helping the contractors because the lawyers are asking why

didn’t you use it. If one is needed on a project, then put it in the special provisions that one is required. SCDOT will discuss any revisions to the standard drawings.

In curb and gutter sections of roads, establish a uniform method for full depth patching and milling operations due to water being held against the curb and gutter after milling. This was referred to the road subcommittee.

Roadway Subcommittee: Items discussed at the last meeting: GAB specification, withholding of payments for non DBE commitments, permanent construction signing on short term projects, CMRB adjustments on curing material, Non DBE trucker approvals, and low shoulder specification.

Utility Subcommittee: Did not meet

Supplier Subcommittee: Did not meet

Design Build Subcommittee: Project updates are on the SCDOT website, Pile load test information for Design build packages, Language in RFP concerning additional questions after the milestone date, design review periods, CEI procurement process, QC plans to include estimated quantities for sampling and testing requirements and RFP evaluation format.
