Historical Development of the Rural
Sanitation Sector in India
Traditional approaches - Main assumption was that open
defecation happens due to people being poor – once
support is given for infrastructure, open defecation will
cease and total sanitation will be achieved.
Despite millions of rupees of expenditure and construction
of millions of toilets, open defecation continued.
In 1981, only 1% of rural population had access to sanitary
facility, scaling up to just 21% in 2001 (as per Census of
India, 2001)
