VictorvilleWaterDistrict,establishedin1931,hashadseveralSCADAmonitoringsystemsovertheyears,fromsimpletonesystememployingtelephonelinesforcommunicationtothepresentSCADAPack357’snowbeingdeployedusingFiretideradios.Thesystemconsistsofover60sitesincludingwells,boosterpumpstations,70Mgofstoragetanksand4treatmentplants.Withtheamplestorage,weareabletodoamajorityofourpumpingfrommidnightto6AMwhichsavesover$500,000/yearinenergycosts,morethanpayingfortheTelemetryDepartmentbudget.In1995,IcametotheDistrictandwasquicklychargedwiththejobofupgradingtheagingAquitrolsystemwithWonderwareHMIsoftwareandMDS2300Radios.AsIevaluatedtheexistingsystem,itbecameclearthatthesystemwasextremelyslowandcumbersome.Ithadasinglerepeatersitelocatedontopofamountainsome7milesawayfromthemainofficewhichwasneededtoreachsomeofthestationslocatedinsomedifficulttoreachsiteswithintheDistrict’s54squaremilearea.Thissystemuseda1200baudBell202modemserialcommunicationssystemthat,onagoodday,took5to10minutestocontacteachoftheDistrict’s40sites.AnotherproblemwasthattheRepeatersitewaslocatedonasiteoccupiedbynolessthat50otherrepeaters,TVstationsandtelephonecommunicationssystems,alladdinguptoamajorcommunicationsnightmare.ThefirsttimeIlookedattheexistingrepeater,Inoticedthattherewasa40dbattenuatorattachedtothe5wattradioandwastoldthatwasduetotheextremeamountofnoiseonthesite.Thefirstorderofbusinesswas
toremovetheattenuatorandinstallacavityfiltertoremovetheunwantednoiseandrestorethesystemtofullcapacity.Welaterincreasedthebaudrateto9600byreplacingtheAquitrolPLCsandtheirBell202modemswiththeSCADAPackMicro16s,whichreducedthesystempolltimedownto3minutes.Then,wereplacedtheWonderwaresystemwithLookoutHMIanddecreasedthepollingtimetolessthan2minutes,evenwithanadditional10newsitesinthesystem.WiththereplacementoftheMDS2300’swithiNET900SpreadSpectrumradios,wewereabletoincreaseBaudrateto256k,andbyreplacingtheSCADAPackMicro16swithSCADAPack32swereabletomovetheentiresystemtoanIP-basedsystem.Problemsstartedtomountforthissystem,asthesinglesitefortherepeaterwasplaguedwithpoweroutagesandinterferencesfromneighboringsitesandaccessproblemsinbadweather.WealsostartedhavingproblemswithIPaddresses.Insomecases,wehadasmanyas5IPaddressesatasite:theradio,RTU,VFD,powermonitorsandlocalsitecomputers.WealsofoundoutthatourcentralizedcontrolsystemwaspronetofailureifthemainHMIcontrolweretogodownoriftherepeaterwasdisabled.Inourcase,alotofthewellsiteswerenotabletocommunicatedirectlywiththetanksitesinordertoknowwhentooperate.Westartedlookingforabettersolutiontothesinglesiterepeatersystem,andanendtothedependencyofthesinglemountainsite.Severaloptionscametomind:amulti-repeatersystemusingseveraloftheDistricts6tankstorage
sites;apeer-to-peerstore-and-forwardsystemutilizingreport-by-exception;andanewsystemwehadbeenhearingaboututilizingwhatwascalledaMESHtopologysystem.WestartedtoseethattheMESHsystemlookedlikethebestsolutionfortheDistrict,andpreparedalistofminimumrequirementsforthesystem.Wehadreviewedseveralmanufacturers’productsforthesystemandwantedtocomeupwithasolutionthatwouldnotonlymeetourneeds,butwouldbeeasytomaintain.TheDistrictoriginallyusedoutsideconsultantsfortheintegrationandmaintenanceofthesystem,butsince1999hadmovedthoseresponsibilitiestoDistrictpersonnel.Wehadbeensuccessfulinre-programmingtheHMIfromWonderwaretoLookoutandthentoClearSCADAin2005.WithbackgroundinUHFandVHFradios,DistrictpersonnelinstalledandmaintainedtheiNET900radiosatallthesites.Astheeconomyturneddownandfundingdropped,itbecameclearthatthecostofthesystemwould
needtobesuchthatreplacementcouldbedoneasthefundingwasavailable.So,itwasalogicalmovetomakesurethenewsystemcouldbeinstalledbytheDistrict.Ourfirsthurdlewastocomeupwithaminimumlistofrequirementsandsubmitthemtoseveralvendorsforbids.Theseincludedminimumthroughput,easeofinstallation,maintenancerequirementsandtechnicalassistance.WelookedattheoverallDistrictand
decidedthattheminimumthroughputshouldbedeterminedbythevendorwhowouldbeinthebestpositiontogiveusanideaofwhattoexpect.Itwasalsosuggestedthattheminimumthroughputbe1.5Mbps.Installationneededtobeaddressedandacertainexpertisewasrequired,sotrainingofDistrictpersonnelwasaddedtotherequirements.Westipulatedthatthevendorprovideaminimumwarranteeperiod,technicalsupportforthetermoftheinstallationperiodplusoneyear,andongoingproductandtechnicalsupport.Wehadalsowantedasystemthatwouldbeself-healing,abletore-routeifasingleormultiplesystemsweredisabled,allowingustodecentralizeoursystemandhavethewellsrunautonomouslyifthecentralcontrolweredisabled.SeveralVendorswerecontacted,includingFiretidethroughSageDesigns.Firetide’sbidwasacceptedduetothelowcostandabilitytoprovidetheequipmentandtrainingneededforDistrictpersonneltoinstallthesystem.Firetidealsoagreedtohelpuswiththesiteanalysisanddesignofthesystemandtechnicalsupport.Duringthedesignphase,weprovidedthemwithalistofsitesincludingLat-LongandelevationfromtheDistrict’srecentGISsurveyinformation,andFiretidethenprovidedsiteanalysisbasedinformationincludingantennaheightrequirementsandsuggestedradiosandantennas.In2009,theprojectwasgivenapprovalbytheCityforimplementation,andin2010thefirstoftheFiretideradioswereinstalled.Althoughthesystemisonly25%completeasofthisprinting,wefeelthatitisasuccess.Thebackbonesystemhasbeencompletedandwehavethroughputexceeding7Mbps,withsomesitesseeingspeedsof200+Mbps.Withtheentiresystemusingonly3IPaddressesforthecommunications,wehavereducedourIPaddressesby40%.Wehavegrownto79sitesandhavefoundthesystemperformswell.ByJeffZizziSCADA&TelemetryCoordinator,VictorvilleWaterDistrict

partoftheSCADAsystemtoprovidecontinuousremotedatamonitoringacrossthedistributionsystem.Battery-powered,long-rangewirelessunitsoffersignificantadvantagesinreducingthecostofmonitoringthedistributionnetwork,andprovideaccesstohardtoreachareasforbetterwateraccountability.3.
