Gallegos, in his capacity as Presiding Judge, Regional Trial Court, Br. 47 Manila, and the purported Joint Venture of Omniprime Marketing, Inc. and Intrasoft International, Inc., represented by Annabelle A. Margaroli).- After deliberating on the petition for certiorari with prayer for the issuance of a temporary restraining order assailing the Omnibus Order dated 4 August 2015 of the Regional Trial Court {RTC), Br. 47, Manila, in Civil Case No. 15-134333, which, among others, granted herein r e s p o n d e n ~ · application for the issuance of a writ of preliminary injunction and the issuance of an injunctive writ [enjoining all the petitioners from implementing both the (a) 6 May 2015 letter of petitioner Lina aborting the competitive bidding of the PNSW / 2 Project and the (b) 7 May 2015 Cancellation Notice of petitioner Syquia in the ._ meantime that the case is heard upon its merit, and all the petitioners from initiating any other procurement, sourcing of funds and conducting any other procurement whether thru public bidding or negotiation to replace or up-grade the present customs systems subject matter of this bid], the Court, without necessarily giving due course thereto, resolves to REQUIRE respondents to COMMENT (not to file a motion to dismiss) on the petition, within ten (10) days from notice, and hereby ISSUES a TEMPOR RY RESTRAINING ORDER, effective immediately and continuing until further orders from this Court, enjoining and · restraining the respondents, the RTC, Br. 47, Manila, their representatives, agents or other persons acting on their behalf 1 from enforcing and implementing the· assailed Omnibus Order dated 4 August 2015.
