What a busy year we’ve experienced in 2012! RHRA, once again grew in overall membership participation as we continued to feature HRCI accredited seminar presentations.
I want to thank everyone for having given me the honor of serving as the President of RHRA in 2012. I have truly enjoyed working with the rest of the board as we have worked to promote the HR professions in the Rochester area. Each board member has selfl essly volunteered their time and talents to make our monthly meetings educational, informative and fun, while at the same time making sure that our speaker topics meet the requirements for continuing HRCI accreditation.
As “El Presidente”, I have learned so much from these board members. The pursuit of excellence in their personal work lives as well as their commitment to service as board members has been refreshing to see. I’m very excited as I know the 2013 board members will continue this commitment to service and excellence for our many friends and colleagues who make RHRA an amazing group.
Again, thanks to each of you for your kindness, interest and support this past year.

HRCI Scholarship Opportunity ~ Lisa Anderson, Certifi cation Chairperson
Have you been thinking about earning your PHR, SPHR, or GPHR? The Spring Exam testing window opens on January 22nd for testing dates beginning May 1st, 2013 - June 30th, 2013. As part of our commitment to the development of HR professionals, the RHRA is pleased to offer scholarships for RHRA members pursuing fi rst-time certifi cation. The scholarship is awarded after successfully attaining an HRCI credential of PHR, SPHR, or GPHR. The reimbursement is for a maximum of $500 toward your exam fees and study materials. This scholarship is available to members who are not being reimbursed by their employers.
Please obtain the scholarship application on our website. Your application must be received and approved by the RHRA Board prior to taking the exam, and recipients must show proof of credentials to receive the award.
IN ADDITION: The RHRA Board is purchasing study materials as an additional study aid for the 2013 PHR/SPHR Exam preparation. If you are interested in attending a self-directed study group, contact Angela Lee ([email protected]) for

• Social Security Payroll Tax
Employers must begin withholding Social Security payroll tax at the rate of 6.2 percent of wages earned. The temporary two-percentage-point payroll tax cut in effect for the past two years was not extended and expired on Dec. 31, 2012. Employers should withhold the correct the percentage of the Social Security payroll tax as soon as possible, but no later than Feb. 15, 2013. If the amount of Social Security tax withheld prior to the Feb. 15 deadline is less than 6.2 percent, then employers must make appropriate adjustments to their employees’ pay checks as soon as possible, but no later than March 31, 2013.
• Employer-Provided Education Assistance
The “fi scal cliff” legislation permanently extended the tax break for employer-provided education assistance, also known as Section 127 of the Internal Revenue Code. The provision allows employees to exclude from taxable income up to $5,250 per year in employer-provided tuition assistance for undergraduate or graduate level courses.
• EEOC Will Focus in 2013 on Hiring, Pay, Harassment
The U.S. Equal Employment Opportunity Commission (EEOC) announced its new 4-year strategic enforcement plan in December. The focus of enforcement efforts will be on hiring, pay and harassment. The plan also identifi ed three other enforcement priorities—protecting immigrant, migrant and other vulnerable workers; addressing emerging and developing issues; and preserving access to the legal system.

The U.S. Internal Revenue Service announced the 2013 limits on contribution and out-of-pocket spending amounts for health savings accounts (HSAs) and for the high-deductible health plans (HDHPs) to which HSAs must be linked.

“I wonder how other organizations handle this?” - OR - “Wouldn’t it be nice to have some HR peers at my fi ngertips to help me resolve my HR issues and share ideas?”
Well, we no longer have to do it alone. Welcome to the HR Roundtable! We will meet together in
a relaxed, confi dential environment and have open discussions on the issues and questions we
are currently facing or we can focus discussions on a specifi c topic. It will be an opportunity for
us to discuss hot HR topics, enhance each other’s HR knowledge, share HR best practices, and
provide each other with tips and tools. This group will meet every other month starting in March
at SMMPA’s conference room that will accommodate 20 people.

2013 Annual Dues and Meeting cost are not changing!
Annual membership dues invoices and member update forms will be either emailed or mailed directly to each member by January 31st, 2013. You can return your forms by email ([email protected]), mail, or at the monthly meeting.
If you are a current SHRM member annual dues of $30.00 are waived. For non-SHRM members annual dues will remain at $30.00. If you are a member of another chapter and they are designated as your primary chapter, you will be subject to the $30 annual membership dues. Membership fees go towards the cost of the facility charges, supplies, equipment and speaker fees.
Monthly meeting fees:
$15.00 for the meeting with lunch buffet ($20.00 for non-members/guests).
$7.00 for attending the meeting only ($12.00 for non-members/guests).
Student Rates are $7.50 for the meeting with lunch buffet and $3.50 for meeting only
If you refer a non-member to RHRA and their membership is approved you are awarded a Free Lunch Certifi cate for helping grow our organization. The lunch certifi cate, valued at $8.00, is reimbursing the lunch portion of the fees only. The $7.00 meeting fee still applies. In addition, if you bring a fi rst-time guest to a meeting, their lunch and meeting fees are waived as a welcoming gift from RHRA.
Please remember:
• If you RSVP for a monthly meeting and you are unable to attend and do not cancel within 48 hours, you will be invoiced for the reservation.
• If you have last minute changes to your schedule and can make a meeting, please join us! Walk-ins are welcomed and payment can be made at the meeting.

The Board incorporated the same (SHRM) goals for 2012 as we had adapted for 2011 which are as follows:
• A recruitment goal to increase members of 5.5 %
• A goal to increase our RHRA SHRM members by 3%
• A goal to increase our number of members with SHRM Certifi cations by 2%
2012 Results:
• RHRA recruitment represented a 7.7% increase over last year - SUCCESS• RHRA members who are also SHRM members increased by 0%
• RHRA members who possess a SHRM certifi cation increased by 8.1% - SUCCESS

Where did 2012 go? As I look back on the past year from the RHRA perspective there are many people that I need to recognize and thank. First, Eliseo Garcia, the RHRA 2012 President, he did a great job of keeping us working toward our goal of serving the members. I greatly appreciate all his dedication to his role along with the humor he brought with it. Second, the entire 2012 RHRA Board, without each of them we would not be able to serve the RHRA Members. It is an honor to work alongside all of these excellent volunteers. Third, David Wheeler, he may have been quiet about it, but he did co-chair the MN SHRM Conference this year. I know that this wasn’t an easy endeavor, but an excellent conference was the result. Finally, all of the RHRA Members, if it wasn’t for each of you our chapter would not exist. Thank you for coming to meetings and participating in this great organization.
As I look forward into the new year I am excited and honored to serve as your President alongside the 2013 RHRA Board. As we begin to set goals for the year new ideas and opportunities are in front of us. We conducted a membership survey in November and this input will assist us in our 2013 planning, allowing us to serve the needs of the members. The survey provided us with great concepts for monthly meeting topics and speakers.
Also, two new ideas are already being realized. Look for our new RHRA Rountable events, these are informal opportunities to discuss HR issues and get assistance from our great network of members. Also, a new PHR/SPHR study group has been formed and will be starting their work toward achieving certifi cation this year.
I hope to see many of you at our upcoming events and I look forward to a fabulous 2013!

Speaker announcers included: Abbey Hellickson, Sandy Feehan, Tara Gosse, Angela Lee, and Joleen Mittlestadt.
