SASP FORMULA GRANT PROGRAM Program Scope Purpose Areas: Overall, the purpose of the SASP Formula Grant Program, is to provide intervention, advocacy, accompaniment (e.g., accompanying victims to court, medical facilities, police departments, etc.), support services, and related assistance to: • Adult, youth, and child victims of sexual assault; • Family and household members of such victims; and • Those collaterally affected by the victimization (e.g., friends, coworkers, classmates), except for the perpetrator of such victimization. To best address OVW’s Priority Areas for FY 2013, ACASA is encouraging agencies to place emphasis on providing the necessary staff to carry out intervention and related assistance to victims and to increase support for underserved populations in a culturally appropriate manner, with special emphasis on African-American communities and other communities of color, as well as Lesbian Gay Bisexual Transgender – Questioning (LGBTQ) communities. Intervention and related assistance may include: • 24-hour hotline services providing crisis intervention services and referral; • Accompaniment and advocacy through medical, criminal justice, and social support systems, including medical facilities, police, and court proceedings; • Crisis intervention, short-term individual and group support services, and comprehensive service coordination and supervision to assist sexual assault victims and non-offending family or household members; • Information and referral to assist the sexual assault victim and non-offending family or household members; • Community-based, linguistically and culturally specific services and support mechanisms, including outreach activities for underserved communities. As defined in the Violence Against Women Act, 42 U.S.C. §13925 (17), “linguistically and culturally specific services” means “community-based services that offer full linguistic access and culturally specific services and resources, including outreach, collaboration, and support mechanisms primarily directed toward underserved communities.”; • The development and distribution of materials related to the services described in the previous bullets. Out-of-Scope Activities: The following activities are out of scope and will not be supported by SASP Formula Grant Program grant funding: • Research projects; sexual assault forensic examiner projects; prevention efforts (e.g., bystander intervention, presentations on healthy relationships, etc.); criminal justice- related projects, including law enforcement, prosecution, courts, and forensic interviews; and providing domestic violence services that do not relate to sexual violence.

SASP FAQs 

Q: Can I put general educational information about sexual assault on the brochures produced using SASP funds?  A: No. SASP funded brochures are to be about the services provided, where to receive services, and who may receive services, and not about general education.  

Q: May funds be used to support services to children? A: Yes. Services rendered to children do not have to be in connection to serving an adult parent and there is no age restriction on providing services to children.  

Q: May funds be used to support projects that include education and prevention activities? A: No. Funds may be used for outreach to inform persons about the services provided by a specific program. For example, a program could use pamphlets, brochures, or community presentations to announce the services available under the grant.  

Q: Are volunteer related expenses allowable under this program?  A: Yes. Examples would include training and supervision of volunteers.  

Q: Is there a limitation on the types of sexual violence SASP funds may be used to address? A: Funds may be used to address intimate partner, stranger and non‐stranger sexual assault as well as adult, adolescent and child sexual violence. All may be served, including male, female and LGBTQ. 

Q: May SASP funds be used for advocate training?  A: Yes. Training may be provided for volunteers or employees that will provide specific grant‐funded services, but may not be used to provide a generalized statewide training.  

Q: May funds be used for general professional training (i.e. for law enforcement, mental health, prosecutors, etc.)?  A: No, nor may funds be used to develop training curriculums.  

Q: May grantees serve adult survivors of child sexual abuse or other survivors of a non‐recent assault?  A: Yes. There are no limits on when the assault must have occurred.  

Q: May Sexual Assault Nurse/Forensic Examiner programs be funded? A: No. SASP funds cannot support activities that are conducted by or inherent to the criminal justice system such as sexual assault nurse/forensic examiner programs, law enforcement investigations, and/or prosecution of sex crimes. However, SASP funds can support advocates from non‐profit, non‐governmental agencies accompanying a victim through any aspect of the criminal justice system.  

Q: May Sexual Assault Response Teams (SART) be funded? A: No. However, if an advocate position is funded under the grant, the advocates’ time in attending SART meetings may be covered as part of the advocacy he or she provides.

Q: May SASP funds support a hotline? A: Yes. To the extent the hotline is for sexual assault victims. If the hotline covers a broader array of issues, the costs should be pro‐rated according to the percentage of calls that are for sexual assault. In order for a multi‐issue hotline to receive SASP funds, the people who answer the hotline would need to have sexual assault specific training.  

Q: Are women’s only or men’s only support groups allowable? A: Yes, assuming that the gender‐specificity is for therapeutic reasons. Services should be available for victims of both genders.  

Q: How long is “short‐term counseling?” A: Up to one year.

SEXUAL ASSAULT SERVICES PROGRAM

2013-14 SUBGRANT AGREEMENT

Special Conditions: The Subgrantee agrees to:

I. Employ designated Advocate whose responsibility it is to provide sexual assault victim services as defined in ACASA’s Standards of Operations Manual.

II. Ensure that each person funded under this project is certified as a sexual assault victim advocate within three months of hire.

III. Clearly identify the person within the agency with supervisory responsibilities over each Advocate.

IV. Obtain approval from ACASA for all Advocate training paid for through these funds prior to submitting registration for the event. Staff attending training events may be required to present a summary of the training to ACASA and/or other Subgrantees.

V. Obtain approval from ACASA for all project products paid for through these funds, including but not limited to brochures, posters and billboards.

VI. Ensure that the Executive Director of the agency attend at least two member Advisory Council meetings held quarterly by ACASA for the purpose of providing information/orientation and/or receive training.

VII. Ensure that each person paid for through these funds attends at least two member Advisory Council meetings held quarterly by ACASA for the purpose of providing information/orientation and/or receive training.

VIII. Participation of Subgrantee’s Executive Director in technical assistance calls and/or Webinars as required by ACASA for the purpose of meeting the intent of this grant program.

IX. Consent to scheduled routine site visits by ACASA staff for purpose of technical assistance and/or project evaluation.

X. Provide appropriate financial and program documentation for program monitoring/evaluation.

XI. Notify ACASA of any change in personnel assigned to the Advocate and/or supervisor positions within five days of change.

XII. Be familiar with and meet ACASA’s Standard of Services. XIII. Adherence to all applicable federal/state regulations and laws regarding the funding

source.

Contract Termination: The performance of work under this agreement may be terminated by ACASA whenever the Subgrantee defaults in performance of this agreement and fails to cure the default within a period of ten business days after receipt of notice specifying the default. Conditions generating a default include but may not be limited to:

I. Failure to submit required quarterly reports by designated deadline. II. Failure to submit monthly reimbursement invoice by designated deadline.

III. Failure to comply with Special Conditions listed above. IV. Loss of resources from other funding sources which would affect carrying out goals

and objectives of this project. V. Agency having an outstanding debt to any state or federal agency.

Termination will be effected by sending Subgrantee a notice of termination. The Subgrantee will be paid for the work completed as of receipt of the notice of termination upon receipt of any previously un-submitted required reports.

Record Keeping/Oversight:

I. The Subgrantee will maintain accurate and complete records and statistical information on all services provided under this funding source and shall submit quarterly reports on the forms designated by ACASA. Failure of the Subgrantee to provide required reports by the designated deadline may result in payment being withheld from the Subgrantee and affect subsequent years’ funding.

II. The Subgrantee will maintain adequate financial records of the funds received under this agreement and will maintain timesheets designating time spent by Advocates fully or in part under this agreement. A Project Budget must accompany this agreement.

III. The Subgrantee shall provide immediate oral and written notice to ACASA regarding any program or financial status that will impact upon the delivery of services to victims, to include but not be limited to, personnel issues or financial issues, such as loss of funding, agency litigation, bankruptcy, facility shut down; or any situation which may prevent or interfere with the Subgrantee meeting obligations under this agreement.

This agreement is hereby accepted in its entirety, including attachments referred to above.
