Wake and Funeral events for New York State Trooper Timothy P. Pratt. The flag displays, and apparatus lineups were a fitting tribute to a fellow emergency responder and community friend. It’s that time of year again. Convoy for Tots 2016 is set to take place on Sunday, November 27th. This event is proudly be-ing held through a partnership between Capital Region Toys for Tots, Saratoga County Sheriff Michael Zurlo and the Sara-toga County Sheriff’s Office. The convoy will be open to emer-

gency vehicles and trucks of every kind. All drivers are asked to bring at least one new unwrapped toy. Lineup will take

When Called, NYS DOT Responds

Under the direction of the Governor, the New York State Department of Transportation delivers support

and aid in combating whatever Mother Nature brings.

Through the use of its Statewide Transportation Infor-mation and Coordination Center, DOT is able to deploy personnel and resources throughout DOT’s Region 1 (the greater Capital Region) and indeed throughout New York State in preparation for and response to storms throughout all four seasons.

On a day-t o - d a y b a s i s , DOT pro-vides fur-ther as-s i s tance t h r o u g h our Capi-tal Region T r a n s -portation Manage-m e n t C e n t e r

(TMC), which is collocated with the New York State Po-lice Troop G Headquarters in Latham. The TMC dispatch-es our Highway Emergency Local Patrol (HELP) vehicles, monitors traffic conditions, and relays information on highway incidents and detours to the public via 511NY, NY-Alerts, our network of roadside variable message boards, and via Twitter. Using these tools, the TMC can help minimize vehicular encroachments at incident scenes.

DOT also assists first responders with road closures and other issues on an as needed basis. However, it is im-portant to note that DOT is not a first-response agency in the same manner as police, fire and ambulance de-partments.

In responding to emergency accident scenes, DOT per-sonnel must often close down an active work site else-where before redirecting to the accident if it occurs dur-ing daylight hours. Unless actively responding to winter storms, DOT crews do not work around the clock. After hours, DOT crews must first arrive from home to one of our facilities, ready their equipment and then respond to the incident.

Pittsfield Communications continues to schedule pro-gramming for Fire Department Radios. The program-

ming was delayed after a potential issue was discovered with the Emergency Alert Button. This issue has been re-solved and programming has continued. Should you have questions, please contact OES at: 885-2232.

Radio Training will be hitting the road soon. Those de-partments who have had their radios completed will be contacted in the very near future to schedule the Radio Refresher Training. This is set up as a Refresher but in many cases will be a first for the newer members of the Department. When contacted, please schedule when you can get your members to attend.

Mike McEvoy, PhD, NRP, RN, CCRN is the EMS Co-

ordinator for Saratoga County, paramedic supervisor for Clifton Park & Halfmoon Ambulance, firefighter and chief medical of-ficer for West Crescent Fire and EMS editor for Fire Engineering magazine. He is a nurse clini-cian in the cardiothoracic surgi-cal ICU at Albany Med where he also teaches critical care medi-cine and chairs the hospital re-suscitation committee. Mike also serves on the EMS Section Board of the International Association of Fire Chiefs and the board of the National Registry for EMTs.

Spring EMS Courses

Spring EMS Courses will post during November and will in-

clude an EMT-Original and EMT-Re-fresher course at Malta-Stillwater EMS. The EMS Council web site www.saratogaems.org will list course information and also serve as the registration portal for the courses.

Pulse Point has successfully alerted citizens nearby two cardiac arrests in public areas since it went live in Sara-

toga County in June. The app, available for both iPhone and android devices is free from www.pulsepoint.org. It also allows users to receive alerts and see a list of fire and EMS calls in progress as well as listen to radio transmissions.

The Saratoga County EMS Council web site will be getting an update with a more modern and func-

With the growing opioid crisis, emergency services providers are often asked for referrals to drug

and alcohol treatment program. The New York State Office of Alcohol and Substance Abuse Services re-cently launched a Treatment Availability Dashboard site at https://findaddictiontreatment.ny.gov.

Sheriff Michael Zurlo and the

Saratoga Coun-ty Sheriff’s Of-fice opened their doors to the com-munity for its first ever open house on Sataurday, September 17th. Sheriff’s deputies displayed vari-ous equiupment

utilized in an emergency and the public had the oppor-tunity to meet representatives from the department. The open house featured various exhibits, to include a Lifenet of New York medical helicopter, sheriff K-9 demonstrations, Operation Safe Child ID Cards, seat-belt demonstrations, the county mobile communications center, the sheriff’s dive team, and equipment used by the Office of Emergency Services.

Zurlo Announces Release of Stop-DWI PSA

Moviegoers in Saratoga County will soon see a 30-second public ser-

vice announcement before their regu-larly scheduled films, as Saratoga Coun-ty Sheriff Michael Zurlo kicks-off the Holiday Season with a cautionary video about the dangers of drinking and driving.

The short video found here: https://goo.gl/b9Fudi de-picts men and women of various ages entering a sobriety checkpoint, conducting a sobriety field test, being arrest-ed and their vehicles towed, while sheriff deputies echo the message to be responsible and don’t drink and drive. “We want to send the message that drinking and driv-ing affects everyone, male or female, of different ages,” said Zurlo. ‘Don’t drink and drive, the life you save may be your own’ is simple, yet powerful,” he added. The Stop-DWI PSA is set to run in Regal Cinema’s in Saratoga County from November through Decem-ber and reach an estimated 70,000 moviegoers.

According to Zur-lo, this is the first of three PSAs to air in local mov-ie theaters. The second and third round of the vid-eos will focus on the dangers of texting while driving, and car seat safety, are expected to be released toward the

end of Winter and into Spring. "We have chosen this format because it resonates with men and women across different age groups,” said Saratoga County Stop DWI Coordinator Wes Carr. Future PSA’s along with the Stop DWI PSA can also be seen on the Saratoga County Sheriff’s Face-book, Twitter pages and the Saratoga County Sher-iff webpage: www.saratogacountysheriff.org “Alcohol related crashes and the resulting injuries and deaths are 100% preventable,” said Zurlo. “We need to continue the conversation that drinking and driving kills. This Holiday Season, and throughout the year, make the right choice, don’t drink and drive, the life you save may be your own.”

Members of the Saratoga County Sheriff's Office Dive Team conducted deep water and night dive training

recently at Rogers Rock on Lake George. The team of advanced open water and master divers train monthly throughout the year in varying conditions including mov-ing rivers, low visibility/low light diving, ice diving and deep water diving. All of which require a special skill set to be accomplished safely. The training took the divers to nearly 90 feet below Lake George, allowing them to experience different temperatures, increased pressure and varying light conditions all in the same dive. Later they experienced the near total darkness that exists in the usually clear waters of Lake George as night fell al-lowing them to train with underwater lighting.

Hyper-Reach is an emergency warning tool used to make rapid emergency telephone notifications to

residents and businesses in precise geographic areas. Hyper-Reach will be used by Saratoga County emer-gency officials, during emergencies only, to deliver incident-specific information or potentially life-saving instruction to those in the affected area(s).

Hyper-Reach integrates mapping technology with phone databases, and will call listed and unlisted land line telephone numbers for Saratoga County residences and businesses.

Cellular phone numbers are not automatically included in the system database, nor are Voice Over Internet Protocol (VoIP) phone systems. If you would like to re-ceive these emergency telephone notifications on your cellular or VoIP phone, you must first register these phone numbers. DOT has the ability to provide lane closures or traffic de-tours for long-duration accident scenes. It is important to remember, though, that law enforcement has the initia-tive and authority to close lanes and roads in response to emergency incidents.

As the first responders to an accident, law enforcement has the responsibility to secure a vehicular accident scene — and thus closing the road off to traffic — with safety as the No. 1 priority. Police and fire police have primary authority for controlling an accident site once they are at the scene. DOT personnel do not have the statutory authority to flag and direct traffic at accidents or other incident scenes.

When downed wires are involved, utility companies must provide their own traffic control. It is the responsibility of utility companies to provide flaggers at road or lane closure points and guidance along detour routes, as re-quired through their permits with NYSDOT.

DOT has the ability to remove most obstacles that could block a state highway. Those capabilities vary through the year as shared equipment is moved throughout the state. DOT can cut, push, scoop or sweep material off the travel lane to open the road. At times, it may be neces-sary for our crews to return to the incident scene for ad-ditional cleanup when more suitable equipment becomes available.

DOT highly values its partnership with fire departments throughout Saratoga County, and indeed all of New York State, as well as with law enforcement and ambulance companies. We all share a joint mission to serve the public and keep them and their assets safe. There is no greater priority than safety.

Training Announcement: Transportation Rail Incident Preparedness & Response:

High Hazard Flammable Liquid Unit Train (HFFt)

As part of New York State’s ongoing, cooperative multi-agency effort initiated by Governor Executive Order 125 to improve planning, preparedness and response capabilities for any incident involving the transportation of crude

oil and other ignitable liquids by rail across the State, New York State will be hosting a one day workshop promoting the resources provided in the Transportation Rail Inci-dent Preparedness & Response (TRIPR) Flammable Liquid Unit Train program. TRIPR was developed by the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) in collaboration with the Federal Railroad Administration (FRA), the U.S. Fire Administration (USFA), Environmental Protection Agency, U.S. Coast Guard, TRANSCAER®, the Association of American Railroads (AAR), rail industry own-ers and operators, the American Petroleum Institute (API), Renewable Fuels Association (RFA) and the emergency response community to address the hazards associated with incidents involving flammable liquid unit trains. The goal of this session is to provide participants with guidance and resources to better prepare first responders for incidents involving flammable liquid unit trains.

The workshop will be facilitated by Greg Noll, representing PHMSA as a member of the TRIPR Development Team and a recognized expert in hazardous materials response.

INTENT:

The goal of this workshop is to expand awareness of the TRIPR program and share les-sons learned from HHFT incidents along with the expertise of public safety agencies, rail carriers and industry sub-ject matter experts. The resources supplied are not intended to be a standalone training program but are offered to supplement existing programs. All information and resources provided via the TRIPR program can be edited and modified to suit an instructor’s or training program needs.
