Market led solution to meet Operational
Goals
Stakeholder engagement process is underway with key
state stakeholders including:
❖ Departments of Health (HSE/NAS/Medico),
❖ Housing (MEM / Fire Service),
❖ Islands,
❖ Justice / AGS,
❖ Defence (Air Corps / Naval service)
This is part of developing a detailed business case and
specification of requirements for the Request for Tender
Irish Coast Guard - Garda Cósta na hÉireann
Stakeholder Engagement

can offer in this space

Procurement Plan
&
Stakeholder
EngagementCaoimhin
O’Ciaruain
Procurement Plan - including
Stakeholder and Market engagement
• Core Objective: To achieve value for money for
significant state investment - ensuring new contract
contributes optimally to the delivery of the IRCG’s
remit for Maritime SAR and pollution prevention
• Secondary Objective – To optimise the potential
within that core service capacity to meet other
additional aviation requirements of the state on an
“as available” basis
• Current service costs between €50 and €60m
annually
• New contract likely to be of similar tenure i.e. 10
years with option to extend for period(s) up to 3
additional years
Irish Coast Guard - Garda Cósta na hÉireann
Public Spending Code compliance
• SAR Aviation Programme – represents a significant state
investment in a critical state service
• PSC requires us to evaluate and justify in terms of its
rationale, relevance, effectiveness, efficiency and impact
of the programme –
• Critical question here is whether we can deliver a more
effective service with similar resources next time around
• Preliminary strategic assessment including initial
appraisal of options – Government – July
• Considered how the programme delivers / aligns with
core Government policy and what potential exists to
further complement other interventions in this policy
space given significant state investment and built-in
contingency required of a SAR service
Irish Coast Guard - Garda Cósta na hÉireann
Public Spending Code compliance
contd.
• Next step - development of detailed business case for
Government approval– including economic and financial
appraisal and seeking approval to proceed to tender
• Business case will address, inter alia:
– Objectives and requirements of the programme
– COSTS AND AFFORDABILITY using Cost Effectiveness
Analysis
– PROCUREMENT STRATEGY – assessment of all options
but given nature of this service it is likely to be competitive
procedure with negotiation (subject approval as part of the
business case )
– GOVERNANCE AND IMPLEMENTATION - consideration
of the appropriate governance structures and
implementation mechanism for the new programme
Irish Coast Guard - Garda Cósta na hÉireann
Public Spending Code compliance
contd.
– RISK ASSESSMENT: The appraisal should
adequately account for the range of risks that may
have an impact on delivery and cost.
• November 2020 - Government decision to proceed
• Tender process though 2021
• Q4 2021/Q1 2022 - Government approval to award
tender
Irish Coast Guard - Garda Cósta na hÉireann
Pre–tender steps
• Assessment of the current service KPIs and lessons for future
– 2018/9
• Nov 2019 - Steering Group established – core and state
partners
• February 2020 - initial stakeholder engagement via National
SAR Plan structures to consider existing and anticipated
service requirements for SAR and otherwise
• Review SAR aviation models in other similar jurisdictions –
including UK
• May 2020 - PIN issued
• July 2020 - Strategic Assessment to Government
• September 2020 - Market Engagement – awareness and intel
• Sept/ October 2020 - More intensive stakeholder engagement
• November 2020 - Definition of service requirements
• December 2020- Publication of tender
Irish Coast Guard - Garda Cósta na hÉireann
Broad approach
Principles underpinning procurement
• "whole of Government" approach to optimise the potential
benefits in meeting existing and anticipated needs for SAR
in the first instance and then identify how value for money
can be achieved for other ancillary state aviation needs
within financial and regulatory parameters
• “Outcome-based” approach that enables bidders to exploit
all available technologies to deliver optimal solution and
avoids over-prescribing inputs or outputs which could inhibit
innovation or drive up costs unintentionally.
• “Iterative” approach through the competitive procedure
with negotiation (subject to final Government approval)
which enables state to engage with and refine solutions on
offer which best meet its requirements
Irish Coast Guard - Garda Cósta na hÉireann
Stakeholder Engagement
• Objective is to capture service requirements – existing
and in the future – and to more explicitly identify
“value” of the SAR aviation service to stakeholders
• Initial engagement through National SAR / Pollution
Plan structures – National SAR Committee, SAR
Consultative Committee, SAR Coordinators and SAR
assets
• Bilateral engagement with key state stakeholders
including Departments of Health (HSE/NAS/Medico),
Housing (MEM / Fire Service), Islands, Justice / AGS,
Defence (Air Corps / Naval service)
• To be completed as part of the detailed business case
and specification of requirements
Irish Coast Guard - Garda Cósta na hÉireann
Market Engagement
• Objective - to inform potential bidders of our requirements at
this critical point, the process being followed and gather
intelligence on what market can offer within parameters
described
• Webinar to set out our stall
• Follow-up bi-laterals over the next month to hear what market
can offer and inform our requirements
• Aoife will be in touch to assign slots for these bi-laterals to
those who have expressed an interest
• Clarifications provided on our side over the course of bi-laterals
will also be published via eTenders
• We will have a dedicated webpage on Gov.ie in relation to the
procurement process and will provide regular updates there
and on eTenders
• All queries will be channelled via eTenders
