Who can use it? Everyone who wants a collaboration site for decision-making purpose.
Where can it be used? It can be used in decision making processes. So you can share information about a decision on one page and share it with everyone involved in this process.

Who wins? Wrong Question! It might be not the correct time to compare these to SaaS’s (Software as a Service).
Why? Google Wave:
• Social application • Social collaboration is the main focus • Weak in decision making business collaboration
SAP StreamWork:
• Business application • Business collaboration is the main focus • Strong in decision making busines collaboration
Both application are running on the same road (SaaS) but in the opposite direction (Social, Business application). Maybe one day they will run in the same direction, then we will see who wins!
