San Ignacio-Santa Elena Municipal Profile General San Ignacio-Santa Elena is an inland municipality, comprising of the twin towns of San Ignacio and Santa Elena. The twin towns are linked by the historic Hawksworthe bridge spanning the Macal River. San Ignacio- Santa Elena is one of three municipalities in the Cayo District. It is located approximately 9 miles from the western border with Guatemala. Population Between 2000 and 2010, San Ignacio-Santa Elena experienced average annual population growth of nearly 3.5%, above the 3% average annual urban population growth for the intercensal period. At the 2010 population census count, the population was estimated to be around 17,900 persons. It is now the second most-populated municipality in Belize, after outgrowing Orange Walk Town between 2000 and 2010. The average household size declined in the intercensal period from 4.4 persons per household in 2000 to 4.1 persons per household in 2010. Santa Elena is one of three municipalities in the Cayo District. It is located approximately 9 miles from the

western border with Guatemala.

Population

Between 2000 and 2010, San Ignacio-Santa Elena experienced average annual population growth of nearly

3.5%, above the 3% average annual urban population growth for the intercensal period. At the 2010

population census count, the population was estimated to be around 17,900 persons. It is now the second

most-populated municipality in Belize, after outgrowing Orange Walk Town between 2000 and 2010. The

average household size declined in the intercensal period from 4.4 persons per household in 2000 to 4.1

persons per household in 2010.

Demographics

San Ignacio-Santa Elena is predominantly a Mestizo community. Mestizos are by far the major ethnic group,

comprising 71% of the population in 2000 and declining slightly to 68% in 2010. English is the most spoken

language, with nearly 69% of the population speaking English. However, Spanish is also spoken by 64% of the

population, indicating that the majority of the population is bilingual (Spanish, English). Creole is also spoken

by nearly 57% of the population.

The male-to-female ratio remained fairly constant between the intercensal period, at around 96 males per

100 females in 2010, indicating that females continue to outnumber males in the population.

The Age-Dependency ratio declined significantly from 82 dependents per 100 adults in 2000 to 65

dependents per 100 adults in 2010. This is as mainly as a result of the higher growth rate among the adult

population which outpaced the growth among the children and senior populations between the intercensal

period.

The foreign-born population remained fairly constant between the intercensal period, at around 17% of the

population in 2010. The foreign-born population in San Ignacio-Santa Elena have traditionally been from

Central America and North America; however within the intercensal period, there has been increased

immigration from China.

Access to Public Utilities (Water, Sanitation, Electricity)

The major source of drinking water for households in San Ignacio-Santa Elena has shifted from piped water in

2000 to bottled water in 2010. Piped water was the main source of drinking water for nearly 89% of

households in 2000, but declined to nearly 42% of households by 2010. Bottled water has become the main

source of drinking water for over 52% of households in 2010.

Flush toilet piped to septic tank is the main type of toilet facility for most households in San Ignacio-Santa

Elena. The proportion of households using flush toilets increased from over 59% in 2000 to 74% in 2010.

Meanwhile, households using traditional pit latrines have declined from 40% in 2000 to 25% in 2010. San

Ignacio-Santa Elena is among the six municipalities in the country without an established sewer system for

waste water disposal and treatment.

The vast majority of households in San Ignacio-Santa Elena use electricity as the main power source for

lighting. The proportion of households with electricity has increased from 89% in 2000 to 94% in 2010.

Education

Currently there are 8 Primary schools, 3 High schools, and 1 sixth form established in San Ignacio-Santa

Elena. The Net Enrolment rate in primary school increased from 94% in 2004 to 96% in 2010. The ratio of

boys to girls enrolled in Primary school remained constant at 114 boys per 100 girls in both 2000 and 2010,

indicating that more boys than girls continued to be enrolled in Primary school.

The Gross Enrolment rate in secondary school increased for both boys and girls, from 58% in 2000 to 67% in

2010 for boys, and from 69% in 2000 to 81% in 2010 for girls. The ratio of boys to girls enrolled in secondary

school decreased from 100 boys per 100 girls in 2000 to 76 boys per 100 girls by 2010, indicating that more

girls than boys are now enrolled in secondary school.

The Youth Literacy rate (15 to 24 years) indicate similar levels of literacy for males and females at 88% in

2000, increasing to around 95% in 2010.

Technical and Vocational training also experienced a tremendous growth as the number of trainees increased by nearly 300% between 2000 and 2010.

Employment

Due to the sample design of the annual Belize Labour Force survey, no employment data is estimated separately for San Ignacio-Santa Elena. Employment data is released at the Cayo urban level which includes Belmopan, San Ignacio, Santa Elena, and Benque Viejo combined.

Youth Literacy rate is the propor-tion of all persons 15 to 24 years who can read and write. For MDG 2.3, the proportion of all persons 15 to 24 years who completed at least standard 5 of Primary school is used to estimate youth literacy.

MOE enrolment data are reported by schools within each municipality, not by the place of residence of the students. As a result, the urban Net Enrolment Rates (NER)based on MOE data may overstate the actual NER as the enrolment reported may include students from rural communities who are enrolled in urban shools. This may be more acute at the Secondary and Tertiary levels as the schools at these levels are concentrated in the urban areas within each district.

Improved drinking water sources include water piped into dwelling or yard, public tap or standpipe, protected dug well/tubewell/borehole, protected spring, and rainwater collection. It excludes water from carts or tanker trucks, bottled water, and unprotected surface water.

The definition of an improved drinking water source is based on the classification developed by the WHO/UNICEF Joint Monitoring Programme for Water and Sanitation. The data indicates a remarkable decline in the level of this indicator between 2000 and 2010. This is mainly as a result of the huge increase in bottled water as a main source of drinking water for most urban households.
