It is our pleasure to share the program line-up for APA 2018 in San Francisco, CA, and to introduce

you to the array of symposia, poster sessions, hospitality suite events, and activities presented by

The Division of Psychologists in Public Service

(18) was established in 1946 as a founding

division of APA. It was created in response to the

needs of the public in such areas as psychological

practice, research, training, program

development, and outcome evaluation. Among its

goals, Division 18 works to protect and advance

the profession, foster ethical practice, advocate for

persons with mental illness, and promote quality

care.

Public service psychologists are practitioners,

researchers, university professors, legislators,

program developers, clinical coordinators,

managers, administrators, and more. Their clients

include consumers of mental health services,

managers, administrators, policy makers, elected

officials, and the public. They work in a variety of

settings, including state hospitals, community

mental health systems, VA medical centers,

criminal justice systems, police and public safety

settings, state legislatures, and in academic

institutions. In general, the services they provide

are as varied as the persons they serve and the

places they work.

Members of Division 18 help train more than half

the clinical and counseling psychologists in the

nation by providing the internship sites and

administering the internship programs. Its

members develop and implement mental health

treatment programs for millions of persons in

inpatient and outpatient settings, as well as

community support systems. Through the work of

its members, Division 18 has the potential to

directly or indirectly touch the lives of most

people living in the United States.

Voting members of the Division Executive Board

include the President, Past President, President-

Elect, Secretary- Treasurer, Representatives to the

APA Council Student Representative, Membership,

Education, and Communication Cluster Chairs,

and six Section Chairs. Non-voting members

include the Fellow Chair, Continuing Education

Chair, Journal Editor, Newsletter Editor,

Advertising Chair, Mid-year Division Convention

Chair, APA Programming Char and Co-chair,

Webmaster, Diversity Committee Co-chairs, Early

Career Representatives, Liaison to CAPP, Policy

and Advocacy Committee Chair, Ethics Task Force

Chair, and the Federal Advocacy Coordinator. To

be a member of the Executive Committee, one

must also be a Member of APA. The one exception

is the Student Representative. The Executive

Committee meets several times year; both the

section and the Executive Committee typically

meet at the APA Conventions.

OFFICIAL JOURNAL OF DIVISION 18 Psychological Services is the official journal of APA Div. 18. Division members and their colleagues are strongly encouraged to submit articles for review and to invite their institutions to subscribe to the improved quarterly Psychological Services Journal.

Psychological Services encourages submissions of papers that focus on psychotherapy outcome studies, evaluations of clinical programs, and public policy analyses. The Journal also publishes literature reviews that make a contribution to service delivery in public service settings, as well as unique model program descriptions for psychological service programs. Analyses of policy issues related to the delivery of Psychological Services in organized care settings are also considered. The Psychological Services Editorial Board understands that psychologists in public sector settings receive little in return for the effort involved in developing and publishing scholarly manuscripts. Tenure and or promotion are generally not linked to a history of successful publications, and little or no work time is allotted towards research for most clinicians in such

settings. As a result, many public sector psychologists have not honed the skills often thought necessary to achieve success in a "publish or perish" environment. Nevertheless, practitioner/scholar remains the ideal for many clinicians working in public service settings. Psychologists working in these settings often have rich resources, either in the form of program development or direct clinical service provision, upon which to base publications. It is, therefore, the commitment of the new Psychological Services editorial team, while maintaining the highest standards of scholarship, to work closely with authors for whom the realm of academic publication is unfamiliar in order to ensure appropriate dissemination of the valuable work performed by public sector psychologists.

The American Psychological Association handles registration for the

convention. Registration materials may be obtained through the APA

Convention website where registration and hotel reservations may be

also be completed online.

Space is limited in the main convention hotels so register early. When

registering, please list Division 18 as your primary affiliation. This helps

maintain our allotted program hours in subsequent conventions.

The complete online APA 2018 program is also now available or you can

download the APA 2018 Mobile APP here.

The 2018 Hospitality Suite will be located in the Hilton San Francisco

Union Square in a SKYLINE LUXURY PARLOR. However, the room

number of the suite will not be assigned until we check into the hotel.

We will post the room number in the lobby of the hotel and on the

various Hospitality Suite signs around the hotel. You can also check with

the front desk personnel. For those who are subscribed to the listserv,

the suite number will be posted on the listserv once we check in to the

hotel, so, if you can, check your email when you arrive in San Francisco.

Police and public safety psychology is a specialized practice domain that requires knowledge of the services provided to consumers, an understanding of the legal issues associated with service delivery, and cultural competency related to the environments in which intervention and consultation occur. This advanced workshop addresses steps in managing ethical dilemmas and complex relationships consistent with the APA Ethics Code. Through didactic material and interactive discussion of case examples, participants advance their ability to manage predicaments in this distinct environment and thoughtfully consider emerging issues in ethical reasoning specific to these governmental agencies.

HANDS-ON SKILLS FOR USING APPS AND ONLINE PROGRAMS

FOR VETERANS WITH PTSD AND RELATED ISSUES

This intermediate workshop presents research on the use of mobile applications (apps) and online programs in mental health care. Experts from the National Center for PTSD mobile apps team provide training on apps the Department of Veterans Affairs has developed for self-management of PTSD symptoms and related issues (e.g., anger and substance use). On provided tablets, participants practice using a variety of mobile and online self-management tools that can supplement or facilitate the care they provide. Intermediate skills for interacting with veterans around technology, including ethics and cultural considerations, are demonstrated, as well as an overview of using apps for clinical research.

This intermediate workshop presents information from the National Institute of Mental Health’s RAISE–ETP (Recovery After an Initial Schizophrenia Episode–Early Treatment Program) project, a landmark multisite randomized controlled trial to evaluate the benefits of comprehensive specialty care (CSC) in treating first-episode psychosis in typical community clinics. Results from the RAISE initiative have led to a national initiative to use CSC strategies to decrease future episodes of psychosis, reduce long-term disability, and help people regain functional capability

This advanced workshop elucidates aspects of criminal law as it relates to the assessment of mentally ill defendants. Many case examples and laws are drawn from death penalty cases, but currently the law applies approaches from capital cases to all criminal cases, and lawyers will increasingly expect psychologists to do so as well. This practical approach to law will frame and expand participants’ critical engagement with the current state of the research on cognition and psychiatric/neurologic illnesses to illuminate litigation, mitigation, and psychologists’ unique role and expected participation in criminal adjudication.
