Introduction

Objective: To set a foundation for an official Citizens’ Report Card for the City of San Angelo

Problem:San Angelo does not currently have any means to measure actual performance as perceived by the citizens

Solution:Extensive data collection through focus groups and surveys and analysis through SPSS
