1. INTRODUCTION
TheSub-ContractorsManualisintendedforusebySub-Contractors.Thisguideoutlinesourrequirements,conditionsandexpectationsofcontactors.Youmustalsoensurethatthisdocumentanditscontentswillbecommunicatedandunderstoodbyallyouremployeesandsub-contractors.ThisManualisnotintendedtoreplacetheSamwaysSiteSafetyManagementPlan,whichisavailableforyourinspectiononsiteor,byrequest.Acopymaybeforwardedtoyouatthebeginningoftheproject.TheWorkHealthandSafetyAct2011placesaresponsibilityuponanemployertoprovidetrainingtoemployeessufficientforthemtodotheirjobswithoutrisktothehealthandsafetyofthemselvesandothers.Withinthesystem,safeworkmethodstatementsshouldexistdescribingtheaspectsofthetaskthathastobedone.Theyshouldhavebeenread,understoodandsignedbyemployeesbeforecommencingworkonoursite.Aspartofthecontractconditions,sub-contractorsandtheiremployeesarerequiredtoparticipateinasite-specificinduction.
2. SAMWAYSTOTALQUALITYMANAGEMENTPOLICY(TQM)
Samwaysiscommittedtounderstandingtheneedsandexpectationsofitskeyinterestedpartiesincluding:management,employees,contractors,clientsandthecommunity,inrelationtohealth,safetyandqualitymanagement.Samwaysdoesthisthroughcommitmenttosatisfyingallapplicablerequirementsincludingrelevantlegislationandtothecontinualdevelopmentandimprovementofitsmanagementsystem.

Siteinductionswillbecarriedoutbythenominatedsitesupervisor.TheaimofasiteinductionistoprovideparticipantswithknowledgeofQHSEissuesandsafeworkpracticesspecifictothisparticular

site.ItwillalsofamiliarisepersonsonthissitewithrulesandproceduresforQHSEandemergencymanagement.Yourinductionwillcover:• Anysitespecifichazardsandriskcontrolmeasuresinvolvedincarryingouttheworksidentifiedby
theriskassessmentprocess.• AnyregulatoryrequirementsorCodesofpracticerelevanttoanysitespecifichazards• Siteorientation,includingsafeaccess/egress,locationofamenities,firstaid&security
requirements.• Sitespecificsafetyrulesorproceduresincludingnotificationofchangestotheworksite.• Onsiteconsultationandreportingarrangementsanddetailsofauthorisedpersonnel.• Accidentemergencyandevacuationproceduresandassociatedequipmentonsite.
4. SUB-CONTRACTORSRESPONSIBILITIES
Asasub-contractoryouareresponsibleforyoursafetyandthatofyouremployeesandsub-contractors.Youarealsoresponsibleforensuringthatwhilstyouareundertakingtheworkactivityforwhichyouareengagedyoudonotexposeanyotherpersonstounacceptablelevelsofrisk.
Additionally,you,youremployeesandsub-contractorsmustensure:
• TheyunderstandandcomplywiththerequirementsofthisManual.• ThatGeneralInductionCardsareavailableforinspectionatalltimeswhilstworkingonsite.• Thatthesafetyinformationisreceivedandunderstood.• Allstaffsaretrainedfortheactivitytheyundertakeandhavehadtaskspecificinduction.• Theyareappropriatelyqualified,competentorlicensedtocarryouttheactivities.• SafeWorkMethodStatementsandMaterialSafetyDataSheetsaresuppliedtothesitesupervisor.• Allstaffsigninandsignouttheregistersprovidedatthebeginningandattheendofeveryshift.• Compliancewithall‘clientspecific’requirements.
5. INSURANCESANDPRE-APPROVAL
Youandyouremployeeswillonlybepermittedtocarryoutworkwhenyouhavecompletedthepre-approvalprocesswhichincludesprovidingevidenceofspecificinsurancesandlicences.Youwillhavereceivedwrittenconfirmationofthisapproval.Ifyouarenotpre-approvedpleasenotifyusimmediately.
6. GENERALSITEREQUIREMENTS&CONDITIONS
• Children,visitorsandanimalsarestrictlynotpermitted.• ONLYusedesignated‘Entry’and‘Exit’points.• Allemployeesmustsigninandoutoftheattendanceregister.• Allcontractorsaretousethedesignatedamenities.• Client’sequipment,fixtures,fittingsorproductpackagingmustnotbeusedunderany
circumstances.

7. SITESPECIFICRESPONSIBILITIES
SAMWAYSAlllevelsofmanagementarerequiredtoensurethatcompanypoliciesandtheOH&SMSareeffectivelyimplementedintheirareaofcontrol.Eachmanager,associateandteammembermustdischargeresponsibilityinacoordinatedmanner.CONTRACTORSContractors&Sub-contractorsengagedtoworkforusarerequiredaspartoftheircontract,tocomplywithourTQMpolicy;procedures;thesitesafetymanagementplanandthismanual.Allworksaretobecarriedoutinaccordancewithapplicablelegislation,observingdirectionsonhealthandsafetymattersfromsupervisors,employeesorofficers.Failuretocomplywiththesedirectionswouldresultindisciplinaryactionandcouldbeconsideredabreachofthecontractandsufficientgroundstoterminatethecontract.
8. OHSTARGETS
• LessthanthreelosttimeInjuriesperannum.• Lessthantennon-conformancesperannum.• Monitorthepre-selectionchecklistcriteriaforemployeesandsub-contractorstoensure
compliancewithchangestoWHSLegislation.• Monitorriskassessmentsandsafeworkmethodstatementsandactivitiesonsiteandensurethat
allhazardsarebeingidentified.
9. SITERULES
A. Amenities&TelecommunicationsRefertothenominatedSiteManagerregardingtheuseofsiteamenitiesincludingStafflunchroom,toilet/showerfacilitiesetc.
B. Alcohol&DrugsDonotbringalcoholandnon-prescriptiondrugson-siteDonotenterthesitewhilstundertheinfluenceofalcoholordrugs.
C. ClearancetoWorkCertainworkactivitywillnormallyrequirespecialauthorizationandClearanceprocedurestobefollowedbeforeworkcommences,thismayinclude:

a) Workinvolving,gas,electricalormechanicalenergy,requiringIsolation/lockoutequipment,taggingandisolationdevices.
b) Hotworkinvolvingwelding,grinding,cuttingortheintroductionofignitionsources.c) Confinedspaceentryincludingentryintovessels,silos,pits,trenches,pipes,etc.d) Workataheightabove2metres,onroofs,scaffoldingorladders.e) Workwiththepotentialtoadverselyimpactonnormaloperationalactivities.
D. EmergencyProcedures
Intheeventofanemergency,suchasfire,contractorsandsubcontractorsmust:• Upontheevacuationsignal,stopworkimmediately,shutdownanyequipmentyouare
usingandwalktotheappropriateassemblyarea;• Ifafirestartsinyourworkarea,immediatelyaskournominatedsupervisortoraisethe
alarm(ifnotsafetouseanapprovedextinguisher);• ComplywithanyinstructionsgivenbythenominatedSiteManager;• Donotreturntoworkuntiladvisedtodoso;• Theemergencyproceduresincorporateanyoftheclient’sproceduresdisclosedinthesite
specificinformationattachedtotheSiteSafetyManagementPlan;• Ensureyouarefamiliarwiththespecificsiteemergencyexits.
E. EmissionsSub-Contractorsmust:• ReportaccidentalspillsimmediatelytothenominatedSiteManager.• Containandcleanupallliquidspillsusingsuitablemethods,andreporttothenominated
SiteManager.• Alwaysminimisenoiselevels,andobeystatutoryrequirementsfornoiseemissions.
F. FatigueManagement
Shiftwork,especiallythatinvolvingnightshift,canaffectthehumanbody.Fatiguecanresult.SubcontractorsareadvisedtoreportfatiguetotheSiteSupervisorwhetherornotsuchfatiguehasoccurredasaresultofworkingonthisspecificsite.TheSiteSupervisorwillthenarrangeforthefatiguedworkertoberelievedofhis/herduties.
G. FirstAidandMedicalTreatment
• RefertothenominatedSiteManagerforpermissiontouseon-sitefirstaidproviderandfacilitiesfortreatmentofminorinjuries.
• RefertothenominatedSiteManagerforanappropriatecontactintheeventthatmedicaltreatmentisrequired,orusephonecontactnumberprovidedontheemergencycontactslistinthesiteoffice.
H. HazardNotification
• Priortoworkcommencing,identifyallhazards(potentialforharmorunsafeconditions)relatingtoworkyouwillbeundertaking.Ensurethatadequatecontrolsareappliedto

ensurethatyou,youremployees,orotherpersonsonsiteareprotectedfrominjury,damagetopropertyisprevented.
• NotifythenominatedSiteManagerimmediatelyofanyhazards/potentialhazardsthatyouencounterwhilstworkingonsite.
• Remove/protectyourself/youremployeesfromsuchhazards,anddonotre-startworkuntilactionhasbeentakentocorrecttheunsafesituation.

hazardoussubstances(includingflammables)ontothesite.• Sub-Contractorsmustensuretheavailabilityofallcurrent(nomorethan5yrsold)MSDS
relevanttoHazardousSubstances(includingaregisterofhazardoussubstancesusedandarecordoftrainingprovided).
• Unidentifiedcontainersofchemicalsmustnotbeusedonsite,withoutpriorapproval.• Personsnottoremove,deface,modifyoralteracorrectlabelofanysubstanceusedfor
work.J. Housekeeping
• Workingareasmustbekeptcleanandtidy.• Suitablearrangementsmustbemadefordeliveryandstorageofmaterialsand/or
substances.• Allsub-contractorownedorleasedtools/equipmentmustbestowedappropriatelyfrom
thesiteattheendofthejob.• Allspillagesmustbecleanedupimmediately,usingtherecommendedcleanupand
disposalmethods.• Worklikelytogeneratedustmustbeproperlycontrolled.Thenominatedsupervisorwill
adviseonnecessarycontrolsthatcanbeused.• ProceduresmustbeinplacetoprotectClient’spropertyorproducts(includingallfood
products)fromcontaminationofphysical,chemicalorbiologicalcontaminants.• Allwalkways/drivewaysmustbekeptclearofobstructions,includingelectricalleads.
K. LaddersandEWP
• Onlynon-conductiveladders(suchasfibreglass)maybeusedforelectricalwork.• Inallcircumstances,theheadandbaseofaladdermustbesecuredtopreventslipping.• EWPcanbeusedbyexperiencedoperatorsandbypermissionwiththesitesupervisors.Log

Manualhandlingmeansanyactivityrequiringforcetolift,push,pull,carryorotherwisemoveanyload.Subcontractor’ssafeworkmethodstatementsmustdisclosetrainingintheprinciplesofcorrectmanualhandlingandlifting,togetherwithrecognitionofmanualhandlingrisks.
M. Pedestrians.
• Ensuremarked/recognisedwalkwaysareused(noshortcuts);• Walk,donotrun;• Watchoutforandgivewaytovehicleson-site,includingforktrucksanddeliveryvehicles.
N. PersonalProtectiveEquipment

• ThenominatedSiteManagermayarrangeforinspectionofsub-contractorsuppliedtools/equipment/plantbyanappropriateperson,whowillprohibittheuseofanyitemswhichappeartobefaultyordangerous.
• Alltools/equipment/plantsuppliedmustbeinasafeconditionandmayonlybeusedinamannerandforthepurposeintendedbythemanufacturer.
• ToolsorequipmentbelongingtoSamwaysmaynotbeusedwithoutpermissionofthenominatedSiteManager.
• Alltools/equipment/plantmustbetestedandproperlycertified/licensedasrequiredunderrelevantstatutoryrequirements(e.g.powertools,cranes,liftinggear,etc).
• Certificates/licencesmustbeproducedwhenrequestedbythenominatedSiteManager.• PermissionmustbeobtainedfromthenominatedSiteManagerpriortostorageofany
sub-contractorownedequipment/tools/materialsonsite.• TheSub-Contractoracceptsfullresponsibilityforthelossofordamagetoanyplant,
equipment,toolsormaterials.• Nokeysaretobeleftinoronanyplantand/orequipmentwhennotinuse.• BarricadesandwarningsignsMUSTbeusedaroundallplantandequipment.

b. ElectricalEquipmentandElectricalWork
• Allportableelectricalappliances/equipmentmustbefittedwithearthleakageprotectiondevices(ResidualCurrentDevice)andshoulddisplayacurrentinspection/safetytag.
• Allelectricaltools/equipment/leadsmustbeelectricallytestedandtaggedbyanapprovedcertifier.
• Electricalleadsmustnotbedrapedacrossfloors.• Workon‘live’electricalequipmentisnotrecommended,unlessfortestingor
decommissioning,andonlyifadocumentedriskassessmentprocedurecanbeprovidedforthetask.
• Circuitbreakersshouldbelocked‘OFF’withasinglekeyandretainedonlybytheoperator;ifthisisimpracticalCircuitBreakerswitchesshouldbe‘tagged’‘Danger’-Outofservice.
• Usesuitableinsulatingmaterialsandequipment.• Whenworkingwithelectricitydonotworkalone.• UsePPEsuchasinsulatedglovesandfootwear.
c. DangerousTools
• Sub-Contractorsmustonlypermitproperlytrained,licensed,authorisedandprotectedpersonneltooperateDangeroustools.
• Sub-ContractorsmustobtainapprovalfortheuseofsuchtoolsfromthenominatedSiteManagerbeforestartingwork,asClearancerequirementsmayapply.
d. MobileEquipment
• Sub-ContractorsmustprovideevidencethatemployeeswhowillbeoperatingascissorliftorsimilarareappropriatelylicensedortrainedasperStateregulations.
• Sub-Contractorsmustnotallowemployeestorideonmobileequipmentnotspecificallydesignedforthepurpose.
e. CompressedAir
Sub-contractorsmustobtainpermissionfromthenominatedSiteManagerbeforeconnectingtoorusinganycompressedairdevicesonsite.
U. VehiclesandPlant(ExternaltoHoardedArea)
• OnlyparkinareasspecifiedbythenominatedSiteManager.Driversparkedinunauthorizedareaswillbeaskedtoremovetheirvehicles;
• Vehicles&plantmustbeparkedinamannerthatdoesnotcreateahazardordangertoothers.Vehicles&plantneedtobesecured;
• Obeypublicroadrulesandsitetrafficsignsatalltimes;• Keepwithinsitespeedlimits;• Searchesofsub-contractor’svehiclesuponenteringorexitingthesitemaybeauthorisedby
thenominatedSiteManager.
