So here’s a warm welcome back to Bedlam. In this book you will find ninety-two NPCs for the Bedlam City campaign setting, each ready to suffer and die in whatever ways you prefer. We know you can think of some real tasty ones (and we’re sure your PCs can, too). Some of these NPCs have superpowers, but most are much more soft and vulnerable. Because every good superhero campaign needs a steady supply of secondary characters to run, scream, fall off things and generally get in the way. It’s also helpful to have people who could sue the PCs, treat their injuries or serve them pancakes in a diner.

Superhero campaigns almost always require a big supporting cast. If

your Player Characters are exploring dungeons or creepy deserted spaceships then they don’t need to run into a lot of walking, talking NPCs—they’re more likely to find scuttling, slobbering monsters whom it doesn’t take a lot of effort to roleplay (is there a wrong way to say “Grraaaaugh!” and lunge at the players?) But superhero RPGs usually take place in a teeming metropolis and the thing about a metropolis is, it’s… well… teeming. You run into roleplaying encounters everywhere.

You want to find out where the bad guys are, you have to go talk to a stoolie. You want a cup of coffee, someone has to pour it for you. If somebody gets shot the GM not only has cops to roleplay, but paramedics, too.

So here are ninety-two NPCs to help you flesh out Bedlam. Many of them are characters we mention in the main “Bedlam City” sourcebook (yes, you will finally get to see stats for Count Skankula). But at least as many are completely new. Use them in whatever cruel, depraved way you like best. Feel free to bend, fold, spindle and mutilate.

Neither a complete campaign setting nor an absolutely comprehensive guide to every last interesting person in Bedlam, this book is more of a grab-bag filled with useful bits and pieces. We frankly don’t want to crowd the GM by giving you detailed information on each and every person of importance in the City of Now. We want the GM to have the freedom to design some of Bedlam’s movers and shakers. So use the NPCs here wherever they work best, but don’t feel like you have to wait for us to put out another supplement before you start building your own. The characters in this book are grouped into sections by theme. So all the cops are in one part, all the doctors are in another, all the ice-cream men are in a third. In order, the categories are: Wait-Staff, Cops, Prison Guards, Parole Agents, Civil Servants, City Contractors, Security Guards, Lawyers, Doctors and Nurses, Entrepreneurs, Ice Cream Men, Entertainment Personalities, Martial Artists, Vigilantes, Criminals, Religious Figures, High Society, and Low Society (by which we mean bums and winos).

Glad you asked! A lot of the characters in this book have ties to things in the book “Bedlam City.” Sometimes we’ll have to

direct you to that book for more information on a topic. If we say “the main book” we always mean “Bedlam City.” The only other book we’ll make reference to is “Straight Out of Bedlam” (the Bedlam City Companion) and we’ll always refer to it by name.

When we make reference to something in “Bedlam City,” we’ll do it in this format: “for optional rules to simulate booger-eating, see the charts and tables on Pages 856-932 of the main book.” Of course that’s just an example. There are no charts or tables on booger-eating, snot-gobbling, mucus-munching or any other such activities in the main book. We’re saving that for our Christmas Special!

I’m afraid so. It would be great if you could just take these NPCs and use them in any superhero campaign. They’re pretty well constructed and they’d fit right into most other games. A lot of these characters are closely tied to Bedlam, and their back-stories may make reference to neighborhoods or institutions or other NPCs from the main book, but there’s no reason why an enterprising GM couldn’t just leave those parts out or change them.

Unfortunately, we can’t let you do that. And we’re also going to have to insist that you never buy any other company’s products again, ever. Now go out and load yourself up with Plain Brown Wrapper Games’ publications. Be sure to buy each one at least twice. And please accept our apologies for the inconvenience.

Meat works the late shift, when the crooks and ne’er-do-wells slink in. He seldom speaks, but he doesn’t have to. Few of his customers seem inclined to give him any trouble. Huge and hideous, he has a face like the bottom of a boot, scuffed and scarred from a hundred savage incidents. No one

wants to know what the prison tattoos snaking up his python-veined arms mean.

But if you get to know Big Meat, you’d be surprised to find out who he really is. A simple guy, not too bright, he did some time in prison for the Scarpias when he was eighteen, and he’s been unable to find a good job ever since. He’s terrified of the Scarpia Crime family (see the main book, Page 216), and they stop by the Black Emerald all the time.

His face is scarred because they give him regular beatings over trivial stuff (getting their drink orders wrong, wiping the counter too slow, etc.) and they think it’s funny to knock the crap out of such a gigantic, scary-looking guy. Sometimes they bust up his ugly mug just for laughs.

He’s pretty sure they’re going to kill him one of these days, but there’s nowhere for him to run away from them. He doesn’t make enough money from his lousy job to leave town, and anyway if he disappears they’re sure to think he’s off blabbing their secrets to the cops. Unsure what to do and unable to think of a plan, between shifts he goes back to his studio apartment, curls up on his bare mattress and cries.

Sometimes he takes out his high school yearbook and looks at the picture of himself in his football uniform, young and handsome with his girl on his arm. A Scarpia guy took her, too, just like they took his face, just like they take everything. Soon he’ll be wherever things go when they get taken. Maybe then he won’t wake up with tears in his eyes anymore.

Background: Haley Gumble hates guys, but she loves to watch them fight over her. A shy, pretty, curvy little thing, she waits tables at a restaurant called the Sword of Tea Room, where everything bears the emblem of a marijuana leaf and a sword.

The Sword of Tea Room is buried deep in the underground Liberty Shoppes Mall (see the main book, Page 154), far away from the dangerous anarchy of the Food Court. It’s a small and shabby place, popular with suburban kids from the Stone Ridge Gated Community and with thugs from Wolverton—though not at the same hours. Care to guess what they sell in the back room? You’d think it would be a mellow scene, but in fact Haley is constantly trying to fend off grabby customers and she runs a gauntlet of leering, fanny-snatching winos sprawled out on the mall in order to get to and from work.

Things aren’t much better at home. An emancipated minor, she lives with her thirty-year-old boyfriend, Danny Durzik, in a converted warehouse space in Greely Point. He’s the drummer in Bedlam’s most popular cover band “Rock Hard and the Mighty Ones” (see the main book, Page 199). Not a complete loser, Danny doesn’t quite make enough money to keep her from having to work a lot of double shifts. And he has friends over partying every night, whether or not she’s exhausted from work. A lot of them are cops, and her boyfriend is too scared of them to stop them from drunkenly groping her. Danny’s stepfather is a cop, too, and Haley has to dodge his aggressive advances whenever he’s been drinking. He’s their landlord, so there’s not much Danny can do about it.
