    Dear Salem Community,

    I am pleased to introduce you to Salems Community Energy Strategy. The Strategy

    serves as a road map for energy saving efforts communitywide, now and in the future.

    It includes short and long term goals, objecves, and acons that the City, individuals,

    and businesses can take to reduce greenhouse gas emissions, improve energy efficiency,

    and incorporate renewable energy into Salem area projects. Some of the acons can be

    iniated by City staff, while others require collaboraon with Salem area organizaons.

    Some can be completed with liJle or no addional funds, but many will require

    addional financial or technical resources to achieve.

    Salem businesses, educaonal and public instuons have been leading the way by

    construcng energy efficient buildings, using solar and wind to power facilies, and

    making sustainability their core business. As the capitol of Oregon, Salem aims to build

    on the states reputaon for green innovaon, to be the next energy efficient Capital

    City. Achieving this will require partnerships and shared resources.

    In addion to the acons idenfied within the Strategy, the City has embarked on

    $1.2M in projects to reduce energy use in City buildings. These investments include

    HVAC, lighng, window, insulaon improvements and establishing a Resource

    Conservaon Management program to monitor and maintain energy performance.

    HVAC improvements alone are expected to generate $124,000 in annual savings. Other

    City iniaves include a reduced idling policy for City fleet, using energy efficient LEDs in

    streetlights, and achieving Earthwise cerficaon for City offices.

    This is a living document, which may require changes as the City and communitys

    efforts progress. We will review the Strategy annually to check in on our progress and

    make adjustments as needed.

    What is the Community Energy Strategy ?

    In August 2009, the City of Salem received noce of a $1.5M award from USDepartment of Energys (US DOE) Energy Efficiency and Conservaon Block Grant

    (EECBG) Program. The EECBG Program aims to reduce fossil fuel emissions, total energy

    consumpon, and create jobs. It also requires communies develop an Energy Strategy

    to meet these objecves. In December 2009, US DOE approved Salems Energy Strategy

    and several acvies the City will get started on in 2010. The Strategy was developed

    with input from the community and with assistance from representaves of Salem

    Keizer Transit, WillameJe University, State of Oregon Department of Administrave

    Services, SEDCOR, Oregon Energy Trust, Portland General Electric, and some of Salems

    largest employers.

    What Near Term Ac8ons (for Fiscal Year 201011) Does the Strategy Include ?

    Energy Efficiency $150,000

    Develop a loan program that provides upfront financing for energy efficient

    lighng upgrades in exisng commercial buildings. (Funding will require applicants

    to first access Energy Trust of Oregon or other resources to complete an energy

    audit to idenfy energy improvements.)

    Diverse Transportaon Network $90,000

    Support development of a communitywide plan to locate electric vehicle charging

    infrastructure

    Implement recommendaons idenfied in the Salem River Crossing Alternate

    Modes Study to improve access to bicycle, pedestrian, and transit connecons

    Public Awareness and Commitment $65,000

    Develop markeng plan and materials to promote energy savings programs and

    disseminate informaon about Salems energy use

    Develop website to serve as a clearinghouse of informaon about energy

    programs, projects, policies, and incenves

    Conduct ongoing outreach acvies, including an annual forum

    How are the Remainder of US DOE Funds Being Spent ?

    Approximately 20 percent of the US DOE funding will support projects to improve

    energy efficiency, conservaon, and cost savings in industrial, commercial,

    transportaon, and residenal sectors, and promote sustainable industry and jobs, and

    related acvies, communitywide.

    The remaining 80percent of funding will focus on improving energy efficiency,conservaon, and cost savings in City facilies (see sidebar).

    Renewable energy comes

    directly from naturalsources, such as sunlight,

    wind, rain, tides, and

    geothermal heat. These

    sources of energy are

    naturally replenished.

    With the right set of

    policies and incentives,

    renewable technologies

    like solar and wind can be

    well suited for smallscale

    applications, such as

    neighborhoods and

    individual homes or

    businesses.

    Electric Vehicles

    Oregon has been named

    as one of five test

    markets by ECOtality as

    part of a $99.8 millionfederally funded effort

    known as The Electric

    Vehicle Project (The EV

    Project).

    ECOtality esmates it will

    install about 2,200

    vehicle charging staons

    in the Portland, Salem,

    Corvallis, and Eugene

    metropolitan areas.

    Between 2011 and 2013,

    ECOtality will collect and

    analyze informaon

    about the electric

    vehicles and the charging

    systems to gain insights

    into future expansion of

    electric vehicles
