introduction
The current downturn which began in the last
quarter of 2007, has affected all businesses, both
large and small throughout Ireland. In response,
many companies have made staff cutbacks and
frozen their recruitment plans. This has affected
almost every sector of the economy, with the
construction, financial, property and retailing
services being the worst affected industries.
Consequently, the demand for temporary and
contract staff has increased considerably. Many
organisations are finding that temporary staffing
provides a viable solution to managing fluctuations
in demand in an unpredictable marketplace.
regional patterns
roi: Across the country there are varying
degrees of salary range, dependent on the
availability of skills and the cost of living.
Dublin City Centre reports a higher salary range,
with a higher than average annual pay, regionally
however through out the Republic there is little
variance in the salaries being paid for specified job
functions.
training
At present there is a focus on up-skilling internally and
offering improved training to retain staff and reduce
staff turnover. Many candidates are now interested in
career paths and developing and attaining new skills
which can assist with career advancement.
Job Security
From a candidate perspective, more so than ever, there
is a strong focus on job security, benefit packages and
an opportunity to achieve a work life balance.
Skills Shortage
Despite the economic downturn, some shortages
remain in specific industry sectors and specialised job
functions, predominately within the it, engineering and
high technology areas. In particular there is a
continued demand for highly skilled
temporary staff across all sectors, especially
for those candidates who have a strong
technical background.

Despite the economic downturn, shortages of skilled candidates at almost every level still remain in this sector.
In particular, as a direct result of the downturn the employment market has seen an increase in the demand
for credit controllers. In addition, global financial reporting regulations have become more complex and
difficult, leading to an increased demand for Forensic Accountants and Compliance Professionals. enhanced
reporting is also time consuming and as such the sector has seen a growth in demand for temporary and
contract staff in these sectors.
In the banking and financial Services sector, Dublin City Centre reports the highest pay in salary. Regionally
there are little variances between salary and job title/function. Senior banking roles, Banking Branch Manager,
Fund Accounting Manager and particularly a Settlement Manager report a substantial difference between
Dublin City Centre and the regions, with as much as a €30k salary difference. For junior roles such as Bank
Clerk or Settlements Administrator, there is little variance is salary between Dublin and the regions.
In spite of the current climate, the insurance industry still remains strong and candidates within this sector
are still highly sought after. Dublin City Centre once again reports a higher salary range, varying significantly
with the regions, with the average salary difference between city and regions between €8 - €10k, with the
exception of junior roles such as Pensions Administrator or Claims Administrator where there is little variance,
only peaking at €3k difference.
Within the industry, demand still remains high for accountancy professionals, across all ranges.
Dublin City Centre reports the highest pay in salary for the Accounting sector, however due to the
value of accountancy professionals, regionally there is little variance in salary. In most instances,
there is an average €5k difference of salary between DCC and regionally.

With redundancies on the increase across most sectors and as organisations throughout the country
implement hiring freezes and cutbacks, the HR role has become a fundamental and crucial function. The
Employment and Economic Trends survey, 2009 by the CIPD highlighted that the downturn would prove to
be challenging for many HR professionals. This is certainly the case right across the sector, from Director/
Management level to administrative level as HR professionals ensure that employers behave correctly and
inline with employment legislation with regards to orgainsational restructuring.
In terms of salaries for this sector, there is a variance in pay for those HR professionals, particularly at a
management level, of up to € 15,000 if operating in Dublin City. Across the more Junior HR functions, such as
HR Administrator, there is relatively little variance between Dublin and the regions.

The retail industry throughout Ireland has been affected by the weakening pound as many consumers taking advantage
of this and head north to spend their cash. This combined with a fall in disposable income and hence a fall in demand
has resulted in a decline in employment in the retail sector in the Republic Ireland, particularly amongst the border
towns.
Regionally there are little variations reported in salary differentiation, especially with reference to the lower scaled roles
such as Customer Service. Variations do however occur in roles such as Area Manager or General Manager where
Dublin City Centre reports a higher salary bracket of up to €11,000 particularly for large multiple store operations.

Administration still remains a core function, particularly in SME’s. Administrators are seen to carryout essential
functions that allow sales and R&D to focus on Business Development. Although the front office has been
affected by the downturn, our network reports that demand for office support staff has increased significantly,
with many employers willing to pay for skillful experienced staff, in particular senior Administrators and PA’s.
There are some regional variations in salary, particularly in Dublin City Centre, where the cost of living
is higher than its regional counter parts, therefore representing a higher salary bracket, in most instances
representing a €4-5k difference, for roles such as Office Managers and Receptionists.

The Construction sector has been the hardest hit of all the recruitment sectors. The construction sector
shrank successively between March and November 2008, with a particularly steep contraction in November.
However, salaries are holding steady as there are still some skills shortages within middle management for large
publicly funded projects.
Skill shortages remain within the engineering sector, consequently companies operating in this sector are still
recruiting a proportion of staff from abroad. Dublin still attracts the greater salary bracket, varying greatly, in
some instances by as much as €15,000 for senior roles, Quantity Surveyor or Civil Engineer Supervisor.

The credit crunch and deepening recession across the country have created challenging conditions for
the transport and logistics market. The industry has been greatly affected by increasing fuel costs and eu
legislation and many smaller firms have been affected by the downturn.
Positively however, many larger companies are ‘weathering the storm’ through acquisition. In addition the
implementation of advanced supply chain technologies are helping to improve efficiencies in the supply chain
and bringing about cost savings for operator and client. For many businesses throughout Ireland, in particular
throughout the Greater Dublin Area, environmental thinking has become embedded in their strategies, leading
the way forward for greater environmental awareness.
In terms of salary ranges, with the exception of Dublin City Centre, regionally there is little variance, however
a Logistics Manager and Diesel Fitter have the greatest variance in salary range, obtaining salaries of up to
€8,000 more if working in the Greater Dublin Area.

The hotel industry is the biggest part of the Catering and Hospitality sector. In spite of the downturn, the
industry is still remaining buoyant due to the number of people taking short holiday breaks. Shortages of
experienced chefs and hotel staff and managers still remain, with many businesses still finding positions difficult
to fill and paying good salaries for the right candidate with the right experience.
Regionally, there are some variances in salaries paid, in particular, dublin city centre, where some of the
countries finest hotels pay an excellent remuneration package. In particular Senior Management within the
hospitality industry such as Area/Operations Managers and General Managers can expect to earn up to
€10,000 more than their peers in other parts of the country.

Grafton recruitment Salary Surveyrepublic of ireland September 2009
In the past five years there has been a significant improvement in the market for permanent, temporary and
contract IT recruitment. This has been brought on by the need for companies to enhance their IT systems,
applications and infrastructures. This has led to large scale demand for specialist skills causing a skills shortage
across Ireland.
Companies searching for IT staff are increasingly moving away from owning and organising recruitment
in-house; instead, there is now an emphasis on contacting recruitment to external agencies. This has resulted
in a growth in the contractor market and greater use of external staff agencies to recruit the required IT
personnel, which has continued throughout 2009.
Across the province, there are little if no variance in salary level for IT personnel due to the high demand for
specialist skills.
