Safety managementNational safety policy GOI1. PREAMBLE 1.1 The Constitution of India provide detailed provisions for the rights of the citizens and also lays down the Directive Principles of State Policy which set an aim to which the activities of the state are to be guided. 1.2 These Directive Principles provide (a) for securing the health and strength of employees, men and women; b) that the tender age of children are not abused; c) that citizens are not forced by economic necessity to enter avocations unsuited to their age or strength; d) just and humane conditions of work and maternity relief are provided; and e) that the Government shall take steps, by suitable legislation or in any other way, to secure the participation of employee in the management of undertakings, establishments or other organisations engaged in any industryNational safety policy GOI cont1.3 On the basis of these Directive Principles as well as international instruments, Government is committed to regulate all economic activities for management of safety and health risks at workplaces and to provide measures so as to ensure safe and healthy working conditions for every working man and woman in the nation. Government recognizes that safety and health of workers has a positive impact on productivity and economic and social development. A critical role is played by the Government and the social partners, professional safety and health organizations in ensuring prevention and in also providing treatment, support and rehabilitation servicesNational safety policy GOI con2.8 Promoting inclusion of safety, health and environment, improvement at workplaces as an important component in other relevant national policy documents. 2.9 Including safety and occupational health as an integral part of every operation.

Safety Management SystemPolicy - Establish within policy statements what the requirements are for the organisation in terms of resources, defining management commitment and defining OSH targetsOrganizing - How is the organisation structured, where are responsibilities and accountabilities defined, who reports to who and who is responsible for what.Planning and Implementation - What legislation and standards apply to our organisation, what OSH objectives are defined and how are these reviews, hazard prevention and the assessment and management of risk.Evaluation - How is OSH performance measured and assessed, what are the processes for the reporting of accidents and incidents and for the investigation of accidents and what internal and external audit processes are in place to review the system.Action for Improvement - How are preventative and corrective actions managed and what processes are in place to ensure the continual improvement process

SAFETY POLICYto provide adequate control of the health and safety against risks arising from project work activities; to consult with employees on matters affecting their health and safety; to provide and maintain safe plant and equipment; to ensure safe handling and use of substances; to provide information, instruction and supervision for employees; to ensure all employees are competent to do their tasks, and to give them adequate training; to prevent accidents and cases of work related ill health; to maintain safe and healthy working conditions; and to review and revise this policy as necessary at regular intervals

L&T SAFETY POLICYAt L&T , Safety has always been the first and has been integrated into all work practices.Based on our extensive experience, we have also developed safety manuals, training and education programs that form a comprehensive Environmental and Safety management system applicable to all our projects. Every L&T subcontractor and partner is asked to adopt our safety Policy. L&T Contd.FEATURES OF SAFETY POLICY ARE : Mandatory deputation of safety officers at each construction site. Proactive measures to prevent mishaps at site, covering regular safety training, safety inspection and safety audit at project sites. The management of safety in major projects requires: Clear lines of responsibility The setting of priorities and goals Commitment to provide facilities and equipment required for safety Provision of accredited training where a need is identified Documentary evidence that tasks have been identified and assessed for risk of personal injury Written Safe Systems of Work for all tasks involving significant risk Signed agreements between management and staff to work to the project safety plan Records of the agreements and agreed dates of revision Agreed monitoring and auditing systems Provision for staff feedback organisations need to manage health and safety with the same degree of expertise and to the same standards as other core business activities, if they are effectively to control risks and prevent harm to people. There is a shared common understanding of the organisations vision, values and beliefs. A positive health and safety culture is fostered by the visible and active leadership of senior managersPrime responsibility for accident and ill health prevention rests with management
