FOREWORD
The World Steel Association (worldsteel) Board o Directors has endorsed a seto saety and health principles. The Board strongly believes that clearly-defned
principles will result in improved saety and health perormance, as well as better
business results across the industry.
worldsteel has developed this guidance book to encourage member companies
to apply the principles.
Through the adoption o these principles at the highest level, worldsteel and itsmembers demonstrate their commitment to an injury-ree, illness-ree and healthy
workplace.

AbOuT ThE WORLDSTEEL SAFETy
AND hEALTh PRiNCiPLES
The worldsteel policy statement onsaety and health lays out the basic
principles drawn up by the worldsteel
Saety and Health Committee.
The principles are based on the
experience, knowledge, company
policies and values o the members
o the working group.
The policy promotes excellence in
saety and health practices. The set o
principles it contains was established
to demonstrate and communicate to
internal and external stakeholders the
priority that the industry places on its
saety and health perormance.
It aims to elevate standards across
the industry, to achieve an accident-
ree steel industry.
The goal is zero: an injury-ree, illness-
ree and healthy workplace.
Through the adoption o these
principles, worldsteel member
companies all over the world will have
a basis or creating a sae and healthy
work environment or everyone who
works in the industry.
Note: This booklet provides guidanceto worldsteel members on the meaning
o the principles. Individual companies
have dierent goals and procedures.
The principles have to be adapted
to meet diering cultural, social and
corporate environments.
The policy promotes
excellence in safety and

ThE PRiNCiPLES - PRiNCiPLE 1
We will do everything we can,consistent with world class practices,
to prevent injuries and illnesses.
Injuries and illnesses must not be
considered a normal part o our
industry. Everyone has a responsibility
to prevent injuries and illnesses; it is
only by working together that we willachieve a sae and healthy workplace.
Investigating and learning rom
accidents (with or without injury) will
help prevent the recurrence o such
events. Knowledge rom the lessons
learnt will help the whole industry to
protect people and avoid situations
that threaten saety or health.
Implement a saety management
system that includes risk
assessment and hazard
identifcation and control to prevent
injuries and illnesses.
Risk assessment
All risks should be assessed to
determine what kinds o injury or
illness they could cause. There are
many ways to do a risk assessment.In the book Saety and health in the
iron and steel industry, published by
the International Labour Ofce, you
will fnd explanations about hazard
identifcation, risk assessment and
control.
worldsteel oers member companiesthe opportunity to share Alerts. These
are incident reports that contain
inormation such as the cause o the
incident and key learnings. You can
see the Alerts on the Accident Free
Steel 2 website, on the worldsteel
Extranet. All employees o worldsteel
member companies are entitled to
access the Extranet.

PRiNCiPLE 2
This includes everyone rom companyexecutives to ront-line leaders.
It is essential that managers are seen
to support saety and health initiatives
in a consistent way. It lends credibility
and thoughtulness to every task,
big or small. By leading the initiatives
consistently, managers demonstratethat shortcuts are not acceptable.
I the leaders do not visibly change,
nothing will. Managers should set
priorities, establish goals and seek and
provide resources or saety and health
matters. This active involvement shows
that there is a genuine desire to see
each eort succeed.
Include saety and health results
in perormance assessments
and other career advancement
decisions.
It is important to note that thisprinciple does not contradict the later
principle stating that working saely
is a condition o employment. All
employees are responsible or their
personal saety and that o co-workers,
and must comply with all relevant
saety and health rules.
If the leaders do not

Everyone must be involved in ameaningul way, on a daily basis, to
support injury and illness prevention.
Through constant exposure to sae
practices, people will develop behaviour
that ensures each task is sae.
Engaged and empowered employees
will choose to work saely. They will alsoeel comortable to contribute their ideas
or saety and health improvement.
Involvement and recognition o the
employee will promote good saety and
health results.
Training is an essential par t o an
eective saety and health system. All
employees must have the necessary
training, skills and tools to do their job
saely. Employees need to show a
willingness to be trained and to apply
their acquired knowledge and skills.
With the right training, each person can
perorm independent risk assessments.
Employees must know how to keepthemselves and those around them
sae.
Talk to your employees about
accident and illness prevention
every day. Are they aware o the
inherent dangers associated with
their jobs?
Provide your employees with
adequate training to protect
themselves and their colleagues.
Engaged and empowered
employees will choose towork safely.

By making sae work practices acondition o employment, we oster the
importance o saety and health in the
workplace.
It is the responsibility o every
employee to understand and comply
with all relevant saety and health
rules and sae work practices. Eachindividual employee must take personal
responsibility or their own saety and
health.
Every employee is empowered to
stop any work or process i they
believe it to be unsae or unhealthy.
For many companies, there could
be a substantial cultural barrier to
such an action. It is a management
responsibility to make sure that
employees eel empowered and
confdent to take such a step.
Everyone must be aware o the risks
involved with their work. Encourage
each person to think through their
tasks and to take steps to identiy and
eliminate any risks.
Upon arriving at work, and whileat work, employees must be in a
condition that will allow them to work
saely.

leadership. Good saety and health
is good business and has a positive
impact on employees. Engaging
people in saety and health will
contribute to improved business
results.
Prevention o injuries and illnesses
creates a competitive advantage by
having our most valuable resource
our people at work. All resources are
jeopardised by workplace accidents,
which result in production losses
and downtime or investigations. The
costs o accidents (with or without
injuries) and illnesses undermine
competitiveness.
A robust saety management system
will help to reduce loss through incident
prevention.
Loss can include:

Loss o production time
Loss o process stability
Loss o plant or equipment
Loss o product
Loss o shareholder confdence.
