Welcome to Havering’s first annual Safeguarding Week. We have a range of learning and development opportunities for staff and volunteers working in the sectors of safeguarding adults, young people and children. As places are limited for each event, you will need to book a place for your chosen event through the booking system (details below). In order to try and maximize people’s opportunities to attend these valuable learning and networking events please consider the following points before booking a place:

• You will need to ensure you have your manager’s permission to attend any of the learning events.

• Speak with colleagues in your team to coordinate who will attend what and get the most of these learning opportunities by feeding back to each other.

• Please make sure if you book on to an event that you are able to attend, should you become unable to attend please cancel your place as soon as possible so someone on the waiting list can take up the place.

Monday 10th October

Safeguarding Adult Board Annual Conference

The Adult Safeguarding Board’s first professionals’ conference will focus on

prevention as the way forward in adult safeguarding. Speakers will address different

aspects of this theme, including preventative approaches and what works in

addressing self-neglect, financial abuse and making safeguarding personal

initiatives.

The conference will be a fantastic opportunity for professionals and practitioners to

get together and share their experiences, as well as explore pressing issues related

to the safeguarding of adults at risk.

A Brief Guide to Private Fostering This briefing outlines the definition of, and responsibilities associated with private fostering arrangements where a child’s parent (or someone with parental responsibility) make private provision for the child to live with a carer who is not a close relative of a child under the age of 16 (or 18 if the child is disabled). The Youth Offending Service & who we are This session will provide you with an overview of the Youth Offending Service in terms of history and legislation, as well as how we come to work with young people and the Orders that are administered by the Court. This will be broken down into Pre-Court and Post-Court disposals. There will be data with regard to the current cohort in terms of risk of harm and also level of intervention, as well as what we offer as Restorative Justice outcomes for the victims of crime. This briefing will also outline the joint work we do with partners and the multi-agency working that forms the core of YOS work, and will explain how vital this is in terms of best outcomes for young people who offend. This will also include specifically how the YOS safeguards young people within our own policies, but also with joint-working in mind. Safeguarding and Ofsted This session will look at how a school, when inspected, can ensure that safeguarding is adequate. It is now a limiting judgement and schools inspected in the last year have had some unusual challenges to prove that their safeguarding is robust. Community Learning Disability Team (CLDT): Protecting our most Vulnerable Residents The CLDT is a joint health and social services team and offers a service to adults aged 18 and over who may need help because of a learning disability. The CLDT offers adults with a learning disability and their carers advice, information and support. The team is also responsible for: care planning assessment specialist health care purchasing of appropriate care packages. This session will give you a breakdown of what services are available to support adults with learning disabilities in Havering. Understanding what the Police Community safety unit do - What can MARAC do for you We hope to raise the knowledge and understanding of what MARAC is and how it can be used to reduce risk and harm . Fire Safety & Hoarding Many fire departments are experiencing serious fires, injuries, and deaths as the result of compulsive hoarding behaviour. The excessive accumulation of materials in homes poses a significant threat to fire fighters fighting fires and responding to other emergencies in these homes and to residents and neighbours. Often, the local fire department will be contacted to help deal with this serious issue. Since studies suggest that between three and five per cent of the population are compulsive hoarders, professionals must become familiar with this issue and how to effectively handle it.

Basic Domestic Abuse Awareness and Services Available from Havering Women's Aid Women’s Aid is the national charity working to end domestic abuse against women and children. We have been at the forefront of shaping and coordinating responses to domestic violence and abuse through practice for over 40 years. We empower survivors by keeping their voices at the heart of our work, working with and for women and children by listening to them and responding to their needs. Cultural Customs/Practices & Safeguarding Havering is a melting-pot of cultures and with this diversity, there is a need to understand emerging themes. The sessions will provide an opportunity to discover these issues and explore the safeguarding issues related to these topics such as: • Female Genital Mutilation • Breast Ironing • Forced Child Marriage • Spirit Possession & Witchcraft These rituals, traditions or other practices can have a detrimental effect on the physical, mental and emotional health of the victim. Many of the practices are primarily against children, particularly girls and children with disabilities. Many involve physical abuse and pain leading to serious injury or in some instances, death. Others involve mental abuse. These and other harmful practices are based on tradition, culture, custom and practice, religion or superstition. They will have been embedded in communities and continue due to community pressure. Therefore, we need an understanding of the definitions around these practices where applicable and supporting legal frameworks in place to include Human Rights legislation as well as national and local Safeguarding legislation/procedures We must also examine our values, beliefs and attitudes and the impact of these during the safeguarding process. Ultimately, we must ensure that we respect culture and diversity whilst maintaining a strong focus on the safety and protection of the child or young person. Exploring the resources available in Barking, Havering & Redbridge Hospitals to improve the patient journey for people with a learning disability & their carers The session will include the role of the Learning Disability Liaison Nurse, use of the hospital passport and easy read information to improve communication for this vulnerable group. Working collaboratively to reduce pressure ulcers across the healthcare setting Pressure ulcers represent a major burden of sickness and reduced quality of life for patients. They create significant difficulties for patients, carers and families, as well as increasing time in hospital and, therefore, cost to the NHS. In recent years the profile has been raised regarding these distressing injuries. Trusts are now required to conduct investigations for all grade 3 & 4 pressure ulcers and they are classed as serious incidents. Therefore it is imperative that the acute and community sectors work together to develop strategies to help reduce these injuries. Early Help Service This session will share with you the vision for Children Centres following on from the recent restructure, this will include details of the 0 – 5 offer as well as information on Parenting Programmes available and the referral process for the purpose. This will include what the Early Help Service (EHS) offers to family’s that are allocated to EH for intervention. It will also share how the EHS is piloting the Outcomes Star and ensuring families have greater involvement in the intervention planning. The step-down process from Children Social Care to the EHS will be discussed and how this is to be completed in its entirety to ensure that a seamless approach is adopted to the process. Finally the development of Advocacy and Independent Visitors within EH will be shared, including the referral process along with the role of Volunteers. Doorstep Scams Everybody – but particularly older adults – can be targeted by conmen and rogue traders. These problems are well documented and well known to law enforcement bodies such as the Police and Trading Standards. Throughout the UK there are many excellent initiatives under way to educate consumers, particularly the elderly, to be alert to the dangers and, where necessary, take precautions, the Banking Protocol is one of them. The seminar will focus on encouraging the health and wellbeing of our disabled residents

through the use of cultural and leisure activities.

The main objectives of the day are to:

• Share and Learn about the opportunities for culture, leisure and disabilities.

• Promote the culture and leisure offer in the borough for those with disabilities.

• Discuss and understand the culture and leisure challenges facing those with disabilities.

• Consider and generate solutions for those challenges identified.

The Multi Agency Safeguarding Hub and Thresholds This session will provide you with an understanding of the referral process into Social Care at the front door and how those referrals are processed. This includes how referrals are then forwarded to the MASH and decisions required. The Function of the MASH and involvement with our partner agencies and some facts and figures around volume of work coming into the service. It will also provide an update on some of the recent changes and improvements that have been implemented. Key to the Front door, also known as access to Social Care and Early help is the application of the Threshold document. Therefore this session will review how to use the threshold document and how to apply this to children and families when assessing level of need/concerns to identify appropriate services.

Fire Safety & Hoarding Many fire departments are experiencing serious fires, injuries, and deaths as the result of compulsive hoarding behaviour. The excessive accumulation of materials in homes poses a significant threat to fire fighters fighting fires and responding to other emergencies in these homes and to residents and neighbours. Often, the local fire department will be contacted to help deal with this serious issue. Since studies suggest that between three and five per cent of the population are compulsive hoarders, professionals must become familiar with this issue and how to effectively handle it.

Joint Assessment Discharge Procedures Joint Assessment and Discharge Service are responsible for the safe and timely discharge of patients from acute settings, primarily Queens Hospital and King George’s Hospital. The successful discharge of individuals following an emergency admission to hospital relies on effective joint working between Health, Social Care partners and the independent sector. Achieving timely and safe discharges from hospital is a key concern for both health and social care as a delay represents a delayed opportunity for an individual to return home. Dysphagia: Assessing the Risk If you support people with very profound and complex needs, you may have come across challenges in helping them to eat and drink. It is estimated that one in three people with learning disability has dysphagia. This probably suggests that you are currently working with dysphagia every day. This briefing will look at how we can improve outcomes for people who are at risk of choking, in any care setting.
