Dear Readers,Greetings from MalaysiaSAFE!The police are waging an all-out war against drugs amidst the growing trend
of drug-related offences at an alarming rate, which is becoming a national threat. Based on Prisons Department records, criminal cases that were drug offences had risen to 55.4% last year, up from 42% recorded in 2014. Even more staggering, is the fact that from January to April this year alone, police have arrested more than 55,000 people who are involved in drug-related offences, and over RM 81 million worth of drugs have been confiscated.
According to Narcotics Crime Investigation Department Director of Royal Ma-laysia Police, Commissioner Datuk Seri Mohd Mokhtar Bin Mohd Shariff, drugs used to come in from neighboring regions between Myanmar, Thailand and Laos. But recently China has become an exporter, with drugs brought in via sea cargo. This increase in supply has reduced the price of drugs, thus leading to more people using it.
The need to nip the problem in the bud is being addressed by the government and all relevant authorities. Unchecked, the problem can be damaging to the soci-ety especially amongst youths. The National Anti-Drug Agency (AADK) recently revealed that 825 secondary school students had tested positive for drugs in the first 3 months of this year.
Deputy Home Minister Datuk Nur Jazlan Mohamed said that the AADK, the Education Ministry and Police can work together in tackling drug pushers in school. The fight against drugs amongst youths is of utmost importance to ensure that young Malaysians do not get involved with social problems such as drug ad-diction and gangsterism, which can lead to other illegal activities.
Recently, the government has set up a special task force to implement a number of immediate measures to improve the firearms management of the People’s Volun-teer Corps (RELA). In addition, a long-term firearms management plan had also been drawn up, including upgrading the firearms storage facility and improving the skills of RELA staff in firearms management. This, after the Firearms License Enforcement Unit in the Inspector-General of Police Secretariat (Firearms Li-cense) of Bukit Aman audited the RELA Northern Region Training Centre in Sun-gai Petani, and found missing firearms from the RELA Selama district in Perak.
Finally, some good news for the industry as engineers in Malaysia have been urged to take advantage of the opportunities from the RM 144 billion worth of projects inked by China, Saudi Arabia and India with the Malaysian Government. Policies such as China’s Belt and Road initiative can pave the way for greater economic cooperation between countries. Foreign direct investments such as these are most welcome and are expected to spur growth in infrastructure develop-ment and improve our industry’s over-all competitiveness.

As the popularity of video door-
bells increases, owners are likely
to become more comfortable with video
cameras in their homes. For many home-
owners, a video doorbell is their first
experience with an IP camera. Install-
ing it, setting up the app and then later
using it to view something remotely all
help to build consumers’ familiarity
with network video cameras. This raises
consumer awareness and lowers privacy
concerns, two of the main barriers re-
sponsible for slowing adoption of video
in the home in the past.
This also has the potential to lead to
increasing demand for integrating video
doorbells with home alarm systems. For
example, if the two are combined with
an electronic lock, this would allow a
consumer to grant someone access to his
or her home safely from anywhere with
a Wi-Fi connection.
New revenue stream for installers
A rise in the popularity of video in-
tegration with intruder alarm sys-
tems potentially creates new product
development and marketing opportuni-
ties. It enables integrators and installers
to upsell cameras as part of their stand-
ard offering and gives manufacturers a
unique selling point to market.
Cloud storage services offer anoth-
er opportunity for revenue generation,
which professional monitoring compa-
nies could try to integrate with their ex-
isting service offerings.
Increased consumer preference for
video cameras could result in less spend-
ing on traditional intrusion equipment
like PIR detectors, magnetic contacts or
break glass sensors. In the short-term,
it seems that video cameras would be
adopted as an add-on to the existing sys-
tem, strengthening the abilities of the
traditional equipment and the system
overall. However, as video analytics con-
tinue to improve, it remains to be seen
how this trend could affect demand.
In 2015, 1.1 million (21 percent
of) residential connected professional
monitoring service contracts included
some form of video monitoring service
in the American region. This proportion
is forecast to increase, particularly with
the emergence of facial and object rec-
ognition, promising to further enhance
the future functionality of video verifica-
tion. This functionality offers potential
savings both to consumers and providers
of monitoring services through lowering
false alarm rates.
Future opportunity for video doorbells
Professionally installed alarm solu-
tion providers such as Vivint, Comcast
and Alarm.com are adding video door-
bells to their offerings. Currently, how-
ever, the typical profile for a buyer of a
video doorbell (young and tech-savvy)
is also closer to that of one who would
purchase a DIY alarm system rather
than a professionally installed system. It
is therefore likely that in the short-term,
the DIY market will feel these proposed
effects first if they are to become appar-
ent.
With a global market size of $78
million in 2015, video doorbells are only
just beginning to gain traction among
residential consumers. Their adoption is
still largely limited to the US and despite
many new entrants; market supply is
currently concentrated with a few larger
suppliers such as Ring. As competition
increases, demand will accelerate and
prices will fall. However, the primary
barrier today remains price. A normal,
non-video-capable doorbell costs less
than $20, while video doorbell costs
often exceed $150. Raising consumer
awareness of the benefits will be key to
increasing the adoption rate.
IHS Markit forecasts that the global
market for video doorbells will experi-
ence a 28 percent CAGR over the next
five years. As the market continues its
rapid ascension, partnering with video
doorbell providers could prove lucrative
for home alarm manufacturers and ser-
vice providers.
Another option would be to work
with third-party integration software
providers like IFTTT and Stringify to
build a clean, easy-to-use integrated so-
lution.

Malaysiasafe: Please tell us about FLIR as a company.Eric Lee (EL): FLIR headquarters
is based out of Oregon in the United
States. The company designs, manu-
factures, and distributes technologies
such as thermal sensors, visible-light
imaging systems, diagnostic systems
and advanced threat detection systems.
We are the market leader both in terms
of our end products as well as our sen-
sors which many companies use. FLIR
employs over 2800 people worldwide.
Our company is publicly listed on the
NASDAQ exchange and our revenue
exceeded USD 1.6 billion in financial
year 2016.
FLIR operates from six business
groups which are Surveillance, Instru-
ments, Security, OEM & Emerging
markets, Maritime and Detection. For
ASEAN and Malaysia in particular,
some of these business groups are ac-
tually involved with government sales
because the defense sector uses many
of our products. Also for instrumenta-
tion, our thermal products are being
used for various applications such as
in construction, manufacturing and oil
refinery.
MalaysiaSAFE: What sort of products do you have in your
portfolio?EL: I am representing the security busi-
ness group in ASEAN region. We focus
primarily on selling thermal solutions
and analytics for commercial and mu-
nicipality government security. Com-
bined with the acquired products from
DVTEL, which include CCTV cameras
and video management systems (VMS),
we develop thermal surveillance camer-
as and the integration with our Latitude
VMS. We also have daylight cameras,
enterprise grade CCTV and 4K cam-
eras. Besides that, we are known for our
video analytic products under the name
ioimage.
MalaysiaSAFE: How has the acquisition of DVTel affected the company?EL: DVTel was acquired in December
2015 and it brought with it the VMS and
video analytic devices which FLIR ini-
tially did not have in its portfolio. This
further strengthened FLIR’s offerings
in the advanced CCTV systems; with
a high-availability and scalable VMS
where customers rely on CCTV as a
strategic aspect of operations and secu-
rity. And now we continue to serve DV-
Tel’s clients as our own.
MalaysiaSAFE: Your products
seem to be tailored more for government use such as for defense and law enforcement. Is this perception accurate? EL: Not really. I would say that our
products are tailor-made for the enter-
prise. Typically, the enterprise customer
is a large entity, be it private, commer-
cial or government that needs to safe-
guard critical infrastructures. So, our
products are mostly suitable for large
commercial enterprises, municipalities,
sea ports, airports, oil depots and smart
cities; used in supporting their local law
enforcement and emergency services.
MalaysiaSAFE: What is your ‘go-to-market’ strategy?EL: We appoint business partners with-
in each of the ASEAN countries. We do
not participate directly in any bids for
projects. We operate as an indirect chan-
nel, facilitating our partners and cus-
tomers in crafting a solution for their
requirements.
MalaysiaSAFE: Which verticals are you most involved in? EL: If you break down the CCTV seg-
ments, there is a huge market for small-
and-medium sized businesses (SMB)
with many price competitive products.

segment, not because the price is higher,
but because we can offer products with
a multitude of benefits. Today, consum-
ers are very aware of the capabilities
of CCTVs. With the rise of IoT, smart
phones and powerful applications, con-
sumers are demanding more services out
of a CCTV.
MalaysiaSAFE: What sets you apart from other industry players?EL: There are many good companies
who are active in this fast-growing
industry. From what used to be an
analog-tip based guarding industry,
it is now morphing into an IT and IP
based one. What sets FLIR apart is
firstly, we are very strong in the en-
terprise segment. And we have one
unique capability – which is to inte-
grate thermal sensors so that our cus-
tomers can have flexibility in terms of
the edge devices that they require. In
the Latitude 8.0, we have an enterprise
grade VMS that has many features like
redundant recording and operates with
an open platform that supports other
devices like access control. Therefore,
customers can get a total solution that
suits their every need.
MalaysiaSAFE: Compared to other products in the market, FLIR’s can be considered on the higher end in terms of price. How do you make yourself competitive?EL: It is very important that we posi-
tion ourselves to the correct audience.
The price reflects a number of features
in our products and if the end-user has
no need for these feature sets, then cer-
tainly it can be an oversell. For instance,
we have high performance sensors,
lenses and 4K resolution cameras and
we back these up with a solid warranty
service. In addition, our IP products
go through a very stringent firmware
and malware testing before they are re-
leased. So, we provide the best quality
components that are meant to put up
and work for a long time. And this is
very crucial for enterprises like banks
and critical infrastructures which can-
not have a down time in their systems.
MalaysiaSAFE: Can you name some of the big projects that FLIR was involved with recently?EL: Customers using our solutions do
not want to make known to public in or-
der to keep potential perpetrators guess-
ing; suffice it to say that we have many
of the world’s largest global multina-
tional enterprises, local governments, air
and sea-port authorities in the ASEAN
region using FLIR.
MalaysiaSAFE: How do you provide technical support to your clients?EL: FLIR ensures that our partners are
well trained with a certification course.
This is further augmented with a re-
mote support team comprising level 3
experts that are highly trained, highly
experienced in reviewing and resolving
problems. Bear in mind that some of the
problems that come to us are actually
not inherent to our products. One needs
a certain experience to identify what
is the problem and what may be trig-
gered by something else. For example,
it could be a network issue and there-
fore a technical support should have
some level of network understanding.
Having a remote support team means
that we can reduce the cost of support
tremendously but could still provide ex-
pert advice.
MalaysiaSAFE: How do you provide training to your distributors or dealers?
EL: We provide regularly, formal and
informal training sessions regionally in
Singapore. Formal trainings require dis-
tributors and dealers to sit for a test to
receive certifications. We have a team
of dedicated trainers with many years
of experience and knowledge to conduct
the trainings. In addition, we also have
plans to bring together both training and
seminars to share our solutions and use-
case in Malaysia for this year.
MalaysiaSAFE: What are the up-coming trends in the security business sector in this region?EL: I would say smart cities are grow-
ing. Even though it is not something
new, I think it is really coming to frui-
tion. We are seeing how local govern-
ments are becoming savvier in taking
solutions from different vendors and
integrating into a platform. They are all
trying to resolve their challenges which
typically involve security and safety, and
at the same time it improves their ser-
vices. Another up-coming trend is PSIM
but that is at another level of command
and control compared to VMS.
MalaysiaSAFE: What initiatives have you chartered for this year? EL: In terms of Malaysia, we are very ex-
cited about the overall economic environ-
ment. We have come off from quite a dif-
ficult time in 2016, but all indications are
that it will become better in 2017. Hence,
local governments will be more confident
to invest. Our partners are also gearing up
for more businesses. For FLIR, we are ac-
tively engaging our partners because there
are a lot of new products that we need to
share the knowledge with.

Gangnam District, located in South
Korea, is the third largest district
and 4th most populated district in Seoul.
Both the Greater Gangnam Area and
Gangnam itself are widely known for
their heavily concentrated wealth and
high standard of living; which has been
compared to cities such as Beverly Hills,
California. Uniview provided more than
100 units of IP cameras for city surveil-
lance in Gangnam District.

which is an optimized deep compression

reduce up to 95% bandwidth with no
missing details. U-code uses IRP (In-
telligent Region Perception) to detect
motion in each frame so that scenes con-

The co-operation between Bosch and
Milestone Systems has been fur-
ther expanded. Building on the already
strong base of the complete video inte-
gration between Bosch and Milestone,
the partnership has been deepened to
now cover all Milestone XProtect video
management software (VMS) editions
into the Bosch software ‘Building Inte-
gration System (BIS).’
This integration enables solutions
that combine several building manage-
ment functions on a single platform, like
alarm and security management. Thanks
to the integration of BIS with XProtect,
in case of fire or intrusion the relevant
video cameras will be activated automat-
ically. An alarm coming from a detector
connected to the BIS server triggers the
camera of the scene to the XProtect cli-
ent for alarm verification. The operator
can then zoom in for details and further
investigate the scene with more cameras
before responding to the alarm.
To further enhance security, the
functionality of XProtect itself is moni-
tored continuously. The BIS alarm man-
agement function will automatically
report if there is a problem with the
XProtect server or if there is no more
free memory to store video images.
The video management software
from Milestone already supports the
Bosch Access Professional Edition
(APE). Access Professional Edition is an
easy to use software for controlling ac-
cess to small- and medium-sized enter-
prises with high-security requirements.
With the combination of APE and Mile-
stone XProtect, security operators con-
trol and monitor all Bosch access devic-
es through XProtect. It covers integrated
alarm management, video verification,
door handling and event viewing from
one user interface. This server-based
access-control solution ensures proper
search functions and grouping capabili-

Working in partnership with Omec-
ca, a Milestone Platinum Partner, Goy-
ang City implemented an integrated
surveillance solution that offers scal-
ability, flexibility, reliability and cost-ef-
fectiveness. With over 2,500 video cam-
eras to implement, a seamless transition
without causing disruption to daily op-
erations was crucial. Omecca worked
with Goyang to replace the old video
management software with Milestone’s

Surveillance Storage Infrastructure

example, centralized surveillance
architectures host high camera- or
device-count environments (typical-
ly thousands of surveillance devices)
and are able to support large amounts
of surveillance data. Storage must be
made efficient and utilization rates
must be high to prevent price creep,
while migration time must be ex-
tremely low to non-existent to seam-
lessly apply changes in resolution or
pixilation.
● Many companies opt to go on-prem-
ise for their primary storage, but
use cloud architectures for deeper
‘cold’ storage. Cloud provides an
elastic storage platform that easily
expands as data volumes grow. For
surveillance-specific industries, this
means expanding volumes in a cen-
tralized private cloud or even lever-
aging public cloud storage for more
rapid capacity expansion. Ultimate-
ly, cloud storage can improve stor-
age efficiencies and help reduce the
costs associated with storing inactive
data on more expensive storage solu-
tions. However, using the cloud for
surveillance data involves many dif-
ferent availability, security, and cost

According to the World Health Or-
ganization’s Global Burden of Dis-
ease, it is estimated that 265,000 child-
hood deaths worldwide occur as a result
of fire-related burns each year, with a
majority of them occurring in low- and
middle-income countries. More than half
the deaths take place within the Southeast
Asia region, including Malaysia, where it
is reported that one child dies every two
weeks due to fires or other burns.
Recognizing the need to increase
awareness of this global public health is-
sue, Safe Kids Malaysia Universiti Putra
Malaysia (UPM), Safe Kids Worldwide
and Honeywell (NYSE:HON) recently
launched Safe Kids at Home, an educa-
tional safety program designed to help
prevent fires, burns and scalds among
children aged 7 to 12 years old. The pro-
gram is supported by Honeywell Home-
town Solutions, the company’s corporate
citizenship initiative that focuses in five
critical areas; family safety and security,
science and math, housing and shelter,
habitat and conservation and humanitar-
ian relief.
The program was developed based
on the findings of a 2016 survey con-

About Safe Kids Malaysia
With the aim of improving the lives
of children in Malaysia and in
partnership with the Faculty of Medi-
cine and Health Sciences, Universiti of
Putra Malaysia (UPM), Safe Kids Ma-
laysia (SKM) was established in 2011
as a member of Safe Kids Worldwide.
SKM works closely with government,
industries, schools and communities
to increase awareness about prevent-
able injuries and deaths. The organiza-
tion previously had a primary focus on
road safety and drowning prevention,
but now includes home safety education
and awareness through the Safe Kids at
Home program.
The Safe Kids at Home Program, launched in Malaysia, February 20, 2017 will educate 6000 students in Kuala Lumpur on fire safety and injury prevention at home. edotco and atilze roll out 1st lora iot network in Malaysia
Atilze Digital Sdn Bhd (Atilze),
a wholly owned subsidiary
of Yen Global Berhad, and edotco
Group SdnBhd (edotco), a subsidi-
ary of Axiata Group Berhad (Axiata)
announced the rollout of Malaysia’s
first low-power, long-range wireless
protocol (LoRa) network with the
completion of twenty-five (25) LoRa
gateways. The sites cover the Klang
Valley area and are now ready to
serve the commercial needs of Inter-
net of Things (IoT) services to poten-
tial enterprises and clients.
The announcement follows a col-
laboration agreement signed on 2
September 2016 between Axiata and
Atilze to i) explore, develop and pur-
sue IoT opportunities across South-
east Asia ii) implement proof-of-con-
cept pilots in Malaysia, Indonesia and
Thailand which focus on commer-
cializing city-wide LoRa network de-
ployments. As part of the agreement,
edotco has provided twenty-five (25)
sites to allow Atilze’s LoRa gateways
to be installed on edotco’s telecom-
munication towers.
LoRa network technology allows
sensors and connected objects to col-
lect and send data back to an IoT
data cloud server for the processing
of data to gain valuable insights from
the IoT devices and applications. The
technology allows for connectivity
solutions at reduced costs with wide
coverage and efficient power con-
sumption, making it an environmen-
tally friendly solution as well.

and Axiata allowed us to deploy the
latest LoRa gateway capabilities.
This is an exciting moment for us to
provide our IoT solutions and we are

our tasks in installing the required
LoRa gateways in the Klang Valley

es and solutions utilizing the LoRa

LoRa WAN gateways include envi-

farming and security services.
The deployment of the LoRa
solution brings together lower cost
connectivity with broader coverage
and lower energy consumption. Used
efficiently, LoRa can contribute to
achieving the aspirations of the IoT

cies in Malaysia with hands-on
cyber-defense training.
More than 20 officials from
The Malaysian Communica-
tions and Multimedia Commis-
sion (MCMC) and Cyber Secu-
rity Malaysia (CSM) attended
the two-day training held in Cy-
berjaya, Malaysia recently.
The hands-on cyber defense
training organized by NEC Cor-
poration and NEC Corporation
Malaysia was aimed at en-
hancing the abilities of system
administrators in government
agencies to effectively handle
the increasing threat of cyber-attacks.
By providing simulations of a custom-
er’s ICT infrastructure, the practical
training enables the cultivation of sys-
tem administrators with comprehen-
sive cyber defense capabilities.
“This project is another exam-
ple of NEC’s leading position in the
field of cyber-crime prevention,” said
Chong Kai Wooi, Managing Director
of NEC Corporation of Malaysia, “In
order to cope with increasingly com-
plex and sophisticated cyber-attacks,
it is critically important to cultivate
experts who can analyze vulnerability
across an organization and respond to
cyber incidents quickly and appropri-
ately.”
NEC conducted this training as
part of the ‘Hands-on pilot training
aiming to increase cyber defense capa-
bilities in ASEAN countries,’ a project
commissioned by Japan’s Ministry of
Internal Affairs and Communications
(MIC).
In January 2017, Malaysia's Min-
istry of Communications and Multi-
media (KKMM) and the MIC signed
a memorandum of understanding for
cooperation in the area of Information
and Communication Technologies, in-
cluding cyber-security. As part of this
cooperation, NEC, in collaboration
with the Embassy of Japan in Malay-
sia, provided hands-on cyber defense
training for two government agencies

effectiveness in tackling cyber-attacks
in Malaysia. This training was similar
to the MIC’s ‘Cyber Defense Exercise
with Recurrence (CYDER)’ provided
in Japan.
The program capitalized on simu-

ronments to provide students with val-
uable first-hand experience in handling
a full cyber-attack, from the onset of
an information security issue, to its
final resolution. The training not only
imparted technical skills in handling a
cyber-attack, but provided important
organizational measures for prevent-
ing the spread of damages, including
possible instructions for staff and the
sharing of information with related in-
stitutions.

The Client
Kibing Group, one of China’s lead-
ing float glass producers, has cho-
sen Malaysia to be the first country in
this region it is investing in with a physi-
cal plant. Optimistic on the outlook of
the glass industry within the ASEAN
region, Kibing is investing USD 200
million in acquiring 128 acres of land
within Tuanku Jaafar Industrial Park of
Senawang, Negeri Sembilan to build two
glass float lines with pyrolithic coating
capability.
Employing up to 500 people, the fa-
cility can produce 1,200 tonnes of float
glass a day and will represent a signifi-
cant contribution to the region’s growing
need for glass. Kibing is also looking to
expand its production plant during the
second phase of development, to include
an ultra-thin glass production line, as
well as a fourth line with a capacity of
1,000 tonnes.
Objective
Kibing was seeking a cost-effective
and quality-driven digital sound sys-
tem with easy expansion options to cater
to its future growth. It became crucial for
them to search for a partner who could
provide a network based sound integration
solution that is flexible, stable and suitable
for use in a factory of this scale.
Solution
TOA Electronics (M) Sdn Bhd
(TEM), a subsidiary of TOA was
chosen to provide the PA system inte-
gration for the Kibing plant because of
their established reputation in the field
of sound systems. With over 80 years
of experience in this market segment,
TOA’s vast range of products and its
quality has been proven to be amongst
the best in the field. TEM standardized
on the use of their new Hybrid IP-3000
system which is a fully network compat-
ible audio management system using
TOA’s proprietary ‘Packet Audio’ tech-
nology. The IP-3000 system is capable
of providing accurate and instant audio
transmission over the entire network.
The system itself is specifically de-
signed to cater to large area interfacing
installations such as this. Together with
the help of TEM’s system integrator,
Kejuruteraan Bintai Kindenko Sdn Bhd
and J. Roger Preston (M) Sdn Bhd as the
project’s Mechanical & Electrical con-
sultants, TEM took on the project with
the aim of delivering a simple system
composition with virtually no limitation
to expansion.
The Challenge
Considering that this is the first
installation of the new IP-3000
system in the Southeast Asia region,
challenges were aplenty from software
configurations right up to the setting up
of the entire system operation and rack
assembly which has to match the re-
quirement of the Kibing plant. In a facil-
ity of this size, a reliable PA system is
needed to ensure that all time schedule
is being followed accurately.
TEM’s team of diligent engineers
received strong support from their
R&D department in Kobe, Japan and
their regional HQ in Singapore. Be-
cause of this frequent coordination, all
issues were easily overcome and the
quality of work was maintained at the
highest possible level in line with Japa-
nese working culture.

Introduction
Surveillance cameras are seeing almost daily advancements
in the areas of lenses, imaging sensors, and image signal
processing. This is done to allow subjects monitored, such as
people and cars, to be more clearly recorded. Resolution in
particular has gone from analog resolution (720x480) of a
decade ago to HD (1280x720), FHD (1920x1080), and 4K
(3840x2160) in the past few years, and even higher definition
will likely be achieved in the future.
With the advance to high definition, data volumes for
video are increasing to levels incomparable with those of the
analog age. Due to that, costs for networks to deliver that video
data and recording media to store it are becoming major issues.
Meanwhile, not all of the video recorded is of use by
customers, and in most cases, it is disposed of without being
checked even once. For that reason, technology to allow deliv-
ery and saving/ storing of just the video really needed (video
that includes the subject monitored) and thereby reduce costs
is demanded.
Panasonic’s Smart Coding
Panasonic network cameras have been equipped with
cutting-edge image compression technologies (H.264)
amassed in consumer digital cameras and cameras for mov-
ies and broadcasting. We have also developed technology that
makes use of surveillance camera knowhow amassed over a
long time to enable just the video needed to be saved in high
image quality.
Panasonic’s Smart Coding is composed by two main tech-
nologies:
● Technology to assign data only to subjects monitored, such
as people or cars.
● Technology to reduce noise generated at night or in low-
illumination environments and to reduce data volume.
Smart Coding is a function available on Panasonic i-PRO
cameras simply by updating the firmware. Data volume reduc-
tion up to 80% over conventional surveillance cameras can
be expected by combining the technologies above, and even
greater effects can be exhibited by combining Smart Coding
with Panasonic high-resolution surveillance cameras such as
4K cameras. And as this is compression technology based on
the H.264 standard, special modules and the like are not need-
ed for display or playback by a client.
Technology to assign data only to subjects to be monitored
Data volume is sufficiently assigned to subjects monitored,
such as people or cars, so that data can be saved as clear
video. However, so-called background elements such as walls
and roads are data that does not really need to be sharp, so data
is not assigned to such video, thereby enabling overall data
volume to be reduced. Depending on the scene, data reduction
of up to about 65% (with FHD, compared with previous Pana-
sonic technologies) or up to about 80% (with 4K, compared
with previous Panasonic technologies) can be expected.
GOP Control
With H.264, the video stream is comprised of I-frame
data encoded closed in the screen (as still image) and
P-frame data where the difference from the previous frame is
encoded. If the refresh cycle is set to 1 second (the default set-
ting for Panasonic cameras) at a frame rate of 30 fps, stream

is made shorter to secure accessibility to scenes the user
wants to view.
Auto-VIQS Control
The Variable Image Quality on Specified area (VIQS) func-
tion is a function equipped to Panasonic network cameras,
and it can minimize data size by making areas other than those
specified be of lower image quality. With the conventional
function, however, areas must be specified manually. Auto-
VIQS Control can automatically determine areas with and
without motion and reduce the data volume of those without
motion.
With H.264, the compression rate can be adjusted by the
encoding parameters, but still area data volume can be further
reduced by changing the encoding parameters with this func-
tion depending on whether the area is a still area or an area
with motion. This function cannot be used concurrently with
conventional VIQS.
When variable bit rate (VBR) is selected in Transmission
priority, three levels as Smart Coding mode become selectable.
Two levels, Low and Mid, can be selected according to dif-
ference in I-frame insertion interval. When in Mid mode, the
I-frame insertion interval is up to four times greater than when
Low is selected. *2 When selecting High mode, Auto-VIQS
Control is added to Mid mode.
Noise Reduction Technology
Noise from image sensors when monitoring at night or
in other low-illumination environments is completely
unnecessary for monitoring, but much data volume is as-
signed to noise with current compression technologies, re-
sulting in tremendous volumes of data being created. With
Panasonic’s Smart Coding technology, two technologies are
used to analyze that noise and reduce noise in real time,
thereby reducing data volume by 20% or more compared
with conventional surveillance cameras without noise re-
duction functions. This function is always enabled with Pa-
nasonic i-PRO cameras.

3D-Multi-process Noise Reduction (3D-MNR) analyzes
differences in signal level and reduces grainy noise gener-
ated in low-illuminance environments to achieve a low bit rate.
Noise generation patterns can be estimated and predicted by
individual luminance level using Panasonic’s own noise reduc-
tion algorithm. Noise generated when increasing gain to secure
brightness in video is reduced by individual pixel accurately
and in fine detail.
First, noise detection is performed with high precision by
creating statistics for the difference of the signal level of the
surrounding pixels by luminance level, deciding the threshold,
and estimating a noise model in advance. Pixels with a sig-

estimated noise model and the noise model that shifts in the time axis direction. If the patterns
are similar, they are reduced as noise; if they differ, the afterimage is minimized as motion.

4. Noise Reduction Technology
Noise from image sensors when monitoring at night or in other low-illumination environments
is completely unnecessary for monitoring, but much data volume is assigned to noise with
current compression technologies, resulting in tremendous volumes of data being created.
With Panasonic’s Smart Coding technology, two technologies are used to analyze that noise and
reduce noise in real time, thereby reducing data volume by 20% or more compared with
conventional surveillance cameras without noise reduction functions.
This function is always enabled with Panasonic i-PRO cameras.
4.1. 3D-MNR 3D-Multi-process Noise Reduction (3D-MNR) analyzes differences in signal level and reduces
grainy noise generated in low-illuminance environments to achieve a low bit rate. Noise
generation patterns can be estimated and predicted by individual luminance level using
Panasonic’s own noise reduction algorithm. Noise generated when increasing gain to secure
brightness in video is reduced by individual pixel accurately and in fine detail.

First, noise detection is performed with high precision by creating statistics for the difference of

The PSIA hosted a successful demonstration at ISC West,
showing integration’s of iris scan biometrics systems
from EyeLock and Princeton Identity with PLAI. Enterprise
customers are now considering multi-factor authentication in
critical security areas of their company, including IT centers
and industrial operations and PLAI is a perfect complement
for this application.
Also demonstrated was one of the initial use cases for
PLAI, the synchronization
of disparate physical access
control systems (PACS).

Video and Access Integration Innovative software offers SMB market unprecedented benefits that fit their budgets
3xLOGIC, Inc. demonstrated its newest, integrated video
and access control software platform at ISC West 2017.
The new SurroundVideo Omni G3 goes the final step, de-
livering no touch remote setup. The Omni G3 can be quickly
installed on a wall, corner, ceiling, pole, emergency call box, or
other structure. The camera is then connected to a single PoE
(Power over Ethernet) IP network cable. The installer can then
dismount from the ladder or lift, and connect to the camera’s
integrated webpage over the network for setup. 180°, 270°, or
360° preset views can be selected, or the installer can adjust
and position each of the sensors remotely, including remote
focus, zoom, and tilt.
New presets can also be saved, so that the view can be com-
pletely changed when needed. For example, a stadium may have
different viewing requirements for a sporting event versus a con-
cert. The user can select the appropriate preset, and the camera
will move the sensors to that new perspective. The camera can
then be returned to the original view just as easily. This can all be
done without requiring the time and cost of manually mounting
a ladder or lift to remove and then replace the dome bubble after
adjusting the aim of the 4 sensors, or shifting the entire camera.
Heavy Foot Traffic and Lots of Cloud Interest
This month started off with a hugely successful showing
during the ISC West 2017 Conference and Expo in Las
Vegas, flanked with heavy foot traffic throughout the show and
a lot of interest in our latest products and offerings. We pre-
viewed the new ACT365 cloud-based access control and video
management solution for our valued partners and customers,
which was well received and brought a lot of discussion to the
forefront on the future of access control.
Vanderbilt started off the week weighing in on some pre-
dictions for the big show, including the cloud, IoT and open-
platform systems, in a round table discussion alongside other
thought leaders in the industry. The themes identified remained
true, as many visitors to the Vanderbilt booth wanted to know
about cloud-based applications for access control and how to-

“We are changing the rules of the game for video and
access control for the SMB market with our new integrated,

The latest software innovation does not stop at the power-

After the official approval of the
antitrust authorities, the business
partnership of Bosch Security Systems
and Sony Corporation in the field of vid-
eo security solutions became effective
by February 1, 2017 – except for in Chi-
na where the partnership starts on April
1, 2017. Both companies will now focus
on strengthening their collaboration that
was first announced in November 2016.
The partnership entails both a sales
and marketing cooperation as well as a
technical collaboration. As part of the
sales and marketing partnership, Sony’s
video security sales and marketing asso-
ciates joined a newly formed dedicated
team within the Bosch Security System
organization. Sony`s video security cus-
tomers, in all markets except Japan, will
be served and supported by this sales
and marketing team.

launched eight new Full-HD (1080p)

is maintained even in extreme lowlight

Starting as of May 2017, all network
cameras from the IP 4000 series will
be equipped with built-in video analyt-
ics as a standard as well as latest bitrate
management techniques combined with
H.265 video encoding, reducing bitrate
by up to 80 percent. Both Sony’s and
Bosch’s innovations were presented at
the ISC West 2017 (April 5- 7) in Las
Vegas, USA.

Thales announces the results of its
2017 Global Encryption Trends
Study. The report, based on independ-
ent research by the Ponemon Institute
and sponsored by Thales, captures how
organizations around the world are deal-
ing with compliance, increased threats,
and the implementation of encryption to
protect their most sensitive data.
The report reveals enterprises have
accelerated adoption of encryption strat-
egies, with 41 percent of respondents
saying their organization has an encryp-
tion strategy applied consistently across
the enterprise. Notably, for the first time
in the study’s 12-year history, business
unit leaders have a higher influence over
encryption strategy than IT operations.
Other critical findings demonstrate or-
ganizations continue to show a prefer-
ence for control over encryption and
key management when those activities
migrate to the cloud.
Protecting data at rest in the cloud:
● 67% of respondents take one of two
routes: they either perform encryp-
tion on premise prior to sending data
to the cloud, or encrypt in the cloud
using keys they generate and manage
on premises.
● 37% said their organizations turn over
complete control of keys and encryp-
tion processes to cloud providers.
Other key findings:
● 31% are currently using or planning
to use Hardware Security Modules
(HSMs) with Bring Your Own Key
(BYOK) deployments, with 20%
claiming the same for Cloud Access
Security Broker (CASB) deploy-
ments. Overall, usage of HSMs with
CASBs is expected to double in the
next 12 months (from 12% to 24%).
● Use of HSMs among organizations
grew to its highest level ever, at 38%;
of those respondents, 48% own and
operate HSMs on-premise in support
of cloud-based applications.
● At 55%, compliance is the top driver
for encryption – followed closely
by protecting enterprise intellectual
property (51%), customer informa-
tion protection (49%) and protection
from external threats (49%).

tegrated solution that can span a
single name space across flash, spinning
disk, object storage, tape and the cloud,

new copy expiration feature, enabling au-
tomated removal of file copies from more
expensive storage tiers, thereby freeing
up space and increasing the overall return

several copies of a file is removed from
storage, a complementary selectable
retrieve function in StorNext 6 allows
users to dictate the order of retrieval of
the remaining copies. This functionality

Wavestore has launched v6.6 of
its VMS to deliver enhanced
functionality to systems integrators
and end-users alike. This new version
is available as an upgrade for existing
users and will be shipped as standard
with all new orders.
The latest version introduces Wave-
store’s Smart Search feature, compatible
with ONVIF Profile S cameras, where
operators can highlight a specific region
within a scene, set the sensitivity level
and instantaneously retrieve video relat-
ing to any movement in that area. This al-
lows large amounts of recorded footage
to be searched quickly and efficiently,
presenting only the required video to us-
ers. For added convenience, the relevant
search results are highlighted as a differ-
ent colour on the playback time line bar
and can simply be clicked to display the
relevant video footage.
Situational awareness
In addition, v6.6. delivers enhanced
event management to improve an op-
erator’s situational awareness of impor-
tant events as they occur. Alerts from any
integrated third-party equipment, as well
as the VMS itself, are instantly available
in an easy to read and intuitive form to
the operator. This can include events
from any mix of devices and sub-
systems including access control,
intruder detection, BMS, and analyt-
ics technology. These are presented
in the live event stream window of
Wavestore’s WaveView client, dem-
onstrating the unique ‘One Screen,
Total Control’ capability of Waves-
tore’s VMS, and can also be used to

Producers from EMS FILMS in
Amsterdam used Bosch cameras
for shooting the documentary ‘Holland
– Natuur in de Delta’ which appeared
in Dutch cinemas in September 2015.
However, the local conditions were not
suitable for regular recording cameras.
Therefore, Bosch Security Systems was
contacted to provide an alternative so-
lution.
‘Holland: Natuur in de Delta’ is the
second documentary of the producers of
‘De NieuweWildernis.’ A tremendous
cinema turnout of 700,000 people in
2013 led to winning the ‘Golden Calf’
award in 2014, a Dutch film price in
the category ‘Public’s Choice Award.’
The movie shows nature reserves of the
country and their inhabitants such as
the beaver. The beaver finds himself in
many different areas ranging from its
lodge in the national park ‘Biesbosch’
which is in the south through the delta
to the North Sea. The different species
and their ‘stories’ were documented by
the filming crew. Sometimes they had to
spend months at one location to
get proper footage.
In case of the beavers, a huge
filming crew being present was
not favorable. Producer Ignas
van Schaick from EMS FILMS:
“The shooting with the beavers
was quite difficult because they
are very timid and nocturnal.
That is why we chose to use night
sensing equipment by Bosch.
The employees helped us to find
a solution: together we developed sort of
a mobile studio consisting of three DIN-
ION IP Starlight 8000 MP cameras and
several Intelligent-IR illuminators from
Bosch which were placed in the woods.
It is amazing how Bosch showed us
again what is possible with their camer-
as. The outcome was outstanding. Even
though we could not move the cameras –
otherwise we would have scared the ani-
mals away – it was possible to record the
whole of the scene. Details were carved
out afterwards using the zoom. Even on
a 20-by-8-meters-screen, the image is
still very high-quality.”
A compact camera was used
which is provided with a motion
detection, so it only starts record-
ing when a beaver appears, not so
when grass or water is moving. This
required Intelligent Video Analyt-
ics where it is possible to set which
parameters trigger the motion detec-
tion.
The Bosch cameras have a very
high resolution of up to five meg-
apixels. The footage is 2992x1680 pixel
at a ratio of 16:9 and has a frame rate
of 30 frames per second. This provides
a perfect image with zooming options,
also on big screens. A special sensor
technology and innovative solutions
for image noise provide a film speed of
0.0121 lux at five megapixels in color
and 0.00825 lux at a resolution of 1080p.
This enables the DINION IP Starlight
8000 MP cameras from Bosch to depict
images in color where other cameras
only depict greyscale, and greyscale
where other cameras cannot depict any-
thing at all. Difficult lighting conditions
such as varying front and back lighting
can be filtered by intelligent Auto Expo-
sure. Intelligent Auto Exposure enables
the Bosch camera to adapt to varying
lighting conditions to catch the object in
the best setting as possible.
As the devices were placed in the
middle of the woods, it was important
to use batteries and to keep the power
consumption as low as possible. Here

came in handy. The cameras only re-
quire nine watts. Saving the footage also
only spends little energy as it happens
on a local SD-card. As the Bosch cam-
eras provide clear, noise-free images
at only 0.0121 lux due to the starlight-
technology, the IR-illuminators from
Bosch also spend very little energy, so
the system could work all night with just
one charge.
At the moment, EMS FILMS are
working with Bosch cameras on the next
project of the series: ‘De Wilde Stad’ –
shows animals living in big cities like
Amsterdam.
Helping to identify the location
of erroneous odors permeating
around areas of the Metropolitan City
of Deagu in South Korea, Hikvision, the
world’s leading supplier in innovative
video surveillance products and solu-
tions, has supplied its PanoVu series 180
degree Panoramic + PTZ cameras to
form part of an integrated atmospheric
information system.
Seo-gu (Seo District) in western
Daegu, is a major transportation nexus
which went through urban street devel-
opment in the 1960s and massive indus-
trialization in 1970s. Today, the bustling
city has a population of 230,000.
Airborne bad odor problem
In response to a mass of complaints
raised by the city’s residents about
frequent airbourne bad odors emanating
from the dyeing industry complex in the
western region of Deagu, in July 2016,
a meeting was held with the Daegu
Metropolitan City’s economic, environ-
mental and industrial dyeing stakehold-
ers. From that meeting, it was decided
that the Seo-gu Office would go-ahead
with the construction of an atmospheric
information project, to establish a bad
hikvision panovu cameras help south Korea to track pollution hot-spots
odor monitoring and tracking system
that would help to provide an effective
and welcome solution to the issue.
System specification
Looking to secure a high-perfor-
mance imaging solution for the
project that would enable the capture
of high-quality panoramic, and separate
PTZ imaging over the entire city, Seo-gu
Office turned to Hikvision. After a con-
sultation exercise, Hikvision proposed
that their PanoVu DS-2DP0818Z-D Se-
ries 180-degree Panoramic camera with
its combined 4 fixed 2MP cameras and
36x optical zoom PTZ camera, could de-
liver the right solution.
To provide a practical demonstration
of the camera’s suitability, a test installa-
tion was conducted within South Korea's
largest industrial area, in Busan Metro-
politan City, the country’s second largest
city next to Seoul. Along with also be-
ing shown at the ‘Korean new Govern-
ment Ver. 3.0’ exhibition, a government
devised initiative to deliver customised
public services and generate new jobs,
the Hikvision PanoVu camera demon-
stration was not only deemed a success,
but also regarded as ‘a perfect fit’ for the
monitoring system’s requirement.
Installed in November 2016, the new
atmospheric information system is capa-
ble of measuring in real-time, complex
odors composed of hydrogen sulfide, am-
monia and volatile organic compounds
in and around the surrounding industrial
area. The main control point, located at
the Lifelong Learning Hall in Seo-gu,
monitors system equipment consisting
of 2 sets of 4 PanoVu DS-2DP0818Z-D
cameras, 11 malodor measuring instru-
ments (serving as a neural network in the
monitoring complex), and two weather
measurement instruments, which collect
weather data such as wind speed, humid-
ity and temperature. Monitoring the en-
tire city area, the Hikvision cameras are
integrated into the system’s atmospheric

pollution sensors and capable of visually
pinpointing the source of any atmos-
pheric bad odor release.
The result
“The Seo-gu Office Atmosphere Mon-
itoring Centre is extremely pleased
with the high-resolution picture quality
they can now display on their large for-
mat video wall, and in combination with
the PanoVu cameras’ Panoramic Mode +
PTZ tracking function, are able to dis-
play wide-area coverage and close-up
visual tracking via integration with the
system’s atmosphere sensors,” says Joey
Kim, SI Team, Hikvision Korea, “The
atmospheric information system’s pol-
lution monitoring sensors and integrated
PanoVu cameras can define the precise
location of each sensor’s triggered event
and with the PanoVu PTZ camera, au-
tomatically track and target the precise
location of the event actuation.”
Looking to the future, the integrat-
ed atmospheric information system is
set to become a blueprint solution for
use within other atmospheric monitor-
ing projects in other regional districts
and by the Korean Ministry of the En-
vironment.

high-speed Korea Train Express and
the environmental improvement project
linking the reclamation projects of the
Seo Daegu general industrial and dye-
ing complexes, the operation of the new
atmospheric information system has cre-
ated a cleaner and more comfortable liv-

HID Global® has announced that a
major U.S. university selected its
Seos® smart cards and HID Mobile Ac-
cess® solution to streamline card office
operations, simplify the management
and use of trusted IDs, and offer the
‘cool’ factor to students using phones
for accessing buildings, services and re-
sources. The phased deployment of thou-
sands of readers over the last few years
enabled these benefits, while preserving
investments in previously installed HID
Global readers.

campus population.

the university began upgrading many of

bile IDs. It is also installing more than
400 additional mobile-enabled readers
during 2017, with all readers supporting
both earlier card technologies and Mo-
bile IDs to ensure a smooth transition.
The university plans to ultimately
use Mobile IDs as its primary form of
identification in the future. Accordingly,
the university issued 300 to 400 Mobile
IDs in the first deployment phase of HID
Mobile Access and will issue another
500 during 2017. Next year, the univer-
sity intends to issue ID cards while si-
multaneously provisioning Mobile IDs
to all students and staff.
The university will explore new
ways to benefit from HID Mobile Access
after the deployment is complete. Mo-
bile IDs can be used alongside ID cards
for applications ranging from entering
parking lots, buildings and residence
halls to making meal plan purchases,
and accessing library and media center
resources.
Milestone Systems has collaborat-
ed with partners ENGIE Ineo and
Axis to upgrade the Council of Europe’s
(headquartered in Strasbourg, France)
video surveillance systems. The security
project was managed by Milestone com-
munity partners Securitas and ENGIE
Ineo.
The security solution, which has
been live since January 2017, has se-
cured the Council’s vast campus in-
cluding the Human Rights Building,
European Directorate for the Quality of
Medicines & Healthcare, the European
Center for Youth and the Agora building.
A security surveillance and monitoring
solution was installed in all access areas
including the entire external perimeter.
The contract also includes a five-year
maintenance agreement.
ENGIE Ineo partnered with Mile-
stone and Axis for their video expertise
(video management software and net-
work cameras respectively). The legacy
analog surveillance system has been
replaced with a full net-
work video surveillance
solution that delivers
better performance in-
cluding ease of access
and retrieval of video
assets, as well as a flex-
ible solution that allows
the Council to tailor
how locations are se-
cured. With Milestone’s
XProtect solution, the
organization is now
able to handle all its video safety opera-
tions through a single management in-
terface as well as manage other security
devices such as gate control systems and
thermal cameras.
The project was designed to keep
disruption to a minimum, taking into ac-
count the busy schedule of the Council
of Europe, particularly during parlia-
mentary sessions.

a fast-growing list of UK higher educa-
tion establishments to choose SafeZone,
following its European launch in 2014.
The University has more than 19,000
students, including many international
students, studying on a range of courses
from Engineering, Law and Criminolo-
gy, Arts and Humanities, Science, Medi-
cal, Human and Health Science and
Business Management supported by just
over 3,000 staff (includes academics).
SafeZone will be deployed at the two
principal campuses i.e., the Singleton
Park and the Bay Campuses as well as
7 other sites frequented by students and
staff in the Swansea Bay region, where
it will offer enhanced protection for any
staff and student when they are at risk or
need urgent help. It will meet the need
of the campus security teams to support
an increasingly round-the-clock learning
culture that offers safe 24/7 access to li-
braries, study hubs and other facilities.
A major benefit will be the creation
of safe ‘corridors’ between each cam-
pus, its halls of residence and popular
destinations such as the train and bus
stations. Additional monitoring and re-
sponse cover along these thoroughfares
will offer extra protection for people
walking alone late at night. SafeZone
protection will also extend to designated
areas off campus, for example, for indi-
viduals on field trips, research projects
or international placements, anywhere in
the world.
SafeZone will equip the University
with a cost-effective, people-centred
safety solution plus an effective dis-
tributed command and control platform
for managing response and mass com-
munication during small or large-scale
emergencies. All staff and students will
be able to download the free smartphone
app that makes it easy for them to raise a
location-based alert at the touch of a but-
ton, so eliminating potential language or
communication barriers.
Ideally suited to dispersed estates,
SafeZone is fast and easy to implement,
alleviating the need to invest in addition-
al physical security measures such as
help points. It will give Swansea Univer-
sity access to zero-cost, targeted mass
notifications, privacy-compliant group
management functionality and a host
of features like lone worker check-in.
These force-multiplier capabilities will
significantly improve its ability to enable
collaboration between security first re-
sponder and volunteers such as building
wardens during critical incidents as well
as improving the efficiency of everyday
team operations.

To cater to the advanced security
needs of the facility, Milestone XProtect
Expert 2016 enables the prison staff to
proactively respond to potential inci-
dents. The needs for high availability are
ensured by the failover technology and
uninterrupted video recording capabili-
ties in the Milestone VMS.
XProtect 2016 boasts several features
designed to reduce the overall cost of own-
ership and offers unlimited expandability
thanks to the use of open platform tech-
nology. This enables Holmsheidi Prison to
be in greater control of their surveillance
investment now and in the future.
Icelandic project management and
engineering firm Verkís is responsible
for the project’s Building Management
System and has designed the electrical,
lighting and security systems.
Security Center, an Icelandic securi-
ty services company, provides the alarm
and fence systems for the project, here-
under the integrated CIAS fence and mi-
crowave detection systems.
This integration is made possible
through CIAS’ IB-System IP technol-
ogy, a data collection system that works
as an integration server and can manage
up to 1280 different sensors.

with multiple contractors and partners

Safran Identity and Security has sup-
plied a facial recognition solution to
the National Police of the Netherlands.
The nationwide system, which in-
cludes workstations for facial search,
comparison and analysis was recently
launched at the National Forensic Ser-
vice Centre. Dutch police officers can
now submit a facial image for search
against their databases and save precious
time.
This facial rec-
ognition system is an

Elbit Systems Ltd. has recently been
awarded an approximately $82 mil-
lion contract to provide an Asia-Pacific
country with a comprehensive electro-
optic airborne solution, Condor 2, for
use in intelligence, surveillance, target
acquisition and reconnaissance (ISTAR)
missions. The contract, which is a
follow-on order from the same
customer, will be performed
over a four-years period

Dahua Professional Surveillance System Transforms Cutral-Có, Argentina into Safe City in 30 Days
Dahua Team and the Customer
In just 30 days, a state-of-the-art Da-
hua Safe City video surveillance sys-
tem comprised of 242 devices is set up
completely. It enables the city to become
a pioneer in modern urban security de-
velopment as well as a national technol-
ogy hub.
The Dahua Safe City solution was
developed to greatly improve police,
fire, transportation, and medical emer-
gency response speeds and efficiency
through a network of reliable cameras
and intelligent technologies.
Challenge
Located in northwestern Argentina,
Cutral-Có is the second largest
city in Neuquén Province and a ma-
jor oil producer in the region. Due to
the recent economic downturn and
the resulting crime, on top of the in-
efficiencies in the traffic system often
causing painstaking gridlocks, the city
needed an efficient, reliable solution
that would secure its nearly 50,000
residents and natural resource infra-
structure. This led former Mayor Prof.
Ramón Riosecoto call for a compre-
hensive video surveillance system that
would monitor traffic, improve city
management, streamline responses to
neighborhood emergencies, support
the Civil Defense force, and safeguard
urban areas. “Without such a system,
integral public services would not be
able to function properly, and that
would delay the city’s modernization
process,” said Prof. Ramón Riosecoto.
Solution
In coordination with the Cutral-Có
government, Dahua stepped up to
the task and formed an action plan that
would become one of the country’s most
advanced security grids.
Dahua Technology was chosen to
develop an urban surveillance network
for the city not only because of its nu-
merous success stories but also because
of its efficient technical support system.
In addition, a wide range of field-tested
products able to withstand the adverse
Cutral-Có temperature extremes, which
range from -10°C to 40°C, made Da-
hua the most qualified candidate for the
project.
Dahua kept Professional Surveil-
lance System (PSS) software at the
project’s core which could design and
manage the deployment of the system’s
numerous speed domes and camera
components efficiently. With support for
256 simultaneous device connections,
all 242 of the project’s components
could be managed from one system.
In order to handle the massive flows
of data from multiple high resolution
cameras, the Dahua DH-NVR6000 se-
ries network video recorder was inte-
grated to provide 64TB of storage out
of the box, with another 128TB added
through network storage, bringing its
total storage capacity to 192TB, and al-
lowing the system to record and store
video in full HD resolution for 45 days.
The long archive time offered by this
setup is perfect for intense data analysis,
and various facial and plate identifica-
tion software.

age around urban areas due to their long-
range capabilities. With 30x optical zoom
and 16x digital zoom at a resolution of
2 megapixels, the speed domes are ideal
for crime prevention units and automatic
number plate recognition (ANPR) at vari-
able distances, performing well on objec-
tives at ranges of over 320 meters. These
speed domes were installed at the main
entrances of integral public sites such
as hospitals, schools, police stations,
and crossroads. To accommodate vari-
ous geographical constraints, a portion
of the speed domes were interconnected
wirelessly, while others were connected
by optical fibers. Uninterrupted power
supply (UPS) was used to power each to
ensure 24/7 operation.

8301E ultra-smart network cameras
were placed in areas of high risk. Their
progressive scan CMOS sensor, vari-
focal lens, and motorized auto-iris,
coupled with a multitude of smart de-
tection features including facial detec-
tion, enable the cameras to deliver su-
perior performance during the day or at
night, even in the absence of infrared
illuminators.
SMART Professional Surveillance
System (SMART PSS) software was
used to achieve integration with the en-
tire network of cameras and digital com-
ponents. This setup allowed the city to
host its own internet-based data center
administration system, which is the first
of its kind in Argentina. Optical fibers
provided by Internet providers Telefóni-
ca and Copelco provided the system with
the high bandwidth capacity required to
support intense data traffic, which was
managed through the SMART PSS soft-
ware’s load balancing system.
Vigilancia Online S.A., a Da-
hua partner company, accomplished
smooth installation and integration of
the system’s 242 cameras in only 30
business days.

In just a month’s time, Cutral-Có
has been equipped with one of the
most advanced command and control
centers in the country, which is in-
terconnected with the radio-electric
command of the neighboring city of
Plaza Huincul and defense agencies,
displaying the importance of a Smart
City system on both its immediate and
surrounding areas.
City officials can now take a relaxing
breath knowing that Cutral-Có residents
and infrastructure are fully protected by
world-class, state-of-the-art video sur-
veillance technology provided by Da-
hua. This solution demonstrates Dahua’s

The club has chosen the compa-
ny’s 4K dome camera, the WV-
SFV781L, to monitor spectator stands
at the ILFISHALLE stadium in Lang-
nau. With 6x optical zoom and true 4K,
the club is able to monitor the entire
length of each stand using just two
cameras.
Alongside the 4K technology SCL
Tigers also opted for WV-SW598A full
HD fixed dome cameras outside the sta-
dium and in areas away from the specta-
tor stands. Operators benefit from a 30x
optical zoom, PTZ functionality and a
128x dynamic range to capture clear
evidence day and night.
The Tigers play in the National
League A, the top division in Switzer-
land. Strict regulations regarding the
safety of spectators as well as the secu-
rity of stadiums meant it was crucial the
club had a camera setup that would be
dependable and compliant.
