PURPOSE: This document outlines the procedures for implementation of a Special Assessment District (SAD) to install, per the recommendation of the Washtenaw County Road Commission (WCRC), Traffic calming measures/devices in residential neighborhoods of Pittsfield Charter Township (PCT).
APPLICATION: This procedure will apply to all residential neighborhoods, within a district/subdivision, in PCT for the implementation of traffic calming measures/devices.
PROCEDURES: This document outlines the procedures for implementation of SAD, including the actions necessary through the WCRC. Residents must first comply with steps 1(a) – 1(d) below, as determined by the WCRC, prior to obtaining a Special Assessment District Petition through PCT.
1. Action Through WCRC: a. Residents from the interested district/subdivision petition the WCRC for a preliminary traffic engineering
investigation. Contact WCRC Senior Project Manager – Traffic & Safety at 734-327-6697 to obtain procedure documentation.
b. The WCRC determines eligibility for traffic calming. If the district/subdivision is not eligible, they may reapply in two years or if a significant change, as determined by the WCRC, in use occurs. If eligible, WCRC presents a recommended traffic control plan and cost estimate at a public meeting for the property owners affected by the proposed project.
c. WCRC then works with PCT Supervisor’s office and district/subdivision representative(s) to develop two petitions, one (Signature Petition) from the WCRC to obtain consent from the households affected by the traffic calming and one from PCT (SAD Petition) which includes cost per linear foot for the measurers taken (the two petitions may be circulated simultaneously). 75% or more of the property owners affected by the traffic control devices must sign the Signature Petition and 75% or more of the property owners that have frontage along the roadway where the traffic calming measures/devices are being installed must sign the SAD Petition. The representative(s) from the district/subdivision will also be supplied with the following documents, along with the petition: • Petition Cover Letter (Attachment A) from PCT • Protect Your Rights Statement (Attachment B) from PCT

• Traffic Calming Plan (Attachment C) from WCRC • Map of the Proposed Special Assessment District (Attachment D) from WCRC • WCRC Preliminary Engineer’s Estimate (Attachment E) from WCRC
d. District/subdivision representative(s) submit the Signature Petitions to WCRC.
2. Action Through PCT:
a. SAD Petition signatures are obtained and submitted, by district/subdivision representative(s) to PCT Supervisor’s office. The district/subdivision representative(s) will sign an affirmation certifying the validity of the petition. PCT Clerk’s office verifies signatures and the PCT Treasurer’s office verifies that no taxes or special assessments appear delinquent. No signature is valid for a parcel with delinquent taxes or special assessments. Joint title in land requires the signatures of all owners. Signatures are valid for the duration of ownership and commencement of the work, as determined by the WCRC, at a cost no greater than 120% of the original estimated costs identified herein. Signatures may be revoked by property owner at any time prior to the SAD approval.
b. PCT Supervisor’s office prepares a resolution (Resolution #1) to set the date for the Public Hearing on the SAD boundaries. Once this resolution is adopted by the PCT Board of Trustees, the PCT Clerk’s office is authorized to initiate the required posting, publishing and noticing:
• Description of the project, cost estimate and SAD boundaries are available for public inspection at the PCT Clerk’s office.
• Hearing Notice is mailed to all property owners in the proposed SAD at least 10 days prior to the hearing date.
• Hearing Notice is published for the first time at least 10 days prior to the hearing date. • Hearing Notice is published for the second time prior to the hearing date.
c. PCT Supervisor’s office prepares a resolution (Resolution #2) for adoption by the Board of Trustees
authorizing the project to proceed. This authorizes the PCT Clerk’s office to initiate the required posting, publishing and noticing, and setting the date for the Public Hearing on the SAD roll.
• The Roll (parcels within the SAD boundaries) is available for public inspection with the PCT Clerk’s office.
• Hearing Notice is mailed to all property owners included in the Roll at least 10 days prior to the hearing date.
• Hearing Notice is published for the first time at least 10 days prior to the hearing date. • Hearing Notice is published for the second time before hearing date.

d. After Resolution #2 is adopted by the PCT Board of Trustees, PCT Clerk’s office notifies affected
residents and WCRC of the BOT action by letter authorizing the installation of the traffic control devices. The PCT Supervisor’s office is copied for informational purposes. SAD Roll is added to the Special Assessment District Index for a one-time addition to the yearly winter tax roll.
3. Action Through WCRC: a. WCRC establishes an implementation schedule for the road improvement project and communicates
the same to the PCT Supervisor’s office and affected residents within the SAD district/subdivision.

Petition for Installation of Traffic Calming Measures
(Name of District/Subdivison)
Under Public Act 188 of 1954
TO: Pittsfield Charter Township Board of Trustees
We, the undersigned owners of public record, certify that we are the owners of land fronting on
proposed road improvements in, _____________ within Pittsfield Charter Township. The
proposed Special Assessment District (SAD) includes the lots and parcels as listed on the
attached petition.
Attachments C (Traffic Calming Plan), D (Map of the Proposed Special Assessment District) and
E (Preliminary Engineer’s Estimate) illustrate the affected parcels and the estimated assessments
for installation of the proposed traffic calming measures on ________ Drive as described and
under the jurisdiction of the Washtenaw County Road Commission.
We, the undersigned owners of public record representing 75% or more of the total road frontage
on _________Drive, hereby petition the Pittsfield Charter Township Board of Trustees to
establish an SAD for the purpose of financing said traffic calming measures under the provisions
of Public Act 188 of 1954.

PETITION SPECIAL ASSESSMENT DISTRICT FOR TRAFFIC CALMING MEASURES
(Name of District/Subdivision) PROTECT YOUR RIGHTS – READ THE PETITION THOROUGHLY
1. This petition, when properly filed and presented to the Pittsfield Charter Township Board of Trustees (Board) shall be deemed to confer full authority to the Board to cause the expense to be determined, to hold hearings thereon, to assess the benefited properties, and to proceed with the work of the proposed improvement.
2. Consistent with Washtenaw County Road Commission requirements, the record owners of land constituting 75% or more of the total frontage of this proposed project in the __________________, must sign this petition. A description or Parcel/Tax ID Number of the land fronting the proposed project must appear next to the appropriate signature(s).
3. Joint title in land requires the signatures of all owners.
4. This petition must be reviewed by the Township Treasurer to determine that no taxes or special assessments appear to be delinquent. No signature is valid for a parcel with delinquent taxes or special assessments.
5. All lands specially benefited by the improvements of this project, as determined by the Washtenaw County Road Commission, are liable for assessment. Refer to Attachments C and D for Special Assessment District maps.
