Governor of Bihar.ButhisfatherneverencouragedhissonstotakeupGovernmentjobs.BCroyappliedforadmis-siontotheSibpurEngineeringCollege and the Calcutta MedicalCollege.TheacceptanceofhisapplicationtothelatterarrivedafewhoursearlierthanthatfromSibpur.Injune1901,Bidhanleftfor Calcutta.WhileintheCalcuttaMedicalCollege, BC Roy came across aninscription,Whateverthyhandsfindethtodo,doitwithallthymight. Agreeingwiththisoutlookinlifecompletely,thesewordswere to become a source of inspi-ration in his future career.Inhissecondyear,PrakashChandra Roy retired as a DeputyCollector, and was no longer in apositiontocontinuesendinghimmoney.Fortunately,Bidhanobtainedascholarship.Evenso,thatwasnotenough.Bidhanneverforgotthosedaysofpovertyandhardship.Duringhisfiveyearsatcollege,hecouldonlypurchageonebook for Rs. 5. He depended upon notes copiedfromtextbooks,orusedthecollegelibraryorrelied on friends. Once he established himself asa doctor, he helped many poor students withfundsforpurchaseofbooks.ThepartitionofBengalwasannouncedin1904.Bidhanwasatthe medical college. The national-istmovement,ledbyAravindaGhose,BalGangadharTilak,Lajpat Rai and Bipin Chandra Pal,was also taking shape in Bengal.B.C. Roy controlled the emotionsthatthemovementstirredwithinhisheart.Herealizedthathewouldservethecauseofthenation better by qualifying for theprofession,thanbyprematurelyrushing into politics.Immediatelyaftergraduation,BCRoyjoinedtheProvincialHealth Service. He used to do alltypes of work in the hospital; fromprescribingmedicinestonursingpatients and, if necessary, prepar-ingtheirfoodaswell.Wheneverhehadsometimetospare,hepractisedprivately,charginganominal fee of Rs. 2 only. Workingveryhard,hecompletedhisMD.He then decided to go to Englandfor further studies. After taking leave for two yearsand three months and with Rs. 1200 saved fromhismeagreearnings,hesailedtoEnglandinFebruary 1909.AT SAINT BARTHOLOMEWSA rude shock lay in store for Dr. Roy when heappliedforadmissiontoSt.Bartholomews.Reluctant to accept a student from Asia, the Deanrefused him admission. Dr. Roy did not lose heart.Again and again he presented himself before theDean.Hispersistencepaidoff.Onhisthirtiethattempt, the Dean gave in. Living on a shoe-stringbudget of Rs. 50 a week, he met his educationalexpenses by working as a nurse. He didnot havethemoneytobuylunch.Hewasdeterminedtoget through the examinations in the shortest pos-sibleperiodoftime.Withintwoyearsandthreemonths he got, both, his MRCP and FRCS, prov-ingthatmancandowhatevermanhasdone,providedwhateverhishandsfindethtodo,hedoes with all his might.Congratulations,Dr.Roy,exclaimedtheDean.IwillwillinglyadmitanystudentwhocomeswithareferencefromyoutoSt.Bartholomews.EDUCATIONISTDr. Roys contribution to the organisation ofImmediately after gradua-tion, BC Roy joined theProvincial Health Service.He used to do all types ofwork in the hospital; fromprescribing medicines tonursing patients and, ifnecessary, preparing theirfood as well. He opened a center fortraining women in nursing and social work too.Dr.RoyservedtheCulcuttaMedicalJournalboth as Editor and as Member on the Board from1922to1929.HewasthePresidentoftheAllIndia Medical Conference in 1929, and served asthefirstnon-officialPresidenttoTheMedicalCouncil of India in 1943.EducationclaimedDr.Roysloyaltylongbefore he joined politics. He was elected a Fellowof the Culcutta University in 1916. His connectionwith it remained till the end of his life. By dint of hard work forthe country, rendered in a spirit of selfless service,mayyoumarchaheadwithhopeandcourage...Remember,inthisdynamicworldyoumust go forward, or else you will be left behind...Dr. Roy favoured vocational studies, the devel-opmentofvillages,andtheestablishmentofanetworkofruraluniversitiesforhighereducationin the rural areas. ON POLITICAL STAGEA closeassociateofDeshbandhu,Dr.royenteredpoliticsin1925.HestoodforelectionsfromtheBarrackporeConsituency,asanIndependent candidate for the Bengal LegislativeCouncil.Hebecame,attheageofforty-two,animportant figure in political life of Bengal.Initially, Dr. roy did not take part in any politicaldiscussion; his greatest interest lay in educationaland medical problems. He made valuable contri-butionstofindsolutionstoproblemsrelatingtohealthandmedicalrelief.HemadehisfirstpoliticalspeechinthecouncilonFebruary24,1926. Having once broken the ice, it did not takehim long to become the spokesman on behalf oftheparty.Slowly,butsurely,heprovedtobeasuperb legislator and parliamentarian. He becametheDeputyLeaderin1927,afterDeshbandhusdeath. Having established his leadership abilities,Dr.RoywasthenaturalchoiceforMayor.Hiselection, in 1931, was unanimous. It was a crucialperiodinthehistoryoftheCalcuttaCorporation.The Civil Disobedience Movement, in the form oftheSaltSatyagrahawason;SubhasChandraBosehadbeenputintoprisonevenbeforetheDandi March began; J.M. Sen Gupta, the Mayor,togetherwithotherimportantleadersofBengal,wereallinprisonsoonaftertheMovement.Thepartywasinneedofanoutstandingpersonwhocouldremainoutofprision,anddischargetheduties of the Congress in the Corporation.Dr.Roywasthechoice.EarlierelectedasEldermanoftheCorporationfrom1930-31,hewas re-elected as Mayor in 1933. Throughout hisleadership, the Corporation made ever-increasingprovisionsfortheexpansionoffreeeducation,freemedicalaid,betterroads,improvedlighting,andwatersuppy.Dr.Roynotonlyfollowedthehumanistic philosophy of Deshbandhu in workingouthisprogramme,buthedistinguishedhimselfby contributing much to it. When he laid down thereins of the office of Mayor, his tact, patience andcourtesywerepraiseduniversally,evenbythemembers of the Opposition.GANDIJIS FAITHMahatmaGandhiandB.C.RoytogetherplannedtohonourDeshbandhusmemorybybuildingtheChittaranjanSevaSadan.BeforeGandhijileftCalcutta,hemadeDr.RoytheSecretaryoftheTrust,andputhimdirectlyincharge of its administration. By 1934, Dr. Roy, like some others, felt that theCivilDisobedienceMovementhadlostitsbite.With Dr. Ansari he put forward a proposal to dis-continue it, and revive the Swaraj Party by callingittheNewSwarajParty.LetuscontesttheCentral Assembly Elections, he suggested at themeeting of the AICC at Patna, in July 1934, andfrustrateLordWillingdonssecretplantogetthebetter of the Congress.Gandhijiagreedtothiscourseofaction.HesuspendedtheCivilDisobedienceMovement,and accepted the Council Entry Programme of Dr.Ansari and Dr. Roy, on whom the mantle of PanditMotilalNehruandDeshbandhuCittaranjanDashadfallen.Dr.RoywaselectedPresidentoftheBengalProvisionalCongressCommitteeinOctober1934.Heresigned,however,afterfourmonthswhenhefoundthathisprofessionalduties were preventing him from devoting himselffully to the affairs of the Provincial Congress. Heconcentrated on his practice. Politics, to him, wasnot a full-time occupation. Perhaps his attitude ofservice before self explains best why he did notremaincontinuouslyinthefrontofthepoliticalstage. He came back to it as and when he foundtime for it. Never desiring a position in the party oradministration,heacceptedthecallwheneveritcame.ThepartitionofIndiawasannouncedbyViceroyMountbattenin1947.Dr.Royhadnointention of taking part in administration. He want-ed to devote himself to his profession. Refusing tojointheCentralCabinet,heofferedtoworkforanydevelopmentalschemeasanon-officialmember.ButthemembersoftheBengalCongressLegislaturePartywantedachangefrom the leadership of Chief Minister. Without Dr.Roysknowledge,theyproposedhisnameastheir new leader. Gandhiji was undertaking anoth-erfast.Dr.RoyhadgonetoDelhitoattendonhim.WhenthefastendedonJanuary18,1948,hetoldGandhijiofthedecisionoftheBengalLegislaturePary,andhisreluctanceinform-ing the Ministry in the Assembly.I will only do so, Dr. Roy insisted, If there isno party interference. I must be free to choose myMinisteronthebasisofmeritandability,ratherthanpartymembership.WhentheCongressLegislaturePartyandCongressCommitteeagreed to this, he accepted the responsibility.
