Welcome to the 2013 edition of the South African Racing Fact Book which records the statistics of our in-

dustry for the prior racing and breeding season.

Congratulations to “What A Winter” the 5 year old Western Winter (USA) colt who for the second year running

was South Africa’s Champion Racehorse with a rating of 120 achieved in the Grade 1 Betxchange Computaform

Sprint at Turffontein in April. Close behind on a rating of 119 were the Vodacom Durban July winner “Heavy

Metal” and the Equus Horse of the year for the second year running “Variety Club.” Mike De Kock and Ingrid and

Markus Jooste were honoured for the fourth consecutive year with the titles of Champion Trainer and Leading

Owners whilst the Champions Jockey title went to Piere Strydom.

In a year of exciting racing perhaps the most memorable moment was the sight of S’manga Khumalo winning the

Vodacom Durban July for Trainer Sean Tarry and owner Chris van Niekerk aboard the 4 year old Silvano (GER)

gelding “Heavy Metal” to become the first black jockey to win this illustrious race in its 117 year history.

On the breeding front Summerhill Stud walked away with the leading breeder title for an amazing 9th consecutive

year whilst the Maine Chance Farms stallion “Silvano (GER)” was crowned leading Sire by stakes earned.

In the sales ring last year’s upward movement in respect of the yearling and ready to run sales continued and

with some innovative marketing iniatives being introduced by the leading sale companies this positive trend looks

set to continue.

The wagering the statistics that have been supplied by the National Gambling Board (NGB) make for interesting

reading and clearly demonstrate the progress the Bookmakers have made over the last five years particularly with

regard to sports betting.

In a move that could have far reaching implications for our industry 2013 saw the Western Cape region of Gold

Circle elect to terminate their previous joint relationship with Kwa Zulu Natal and they are now managed by

Phumelela Gaming and Leisure. 2014 will see further changes to racing as we have known it with the closing of

two racecourses, in the Eastern Cape city of Port Elizabeth and Clairwood in Durban Kwa Zulu Natal. The loss

of the two grass racing tracks is set to be replaced by two new all-weather polytracks which will supplement the

existing grass tracks at Fairview and Greyville. In addition to the on-going economic benefit that should accrue

to the operators the loss of race meetings at these venues due to inclemental weather should become a thing of

the past.

If there could be one wish for the 2014 season it would be that the International community finally come to

their senses and reward the untiring efforts of the South African team lead by Peter Gibson and Professor Alan

Guthrie who have been striving for more than a decade to put in place the necessary protocols that will level

the playing fields and allow South African horses to travel internationally without the current onerous quarantine

restrictions.

Once again, due to lack of sponsorship, this publication will only be available in an electronic format.

INDUSTRY PROFILESThe African Horse Sickness (AHS) TrustThe AHS Trust was primarily established to raise funds for

research into the control and management of AHS and for a

potential cure for the disease. Since the 2006 AHS season the

Trust has managed a surveillance system in parallel with the SA

Veterinary Services system. Increasing awareness of the disease

and accuracy of reporting has been achieved with the result

that better decisions could be taken by both industry and the

State Veterinary Authority. Additionally, strategic AHS vaccina-

tion campaigns have been facilitated by the Trust in order to

raise levels of immunity among indigent communities.

Betting World (Pty) LtdBetting World is a bookmaking business operating 42

bookmaking branches in South Africa which is wholly owned by

Phumelela Gaming and Leisure Ltd.

BloodStock South Africa (BSA)BloodStock South Africa is the marketing arm of the

Thoroughbred Breeders Association and has been conducting

sales since 1977. BSA currently conducts fi ve major sales a

year from its own complex at Gosforth Park (Gauteng), Durban

(KwaZulu-Natal) and Cape Town (Western Province).

Cape Thoroughbred Sales (Pty) LtdA privately-owned company that conducted two major sales,

operated in the period under review.

Equine Research Centre, OnderstepoortFounded in 1990 the Equine Research Centre was estab-

lished to provide scientifi c and veterinary services to the

horseracing and breeding industry. A research co-opera-

tion agreement exists between Racing South Africa and the

University of Pretoria where current research is focusing on:

Gold Circle Horseracing and Betting (Pty) LtdGold Circle is the KZN based Racing operator. It currently

operates thoroughbred horseracing at three tracks situated

in KwaZulu-Natal, their fl agship racecourse being Greyville in

Durban. The company was created by the amalgamation of

several Racing Clubs and organisations representing

thoroughbred breeders, owners and trainers in the two regions

of KwaZulu-Natal and the Western Province. During the fi rst half

of 2013 the two provinces elected to terminate their relationship

and now operate independently of each other. Gold Circle is

also responsible for the training centres located at Summerveld,

Asburton and Clairwood Park In KZN.

The Grooms School TrustThe Grooms School Trust is operated under the SA Racing &

Equestrian Academy banner. There are currently four grooms’

schools in operation, two in the Western Cape Province and two

in KwaZulu-Natal. The purpose of the school is to offer courses

where grooms are educated to a level that enables them to work

effectively, safely and with care in the stable yards where they

are employed. All courses boast an incentive scheme for both

groom and trainer.

Trotting South AfricaTrotting in South Africa is co-regulated by TSA together with the

National Horseracing Authority. There is an exclusive agreement

with Classic Harness Racing in terms of which CHR provides

and co-ordinates all the commercial and marketing functions

of TSA.

The main aim of TSA is to provide a base of inclusion in South

African horseracing for less affl uent and ordinary folk via the

Standardbred and trotting.

Horseracing South Africa (PTY) LtdHorseracing South Africa (Pty) Ltd, trading as Racing South

Africa, was founded in August 2005 to look after matters of

national and international interest, in particular the internation-

alisation of the sport of horseracing through the development of

the South African Horse Export Protocol, equine research and

marketing of South African bloodstock to international markets.

Owned and funded equally by the Breeders, Operators and

Owners its functions are to:

Import Export Working GroupThe Import Export Working Group was formed in response to

the de-registration of the SA Horse Import & Export Council

(NFP). As a private-public partnership with the Department of

Agriculture, Forestry and Fisheries (DAFF), it is responsible for

the ongoing maintenance of the South African Horse Export

Protocol and the development of a sustainable delivery system

for the movement of horses in and out of South Africa.

Kenilworth Quarantine StationIn 1997, a high-tech vector protected quarantine station was

built at Kenilworth Racecourse in Cape Town to facilitate the

Hong Kong. An additional 32 stables have been added and

more than 1000 horses have since been exported. The facility

has access to a 1200m sand track, a lunge ring, a horse walker

and kilometres of bridle ways within Kenilworth racetrack, mak-

ing it the only facility in South Africa that can accommodate

international competition horses.

National Gambling BoardThe National Gambling Board is the controlling body for

wagering in South Africa and operates under the National

Gambling Act 2004. The Act makes provision for the oversight

of matters relating to casinos, gambling, betting and wager-

ing and promotes uniform norms and standards in relation to

gambling throughout South Africa. It also oversees regional

Gambling Boards for the individual provinces.

National Horseracing Authority of Southern Africa (NHA)Formerly “The Jockey Club of Southern Africa” the NHA’s core

function of its Racing Division is to ensure that thoroughbred

racing is provided with a competent and effi cient racehorse and

jockey control and monitoring service to “maintain the integ-

rity of horseracing”. The Studbook Department is a division of

the NHA that manages and regulates all processes relating to

the incorporation of horses into the thoroughbred population in

South Africa. The NHA has operated its own laboratory since

1985 and currently tests both horse and jockey specimens. The

laboratory also carries out contract analysis for other equine

sports as well as feed and residue analysis for meat exportation

from South Africa.

National Horse TrustThis organisation started of as the National Thoroughbred

Trust in 1989 and later changed to the National Horse Trust.

The South African horseracing industry, through the then

Association of Racing Clubs of Southern Africa (ARCSA), started

the National Horse Trust and developed a programme unique

to South Africa to try to reduce potential neglect and deteriora-

tion of thoroughbreds after their racing careers. The Trust to

date has established four Horse Care Units which are situated

throughout SA and located where possible on the premises of

existing welfare organisations such as local SPCAs.

INDUSTRY PROFILESNational Racing BureauIn 2005 South Africa’s two racing operators, Gold Circle and

Phumelela, established a central offi ce to handle entries, decla-

rations and card changes for all race meetings throughout South

Africa in an industry bid to streamline the administration of

the sport. The Bureau has a highly sophisticated telephone call

centre and computer system and offers all role players a more

effi cient system.

Phumelela Gaming and Leisure LtdPhumelela was formed in 1997, and was listed on the JSE in

June 2002 in order to facilitate the “corporatisation” of horser-

acing in Gauteng. “Corporatisation” came about at the behest

of the Gauteng Provincial Government in order for the sport to

remain competitive within a burgeoning gambling market that

was about to legalise casinos and a national lottery in South

Africa. A critical element of the restructuring was a commitment

to rationalise the horseracing infrastructure in order to inter-

alia “transformation, transparency, accountability and create a

sustainable business model.”

Horseracing in the Northern Cape, the Free State and Eastern

Cape subsequently joined the corporatisation process under

the Phumelela umbrella. The tote business in the North West

Province was acquired shortly thereafter.

In terms of a Management Agreement concluded with

Kenilworth Racing Phumelela now manages the business of

horseracing and Totalisator betting in the Western Cape.

Phumelela Gold Enterprises (PGE)This is a joint venture between South African horseracing and

tote betting operators Phumelela Gaming and Leisure Ltd and

Gold Circle (Pty) Ltd. PGE is managed by Phumelela and owns

the domestic and international broadcast and information rights

to South African horseracing. PGE is currently regarded as a

leader in the commingling of international betting pools and

international Telecasting.

Racing AssociationOne of the organisations established to look after owners’

interests, the Racing Association with a membership compris-

ing owners and former racing club members was established

to represent the interest of owners in the Phumelela regions.

It is run by a board of Directors elected from the ranks of its

members. The Directors appoint two of the four trustees to the

Racing Trust which holds a 35% share in Phumelela. They

appoint a third trustee in conjunction with National Sports

Council Investments.

Saftote (TAB)The two racing operators Phumelela and Gold Circle are

licensed horseracing and tote betting operators in South Africa.

They commingle (combine) all tote bets in South Africa into

single national pools under the “TAB” banner which is managed

by Phumelela.

SA Jockey AcademyThis is the only institution in South Africa that offers an appren-

tice programme for aspiring professional jockeys. Acclaimed

worldwide, this sports academy is situated in Summerveld,

KwaZulu-Natal, and has satellite campuses in Cape Town and

Port Elizabeth. There is also an academy based in Gauteng

funded and administered by The Racing Trust. Also operated

under this banner is the Grooms School Trust that operates

courses for the education of grooms.

SA Jockeys Association The national body is the South African Jockeys Association

“SAJA” although all jockeys are individually contracted to the

racing operators as independent professionals.

South African Equine Trade Council (SAETRAC)Formed in 2001, SAETRAC is the marketing arm of Racing

South Africa and is responsible for promoting South African

bloodstock (of all breeds) to world markets. As a member of the

Association of Export Councils, it derives part of its funding from

the Department of Trade & Industry. It is also responsible for

establishing market access in foreign countries and facilitating

the export of horses of all breeds.

TellytrackTellytrack, which is owned and managed by Phumelela Gold

Enterprises, is South Africa’s horseracing channel where

all South African and International races on which TAB

operates are screened live on pay channel DSTV. Tellytrack is

also beamed live into TAB outlets.

SA RACING STRUCTURE

The Thoroughbred Breeders’ Association of South Africa (TBA)The TBA is the National South African Breeders Association

and was founded in 1921. It is run by a council elected from

its members. It conducts its sales through its marketing arm,

BloodStock South Africa which currently conducts fi ve major

sales a year throughout South Africa. In addition to the TBA

there are two regional Breeders Clubs, representing the Cape

and KZN regions.

The Thoroughbred Horseracing TrustThe Thoroughbred Horseracing Trust, which is the main share-

holder of Phumelela (35%), is a not-for-profi t entity which was

formed at the insistence of the Gauteng Provincial Government.

The principle objective of the Trust is to “promote the interest of

all persons interested in, and affected by the sport of thorough-

bred horseracing in South Africa with a view to the long term

viability of the sport.” Additional objectives relate to the promo-

tion of B-BBEE initiatives and affi rmative action schemes with

the intention of facilitating transformation within horseracing.

Thoroughbred Racing Development CentreThe Thoroughbred Racing Development Centre began in 1999.

The object of the centre is to improve the riding skills of all work

riders and to discover any talent. The centre runs both a work

rider and an advanced race-riding course.

INDUSTRYHorse exports from South Africa

When horse exports from South Africa were being negoti-

ated with the European Union in 1997, one of the key

drivers was the prospect of Cape Town hosting the Olympic

Games in 2008. Ultimately that bid went to China with the

Equestrian Games hosted by Hong Kong, at the Hong Kong

Jockey Club’s Sha Tin racecourse and training facility.

Following the successful hosting of the Soccer World Cup in

2010, South Africa recently announced that it was planning to

launch a new bid for the 2020 Olympic Games. If successful, it

is expected that Cape Town will host the Equestrian Games to

allow international horses to compete within the AHS Controlled

Area in the Western Cape.

African horse sickness (AHS) defi nes the manner in which

South Africa is able to export its horses. The virus is endemic

to Africa and is transmitted by the bite of the culicoides midge

which is normally prevalent in southern Africa during the

summer months (January through April), especially to the

north and east of the country. During the harsh South African

winter, however, the breeding cycle of the culicoides midge is

suppressed and the threat of virus transmission eliminated, thus

providing an annual, risk free window.

An outbreak of AHS in the Middle East in the late 1950’s led

to a suspension of movement of horses from Africa until 1997

when the EU lifted the ban under negotiated conditions defi ned

in the South African Export Protocol (97/10/EC). These condi-

tions included regionalizing South Africa’s AHS Controlled Area

in Western Cape; imposing a 60 day residency in the AHS Free

Zone (Cape Town), the last 40 of which are under high tech

and testing for various diseases.

Since 1997, South Africa has safely exported over 1000

horses to many countries in the world from Kenilworth

However, this number is expected to grow dramatically when

the new international regulations (AHS Code) that were adopted

at the May 2012 General Assembly of the World Organisation

for Animal Health (OIE) are introduced into importing coun-

try’s import conditions. This will be further supported by the

development of the latest technology diagnostic test, the

RT-qPCR, which will potentially reduce the pre-export quaran-

tine period from 40 to 14 days.

Apart from increased exports, these changes will also infl uence

shuttle stallions and South Africa’s international racing and

equestrian ambitions.

Kenilworth Racecourse, Cape Town’s premier racecourse, and

boasts 36 stables, a 1200m sand training track, horse walk-

er and lunge ring. Lizard’s Desire, JJ The Jet Plane, Gypsy’s

Warning, Jay Peg, Dane Julia are just a few names to have

passed through the facility on their way to international fame.

SOUTH AFRICAN RACECOURSES

South Africa currently has 9 racecourses which, as shown

on the map, are located throughout the country at all the

major centres.

Of the 9 racecourses, seven have grass surfaces, one has both

grass and sand and one is solely a sand surface (Flamingo

Park). Two all weather polytracks will be opened during the

forthcoming season at Fairview and Greyville. There are also

fl oodlights installed at the Greyville track where night meetings

take place approximately 24 times annually and lights have

recently been installed at Turffontein.

Race meetings are held daily in South Africa with a carded

programme of from eight to ten races and a typical week’s

racing fi xtures would look as follows;

Clairwood Racecourse

Clairwood Racecourse is built on land that was originally a

swamp and was opened on Tuesday, May 24, 1921. Known

as the “Garden Course”, Clairwood is situated approximately 10

km from the Durban city centre and 45 km from King Shaka

International airport. The left-handed oval track is a fl at 2500

metres in circumference with one of the easiest turns in the

country. The run-in to the winning post is 600 metres. There is

also a 1 200 metre straight, meeting the bend at the 600 metre

mark. Wide draws are of little consequence except in races over

1450 m, with a short run-in to the home turn, and races over

2400 m where the runners jump straight into the fi rst bend.

Greyville Racecourse

The Greyville Racecourse surrounds the Royal Durban Golf

Club’s Championship course and is situated in the heart of

Durban. In 1996 it became the fi rst track in the country to install

fl oodlights, enabling the course to stage night racing. The track

is an undulating 2 800 metre pear-shape. There is a downhill

slope from the 2 600 metre mark then uphill from the 2 400

metre mark to the 1 800 metres. Thereafter a gentle downward

slope for about 800 metres is followed by a testing uphill sec-

tion from the 800 metre mark into a 500 metre home straight

which is slightly uphill. Wide draws are a factor in races over 1

400m to 1 600m where the start is situated on the turn. An ad-

ditional all weather polytrack is scheduled to be installed during

the coming season.

Scottsville Racecourse

Scottsville Racecourse is situated about 2,5km from the Pi-

etermaritzburg City Hall and 85 km from Durban. The track

is a right-handed oval and approximately 2 300 metres in cir-

cumference with a banked home turn into a divided 550 metre

straight. A portable rail, similar to railway points system, is used

to guide the horses into the inside or outside straights, both of

which rise steeply up to the winning post.

Scottsville also has a tricky 1 200 metre straight course which

is downhill from the start before rising steeply from the junction

to the fi nish.

Because of the cambered home turn, wide draws appear to be

of little consequence.

Scottsville is also a “Racino” course with the Golden Horse Ca-

sino and hotel conveniently “attached” to the back of the grand-

stand allowing both racing and casino patrons easy access to

both facilities.

Durbanville Racecourse

A left-handed course with a circumference of about 2200m,

Durbanville has a run-in of about 600m and no straight

course.

Durbanville’s excellent drainage makes it an ideal winter racing

venue and that is when almost all meetings there take place.

With the home straight on a downward slope until just before the

fi nish and ability to at least race handy is important over almost

any distance, but the tracks reputation in this regard can also

lead to pacemakers going much too fast early on. Horses who

race from off the pace need a good turn of acceleration to give

of their best at this course. Low number draws are a marked

advantage over almost any distance and Durbanville has a ten-

dency to produce course specialists.

Kenilworth Racecourse

Kenilworth is a left-handed track and is unique amongst

South African racecourses in that it consists of three sepa-

rate tracks.

There is a new track with a circumference of 2800m and a

run-in of about 600m which is used primarily in summer, and

an old track with a circumference of 2700m and a run-in of

about 450m which is normally used for winter racing. There is

also a separate 1200m straight course which bisects the infi eld

at a diagonal, the three courses only coming together in the

pull-up area. The new course particularly is one of the fairest

in South Africa and gives every horse a winning chance, but

ability to race handy is of greater importance on the old course.

The 1200m straight is the stiffest in the country. A climb for the

fi rst 200m and another rise over the fi nal 200m make this a

real test of ability to stay1200m and horses who go fast early on

almost invariably get caught wanting at the fi nish. Horses who

seem best over middle distances often do well in 1200m races

at Kenilworth, especially when the winter going is soft or heavy.

Low number draws are generally favoured in sprints, but fi elds

tend to split into two distinct groups when the going is heavy and

outside barriers then enjoy a slight advantage. Draws are of little

importance around the turn,especially on the new course.

Vaal Racecourse (Sand)

Vaal Racecourse (Grass)

Turffontein Racecourse

Turffontein is the Phumelela fl agship course and consists

of the old “Standside” track and a new inside track. The

Standside course is a right-handed track with a circumference

of approximately 2700m, with a 1200m straight course join-

ing the round course at about the 800m mark. The Standside

course is widely considered one of SA’s stiffest tracks because

of a steady climb from about the 1200m to the fi nal turn. The

straight course is fl at, and the Turffontein 1200m is probably

one of the most undemanding in SA. The draw appears to be

of little signifi cance in sprints, but low barriers are favoured in

races run over 1400m and 1600m.

The new inside track shares a common back straight with the

Standside Track. All races run clockwise round a tight turn with

a run-in of slightly less than 500m. The track rises 10m from

the 1400m to the 500m marks. Low-number draws favoured

over 1000m and 1200m. Floodlights were installed in 2009 and

nightracing was launced in November.

A right-handed course with a circumference of about 2900m,

the Vaal consists of two 1000m straights connected by fair-

ly sharp bends. The run-in of 1000m is the longest in the coun-

try, and the Vaal also has South Africa’s only 1600m straight

course that has been divided into two tracks. All races of up to a

mile are run down the straight. Generally, outside draws hold an

advantage on the straight course, especially when the going is

soft, but in the winter months the two extremes appear equally

favourable and fi elds tend to split into two distinct groups on

either side of the course. Draws are of little signifi cance in races

run around the turn.

A right-handed course with a 1000m straight course, with the

1000m start taking place at the top of the straight. Races

over 1200m start in the middle of the bend, those over 1400m

right at the entrance of the bend. Starting stalls for races over

1400m are positioned at an angle, to compensate for wide

draws. The sand track appears to put a premium on stamina.

The sand track at the Vaal was inaugurated in August 2001.

Fairview Racecourse

Flamingo Park (Sand)

A right-handed course with a circumference of approximately

2700m and a run-in of 800m, Fairview has a straight course

of 1200m which joins the round course at the 800m mark.

The straight course (and therefore the run-in) is mostly down-

hill, which means that most races are run at a good pace. High

number draws hold a marked advantage in races run over the

straight course, but barriers seem of little signifi cance in races

around the turn. Fairview tends to be a slow-draining course

TRAINING CENTRES

The training of racehorses in South Africa is largely cen-

tralised into training centres controlled by the two racing

operators, Gold Circle and Phumelela. There are, however, a

number of successful private setups around the country.

In KwaZulu-Natal, operated by Gold Circle, the main training

centre is at Summerveld about 36km from central Durban

at Shongweni and some 600 m above sea level. Over 1 100

horses are stabled here.

Ashburton Training Centre was established in 1984 and the

complex is situated 12 km outside the KZN capital Pieterma-

ritzburg where nearly 500 horses are stabled.

Clairwood Racecourse in Durban is also used as a training

centre and has a small resident population of horses whose

numbers swell during the important winter racing season

when visiting horses are stabled there.

In the Western Cape, the main training centre is situated

on part of the old Milnerton Racecourse on the West Coast

where more than 1 000 horses are stabled.

Phillipi, which houses about 300 horses, is situated on the

Cape Flats on the False Bay side of Table Mountain. Both

centres boast access to the cold waters of the Atlantic

Ocean.

In the regions controlled by Phumelela, the main training

facilities on the Highveld are at Randtjesfontein, where a

new polytrack training facility has recently been installed,

in Midrand near Johannesburg, where the majority of the

Gauteng-based trainers and horses are situated, and at The

Vaal Racecourse in the Free State.

There is also a smaller training community situated at Turf-

fontein Racecourse in the centre of Johannesburg which

also houses the Phumelela headquarters.

In the Eastern Cape, also controlled by Phumelela, the main

training facilities are situated at Arlington Racecourse.
