Body Detail – Front

The front shall have a straight yoke approximately 13½” from the high point shoulder with two, rainproof, zippered pockets covered with a 2” wide flange, 13¼” long at the top ending at side seam, positioned 3¼” from center front at top. The pocket zippers shall be YKK waterproof black oxidized pull & slider #3 coil type, 9” long. There shall be a pencil pocket sewn inside the pocket on the pocket facing running parallel with the flange on both sides. The pocket facing shall be made of shell material, and the pocket bag shall be made of black flannel. There shall be a 2” bottom band made of shell material (front and reverse) which shall be edge stitched ¼” all around the bottom edge. There shall be a YKK #5 two-way, double-pull [one on each side] on both ends, black oxidized pull & slider, molded center front zipper measuring approximately 32” from the top of the collar to the bottom of the waistband. The zipper bottom shall be reinforced by bar tacks. The center front zipper shall be covered by a double placket of shell material. The inside placket width shall measure 1¾” and the outside placket width shall measure 2½”. The placket closure shall consist of 8 hidden four-part parallel spring snap fasteners; the female snap shall be on the outside placket and the male snap shall be on the inside placket. The snaps shall be spaced with the bottom snap 5/8” up from the bottom opening, the next 6 snaps approximately 4 5/8” apart, and the top snap 5/8” below the top opening. There shall be a side vent on both sides, with YKK waterproof black oxidized reversible pull & slider #5 coil type, 16” zippers, shiny tape side to yellow. There shall be a 4¼” long x 1¾” wide double snap tab closure at the bottom of each side vent to secure the waistband when the vent is worn open. The snap tab shall fasten to two male four-part parallel spring snap fasteners spaced 1¾” apart on the front of the waistband, and one male keeper four-part parallel spring snap fastener approximately 3” from side vent zipper on the bottom back band of the yellow side. There shall be black oxidized metal eyelets on each side of the side vent for moisture drainage. Sleeves

The sleeves shall be 2-piece with U-shaped underarm and finished with a 1½ ” elasticized cuff. The cuff shall be formed of shell material on the inside as well as the outside. On the undersleeve seam there shall be a hidden YKK waterproof black oxidized pull & slider #3 coil type zipper measuring 8½” in length. The zipper shall provide access for attaching sleeve emblems without compromising the waterproof reverse shell of the garment. An oxidized metal eyelet shall be provided at each cuff to allow for moisture drainage.

Collar and Hood The stand-up collar shall be 4” in height and made of two pieces of shell material with an interlining. The collar shall be Dark Navy on both the front and the reverse Hi-Visibility side. There shall be a YKK waterproof black oxidized pull & slider #3 coil type non-separating zipper measuring 7” in length, located at the base of the collar on the Dark Navy side which shall contain a full 3-piece waterproof/breathable drop-in hood. The hood shall be made of the shell fabric and lined with the Hi-Visibility reverse shell and shall have an elasticized shock cord with plastic tips and sewn-in cord lockers and barrel locks for adjustment. It shall be a three-piece hood sized to fit over the standard issue 8 point hat. There shall be a 1 3/8 “ wide by 8¼” long welt covering over the collar zipper for neck protection. Epaulets The epaulets shall be made of shell fabric. They shall be sewn into the sleeve head seam and shall be "X" stitched. The epaulets shall measure approximately 8” in length and approximately 2” in width. There shall be a black oxidized female snap 1” from the end of the epaulet that shall fasten to a male snap approximately 1½” from the neckline. Thread All sewing shall be done with polyester core thread or 100% spun polyester thread. Hi Visibility Reverse Shell: Shell Fabric The high visibility fabric shall be windproof, waterproof and breathable, compliant to ANSI 107-2010. The fabric shall be 100% polyester laminated to a polyurethane film. The warp and fill shall be 150 denier yarn, and the construction shall be 80 x 60. The fabric shall weigh 4.83oz/yd² (+/-5%). All seams and retro-reflective tape shall be sealed with hot air applied tape to ensure waterproof integrity. The minimum fabric requirements shall meet the performance levels listed below. Reflective Tape 3M 8906 or equal. There shall be 2-inch wide silver reflective tape sewn to the shell. The placement configuration shall consist of two horizontal bands of 2” reflective tape on the body and sleeves. The top of the top band on the body shall be 10¼” below the center front neck seam. The top of the bottom band on the body shall be approximately 10” below the bottom of the top band, and the bottom of the bottom band shall be approximately 4½ ” above the bottom waistband edge. There shall two bands of reflective tape on the sleeve. The top band shall be placed such that when worn it matches the placement of the top band on the body, and the lower band shall be approximately 3 ½” above the bottom of the cuff. Other Body Details (ANSI compliant Reverse side) Pockets reverse side - There shall be two rainproof pockets on the reverse side of the garment, with a flange covering that shall be approximately 2" wide and 11" long and that shall be secured in the side seam of the jacket. The top of the flange shall be approximately 5¾“ from center front and begin at the bottom of the top band of reflective tape. Beneath the flange cover, the pocket zippers shall be YKK waterproof black oxidized pull & slider #3 coil type, 9” long. There shall be a pencil pocket sewn inside the pocket on the pocket facing running parallel with the flange on both sides. The pocket facing shall be made of shell material, and the pocket bag shall be made of black flannel. The collar and cuffs shall be made of the dark navy shell material. There shall be an inside facing made of the dark navy shell material extending from high point shoulder down to the top of the top band of reflective tape. The facing shall

measure approximately 1¼” wide at the bottom, approximately 3½” wide at center front neck seam, and approximately 1” wide at high point shoulder. There shall be a mic tab on each shoulder measuring 2¾” long X 1” wide located approximately 1½ “from the shoulder seam. Size tag and care instructions Each jacket shall have a sewn-in woven size label, care instructions and ANSI pictogram sewn in the front left pocket of the dark navy side. MANUFACTURING REQUIREMENT All documentation listed below must be provided at the time of the bid

opening. Failure to provide any and all documentation will result in immediate disqualification of bid. (1) Manufacturer Warranty: Manufacturer must provide a published lifetime or limited lifetime warranty against product defects, component failure, and waterproofness. There will be no special warranties accepted for this specification/bid. (2) Sample: Bidders must submit 1 sample with their bid. Sample shall be size large regular. SPECIFICATION FOR S1780 TACTICAL SYSTEMS PARKA General Design The parka shall be a full zip garment with waterproof taped seams. All seams shall be taped as specified and the cuff, collar, and bottom band ends cut and trimmed cleanly. All construction features shall conform to making the jacket waterproof. All measurements mentioned in the construction specifications are based on stock size large. The parka shall be designed so that the S327, S318Z, S318ZX, S319V, S525V and S526CF Jackets/Liners may be zipped in for an added insulated liner. The parka shall have a system of 3 hidden pull down identification flaps that also zip on and off when necessary. Shell Linings The lining shell fabric shall be 100% polyester micro fiber 50 denier/72 filament warp and fill, with a nominal weight of 3.1 (+ 0.1) oz/yd2. The yarn count shall be 166 x 104 (+ 2 ypi). The color shall be black. The shell lower body and upper yoke lining fabric shall be a WeatherTech® performance fabric of 100% polyester with a waterproof, windproof, and breathable laminate or equal. All lining joining seams shall be 5-needle safety stitched and then sealed with 1" compatible sealing tape to prevent leakage. The tape shall be applied by hot air method. The front zipper shall measure approximately 32 “ long (size Large/Regular). There shall be a front identification tag on the outside front wind fly. There shall be a double outside storm flap. Both storm flaps shall have an interlining using a 3.5-oz/sq yd (minimum) polyester/rayon non-woven interlining with acrylic binder. The outermost flap shall measure approximately 32” long by 2 ¾”” wide (Large/Regular) and the inner flap shall measure 32” long and 1 5/8” wide. The storm flaps shall close with 8 snaps having the female snap side located on the underside of the outermost flap and the male snap shall be located on the second storm flap. The snaps shall be placed approximately 3

7/8” center to center apart from each other with the bottom snap starting approximately ½” from the bottom of the outermost storm flap. There shall be two, waterproof, pockets covered with a 2” wide vel, 13 ½” long and shall close with a YKK #3 coil zipper 9” long. The zippers shall zip from bottom to top to close. There shall be a pocket on both sides of the chest with an opening on the outside of the front zipper facing` under the outer storm flaps. The pockets shall run horizontally approximately 5” deep and approximately 8 inches high. The pockets shall be placed so the top edge of the pocket shall be approximately 10” from the top edge of the parka collar. The pockets shall close with a YKK #3 coil zipper 9” long. The zippers shall zip from bottom to top to close. There shall be 2 rain-shed yokes on the chest on both sides of the zipper. The yokes shall measure from the neck seam, approximately 9 ¼” in length by 9 ½” in width and are designed to conceal a mesh lining as well as on demand pull down identification flaps. The yokes shall close with 3 pieces of Velcro sewn vertically. Each piece of Velcro™ shall measure approximately 2” horizontally and ½” vertically. They shall be spaced evenly to allow the yoke a clean and neat appearance. The mesh shall extend the entire size of each yoke. There shall be a #3 - 7” YKK Vislon™ interchangeable zipper set into the yoke on each side to attach the corresponding pull down panels (see separate specifications for pull down panels). The yokes shall close with 3 pieces of YKK™ Powerhook SA200 Nylon, hook and loop fasteners sewn vertically. Each piece of power hook shall measure approximately 2” horizontally and 5/8” vertically and shall be spaced for a clean and neat appearance. The mesh shall extend the entire side of each yoke. Back The back shall have a rain-shed yoke with a 2" turn up designed to conceal the pull down I.D. flap system. The yoke shall be constructed with basic shell fabric, a middle layer (membrane) laminated to lining shell fabric. The yoke shall measure approximately 9 ¼” in length from the high point shoulder by 24” in width and is designed to allow ventilation through the mesh lining as well as conceal “on demand” Hidden Agenda™, or equal, pull down flaps. There shall be three pieces of YKK Powerhook (or equal) and loop fastener as closures measuring 2” x 5/8” set at equal distance on the inside yoke facing. There shall be a #3 16” YKK Vislon™ interchangeable zipper set into the yoke to attach the corresponding Hidden Agenda™ back panel. Sleeves The sleeves shall be two-piece, semi-modified dolman construction. The under sleeve shall have a functional ventilation pit-zip with a one-way, #5 zipper that measures approximately 12” long and begins approximately 12 ½” from the top

of the cuff. The pit-zips shall be covered with a piece of self-goods that measures approximately 12” long and ½” wide. There shall be a tab with make and female snap to be snapped around the cuff loops on either jacket/liner. The tab shall be approximately 2 ½” long and 1” wide. The shoulder seams shall have an inside facing on the sleeve side, 1 ½” wide, of middle layer (membrane material laminated to lining shell fabric. The cuffs shall have a tapered shape so that the outer portion of the sleeve is approximately ¾” longer than the rest of the cuff. The cuff shall close with a strap approximately 1 3/4 “ wide and 4” long having YKK Powerhook or equal hook. The strap shall be sewn into the sleeve seam with the bottom edge of the flap approximately 1 ¼ inch from the bottom edge of the cuff. There shall be a 6” by ¾ “ strip of loop sewn approximately 1 ½ inches up from the bottom edge of the cuff on the outside of the sleeve. Collar and Hood The stand-up collar shall be 3 3/4” in width and made of 2 pieces of self-material with an interlining. There shall be a waterproof, coated; 17” coil non-separating zipper located in the middle of the collar, which shall contain a full waterproof/breathable roll in hood. The hood shall be made with the shell fabric and shall have elasticized shock cord and sewn-in cord lockers for adjustment at the ear level and another adjustable shock cord placed horizontally in the middle of the hood for horizontal adjustment. Hidden I.D. Panels The hidden pull down panels shall be fabricated from a tough weather and solvent resistant fabric backed tape that will be sewn on to the panel carriers that zip on/off the jacket (see sections on Back and Front). Base Panel The base panel shall be composed of silver cube corner (micro-prism) retro-reflective elements integrally bonded to a flexible, smooth-surfaced tough and weather resistant UV stabilized polymeric film. The prism surfaces are coated with a vacuum deposition of aluminum to provide a mirror surface to the prism facets. A knit fabric backing is provided to facilitate sewing. Materials utilizing “glass-bead” or other similar retro-reflective properties are not acceptable under this specification. The base panel shall be constructed of a primary base and a color layer. The silver primary base shall be constructed of the following layers (from top to bottom):

Panel Titles Various titles shall be available for personalization by division; each title must utilize the Euro-style font, be CAD-cut for uniform consistency and fabricated from GP430 Blue material, a tough weather and solvent resistant tape designed to be fused on to high visibility base panels. GP430 is composed of cube corner (micro-prism) retro-reflective elements integrally bonded to a flexible, smooth- surfaced tough and weather resistant UV stabilized polymeric film. The prism surfaces are coated with a vacuum deposition of aluminum to provide a mirror

surface to the prism facets. Materials utilizing “glass-bead” or other similar retro-reflective properties are not acceptable under this specification.

Panel Carrier Fabric The panel carrier fabric shall be 160 denier Cordura Nylon and shall completely cover the non-woven interlining. Front Panel Carrier The front panel carriers shall measure approximately 7.5" wide X 4" long. The panel carrier shall be constructed of 2 layers of panel carrier fabric sewn together with properly finished edges shall have inter-lining. The panel carrier shall have the slide fastener side of a 7.5" #3 YKK interchangeable Vislon™ zipper sewn onto to top seam so that the zipper can be used to zip on to the other side of the zipper track on the jacket (see section on jacket FRONT and BACK). The lower back corners shall have an approximately 1 inch square piece of hook side, sewn approximately 1/4 inch from the edges. The hook squares shall match corresponding loop pieces on the yoke linings of the jacket (see section on FRONT and BACK). The front base panels shall be sewn to the front panel carriers with a stitch line going all the way around the base panel approximately ¼ to 1/8 inch from the edge of the base panel. The base panel should be positioned as far down on the panel carrier as practical. Back Panel Carrier The back panel carrier shall be constructed like the front carrier panels but shall measure approximately 16" long X 5" wide and using a 16” #3 YKK interchangeable Vislon™ zipper. The back base panel shall be sewn to the back panel carrier with a stitch line going all the way around the base panel approximately ¼ to 1/8 inch from the edge of the base panel. The base panel should be positioned as far down on the panel carrier as practical. Draw cord Rubber elastic (multi-strand) braided, nylon or polyester covered, 1/8” to 3/16” wide draw cord shall be used and shall be black in color.

Snaps All snaps shall be 24 ligne brass oxidized high compression snaps with a black anodized cap. Side Vents There shall be two, #5 10” non-separating side vent zippers with nylon coil zipper closures to allow access to guns and equipment on either side with a snap/tab closure. There shall be two, female snaps located 1 ¼” and 2 ½” from the side vent zipper for closure of the snap tab. There shall be one male & female snap. Workmanship The items specified shall be manufactured in accordance with good commercial quality and practice. All stitching shall be uniformly gauged throughout the garment. Thread breaks and ends of stitching not caught in another line of stitching shall be backstitched not less than ½ inch. All thread ends shall be trimmed to 1/8 inch and all loose thread shall be removed from the item. Exposed raw edges are not acceptable anywhere on the garment unless specified. All stitches, seams and stitching shall conform to ASTM D6193. Proper seam allowance and stitching shall be maintained to prevent raw edges, run-offs, twists, pleats, puckers, or open seams. All seams shall start and finish evenly. All stitching shall be uniformly gauged throughout the items. Thread tension shall be maintained, so that there is no tight or loose stitching. The guides and knives on safety stitch machines shall be set to trim only the raveled ends of the fabric. Edge stitching shall be a minimum of 1/16 inch. Topstitching shall be 1/4 inch. Stitch gauge for edge stitching, over-edge stitching, topstitching and all general stitching shall have a minimum of 8-12 stitches per inch. Seam Sealing Seam sealing tape application shall conform to the following construction. The hot air method shall be used and the entire width of the seam tape shall be uniformly sealed over the seam or stitching. All seam sealing tapes shall be applied without tension and shall be applied so that a minimum of 1/8 inch overlap is on both sides of the sewn seam. All seam sealing tapes shall overlap a minimum of 3/4 inch at joining points and all seam sealing tape ends shall be sealed such that the ends shall not lift when laundered. Sealed seams and sealed stitching shall show no leakage, tape ends shall show no signs of lifting, and the tape, itself, shall show no sign of lifting, curling, bubbling or separation more than 1/8 inch of the edge if the tape.

Epaulets The epaulets shall be made of shell fabric. They shall be sewn into the sleeve head seam; "X" stitched, and fastened to the jacket at the neck. The epaulets shall measure 7” in length and 2” in width. There shall be a black oxidized female snap 1” from the end of the epaulet that shall fasten to a male snap approximately 2” from the neckline seam. Bar-tacks All bar-tacks shall be 5/8 (+ 1/32) inch long and 1/8 (+ 1/32) inch wide, and shall be a minimum of 42 stitches. Bar tacking shall be free from thread breaks and loose stitching. All thread ends shall be trimmed to a length of not more than 1/4 inch. DESIGN The garment shall be full cut, waist length intermediate weight fleece jacket with performance features designed for public safety use and shall have a full zip front to top of the collar, adjustable sleeves, wind-toggle system, waist draw cord, zippered hand warmer pockets and shall be constructed to allow for customization. All dimensions and lengths are based on men’s size large. Dimensions and lengths for all other sizes must be graded appropriately. All seams shall be double needle stitched unless otherwise noted in this specification. The jacket shall be designed to zip into the following outer shells as a liner: SH3466, S3818, S3616, S1780, S588VT, S588VTR, S578V, S577V and S577CF. FABRIC The basic fabric shall be a 100% polyester micro-filament circular knit terry, brushed, two-side anti-pill; and shall undergo an additional vacuum or blow-out step in production (in line or off line) for maximum anti-pill performance. The jacket shall have 100% Tactel® nylon fabric reinforcements sewn on the shoulders and lower arms to add body and protection. Tactel® yarn size shall be N/F 70 D/FD x N/ATY 240 D/FD, Density shall be 156 x 52, weight shall be 168 g/yd, and the back coating shall be PU coated w/p 600mm. BODY DETAIL

The front zipper shall be a 26-inch YKK Vislon zipper capable of zipping into style S578V outer shell. There shall be an inside storm flap made of Tactel® nylon and backed with Tricot. The hand-warmer pockets shall have a 7 inch YKK nylon coil zipper. The hand warmer pockets shall be lined with nylon and tricot. The front yoke shall be Tactel® nylon and shall be sewn on top of the micro-fleece body. All seams shall be double needle except the sleeves, which shall be single needle. Shoulders feature mic-tabs/epaulets permanently affixed and made from same Tactel® shell fabric, inner lined with V-Max Pellon. The body of the jacket shall be tapered to allow the garment to be tucked. The sleeves shall have Tactel® nylon sewn on top of the micro-fleece beginning approximately 8 ½ inches down from the shoulder seam and go all the way down to the end of the cuff. The Tactel® nylon shall only be sewn into the sleeve seam and extend approximately 13 inches around the circumference of the sleeve at the elbow tapering down approximately 10 inches at the cuff. The cuff shall be gathered and sewn with elastic and a closure tab using YKK Power hook and loop. Standard hook will not be allowed. The elbow reinforcements shall be double needle stitched except where it is sewn into the sleeve seam and shall have articulated seams as is appropriate for proper sleeve function. The inside of the sleeves shall be fully lined with smooth Tricot mesh, for wearer comfort, and ease of use. The back yoke shall be approximately 8 ½ inches down from the shoulder seam and extend all

the way across the back of the garment. The collar shall be made of Tactel® nylon and micro-fleece with the micro-fleece on the inside of the garment. INSIDE DETAIL/POCKETS Tactel® Nylon shall be used for reinforcement on inside of garment from armholes/yoke to the base of the garment. Two inside secure pockets are to be in the garment. The left facing pocket shall be a patch pocket approximately 7”x 6”and shall be secured with a 7 inch YKK coil zipper sewn vertically in the front of the pocket. The right facing pocket shall be a top opening bag pocket approximately 8 inches wide and 10 inches deep. The pocket opening shall be secured using a 1½-inch piece of YKK Power hook and loop sewn at the center of the pocket opening. There shall be a tunneled draw cord at the bottom sweep on the jacket. The tunnel shall be created by folding under the Tactel®/Fleece at base of garment. The draw cord shall be elasticized and the ends sewn down inside the tunnel at both ends and shall exit the tunnel at either side of the garment using a finished button hole. At the exits the draw cord shall have a bead and barrel lock to allow the cord to be tightened. There shall be a snap tab on each side seam on the inside of the garment approximately 3 inches up from the bottom to secure the elasticized shock cord when tightened. The snaps on the tabs shall be high compression spring loaded snaps. There shall be a badge tab in the pocket for optional sew on by wearer. COLOR Black (003) / NAVY (011) CARE Garment to be fully machine washable. Tumble dry low setting. Do not iron, do not bleach, use mild soap. SIZES REGULAR S-5XL LONG M-5XL REQUIREMENTS To insure ongoing service as well as consistency in providing an in-stock garment, the following criteria must be provided at the time of bid opening. The black waterproof front zipper shall measure approximately 7” long. The waistband shall be approximately 1 ¾” high. The inside of the waistband shall feature a 1” black gripper waistband that shall measure approximately 2 ½” from the center of the female snap and approximately 2 ¾” from the male snap. There shall be an elasticized, self contained shock cord with a double eyelet on each side with a ball and channel stopper.

The first eyelet on the wearer’s inside right shall be placed approximately 1 ¼” from the center of the male snap. The second eyelet shall be 1” center to center from the first eyelet. The eyelets on the wearer’s left shall be placed approximately ¾” from the female snap. These eyelets shall be spaced 1” center to center. All eyelets shall be oxidized black metal eyelets.

The back of the waistband shall be elasticized. There shall be 5 keeper belt loops on the front of the waistband. The belt loops shall measure 1” wide by 8” long. The belt loops shall be sewn on the top of the waistband and approximately ¼” below the waistband. Each belt loop will close with power hook and loop. The loop shall be on the inside top portion of the keeper and shall measure approximately 2” long x 1” wide. The hook shall be on the outside portion of the lower keeper and shall measure approximately 1” x 2”. Two of the keepers shall be placed on the front of the waistband. The left side keeper shall be placed approximately 3 ½” from the closed snap. The right side keeper shall be placed approximately 5” from the closed snap. There shall be 3 keeper belt loops on the back of the pant. The center keeper shall be placed in alignment with the back seam of the pant. The keepers to the right and left of the back center keeper will be spaced 6 ¼” with the elastic stretched. The front rise seam shall measure approximately 14” long. The back rise including waistband shall measure 17 ½” long. The pant out seam including waistband shall measure 44” long. The pant inseam shall measure 32” long (size Large/Regular). Each pant leg shall close with an 18” waterproof zipper in color black. There shall be one spring loaded compression snap approximately 10” up from the bottom of the pant leg for securing opening. There shall be a 1” Val cover of self-fabric over the waterproof zipper. The pant bottom shall finish with a 1” elasticized cuff. There shall be a self-fabric tab that measures 3 ½” long

x 1” wide with a female snap placed approximately 3” from the end of the tab. The female snap shall seal the pant by attaching to one of two male compression snaps.

These snaps are placed approximately 1 ½” apart with the first snap approximately 1 ¾” from the pant edge.

POCKETS There shall be 2 waterproof front pockets on the outer shell of the pant. The pockets shall be approximately 2” from the bottom of the waistband and shall cut into the side seams. The pockets shall have a bar tack reinforcement at both top and bottom of pockets. The pockets shall feature 3/4" wide Val covers over the waterproof zippers. The zippers shall be #5 Nylon coil and shall measure approximately 8” long. The front pocket shall run from the waistband to the top of the cargo. There shall be two waterproof back pockets placed approximately 3 1/8” below the waistband and 2 ½” from the pant side seam. The back pockets shall be of welt construction measuring approximately 6 ½” long x ¾” high. The welts shall be bar tacked at each end of the covering. There shall be #5 nylon coil zipper closures on the back welt pockets measuring approximately 6” long. A self-fabric zipper pull helper shall thread through the metal zipper pull for ease of pocket closure. SEAM SEALING TAPE The tape for covering and sealing all seams and stitching through the polyester lining fabric shall be 1 inch wide. The sealing tape shall be a thermoplastic polyurethane adhesive tape. The adhesive for the seam sealing tape shall be made in sufficient thickness to match the laminate performance requirements under the “Table for Middle Layer” (membrane) test results section. SNAPS All snaps shall be 24 ligne oxidized high compression snaps with an anodized cap.
