1. INTRODUCTION
Transport regulation deals mainly with the transport of persons using buses, vans, taxi cabs
operations and motorcycles, transport of goods, as well as driving schools. This report provides
the information on transportation of persons, transport of goods, driving schools, and inland
waterways from July 2017 to September 2017.
2. TRANSPORT OF PERSONS

The number of licensed operators increased in motorcycles cooperatives, and taxi cabs
operators although the number of car rental operators was declined. The number of licensed
transport of persons’ companies both local and cross borders remained the same.

During this quarter under review, the number of fleets for transportation of persons,
motorcycles cooperatives, Taxi cabs, and car rental operators recorded as of September 2017
was decreased in comparison to the number of operator’s fleets recorded at the end of June
2017.

A taxi cab is a type of vehicle for hire with a driver, used by a single passenger or small group
of passengers’ not more than four (4) conveying passengers between locations of their choice.
The number of licensed taxicab companies operating in Rwanda as of September 2017 was 55
companies with 1,257 vehicles.

The driving schools are schools that offer theoretical and practical trainings in different
categories. During this quarter under review, the number of licensed driving schools was 86
schools with 890 vehicles.
5. WATERWAYS SERVICES
Waterways operators, these are operators that transport passengers or goods in waterway. As
of September 2017, we had a total of 199 waterways operators with 249 boats.
