in full force, retired

of Directors of SICIWA
and past General
Managers.
The guest speaker
was the Local Water
Utilities Administration
Acting Senior Deputy
Administrator, Edgardo
C. Demayo, who hap-
pened to be the Inter-
im Administrator of
SICIWA from 1988-
1990. He spoke of the
years when SICIWA
was a struggling water
district and expressed
his admiration for how
it has prospered and grew
to be what it has become
now.
Another significance of
this event was the pres-
ence of the outgoing mayor
Jose L. Montelibano Jr., and
the newly elected mayor Mark
Andrew Arthur J. Golez who
gave an inspirational mes-
sage. Indeed, the SICIWA
Board and Management ap-
preciated the support given by
the past and present admin-
istrations to its pro-
jects and develop-
ments.

SWAC is the official
mascot of Silay City Water
District! Born on August 29,
2016 through Board Resolution
No. 51, Series of 2016. The
idea of creating the SICIWA mas-
cot is to help enhance the an-
nouncements, promot ions,
presentations, views, and over-all
perspective of the operating
procedures of the water district.
The SWAC Concept:
The mascot is actually an en-
large water drop that has blue
color that stands for the wa-
ter. Water that we produce,
transmit, distribute, and
consume.

He uses gloves, shoes and
helmet that denotes safety
of every employee of the
district while doing our job.
Yellow color stands for the
visibility on the actions and
service request. The “thumbs up
sign” indicates the customer
satisfaction on the work that has
been done. The joyful image pro-
jects the willingness and grateful-
ness to serve the public. Some-
times SWAC is an engineer, a
plumber, a meter reader, a bill
collector, a pump operator, a
service assistant, or a disconnec-
tion personnel. Generally, he can
be any employee of the Silay City
Water District that is always
ready to SERVE the consuming
public of Silay City.

“B UGANA” is a local dialect term which means abundant or
rich. This has been decided and approved by the management
and the Board of Directors of the Silay City Water District through
Resolution No. 70, Series of 2016. It is an adjective taken from
our SICIWA slogan “Bugana kag Matinlo nga Tubig: Manggad kag
Kabuhi”.
Silay City is located at the central part of Negros Occidental, 14
kilometers north of Bacolod City. The city has three (3) big rivers
that are potential for future surface water sources namely;
Malogo River, Imbang River, and Malisbog River with several flow-
ing streams that cross the entire area. It is also blessed with
spring resources in the mountains of Mt. Mandalagan and Mt.
Silay. It has a shallow water table of groundwater with flow direc-
tion generally towards the west and northwest going towards the
Guimaras Strait based on the static water level data of SICIWA.
The static water level in the service area ranges from 2.7 meters
to 5.7 meters only from the natural ground level.
BUGANA: HOW IT CAME TO BE BY: ENGR. RODNEY L. NABALONA
Presently, SICIWA produces water from the carefully selected
aquifers in the ground. We have five (5) operating pumping sta-
tions that serve the population demand at about 36,820 individ-
uals or 7,364 households with a total capacity of 7,776 cubic
meters per day. In addition, we have a reserve capacity of 9% of
our Yield and have an upcoming construction of four (4) new
deepwells to sustain the increasing water demand caused by the
rapid development of Silay City.
THE DESIGN:
The design actually describes the abundant water waves. It is
striped with blue and green colors. The dark blue denotes deep
well waters while the light blue is for the surface or shallow wa-
ters. The green symbolizes our environment, since we also have
to take care of our watersheds in which the SICIWA has its own
that is located at Sito Baliguan, Brgy. Patag. This simply means
caring for our water and the environment being the main stake-
holder. On top of the waves is the SICIWA logo that stands for
our commitment, excellence, and stability!

Compliant and committed to Republic Act
No. 9485 Anti-Red Tape Act of 2007 (ARTA),
the Commercial Division sees to it that every
person visiting the District will be comforta-
ble. A lounge equipped with television, air-
conditioning unit, reading materials for info
and free water are always ready to accom-
modate more or less forty (40) persons. Like-
wise, as we value the Person with Disability
(PWD) and Senior Citizens in our community
and in compliance with the Senior Citizen Act
(RA No. 9994), a special counter is provided
to readily attend to their payment. A public
assistance and complaint desk (PACD) is
also available at our front area to cater com-
plaints of our concessionaires.
The Commercial Division continuously
strives to improve its services by strategically
planning, implementing, checking and reas-
sessing its activities to serve its best to expe-
dite transactions/complaints and lessen
down time waiting of concessionaires. As
front liner, we are proud to be part of the
“Excellent” Final Descriptive Rating with
Final Numerical Rating of (92.92%)given by
the Civil Service Commission (CSC) in compli-
ance with ARTA Provisions and Overall Client
Satisfaction of the Silay City Water District
(SCWD).
To address the need of Silay City Water
District (SCWD) operation and to ensure
safe, potable and clean water that reaches
our concessionaire’s home the following
programs were streamlined to achieve addi-
tional connections and to increase collec-
tion:
1. Efficient zoning and locating addresses
to ensure proper, timely billing and bill han-
dling will be dispatched at the stipulated
time scheduled.
2. Increase in service connections
through compressed steps and lesser docu-
mentations to be provided by the new appli-
cants during processing.
3. Complaints of dirty water, no water, low
pressure and leakages were forwarded as
soon as possible to the Technical Division
upon receipt for action.
4. In response to Silay City Water District
Board of Directors calling to give opportunity
to the marginalized sector to avail of water
district services, the Commercial Division
launched the following program to enable
them to have water connection in lower
price. This will encourage and promote suit-
able payment scheme, a series of recoridas,
distribution of fliers to disseminate infor-
mation were conducted to address the ff.

a. NEW SERVICE CONNECTION PROMO
was effected on July 1, 2015 to June 30,
2016 and was extended on July 1, 2016
until December 31, 2016. New applicants
to enjoy a service connection from
Php 3,100 to Php 2,450 which can be paid
in three (3) monthly installment.
b. “BALIK TAKOD PROMO” – previous
years disconnected water connections were
re-opened and activated by paying water
arrearages on installment basis and the re-
opening fee with a discounted amount of
Php 460 from the original amount of
Php 560.
The effects of the above promos made
the water district serve more or less 36,820
Silaynons with an active Service Connection
of 7,364 as of October 31, 2016. We
installed 1,163 New Connections from the
time the promo was launched until October
2016.
Lastly, the Commercial Division of Silay
City Water District is committed to support
the community by welcoming reports of its
water quality, leakages and other forms of
water problem in their households. Also, to
help the district in its continuous campaign
to uplift water quality, eliminate water wast-
age and to deliver clean and potable water
to every home of Men, Women and Children
of Silay City.
Our challenge as a division is to continu-
ously implement the mandate of the Board
of Directors and to work hand in hand with
the management and other divisions in
achieving the “Seal of Excellence”, to live
with our commitment of best service and to
thoroughly check the efficacy of our
program as reflected in our Billing and Col-
lection and the day to day encounter with
our top priority – YOU, our Silay City Water
District Community.

T he Silay City Water District's Gender &
Development (GAD) Focal Point System
(GFPS) members attended a GAD Training
Seminar on GAD Analysis, Planning &
Budgeting at Metro Inn Hotel, Bacolod City
from October 10-12, 2016. This is the first
time that the GFPS members attended a
GAD Seminar and the participants were
enlightened on what Gad is and its im-
portance to society. We were also trained
on the role of GFPS in planning GAD pro-
grams and activities for our respective
agencies, in compliance with Republic
Act No. 9710 which is the Magna Carta
of Women. The Resource Speaker was
Ms. Reina Olivar from the Philippine
Women’s Commission who talked on the
procedures and activities for Gad, its
planning, budgeting and evaluation. The
participants came out of the seminar
with a real understanding about Gender
& Development and the GFPS’ role in its
program implementation.

starting from the Town Plaza and culmi-
nating at the Hall of Barangay IV in Antilla
Subdivision. A program was held with
some city officials including Mayor Mark
Golez giving messages. The Chairman of
the Board Carmen A. Flor and Director
Amelia Inocencia A. Yusay were there to-

Campaign to end Violence Against Women
(VAW).

T he Silay City Water District garnered a final numerical rating of 92.92%, equiva-
lent to a final descriptive rating of “EXCELLENT” in the Civil Service Commission
ARTA Report Card Survey conducted in the middle of the year, pursuant to the
provision of Republic Act No. 9485 otherwise known as the “Anti-Red Tape Act of
2007”. The Report Card is composed of two components, namely the ARTA Provi-
sions which SCWD obtained a rating of 92.08% and Overall Client Satisfaction of
93.66%.
The water district will be subjected to a 2nd phase validation process to qualify for
the Citizen’s Satisfaction Center Seal of Excellence Award (CSC-SEA).

T o celebrate the Philippine Civil Service Month sched-
uled last September 2016, SICIWA conducted advance
activities which are the Mangrove Planting at Brgy. Balar-
ing on August 12, 2016 and the Tree planting at our wa-
tershed in Brgy. Patag on August 29, 2016.
Despite the sudden outpouring rain and strong
winds during the activity, the SICIWA family persevered
with the mangrove planting on the place set up by the
Barangay for us. Everyone was wet after but the smiles
did not leave our faces.

The same goes with our Tree Planting in Brgy. Patag. SICI-
WA employees had to walk for about one hour down to the wa-
tershed site to plant 200 seedlings donated by the Provincial
Government. After the tree planting and some rest, we had to
trek back up to where we parked our vehicles. It took us longer
to get back which is about one and a half hours.
Tired but still happy after these activities, the SICIWA Family
was thankful that through our own special way, we were able to
contribute to the improvements of our environment.
T he SICIWA Bowling Team emerged as the Champion in the
just-concluded Silay City Inter-Department Sportsfest 2016 which
was held from September 22 to November 15, 2016. The team is
composed of 7 women and 7 men from the different divisions of
SICIWA, viz.: Women: Susan M. Solis , Ma. Rita Lucila R. Golez,
R os emar i e M. D uma b oc, Ma ur een A . B ed r i o ,
Susana .L. Quevenco, Daisy M. Jardio and Ritchelle R. Deldo
Men: GM Jose Luis G. Ledesma, Jr.., Engr. Rodney L. Nabalona,

Montoro, Zosimo D. Pasamante and Felipe P. Belmonte, Jr.
The participants were divided into 3 brackets of 6 teams for the
playoffs. The top two teams from each bracket faced each other for
the semi-finals round. And the top two teams fought for the cham-
pionship.
The SICIWA team won in all the games they played, the last of which
was against the City Engineer’s Office Team A at the championship
game. SICIWA employees watched the championship game to cheer

T he Silay City Water District once again successfully held
its Inter-Color Bowling Tournament at Victorias City Sports and
Amusement Center on all Saturdays of October 2016 which is
already on its 2nd year. The employees are grouped into 4
teams with 16 members represented by team colors.
The excitement among the teams can undeniably be felt es-
pecially during the opening game on October 01, 2016 which
started with a short program. All the employees pledged to
play the game in the highest forms and standards of discipline
and friendly competition as they recited the Oath of Sports-
manship.
This sports activity aims to strengthen the sense of belonging-
ness, camaraderie and to uplift the spirit of the employees to
work harmoniously with each other.
After five games, the Orange team got the highest accumulat-
ed scores and brought home the award as the “Champion”,
with Violet Team as the First Runner Up, Pink Team as the
Second Runner Up and Blue Team as the Third Runner Up.
Special awards were given to Mr. Zosimo D. Pasamante for
winning the Highest Pinning and to Mr. Christopher V. Opjer for
the Highest Pinfalls.

W ater is essential to life and the demand of
safe water is growing very fast because of the rapid
development. One of the main thrust of SICIWA is to
extend its services to the marginalized urban poor
households or individuals. Through its Internal Cash
Generation Fund (ICGF), the water district imple-
mented various waterline extension projects in the
area of Sitio Dapdap, Brgy. Lantad, Sitio Sawmill,
Brgy. Mambulac and Gawad Kalinga Mangrove
Village, Brgy. Mambulac, Silay City. An estimated of
1,500 individuals or 300 households will benefit in
this project.
The extension of water distribution pipelines and
installation of Fire Hydrants for fire protection were
carefully planned, analyzed and studied to ensure
that our production capacity can still sustain the
water requirements of the above-mentioned com-
munity. SICIWA coordinated with the Local Govern-
ment Units and the barangays to secure the approv-
al of work permits and clearances.
The projects were done by Administration, meaning
the engineering, design, supervision and procure-
ment process were made by SICIWA personnel. The
laborers were taken from the locality of every baran-
gay where the project was implemented.
After the interconnection and activation, the resi-
dents in the project area were very thankful to the
water district because they will not fetch water from
the “poso” or shallow well anymore. They will no
longer worry since the water in their faucets are safe
and affordable.

T he clustering of water meters are continuously implemented, as it is one
of the effective tools in the reduction of the Non-Revenue Water (NRW).
Efficient periodic meter reading of the concessionaires’ water consumption,
low maintenance and less pilferage cases are results of this system.
