IGCC-CCS plant: Hürth location near Cologne selected

> A location with a long tradition: 12 years of industrial-scale coal gasification / synthesis gas production (HTW1)

> Commitment to lignite – connection to the opencast mines via railway> Developed infrastructure

IGCC-CCS plant: Potential CO2 storage sites identified

Areas investigated

DK

PL

NL

> Comprehensive screening of onshore and offshore storage potential by RWE Dea

> Two preferred deep saline formations (DSF) identified in Schleswig-Holstein

> Active involvement of the public, policy-makers and administrations

> Public presentation of the project in 03/2008 met with positive response

> Prospection permit granted in 03/2009.

> Operational plan for seismic investigations submitted in 04/2009

> Erosion of political and public support in the sequel

Page 6: RWE's 450MW IGCC-CCS Project - Status and Perspectivetu-freiberg.de/sites/default/files/media/professur-fuer... · 2018-04-17 · RWE 5/10/2010 PAGE 1 RWE's 450MW IGCC-CCS Project

CO2 pipeline cannot be planned further until the geographic location of the final storage facility is known

> Pipeline was investigated within the scope of a feasibility study.

> Technically, the pipeline is feasible.

> The uncertainty lies in public acceptance.

> The regional planning and plan approval authorities in three federal states are responsible for approval in the case of IGCC- CCS.

> Time and effort required for approval procedure virtually independent of pipeline length.

As an essential CCS element, the pipeline has to be proven to be feasible regardingtechnology, cost and acceptance within the scope of the demonstration project. Approval process currently suspended due to missing storage facility.

IGCC-CCS plant: Status today (1)

Essential implementation preconditions not in place

German CCS Law

> Contrary to expectations, no adoption in mid-2009

> Bill currently being prepared by the federal government (Environment/ Economics Ministries)

• Expected to apply to demonstration projects only• Completion hopefully at end-2010

> Other key energy-policy issues will influence the CCS topic:• Definition of a German energy concept (Prognos/EWI/GWS study)• Longer duration of nuclear plants in Germany

Lack of political support and public acceptance

> Public involvement in the Seimics Operational Plan in 04/2009 was the starting point of extensive civil protests

In the absence of a storage solution, RWE has suspended any further implementation of the project (engineering contracts concluded with supply options).

Lack of political support and public acceptance

> Initial approval by policy-makers and associations has turned into categoric refusal.

> Schleswig-Holstein's state parliament decided in 09/2009 not to permit any exploration for carbon storage.

IGCC-CCS plant: Technical risk analysis

Coal drying WTA drying technology, prototype (scale 1:1) in trial run.

Coal milling Proven

Gasification Gasification proven, however scale-up requirements (pressure, capacity), quench section and BWT largely untrialled. Proof for overall system necessary.

Gas treating CO shift: proven AGR: proven SRU: provenCO2 compression: scale-up requirements, demonstration of

compressor-pump interaction

CCPP Proven F-class GT, reliable operation with H2 -rich gas to be demonstrated for all operating modes. High N2 and steam demand for denox results in significant loss of efficiency

ASU Conventional, proven concept, very high power consumption.

Overall process Proof of operating ability incl. all offsites with commercially required energy availabilities is ambitious.

Risk assessment ( = high; = medium; = low)

IGCC-CCS project - Conclusions

Lacking legal basis and storage site do not allow projectimplementation as scheduled.

Previous cost and performance data must necessarily beimproved in the next planning phase.

RWE continues to pursue its PCC activities in parallel.

Coal gasification remains an indispensable option for CtL/CtGroutes.

Pipeline and storage site are the decisive hurdles for all CCS activities in Germany.
