After more than four decades of military life lived all over the world, Tom Boniol had never really put down roots. But that all changed when he crossed paths with a lifelong resident of Lincoln Parish who would eventually become his wife.

“When he married me, he got a community,” Cathi Cox-Boniol shares. “And rest assured, his roots now run deep.”

It didn’t take much for Boniol to embrace the community-oriented life that his wife was known for, becoming actively involved in her work with the Lincoln Parish School Board as well as a host of other service opportunities and initiatives.

“I didn’t know there were places like this,” Boniol admits. “I had never been anywhere where I felt so welcome, accepted, and valued. The people and relationships in Ruston are incredible. You understand why folks don’t ever want to leave here.”

Boniol immediately got involved with the local school system, finding ways to help students, teachers, administrators, and others involved in providing an education that he saw as nothing short of amazing.

Regional State Parks

Experience one of USA Today’s most charming small towns in the South. From history, visual and performing arts, sports and outdoor adventures, Ruston and Lincoln Parish offer something for every leisure-time pursuit.

The Ruston-based North Central Louisiana Arts Council (NCLAC) has helped to enhance the arts and culture of Ruston’s historic downtown district. NCLAC sponsors a Fall Art Tours and Holiday Open House allowing the public to tour local galleries, meet local artists and watch them work behind the scenes. The artists are also featured in several local restaurants, shops and boutiques.

“Ruston is very fortunate to have quite a large creative community,”

local artist Marlen Waters said. “We not only have the professional artists that are associated with the two universities in our parish, but also we have many practicing professional, semi-professional, and amateur artists in the visual arts and the performing arts.”

Those who like the performing arts will find themselves right at home in our community. The Dixie Center for the Arts brings nationally and internationally known performers, as well as musicals, theatre productions and special events in conjunction with Ruston Community Theater and Troupe Dixie. The Louisiana Tech Concert Association, Stone Theatre and Grambling State University’s Floyd L.

Sandle Theatre also offer top-bill attractions.

Antique lovers, collectors and treasure hunters can spend hours browsing the small, quaint

establishments full of furniture, vintage clothing and jewelry, books and knickknacks with true Southern character.

Lincoln Parish is home to several museums, full of history and artifacts. The Lincoln Parish Museum documents the area’s rich history with memorabilia and the “Walls that Talk” mural and tour. The Louisiana Military Museum is a history buff’s delight offering a unique local perspective into our nation’s military history through a collection of weapons and relics. It also features artifacts from Camp Ruston, one of the largest POW camps in the nation during World War II.

The Eddie Robinson Museum pays tribute to tribute to one of the greatest football coaches in American history. “Coach Rob” led the Grambling State Tigers from 1941

to 1997, rolling up an astounding 408 victories, 17 Southwestern Athletic Conference titles and nine Black College Football National Championships. He placed more than 200 former players into the professional ranks.

Sports fans can also light their competitive flame at places all around the parish. There are seasonal leagues for adults and youngsters sponsored by Ruston Parks and Recreation Department.

Garland Gregory Hideaway Park, on the Louisiana Tech University campus, offers joggers and walkers the perfect setting for breaking a sweat or having a picnic, as does Lincoln Parish Park, where camping, fishing and biking are also options. Not only does Lincoln Parish Park feature some of the

nation’s best mountain bike trails, but also it’s the site of Legacy Park, a boundless playground designed to accommodate special-needs youngsters.

When it comes to college athletics, Louisiana Tech University, a member of Conference USA, and Grambling State University, a member of the Southwestern Athletic Conference, provide some of the best spectator sports entertainment in the country.

Great fishing, boating and water sports can also be found nearby. Three of north Louisiana’s largest lakes, Lake D’Arbonne (15,000 acres) and Lake Claiborne (6,400 acres) and Caney Lake (5,250) acres are each less than a 50-minute drive away from Ruston. Lincoln Parish Park offers a smaller 30

acre lake, great for pier fishing or non-motorized boats.

Dixie Center for the ArtsThe historic Dixie Theatre, 212

North Vienna St. in Ruston, is a 600-seat performing arts hall in the heart of downtown used for live theatre, dance, music performances of all kinds, and hosts the work or talented local artists. Built in 1928, the theatre has been renovated, but still features its old style, including an elaborate crystal chandelier hung in 1932. The theatre is on the National Register of Historic Places. Eddie Robinson MuseumTrophies, plaques and

other memorabilia of legendary Grambling State University football coach Eddie Robinson are on exhibit at the Eddie Robinson Museum on the Grambling State University campus. In 1985, Robinson became the winningest coach in college football history with 324 wins. He retired in 1997 with 408 victories. Peach OrchardsAcres of peach trees that grow the best peaches in

the country are in and around Lincoln Parish. Nestled among the rolling hills of northwest Ruston, Mitcham Farms is the largest peach orchard in the parish. Mitcham’s also features a quaint country store filled with food items, gift baskets, peach-themed products and local artists’ work. Mitcham Farms is located on Woods Road, off LA 544. The park is known for its 10-mile mountain biking trail, one of the nation’s premier trails, offering challenging elevation changes and beautiful scenery. The park also has covered pavilions, primitive and RV camp site, beach and playgrounds with including a boundless park for special-needs children. Louisiana Military MuseumRe-live 200 years of military history and

touch the lives of local heroes and unknown enemies. From the Civil War to Operation Enduring Freedom in Iraq, the Louisiana Military Museum, 201 Memorial Drive in Ruston, displays the memorabilia of war as seen largely through the eyes of local and area participants. From Bibles to medals, uniforms, weapons, and even aircraft, the unique collection rivals that of longer-established museums. Museum is open 10 a.m. – 4p.m., Thursday through Saturday. Lincoln Parish MuseumLocated at 609 North

Autrey HouseOne of the best examples of a

“dog trot” house in the area. Built in 1849, this house is located one mile west of Dubach on LA 152, and is believed to be the oldest surviving structure in Lincoln Parish. The North Louisiana Expo Center is located 5 miles north of I-20 from Exit 86. It is also located 5 miles from Lincoln Parish’s finest hotels and restaurants. Named “Educator of the Year” by the Coordinating and Development Corporation, Superintendent Danny Bell continues leading the Lincoln Parish District toward a world-class educational experience designed to empower students for success. Committed to providing cutting-edge facilities, exemplary educational tools, and unparalleled classroom facilitation, the district has boldly stepped up its game despite the steady stream of changes flowing from the state department, a fluctuating economy, and the ongoing barrage of budget cuts and ever-changing mandates.

A $1.5 million track complex was completed in early 2014 at Simsboro High School with a $1.6 million renovation and construction project completed at Dubach School during the summer of 2014. Ruston High School’s football stadium had artificial turf installed on the field along with a bleacher renovation; in addition,

a new concession and bathroom facility was also completed at the complex.

A $1.9 million track complex is currently under construction at Choudrant High School and renovation and construction has begun at Cypress Springs Elementary and Glen View Elementary after the voters of the Ruston District approved a $21 million bond proposal. Meanwhile, the implementation of technology remains a high priority for instruction at all levels and across the spectrum academic disciplines with close to $500,000 being spent to equip and upgrade schools. Within just over six years, Lincoln Parish has pumped more than $5 million in technology into its classrooms throughout the district.

With graduation rates continuing to increase, the Lincoln Parish School District saw each of its high schools surge pass the state average to already eclipse the 2014 goal of 80% with its current average of 84.5%. Overall School Performance Scores were equally

impressive. Choudrant High School led the district’s school performances with its second consecutive grade of A, while Choudrant Elementary School, Ruston High School, Ruston Junior High School, I. A. Lewis, and Simsboro High School all scored a B. I. A. Lewis School joined Choudrant High School in marking the greatest growth, gaining almost ten points between the two with “Top Gains” honors going to Choudrant High School. With a district performance score that continues to rise, the Lincoln Parish School system now ranks at #19 among 74 districts in the state and has the third highest rank of any district among the 26 that comprise north Louisiana, ranking second in the northeast region.

The school system maintains a staff of 96.3 percent certified and high qualified teachers, ranking it among the highest districts in the state. Thirty-seven of the teachers have earned National Board Certification. More than 46 percent of all Lincoln Parish teachers have master’s degrees or above

with 41 percent of all teachers having 15 years or more classroom experience, including the current Louisiana Elementary Teacher of the Year.

In 2013 the Lincoln Parish District completed its first year under the state mandate that all students regardless of diploma path were required to take the American College Test (ACT). Despite this initial experience, the parish public school composite score on the ACT was 19.9, surpassing the state average of 19.2 and ranking slightly below the national average of 20.9.

Strong partnerships with Louisiana Tech and Grambling State universities continue to strengthen instruction within a district that now offers 22 dual enrollment classes; 10 advanced placement classes; 17 pre-advanced placement classes; 2 science, technology, engineering and math – STEM for short – magnet classes; 2 pre-STEM classes at the middle school level; a nationally recognized New Tech academy named a National Demonstration Site and Exemplary School for the fourth consecutive year; and the second year of the highly successful Advanced Learning Academy.

It provides for rich collaborative experiences around common design and development activities, something that is revolutionizing classrooms across the

This expectation was part of the motivation for sending large groups of Lincoln Parish students to Digifest South when it came to the CenturyLink Center in Bossier City. There students explored how digital technology combines with artistic creativity through digital art genres that included 3-D design and animation, digital sculpture (robotics), graphic design and motion graphics, digital photography, digital video and film, computer graphics animation, mechanical and architectural design, and digital sound an music.

“With the maker-space now an integral part of our day-to-day teaching and learning experience, the students are now able to see how to incorporate these high level aspects of digital technology into

their standard practice,” Cox-Boniol continues. “The tools going into their personal toolkits are incredibly impressive.”

Equally impressive is how the Lincoln Parish initiatives are now gaining the spotlight on the national stage.

New Tech @ Ruston has been recognized as a National Demonstration Site for the fourth consecutive year. Designed to empower students for success in the 21st Century through authentic learning crafted around collaboration, innovation, and advanced technology, the exemplary learning model has yielded high-level film and video production that has been utilized throughout the community.

The Ruston High School Eco-Car Team has generated national attention in its brief two-year existence, finishing 6th at the 2014 national event in Houston, Texas. Student participation has more than quadrupled, allowing for the district to now support two full teams.

EducationThe local Adopt-A-School

program is a partnership between the Ruston-Lincoln Chamber of Commerce and Lincoln ACHIEVE. Sixty nine businesses and organizations are participating in the program this school year.

Adopt-A-School is a voluntary program that includes both public and private schools. There is no charge to participate; community partner adopters can join the program at any point during the school year. One-time contributions are acceptable for those not wanting a year-long commitment.

Adopt-A-School partners support their schools in ways ranging from purchasing materials or equipment not covered by the school’s budget, to tutoring, reading to students, judging science and social studies fairs, allowing students to job shadow, providing recognition for academic achievement, and providing treats for both students and teachers at holidays or other special occasions.

Lincoln Parish FestivalsThere are events

throughout the year to enjoy. From artist tours to a festival that’s one of the most acclaimed in Louisiana, to events celebrating the holidays, Ruston is ready for a good time.

Each fall, the North Central Louisiana Arts Council sponsors an arts tour that winds its way through the community. Artists open their studios or set up temporary shop in local businesses so that tour-goers can watch them work, as well as shop for handmade, one-of-a-kind items.

Visitors should mark June 26 & 27 on their calendars because no one wants to miss the fun, festivities, and succulent good eating at the annual Louisiana Peach Festival. Started in 1950, the festival is the oldest continuous agriculture-based festival in Louisiana. The event, produced annually by the Ruston-Lincoln Chamber of Commerce, draws thousands of people to town and pumps millions of dollars in the local economy.

Festival goers enjoy arts and crafts, music, food, a parade, antique car show, athletic events, and peaches by the bushel. Entertainers such as Irma

Thomas, Marcia Ball, Percy Sledge, Shenandoah, Ricky Skaggs, The Molly Ringwalds and new to the scene, Dylan Scott have all performed at one time or another on the open-air stage in Railroad Park. Enjoy the Antique Car Show at BancorpSouth Saturday from 8 a.m. until noon. If you’re into handmade crafts, check out the Arts and Crafts show at the Civic Center from 8 a.m. until 6 p.m. Saturday. Admission for attendees age 7+ is $10 for Friday’s night concert, $5 on Saturday from 8 a.m. – 6 p.m. and $10 for Saturday’s night concert.

Throughout the year, there are plenty of mini celebrations to enjoy. Costumed kids come out by the droves for

Downtown Trick-or-Treat and the annual Howl’oween pet show. There are Christmastime celebrations, too, and, of course, Santa Claus comes to town for the annual Christmas parade.

You can drive just a few miles and discover even more good times to be had in Lincoln Parish. The fourth Friday and Saturday in September finds folks flocking to the annual Louisiana Chicken Festival in Dubach. It’s the largest celebration in Dubach and honors the area’s poultry farmers. The festival features arts and crafts, food, games, a pageant, and the always popular strut, cackle and crow contest.

In Choudrant, it’s the annual Outhouse Nationals race where contestants build and race outhouses on wheels. Spectators have come from as far away as Washington and California to watch the race that takes place each September.

Heritage is celebrated here, too. Each June, the city of Grambling and

the Juneteenth Heritage Festival Committee put on the annual Grambling Juneteenth Heritage Festival.

Since the 1970s, Grambling has been a leader in the celebration of Juneteenth in Louisiana. The festival includes a pageant, entertainment, athletic events, fish fry, parade and barbeque. The festival is typically held the

For the third consecutive year, Louisiana Tech University has achieved a Tier One ranking among “National Universities,” according to U.S. News & World Report’s 2014 Best Colleges list.

Louisiana Tech is one of only two public universities in Louisiana to achieve a Tier One “National Universities” ranking, coming in at a tie for No. 190 – the highest ranking Tech has received from U.S. News & World Report. Grambling State University

Five miles west of Ruston in the city of Grambling is Grambling State University, one of the best known historic African-American institutions of higher education in the United States.

GSU is home to 5,277 students (2012 fall enrollment). Founded in 1901, Grambling is state supported and is located on a 375-acre campus. A member of the University of Louisiana system, GSU is fully accredited by the Southern Association of Colleges and Schools, and offers 68 degree programs in five colleges, including an honors college, two professional schools, a graduate school, and a Division of Continuing Education. Grambling was the first in the nation to offer a doctoral program in developmental education.

Northern Louisiana Medical Center

Since 2007, Northern Louisiana Medical Center has been serving primarily a six-parish area of north central Louisiana. NLMC is an acute-care, 159-bed facility with a 12-bed skilled nursing wing.

Ninety physicians representing 27 specialties are on staff. In addition, 26 physicians are on the courtesy staff and there are 23 consulting physicians. NLMC services include a Level II NICU, women’s center, cardiology, intensive care, orthopedics, pulmonology, and the Healthy Woman and Senior Circle programs. NLMC also has 36 allied health professionals.

Adjacent to the hospital is the NLMC Medical Plaza that includes physicians specializing in a number of areas including family practice, general surgery, obstetrics, nephrology, and orthopedics.

Green ClinicGreen Clinic was founded in 1948 by long-time

Ruston physician, Dr. Marvin T. Green, Sr. It is a multi-specialty physicians clinic that has grown to include 45 physicians in 20 specialties.

The physician-owned clinic’s ancillary services include diagnostic & neurological laboratories, cardiac imaging, diagnostic radiology including ultrasound, bone densitometry and mammography, outpatient surgery, physical & occupational therapy, combined cardio-pulmonary function testing, CT, MRI and PET Scans.

Green Clinic’s main location on Farmerville Street has an Urgent Care center, which serves to address minor emergencies and to see patients whose primary doctor is not immediately available.

Green Clinic’s satellite locations include Northside, which serves as a sports medicine and

RUSTON hen the Civil War ended in

1865, the South had suffered massive destruction. Individuals and families on both sides of the conflict had their lives changed forever.

Here in the piney hills of north central Louisiana, the war had kept its distance, the closest military action having taken place in the Red River Valley near Shreveport and along the Mississippi River at Vicksburg.

With the countryside having been spared, the war’s aftermath would help chart a new course for the farmers and merchants who called this area home.

As the Era of Reconstruction took hold, a new parish was carved from existing ones in 1873 and named after President Abraham Lincoln. Word soon reached the young parish that the Vicksburg, Shreveport and Pacific Railroad would begin to run across north Louisiana, linking the Deep South with Texas.

For one individual, this brought to fruition a lifelong dream of having people live nearby whom he could call neighbors. Little did Robert E. Russ know that his dream for a new town to be located near his

plantation would eventually become known as “Ruston,” short for Russ town.

By 1884, Ruston was incorporated. Russ had donated roughly 640 acres for the town’s location, and former Union Army surveyors working for the railroad had laid out unusually wide, spacious avenues among the towering oaks and pines.

As the town began to take shape, new churches, businesses, civic organizations and schools were established. The vast stands of virgin timber and the availability of fertile lands for cotton farming fueled the booming economy.

In 1890, the Louisiana Chautauqua was chartered in Lincoln Parish and the

W community’s foundation in education was laid. Louisiana Tech, established in 1894, and Grambling State, founded in 1901, are the cornerstones upon which the area strongly stands over a century later.

In 1900, a second railroad, running north and south, was built through Ruston. By the outbreak of World War I in 1917, Ruston was well established as a center for learning, a place of civic pride and as an area of economic prosperity throughout the region.

Ruston continued to grow steadily during the post-World War II prosperity of the 1950’s. The GI Bill, which sent war veterans to college, helped fuel the local economy, resulting in tremendous growth at the local universities. By the late 1950’s, news reached Ruston that would have significant impact — a new interstate highway was to be built that would run through the northern fringe of the city.

Completed by the early 1970’s, Interstate 20 made Ruston more easily accessible, much as the railroad had done a century before. This, too, brought new opportunities for growth and development.

In the 1980’s, the state’s economy lagged after the oil industry went “belly-up.” Ruston, however, continued growing steadily.

The city experienced unprecedented growth during the 1990’s; and even now, a decade into the new century, new subdivisions are popping up everywhere, shopping areas on the north side of town are expanding at a rapid pace, and opportunities for learning and recreation continue to expand.

Downtown continues to offer a variety of retail shops and eateries. Education remains cutting edge.

Rotary International traces its roots to the year 1905 in Chicago. Businessman Paul Harris desired to connect with others for social and community service opportunities. The organization began with 4 businessmen and meetings "rotating" among their offices. Interestingly, their first community improvement project resulted in the first public toilets in Chicago.

Today, local Rotary clubs exist around the world, with 1.2 million members. Rotarians are best know for their highly focused efforts to eliminate polio around

students through the backpack meal program, provide Christmas dinner fixings to hundreds of needy families, sponsor sports teams, provide scholarships to college bound students, sponsor the Rotary Interact Club at RHS, provide scholarships to the Rotary

Youth Leadership Association (RYLA) and volunteer to fill various needs in the community.

Rotarians use the 4-Way Test as a guide in their personal and professional lives: 1. Is it the truth? 2. Is it fair to all concerned? 3. Will it build goodwill and better friendships? 4. Will it be beneficial to all concerned?

“I have lived in Ruston, Lincoln Parish for the majority of my life. Through Leadership Lincoln, I was exposed to areas of our community I had never experienced before,” Josh Perot, of First National Bank said. “The program gives a broad perspective of our entire community that helps you as an individual understand the needs and concerns of the area and equips you with the network and resources to be a positive influence once the program is complete.”

Leadership Lincoln is in its 28th year and has graduated more than 400 individuals who now know more about Ruston and Lincoln Parish than they probably ever imagined there was to know.

Leadership Lincoln class runs annually from September through May. Each month has a different focus, pulling every participant at least partially beyond their everyday environments. September kicks the class off with two days of team building at the OWL Center. November pulls at the heart strings with Healthcare and Social Services. In a community like

Ruston, there is a wealth of programs in place for economic, emotional, social, personal and spiritual help for its residents. December covers Education; January, Government; February, Industry; March, Cultural Diversity & Judicial System; April, Tourism; and May wraps it up in Baton Rouge at the state capital.

Each class develops and implements a “class project” as well. Whether it’s a diaper drive for Life Choices of N. Central LA or building new equipment for a local nonprofit, the projects not only serve those in the community but they continue the knitting

together of a small group of folks who often make life-long relationships.

Ruston area business leaders have used Leadership Lincoln over the years as a tool in their growth. Community Trust Bank (CTB) opened in 1912 with one bank, at that time called The Bank of Choudrant. It now has over 30 locations with over 600 employees throughout north Louisiana, Texas, and Mississippi. “The Leadership Lincoln program provides our employees with a deep understanding of what is taking place throughout Ruston and Lincoln Parish,” said Ryan Kilpatrick, Senior Vice President of Culture Strategies at Community Trust Bank. “Our employees at CTB who have been through the program are more engaged and knowledgeable about our area, and in turn, are better employees.”

“Leadership Lincoln seeks to foster a network of leaders who are committed to understanding and improving Lincoln parish,” Chamber President Judy Copeland said. “It is designed to give participants the knowledge and skills necessary to become effective community leaders.”

Ask the mayors of Lincoln Parish’s communities what makes their towns special, and they each give the same answers: location, lifestyle, good place to raise a family.

Approximately 8,000 people live in the five incorporated areas outside of Ruston. Though each community is similar, each is also unique. And each is growing.

“It’s going the right way,” Choudrant Mayor Bill Sand-erson said about the village of 879 people that calls itself “Louisiana’s Front Porch.” Choudrant is approximately 7 miles east of Ruston.

Under Sand-erson’s leader-ship, the village has imple-mented zoning, land use, and building codes. Choudrant resi-dents have a variety of hous-ing options ranging from rural acreages to million-dollar golf-course homes at Squire Creek Country Club.

Over the past dozen years, home values in Choudrant have doubled or better. Sanderson attributes the com-munity’s growth to the quality of the district’s schools, the village’s location on U.S. 80 with easy access to Inter-state 20, the affordability of housing, and the openness of Choudrant residents.

Though the village will likely officially become a town within the next five years, Sanderson said being village is an asset. “In a village, everybody knows their neighbor,” he said. “The quaintness of a village and what it brings is a title we want to retain.”

Dubach Mayor Robert Jenson wants to grow his town’s small business district. Located about 13 miles north of Ruston on U.S. 167, Dubach is ready for growth, Jenson said.

“We’re a quiet town. We’re a small community. We care about others,” he said. “It’s a good place to raise a family.”

Many of Dubach’s 967 residents have lived there all of their lives. Now, second-generation Dubach natives are returning home, Jenson said. The town is drawing other new residents, too.

Dubach is home to the Louisiana Chicken Festi-val, an annual event held the 4th weekend in September. This small northern Lincoln Parish community welcomes hundreds of people during this event.

Jenson sees Dubach as poised for development, with location being one of the town’s primary assets. But most of all, said Jenson, “Dubach is just home.”

Grambling Mayor Edward Jones

With only 386 residents, Vienna may be the smallest of Lincoln Parish’s incorporated communities, but it’s also well established and “just a nice place,” Mayor Walter Carpenter said.

Located about five miles north of Ruston on U.S. 167, Vienna offers residents room to spread out. Yards may be anywhere from 2 to 4 acres, Carpenter said.

Unlike the other outlying communi-ties, each of which has its own schools, Vienna does not. The village is in the Ruston school district.

Vienna’s “just a nice bedroom com-munity,” Carpenter said. “It’s quiet, and everybody knows each other.”

“Grambling is the typical city that grows on you,” Grambling Mayor Ed-ward Jones said. “It’s a quite, quaint city.”

The city, located about 5 miles west of Ruston, is home to 4,949 residents and to Grambling State University. Jones, a former city coun-cilman and Grambling native, was elected mayor in 2011. Economic develop-ment is one of his top priorities.

“Gram-bling is an ideal place for a family,” Jones said, “a city that has a low crime rate, a city that’s on the move. If people want the best of both worlds, Grambling has it. It’s an educated community, and when resi-dents desire a large city, they don’t have to go very far east or west.”

Grambling Vienna Simsboro

is a village in western Lincoln Parish. It is part of the Ruston Micropolitan Statistical Area.

Former State Representative L.D. “Buddy” Napper, who served from 1952 to 1964, and practiced law for a half-century in Ruston, was a Simsboro native and is interred there at Simsboro City Cemetery.
