ENGINEER’S SELECTION OF Preliminary PROJECTS
Submit enough projects (5 max, no $ limit) so that the county has options, can review competitiveness.
WAC 136-161-030 – “The number of preliminary prospectuses submitted and the total amount of RATA funds requested by each eligible county shall be sufficient to assure that, based upon such prospectuses, each county will be able to compete up to its county limit within its region.”

Design issues among the various projects. 3R vs. Reconstruction
In cases where there is potential for a lot of local input, the project may only be in the preliminary planning stage or facing a Design or Value Engineering study. The county should then submit the proposal next time, after general agreement about the project location and scope.

FIELD REVIEWS – MARCH THROUGH JUNE
Avoid spring maintenance repairs (overlays, fog seals, grading) prior to field review.
Personnel (preferably County Engineer and others) familiar with six year program, county priority array. Could include Maintenance and Traffic personnel.
Discuss purpose for the project or corridor, overall scope, and possible project alternatives.
Visual Ratings• Drive the project once or twice at 25 to 30 mph.

Up to 5 projects, total RATA requested cannot exceed 2X the funding limit.

Proposed project must replace or rebuild an existing road, replaced roads must be converted to local or closed.
CRAB staff cannot give assurance of funding on the next array.
The CRABoard will not approve requests for increased RATA funding that are due to poor original cost estimating or design assumptions. (see NCHRP 574)
Ranking is adjusted to reflect extent of improvement.
Accomplish planning and community input before funding. A project needing further design /alternative studies and corresponding community input or unclear environmental, undefined risk or scope, should be submitted in a later biennium.

DESCRIPTION OF PROPOSED IMPROVEMENTS • Examples:• Structural - Existing gravel road to be surfaced with BST, ACP• Horizontal - 8 deficient curves will be improved to 40 mph design speed, existing range from 15 to 35 mph• Vertical - Two substandard vertical curves (one at Herd Lane) will be improved to 500’ sight distance).• Width - Existing 18 ft roadway to be widened to 11 ft lanes and 4 ft shoulders. Standard is 6 ft shoulders.
• Deviation will be pursued• Clear Zone - Utility Poles will remain. County will seek a deviation, considering low volumes and
• accident history.• Guardrail to be installed adjacent to wetlands, vic. of M.P. 2.4, where slopes cannot be flattened.

RAP ARRAY Descending Rank Order Partially funded projects from previous biennium are funded
first at the top of the new array. Ties will fund county with least allocated above. No Duplicates (from previous biennia) Check functional class (may have changed). Check road levy certification, 6 Yr TIP status. Turn-back funds from w/drawn projects will be added to new
array as additional revenue that all counties compete for. Counties that gained increased or emergency funding last
biennium will have reduced funding limits on new array. A large or full array demonstrates need to legislature.

CRAB / COUNTY CONTRACTCOUNTY CERTIFIES THAT:
Road Funds were used within guidelines of WAC 136–150.
It will obtain deviation approval from WSDOT for reconstruction projects not built to full design standards (LAG Manual) prior to construction. The Reconstruction Project Type as used in the RAP rating worksheets does not determine the need for full design standards. The County Engineer must independently determine if the project needs to address full design standards. Full design standards are required if the project changes the alignment by 50% or more AND adds additional through lanes, unless a deviation is granted by the WSDOT.
It will document its design considerations for the proposed improvements in keeping with 3R standards as listed in the Local Agency Guidelines.
The project will be constructed in accordance with the information (Prospectus) furnished to the CRABoard, and the plans and specifi cations prepared by the county engineer.
It will notify the CRABoard when a contract has been awarded and/or when construction has started, and when the project has been completed.
It will reimburse the RATA in the event a project post audit reveals improper expenditure of RATA funds.
Projects may be split, phased or combined with another adjacent project only after CRAB written approval and only prior to construction.
If you anticipate an increase request, CRAB must receive an updated estimate prior to, and within 3 months of award of the construction contract.
CRAB / COUNTY CONTRACTCRABOARD CERTIFIES THAT:
It will reimburse the county from RATA funds allocated, and not otherwise, for its reimbursable costs not to exceed the amount specified.
It will reimburse counties on the basis of monthly progress payment vouchers received and approved on individual projects in the order in which they are received in the CRABoard office, and subject to the availability of RATA funds apportioned to the region. Such obligation to reimburse RATA funds extends only to project costs incurred after the date of project approval by the CRABoard. (for emergency projects, this date will be made retroactive to the storm event.)
The contract offered to the county is valid and binding only if it is signed and returned to the CRABoard office within 45 days of its mailing by the CRABoard.
