A large and diverse group of Washington State innovators, entrepreneurs and leaders gathered on Sept. 6 at Intiman Playhouse to celebrate the launch of the Next 50 Commerce & Innovation Economy Month and Startup Washington. This combined launch event showcased many of the different entrepreneurial sectors in Washington, from craft food and drink to fashion, manufacturing, technology, finance, social innovation, alternative energy, international trade, global development, education and workforce development, government, and businesses of all sizes.The event, which attracted over 300 people, sold out within two weeks of being announced and featured local food, Washington wines and beers, craft chocolates, live music and a short program featuring Wash. As Ethiopia looks beyond strongman As Ethiopia looks beyond strongman Meles, fears of instabilityMeles, fears of instability By William DavisonThe death this week of Ethiopian Prime Minister Meles Zenawi has raised con-cerns about whether the imposing but brittle system he devised and dominat-ed will unravel following his departure, leading to turmoil in America’s major ally in the Horn of Africa.Although Ethiopia has been peace-

ful during the two decades of his rule, especially when compared with neighboring Sudan and Somalia, critics suggest that Mr. Meles’s autocratic style means the stress-test of political transition could destabilize one of the continent’s economic success stories. “The successor issue will be the true test of the coherence of [Meles’s party] during peacetime,” says Kjetil Tron-voll, an Ethiopia expert at the Interna-tional Law and Policy Institute in Oslo, Norway. Avoidance of a power struggle will indicate the “party’s maturity and its capacity and capability to rule Ethiopia for years to come.” Meles, who was 57 and died after ill-ness, led the country after allied rebel groups overthrew a Marxist military junta in 1991. His Tigray People’s Liberation Front (TPLF), which spear-headed the insurgency, then dominated politics as the core of a four-party multiethnic ruling coalition.Regarded as shrewd even by his most vitriolic critics, Meles positioned the country expertly, allowing it to develop according to his unique prescriptions, while being supported by diverse al-lies. His commitment to development and ability to act as regional peace-keeper – most notably in Somalia, where Ethiopian troops are part of the US-backed alliance battling radical Is-lamists al-Shabab – meant that around

$3 billion of Western aid poured in for food aid, health facilities, and schools every year, while Chinese loans paid for infrastructure such as hydropower dams and a railway network.The result was almost a decade of eco-nomic growth said to be more than 10 percent, improving poverty and health indicators, and shelter from criticism

for a ruthless approach to domestic politics.Under Meles, opposition to the Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF) – which sees itself as a vanguard party leading the transformation of Ethiopia from its poverty-stricken history into a middle-income nation – was decimated. After 2010 elections, one opposition repre-sentative remained in a parliament of 547 lawmakers. Dissenting voices from the media and civil society were never encouraged, rarely tolerated, and some-times punished with lengthy jail terms. The next leader of the EPRDF and the country will be Hailemariam Desalegn,

the former deputy of Meles who was

promoted to acting prime minister. The EPRDF is made up of parties representing Tigrayans, a collection of southern groups, the historically-dominant Amharas, and the populous Oromos, who make up at least one-third of a population of 94 million.Analysts view Hailemariam, who represents the southern bloc, as a loyal, competent administrator for Tigrayan powerbrokers. He is also not seen as threatening, as he does not have the ca-pability to build the extensive political network an Oromo or Amhara leader might have.“I do not expect him to succeed Meles as the key link among the military, major businesses, and mass organiza-tions,” said Terrence Lyons, associ-ate professor of confl ict resolution at George Mason University in Fairfax, Va. “Those key centers of power are likely to remain in the hands of top TPLF leaders.”The choice of Hailemariam is strategic, also. Had Meles been replaced with another Tigrayan, who make up only 6 percent of the population of around 94 million, it could have angered the two more populous coalition partners, says David Shinn, a former US ambassador to Ethiopia. The key to a peaceful transition is like-ly to be whether infl uential Tigrayan politicians agree on how to perpetuate Meles’s system. Those fi gures include much-praised Health Minister Tedros Adhanom; Meles’s widow, Azeb Mesfi n; state minister of foreign affairs Berhane Gebrekristos; and one of the TPLF’s founders, “Father Tigray” Seb-hat Nega. Last week, the Tigrayan head of the Ethiopian Orthodox Church, Abune Paulos, died, while the Inter-net rumor mill recently claimed that the commander of the military, Gen. Samora Yunis, also from Tigray, had been taken seriously ill.“The succession struggle, if there is going to be any, will be largely a TPLF affair,” says Jawar Mohammed, an expert on Ethiopian and Oromo affairs at Columbia University in New York. “The affi liated parties such as the Oromo People’s Democratic Organiza-tion only come into the game when rival factions of Tigrean political and military elites reach out to strengthen their side.”Dissent within the TPLF previously oc-curred in 2001, during the fallout from

the disastrous 1998 war with former province Eritrea that cost 70,000 lives and left disputes unresolved. A faction of colleagues challenged Meles for perceived weaknesses – Ethiopia’s military superiority meant regime change in Eritrea was feasible – but failed to dislodge him.Since Meles fell out of sight in July, there have been no public displays of tension within the ruling party, or other indicators of unrest, which Mr. Shinn says leads him to believe the transition is likely to be peaceful and successful. SEATTLE – Mayor Mike McGinn detailed support in his Proposed 2013-2014 Budget for the Career Bridge pilot proj-ect, an innovative partnership among the City of Seattle, the Seattle Jobs Initiative, and grassroots community groups to help individuals who face signifi cant barriers to employment begin on a pathway to a living-wage job and career.“We are committed to building a city where everyone in our community has the opportunity to prosper,” said Mayor McGinn. “Career Bridge will work with community partners to provide personal support and mentoring, needed services, job search skills, and career development to help low-income adults fi nd good jobs and become self-suffi cient.”Career Bridge will work with city residents with barriers to employment such as: • Limited work experience• Lack of post-secondary credential• Criminal history (including juvenile record)• Need for other basic supports (housing, food, counseling, family support, fi nancial counseling) to maintain stability• Financial obligations and need for immediate incomeBecause of the complexity of barriers, these populations are in need of a range of comprehensive services and support to prepare for and access good paying jobs with long-term career pathways. Without this support, they may be unable to access the existing employment and training system, which is primarily focused on post-secondary education.The project is being piloted this year, and over the next two years, this partnership will serve an estimated 360 individuals, providing them with training, wrap-around supports, and job placement services help them fi nd meaningful, good-paying jobs that are in demand in our growing economy. In 2013 and 2014, Career Bridge will be expanded to serve individu-als whose limited English language skills are themselves a signifi cant barrier to training and employment. The Mayor’s Proposed Budget includes $60,000 of Com-munity Development Block Grant (CDBG) resources in 2013 and $800,000 in 2014 to implement the Career Bridge pilot program. The program is anticipated to support 240 people in 2014. The 2013 CDBG amount of $60,000 is supplemented by $150,000 of redirected General Fund in OED’s budget for the Seattle Jobs Initiative to provide support to this program. PIP coverage is relatively inexpensive and costs much less than the liability coverage you buy to protect everyone but yourself. For pennies on the dollar PIP offers protection to you and your family.Washington law recognizes the importance of PIP and if you decide not to include PIP coverage on your policy you must sign a written request, known as a waiver, instructing your insurance company not to include PIP coverage on your policy. If you are in a wreck your insurance company must be able to provide you with a copy of that waiver or they must extend the coverage and pay your bills. Personal Injury Protection is an excellent, inexpen-sive way to protect you and your loved ones in the case of a motor vehicle collision.
