General&Rules&!Rule&1&–&Scope&&These!rules!apply!to!the!General!Assembly,!the!Regional!Bodies,!the!Historical!Security!Council,!the!Historical!Assembly!of!Organization!of!African!Unity,!the!Open!Working!Group!and!the!Committee!of!Ministers!of!Council!of!Europe!except!for!modifications!provided!by!the!Secretariat,!and!will!be!considered!adopted!in!advance!of!session.!Other!committees!are!run!according!to!rules!set!by!the!Director!who!will!be!adopting!the!special!Rules!of!Procedure!on!warLbased!committees.!!Rule&2&–&Language&&English!will!be!the!official!and!working!language!of!the!conference.!No!representative!may!address!any!forum!or!submit!a!document!in!a!language!other!than!English!with!the!exception!of!the!nonLEnglish!language!committees,!which!will!use!the!specified!language!in!some!addresses!and!written!documents.!!Rule&3&–&Delegations&&Each!member!state!will!be!represented!by!one!per!committee!and!shall!have!one!vote!on!each!committee.!Representatives!of!accredited!observers!will!have!the!same!rights!as!those!of!full!member!states,!except!that!they!may!not!sign!or!vote!on!resolutions!or!amendments.!The!SecretaryLGeneral!will!provide!a!list!of!member!states!and!accredited!observers!for!each!committee.!&Rule&4&<&Participation&of&Non<Member&States&&Representatives!of!accredited!observers!will!have!the!same!rights!as!those!of!full!members,!except!that!they!may!not!sponsor!or!vote!on!resolutions.!They!may!distribute!resolution!papers.!!Rule&5&<&General&Authority&of&the&Secretary<General&&The!SecretaryLGeneral!may,!at!any!time,!make!either!written!or!oral!statements!to!the!Committee.!Interpretation!of!the!rules!shall!be!reserved!exclusively!to!the!SecretaryLGeneral.!!The!SecretaryLGeneral!shall!rule!on!matters!not!specified!by!the!Rules!of!Procedure.!Any!deviation!from!the!provisional!agenda!is!at!the!approval!of!the!SecretaryL!General.!!!The!SecretaryLGeneral!has!ultimate!authority!over!any!decisions!and!rulings!made!in!regard!to!the!Conference!and!his!or!her!decision!are!final!and!not!subject!to!appeal.!!

The!SecretaryLGeneral!may!delegate!members!of!the!Secretariat!to!exercise!his!or!her!authority!under!this!rule!or!any!duties!or!prerogatives!specified!elsewhere!in!the!Rules!of!Procedure.!!Rule&6&<&General&Authority&of&the&Committee&Directorate&&In!addition!to!exercising!the!duties!and!authority!described!elsewhere!in!these!rules,!the!Committee!Directors!/!Student!Officers!shall!declare!the!opening!and!closing!of!each!meeting!of!the!committee,!direct!the!discussions!towards!consensus,!and!ensure!observance!of!the!Rules.!!The!Director!may!rule!motions!judged!not!to!be!constructive!to!the!course!of!debate!as!dilatory!with!the!exception!of!motions!to!appeal!the!decision!of!the!Director.!!The!Director!may!temporarily!transfer!duties!to!assistants!at!his!or!her!discretion.!The!Director!is!required!to!hand!over!the!duties!to!a!designated!member!of!the!Secretariat!upon!the!request!of!the!SecretaryLGeneral.!In!case!of!repeated!breach!of!the!rules!the!SecretaryLGeneral!may!remove!the!Director!or!Assistant!Director!and!appoint!Acting!Director!or!Acting!Assistant!Director.!!The!Director!may!propose!an!alteration!from!the!provisional!agenda!with!the!approval!of!the!SecretaryLGeneral.!In!exercising!these!functions,!the!Director!will!at!all!times!be!subject!to!the!Rules!of!Procedure!and!responsible!to!the!SecretaryLGeneral.!&Rule&7&<&Representation&&&A!member!of!the!Committee!is!a!representative!who!is!officially!registered!with!the!Conference.!!In!General!Assembly!Committees,!representation!is!at!permanent!representative!level.!&Rule&8&–&Courtesy&!Delegates!will!show!courtesy!and!respect!to!the!Committee!staff!and!to!other!delegates.!The!Committee!Director!will!immediately!call!to!order!any!delegate!who!fails!to!comply!with!this!rule.!!Rule&9&<&Dress&Code&&The!dress!code!is!Western!business!attire!and!applies!throughout!all!official!sessions!of!the!Conference.!Permission!from!the!Secretariat!must!be!granted!to!the!delegate!in!case!s/he!wishes!to!wear!traditional!attire!as!a!reflection!of!the!culture!of!the!nation!s/he!is!representing.!Participants!in!historically!simulated!committees!can!apply!costumes!that!are!accurate!with!their!historical!figures!during!the!conference.!!!

Rule&10&&<Attendance&and&Quorum&&(1)!The!Director!may!declare!a!session!open!and!permit!debate!when!at!least!one!third!of!the!committee!is!present.!The!presence!of!a!majority!of!those!Member!States!in!attendance!at!the!opening!session!shall!be!required!for!any!decision!on!the!substantive!question!to!be!taken.!A!quorum!will!be!assumed!to!be!present!unless!specifically!challenged!by!a!roll!call,!triggered!by!a!point!of!order.!!(2)!At!the!beginning!of!the!opening!session,!and!other!sessions!at!the!discretion!of!the!Director,!the!Director!will!call!on!Member!States!and!NonLMembers!in!English!alphabetical!order!to!state!their!attendance.!Members!of!all!committees,!unless!otherwise!specified,!will!reply!‘present’!or!‘present!and!voting’,!where!‘present!and!voting’!means!the!Member!State!declares!not!to!abstain!on!substantive!votes.!!Rule&11&–&Appeal&&A!delegate!may!appeal!any!decision!of!the!Director!unless!otherwise!stated!in!the!rules!in!the!form!of!a!motion!to!appeal!the!decision!of!the!Director.!This!motion!requires!a!second.!The!Director!may!make!an!oral!statement!to!the!Committee!in!defence!of!the!ruling.!The!committee!will!then!move!directly!to!vote!on!the!motion.!A!twoLthirds!majority!is!required!to!overrule!the!Director’s!decision.!Any!decision!of!the!SecretaryL!General!or!members!of!the!Secretariat!acting!with!his!or!her!authority!cannot!be!appealed.!&Rule&12&<&Electronic&Devices&&No!laptops,!tablets,!cell!phones,!or!other!electronic!devices!may!be!used!in!the!Committee!room!during!formal!debate!or!moderated!caucus.!Computers!may!be!used!outside!the!Committee!room!at!any!time,!or!in!the!Committee!room!during!unmoderated!caucus!at!the!discretion!of!the!Director.!!!All!the!electronic!devices!can!also!be!used!during!the!lobbying!time.!!!Rule&13&–&Notes&&Written!notes!are!the!means!of!communication!between!delegates!not!recognized!to!speak.!!!Notes!are!to!be!distributed!by!the!Administrative!Staff!present!in!each!Committee.!All!notes!must!be!in!English!–expect!for!the!Joint!Cabinet!CrisisL!and!their!content!shall!be!relevant!to!the!Committee!work.!If!deemed!necessary,!the!Committee!Directors!have!the!authority!to!suspend!noteLpassing,!where!only!the!notes!directed!to!the!Directors!will!be!delivered.!!!!!!!

Rules&Governing&the&Debate&!Rule&14&–&Agenda&&There!will!be!no!agenda!setting!thorough!the!conference!on!any!matter.!Agenda!that!has!been!set!on!the!approved!resolution!paper!will!automatically!set!its!own!agenda!to!the!committees!of!the!conference!to!be!discussed!upon.!!!*Crisis!based!committees!will!apply!a!different!procedure!on!agendas.!&Rule&15&–&Debate&&After!the!opening!speeches!are!delivered!to!the!Committee,!debate!on!the!topic!automatically!begins.!The!debate!shall!proceed!in!three!modes:!!

1.!Lobbying!Session!2.!Open!Debate!3.!Closed!Debate!

&Rule&16&<&Lobbying&Session&!Lobbying!Session!is!the!formal!lobbying!time!for!negotiations!during!resolution!drafting!process.!The!delegates!in!General!Assembly!Committees!are!expected!to!form!their!resolutions!or!parts!of!the!resolutions!before!the!conference!time.!During!the!lobbying!session,!delegates!shall!merge!the!parts!of!their!previously!formed!resolutions.!No!resolution!can!be!written!expect!for!the!lobbying!time!given!by!the!Committee!Directors.!Committee!Directors!shall!declare!a!lobbying!time!if!it!is!necessary,!and!this!decision!is!no!subject!to!appeal.!!Number!of!policy!statements!can!be!entertained!before!the!lobbying!session!starts.!Participants!are!required!to!state!their!policies!on!the!given!agenda!items!considering!their!designated!committees.!Points!of!information!Directed!to!the!Speaker!(Rule!18)!can!be!entertained!by!the!decision!of!the!Committee!Director.!&Rule&17&<&Open&Debate&&Open!Debate!is!a!form!of!debate!that!takes!place!under!the!ruling!of!the!Committee!Directors!and!it!aims!to!facilitate!substantive!debate!on!specific!resolutions!in!the!time!set!by!the!Committee!Director.!Once!the!lobbying!time!expires!and!the!resolutions!are!approved!by!the!Committee!Board!and!the!Approval!Panel,!the!director!sets!a!debating!time!for!each!resolution.!The!Director!may!permit!the!time!by!considering!the!most!logical!division.!He/She!as!a!director!saves!the!full!authority!to!extend!or!alter!the!time!for!the!discussion!of!any!matter!on!the!resolution!papers.!The!Committee!Director,!time!permitting,!may!read!the!document!or!ask!the!main!submitter!of!the!resolution!to!read!it!out!and!deliver!an!opening!speech!for!the!resolution.!During!the!open!debate!delegates!may!speak!either!in!favor!or!against!the!resolution.!!!!

The!Committee!Director!may!limit!the!time!to!be!allowed!to!each!speaker!and!the!number!of!times!each!representative!may!speak!on!any!question.!When!the!debate!is!limited!and!a!representative!exceeds!his/her!allotted!time,!the!Committee!Director!shall!directly!call!him/her!to!order.!!A!motion!for!an!extension!of!the!current!debate!can!only!be!raised!right!after!expiration!of!the!debate!time!on!a!specific!resolution.!In!case!of!such!a!motion,!the!Director!may!use!his/her!discretion!to!extend!the!debate!time!or!overrule!the!motion.!No!extension!motion!can!be!given!twice!after!a!failure!of!the!previously!given!motion.!!&Rule&18&–&Points&&

Point&of&Personal&Privilege&&Whenever!a!delegate!experiences!personal!discomfort,!which!impairs!his!or!her!ability!to!participate,!he!or!she!may!rise!to!a!point!of!personal!privilege.!While!a!point!of!personal!privilege!may!interrupt!a!speaker,!delegates!should!only!do!so!with!the!utmost!discretion!and!only!with!reference!to!the!audibility!of!the!speaker!unless!in!exceptional!circumstances.!!Point&of&Parliamentary&Inquiry&!A!delegate!may!rise!to!a!point!of!parliamentary!inquiry!to!request!clarification!from!the!Director!regarding!the!Rules.!A!point!of!parliamentary!procedure!shall!not!relate!to!a!substantial!issue!under!discussion!and!it!may!not!interrupt!a!speaker.!!Point&of&Order&!During!the!discussion!of!any!matter,!a!delegate!may!rise!to!a!Point!of!Order!to!indicate!an!instance!of!improper!use!of!parliamentary!procedure.!The!Point!of!Order!will!be!immediately!ruled!upon!by!the!Committee!Director!in!accordance!with!these!rules!of!procedure.!The!Committee!Director!may!rule!out!of!order!those!points!that!are!dilatory!or!improper;!such!a!decision!cannot!be!appealed.!A!representative!rising!to!a!Point!of!Order!may!not!speak!on!the!substance!of!the!matter!under!discussion.!A!Point!of!Order!may!only!interrupt!a!speaker!when!the!speech!itself!is!not!following!proper!parliamentary!procedure.!!!Points&of&Information&Directed&to&the&Chair&!A!delegate!may!raise!a!Point!of!Information!directed!to!the!Chair,!if!the!delegate!has!a!question!regarding!the!agenda!item!or!the!debate!proceedings.!In!cases!where!the!point!of!information!is!not!directly!relevant!to!the!topic!being!discussed,!a!note!to!the!Committee!Director!should!be!sent!to!elicit!information.!

!Points&of&Information&Directed&to&the&Speaker&!A!point!of!information!is!the!question!directed!to!the!speaker,!who!has!taken!the!floor,!finished!her!/him!speech!and!open!herself/himself!to!points!of!information.!Points!of!information!directed!to!the!speaker!shall!be!raised!both!in!open!and!closed!debate!in!the!form!of!a!question.!After!being!recognized!by!the!Director,!a!delegate!may!only!ask!one!question.!Direct!dialogues!between!delegates!are!not!in!order.!

!!Rule&19&<&Closure&of&the&Debate&&When!the!floor!is!open,!a!delegate!may!move!to!close!debate!on!the!substantive!or!procedural!matter!under!discussion.!The!Committee!Director!may,!subject!to!appeal,!rule!such!a!motion!dilatory.!When!closure!of!debate!is!moved,!the!Committee!Director!may!recognize!up!to!two!speakers!against!the!motion.!No!speaker!in!favor!of!the!motion!will!be!recognized.!Closure!of!debate!requires!a!twoLthirds!majority!to!pass.!If!the!Committee!is!in!favor!of!closure,!the!Committee!Director!will!declare!the!closure!of!debate,!and!the!resolutions!or!amendment!on!the!floor!will!be!brought!to!an!immediate!vote.!If!the!speakers!list!is!exhausted!and!no!delegations!wish!to!add!their!name!to!the!list,!debate!on!the!topic!at!hand!is!immediately!closed.!!Rule&20&<&Suspension&or&Adjournment&of&the&Meeting&&(1)!Whenever!the!floor!is!open,!a!delegate!may!move!to!suspend!the!meeting!of!the!Committee!until!its!next!scheduled!meeting.!This!motion!will!usually!be!in!order!only!in!situations!specified!in!the!schedule!of!the!Conference.!The!Director!may!rule!such!motion!dilatory!and!this!decision!is!not!subject!to!appeal.!Such!motion!will!not!be!debated!and!will!require!a!simple!majority!to!pass.!!(2)!Whenever!the!floor!is!open!a!delegate!may!move!to!adjourn!the!meeting!of!the!Committee!for!the!duration!of!the!Conference.!This!motion!will!not!be!in!order!until!three!quarters!of!the!time!scheduled!for!the!last!session!of!the!Committee!have!elapsed.!The!Director!may!rule!such!motion!dilatory!and!this!decision!is!not!subject!to!appeal.!Such!motion!will!not!be!debated!and!will!require!a!simple!majority!to!pass.!!(3)!The!Secretary!General!may!suspend!or!adjourn!the!meeting!at!any!time!at!his!or!her!discretion.!!Rule&21&<&Postponement&or&Resumption&of&the&Debate&&A!delegate!may!raise!a!motion!to!table!the!debate!on!a!resolution!or!an!amendment!under!discussion,!which!is!the!postponement!of!the!current!debate.!This!motion!is!debatable.!In!this!regard,!permission!to!speak!on!the!motion!shall!be!accorded!only!to!two!delegates!favoring!and!two!opposing!the!motion,!in!case!

only!one!delegate!wishes!to!oppose!the!motion,!one!speaker!for!and!one!speaker!against!the!motion!shall!be!recognized!where!after!the!motion!shall!be!put!to!an!immediate!vote.!A!twoLthirds!majority!is!required!for!the!motion!on!tabling!to!pass.!If!this!motion!passes,!no!debate!will!be!allowed!on!the!tabled!resolution!or!amendment!unless!it!is!resumed!by!a!motion.!The!Director!may!overrule!such!a!motion.!A!motion!to!resume!the!debate!on!the!resolution!or!amendment,!when!passed,!allows!the!committee!to!reconsider!and!resume!the!debate!on!the!previouslyLtabled!resolution!or!amendment.!A!motion!to!resume!debate!requires!a!simple!majority!to!pass.!The!Director!may!overrule!such!a!motion.!&Rule&22&–&Motion&for&a&P5&Caucus&*&&&This!motion!can!only!be!raised!in!the!Historical!Security!Council.!One!of!the!p5!countries!shall!raise!this!motion!and!the!motion!needs!no!objection!to!be!given!from!any!of!the!permanent!member!states!to!pass.!!If!the!motion!passes!with!a!consensus,!the!P5!member!states!will!be!given!a!specific!time!for!the!discussion!that!has!been!also!created!by!one!of!the!P5!members.!!!No!extension!for!a!motion!for!a!P5!caucus!can!be!given.!!&Rule&23&–&Amendments&&Delegates!may!amend!any!resolution!that!has!been!introduced!by!adding!to,!deleting!from!or!revising!parts!of!it.!Only!one!amendment!may!be!introduced!at!any!given!time.!Amendments!shall!be!submitted!in!a!written!way!to!the!Committee!Directors.!An!amendment!may!be!introduced!when!it!receives!the!approval!of!the!Committee!Director.!All!the!amendments!need!to!be!signed!by!the!one!eight!of!the!Committee!to!be!introduced.!!!Amendments!to!amendments!(second!degree!amendments)!are!in!order;!also,!an!amended!part!of!a!resolution!may!be!further!amended.!If!the!amendment!of!the!second!degree!passes,!the!debate!will!be!resumed!with!the!debate!of!the!amended!amendment.!Preambulatory!phrases!may!not!be!amended.!!Amendments!are!discussed!in!the!closed!debate.!During!the!closed!debate,!delegates!may!speak!either!in!favor!or!against!to!the!amendment,!respectively.!The!Committee!Director!will!set!the!time!for!in!favor!and!against!speeches!on!the!amendment!after!it!the!amendment!is!been!introduced!and!read!out!loud!to!the!committee.!No!points!of!information!can!be!asked!to!any!speaker!speaking!on!the!against!or!the!infavour!side!of!any!amendment.!!!Rule&24&–&Withdrawals&&A!motion!may!be!withdrawn!by!its!proposer!at!any!time!before!voting!on!it!has!commenced.!A!motion!thus!withdrawn!may!be!reintroduced!by!any!delegations.!!&&

Rule&25&–&Competence&&A!motion!to!question!the!competence!of!the!committee!to!discuss!a!resolution!or!an!amendment!is!in!order!only!immediately!after!the!resolution!or!amendment!has!been!introduced.!The!motion!requires!a!twoLthirds!majority!to!pass!and!is!debatable!to!the!extent!of!up!to!two!speakers!for!and!two!against.!!Rules&Governing&Speeches&!&Rule&26&<&Speeches&&!No!delegate!may!address!a!session!without!having!previously!obtained!the!permission!of!the!Committee.!The!Committee!Director!may!call!a!speaker!to!order!if!his!or!her!remarks!are!not!relevant!to!the!subject!under!discussion,!or!offensive!to!committee!members!or!staff.!Delegates!who!are!absent!when!recognized!by!the!dais!automatically!forfeit!their!time,!and!debate!will!continue.!&&Rule&27&<&Speaking&Time&&When!any!speakers!list!is!opened,!the!speaking!time!is!automatically!set!to!two!minute.!Delegates!may!also!make!a!motion!to!set!a!new!speaking!time!at!any!time!when!points!or!motions!are!in!order!during!formal!debate.!This!motion!requires!a!simple!majority!to!pass!and!called!as!“motion!to!alter!the!speaker!time”.!&Rule&28&–&Yields&&A!delegate!granted!the!right!to!speak!from!a!speakers!list!may,!after!speaking,!yield!in!one!of!three!ways:!to!another!delegate,!to!questions,!or!to!the!dais!(Committee!Directorate).!!•'Yield'to'another'delegate:!Any!remaining!time!will!be!given!to!that!delegate,!who!may!not,!however,!then!yield!any!remaining!time!to!a!third!delegate.!To!turn!the!floor!over!to!a!coLdelegate!is!not!considered!a!yield.!!•'Yield'to'questions:!Questioners!will!be!selected!by!the!Committee!Director!and!limited!to!one!question!each.!FollowLup!questions!will!be!allowed!only!at!the!discretion!of!the!Committee!Director.!Only!the!speaker’s!answers!to!questions!will!be!deducted!from!the!speaker’s!remaining!time.!!•'Yield'to'the'Chair:!Such!a!yield!should!be!made!if!the!delegate!has!finished!speaking!and!does!not!wish!to!yield!to!another!delegate!or!to!questions,!and!further!does!not!wish!his!or!her!speech!to!be!subject!to!comments.!The!Committee!Director!will!then!move!to!the!next!speaker.!A!yield!to!the!Chair!is!in!order,!but!not!automatic,!when!a!speaker’s!time!has!elapsed.!!•!Yields!are!in!order!only!on!substantive!speeches.!

!&Rule&29&–&Comments&&If!a!substantive!speech!is!followed!by!no!yields,!the!Committee!Director!may!recognize!two!delegations,!other!than!the!initial!speaker,!to!comment!for!thirty!seconds!each!on!the!specific!content!of!the!speech!just!completed.!Commenters!may!not!yield.!No!comments!will!be!in!order!during!debate!on!procedural!motions,!moderated!caucus,!or!debate!on!amendments.!!Rule&30&<&Right&of&Reply&&A!delegate!whose!personal!or!national!integrity!has!been!impugned!by!another!delegate!may!request!in!writing!a!Right!of!Reply.!!A!note!stating!the!request!and!the!reason!for!the!right!of!reply!to!be!entertained!must!be!sent!to!the!Committee!Director!to!have!a!right!of!reply.!The!Reply,!if!granted!after!the!note!has!been!read!by!the!Committee!Directors,!will!take!the!form!of!a!forty!five!second!speech.!The!Committee!Director’s!decision!whether!to!grant!the!Right!of!Reply!cannot!be!appealed,!and!a!delegate!granted!a!Right!of!Reply!will!not!address!the!committee!until!requested!to!do!so!by!the!Committee!Director.!!Rules&Governing&Substantive&Matters&!Rule&31&<&Reconsideration&&&A!motion!to!reconsider!is!in!order!when!a!resolution!or!amendment!has!been!adopted!or!rejected,!and!must!be!made!by!a!member!who!voted!with!the!majority!on!the!substantive!proposal.!The!Director!will!recognize!up!to!two!speakers!opposing!the!motion!after!which!the!motion!will!be!immediately!voted!upon.!A!twoLthirds!majority!of!the!members!present!is!required!for!reconsideration.!If!the!motion!passes,!the!Committee!will!immediately!vote!again!on!the!resolution!or!amendment!being!reconsidered.!If!the!voting!system!of!the!proposal!subject!to!reconsideration!was!altered!(e.g.!the!question!is!divided,!the!house!is!divided,!etc.),!then!the!alterations!shall!apply!when!reconsidering.!Member!States!may!raise!motions!to!further!alter!the!voting!system.!!Rule&&32&<&Moving&to&Previous&Question&!A!motion!to!move!to!the!previous!question!is!for!the!closure!of!the!debate!on!a!resolution!or!an!amendment!and!to!proceed!with!the!voting!procedure.!It!may!be!overruled!or!proposed!by!the!Director.!In!case!the!motion!is!raised!by!a!delegate,!a!consensus!on!the!motion!is!required!to!pass.!However,!the!director!may!also!propose!this!motion!and!it!cannot!be!objected.!During!the!discussion!of!an!amendment,!in!the!time!for!the!in!favor!speeches!for!an!amendment,!motion!to!move!to!the!previous!question!results!in!moving!to!the!time!for!against!speeches!for!the!amendment.!If!a!delegate!wishes!to!move!directly!to!the!voting!procedure!in!the!time!for!in!favor!speeches!on!the!amendment,!the!delegate!shall!raise!a!motion!to!directly!move!into!the!voting!procedure.!However,!this!motion!is!not!in!order!in!other!cases.!
