1.0 RULES OF MYSA LEAGUES AND CHAMPIONSHIPS 1.1 MYSA Modifications to the Laws of the Game IFAB “Laws of the Game” shall apply to all games played within the jurisdiction of the MYSA, except as specifically modified by USSF and MYSA policies and rules.

1.1.1 LAW 1 – The Field of Play 1.1.1.1 9U/10U

a. Dimensions: The field of play shall be rectangular, its length being not more than 65 yards or less than 55 yards and its width not more than 45 yards or less than 35 yards.

b. Markings: A center circle with 8-yard radius; four corner arcs with a 3-foot radius. c. Penalty area: 8 yards out from the goal line x 22 yards wide. No penalty spot, or penalty arc. d. Goal area: The penalty area shall also serve as the goal area. e. Goals: Minimum: 6 feet high and 12 feet wide, maximum: 6.5 feet high and 18.5 feet wide. f. Build Out Lines: Equidistant between the top of the penalty area and halfway line. On artificial turf fields where

lines can’t be altered, cones or flags shall be placed 1 yard off of both touchlines to indicate where Build Out Lines would intersect. Where other markings cannot be redrawn, existing markings should be used and the game played under normal rules.

1.1.1.2 11U/12U

a. Dimensions: The field of play shall be rectangular, its length being not more than 80 yards or less than 70 yards and its width not more than 55 yards or less than 45 yards.

b. Markings: A center circle and two penalty arcs with 8-yard radius; four corner arcs with a 3-foot radius. c. Penalty area: 10 yards out from the goal line x 28 yards wide. A penalty mark on the penalty area line, 10 yards

from the midpoint between the goalposts and equidistant to them. An arc of a circle with a radius of 8 yards from the penalty mark is drawn outside the penalty area.

d. Goal area: Within each penalty area, a goal area 5-yards out from the goal line x 14 yards wide. e. Goals: Minimum 6.5 feet high x 18.5 feet wide, Maximum 7 feet high x 21 feet wide.

1.1.2 LAW 2 – The Ball a. 9U–12U: Size 4 b. 13U–19U: Size 5

1.1.3 LAW 3 – The Players 1.1.3.1 9U/10U

a. Number of Players 1. Maximum: 12 players on match roster 2. Maximum: 7 players on the field, one of whom must be the goalkeeper 3. Minimum: 5 players on the field, one of whom must be the goalkeeper

b. Substitution: substitutions allowed at any stoppage of play, with permission of the referee, in any small-sided game

1.1.3.2 11U/12U

a. Number of Players 1. Maximum: 16 players on match roster. 2. Maximum: 9 players on the field, one of whom must be the goalkeeper

3. Minimum: 7 players on the field, one of whom must be the goalkeeper b. Substitution – substitutions allowed at any stoppage of play, with permission of the referee, in any small-sided

game.

1.1.3.3 13U-19U

a. Number of Players 1. Maximum: 18 players on match roster 2. Maximum: 11 players on the field, one of whom must be the goalkeeper 3. Minimum: 7 players on the field, one of whom must be the goalkeeper

b. Substitutions for League Play - Substitutions shall be unlimited. Substitutions may be made, with the consent of the referee at the following times: 1. Prior to a throw in, by the team with possession of the ball, if the team in possession is substituting, both

teams may substitute. 2. Prior to a goal kick, by either team. 3. After a goal, by either team. 4. After an injury, by either team, when the referee stops play. 5. At half time.

1.1.4 LAW 4 – The Players’ Equipment a. The referee has the final decision on the safety of players’ equipment or clothing. The referee shall not permit a

player to wear or use any equipment or clothing which, in the opinion of the referee, would likely risk injury to the player or others.

b. Visible undergarments must be the predominant color of the uniform of the player's team. c. Players must have their own numbers on jerseys with no numbers being shared by players on the same team. d. Jerseys must be tucked in at all times. e. Players must be uniform in appearance with respect to jersey, shorts, and socks (socks on both legs must be the

same color; player cannot wear one color on one leg and another color on the other leg).

1.1.5 LAW 5 – The Referee a. All officials must be currently certified. b. Referees will be subject to disciplinary action if they allow violations of MYSA policies. c. A three-person system (diagonal system of control) must be used except for 9U and 10U age levels, which must

have at least 1 certified referee. d. The referee must not referee at his/her age level or above except by individual written permission from the

SYRA.

1.1.6 LAW 6 – The Other Match Officials Use of club assistant referees (club lines) is allowed in the event that certified officials are not available.

1.1.7 LAW 7 – The Duration of the Match a. 9U/10U: Two 25-minute halves b. 11U/12U: Two 30-minute halves c. 13U/14U: Two 35-minute halves d. 15U/16U: Two 40-minute halves e. 17U–19U: Two 45-minute halves f. All games shall be complete when at least one half (of the game) and 50 percent of the second half have been

played. The referee is the official timekeeper and sole judge on the amount of time played.

g. All ties during the regular season will remain ties with no overtime halves.

1.1.8 LAW 8 – The Start and Restart of Play 9U–12U: Opponents of the team taking the kick-off must be at least 8 yards from the ball until it is in play.

1.1.9 LAW 9 – The Ball In and Out of Play No MYSA modifications.

1.1.10 LAW 10 – Determining the Outcome of the Match No MYSA modifications.

1.1.11 LAW 11 – Offside 9U/10U: The Build Out Line also serves as an offside line. Attackers cannot be penalized for an offside offense between the halfway line and the Build Out Line.

1.1.12 LAW 12 – Fouls and Misconduct 1.1.12.1 9U/10U

All free kicks classified as indirect.

1.1.12.2 9U-11U

a. Heading: When a player deliberately heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the offense. If the deliberate header occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the point nearest to where the infringement occurred.

b. Build Out Zones: When the goalkeeper has the ball, either during play or from a goal kick, the opposing team must drop back behind the Build Out Line. After the ball is put into play, the opposing team can then cross the Build Out Line and play resumes as normal. At any time, the goalkeeper may put the ball into play, but the goalkeeper does so accepting the positioning of the opponents and the consequences of how play resumes. Referees may issue misconduct if players do not drop back in a timely manner or encroach over the Build Out Line prior to the ball being put into play. In enforcing the 6-second rule counting the time of possession should only begin when all opponents have moved behind the Build Out Line. Where no Build Out Lines are marked on the field, e.g. turf and 11U fields, the nearest point of the center circle should be used as a reference point. Cones or flags should be placed just off the touchlines to indicate where Build Out Lines would intersect.

c. Punting: An indirect free kick is awarded to the opposing team at the spot of the offense if a goalkeeper punts or drop-kicks the ball. If the punt occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the nearest point to where the infringement occurred.

1.1.13 LAW 13 – Free Kicks 9U–12U: Opponents must be 8 yards away from the point of kick. Free kick by the attacker within the Goal Area must be placed on top of the Goal Area Line parallel to the goal line and closest to the point of infraction.

1.1.14 LAW 14--The Penalty Kick 1.1.14.1 9U/10U

No penalty kicks awarded.

1.1.14.2 11U/12U

Taken from the penalty mark 10 yards from the goal line. The players other than the kicker and goalkeeper must be 8 yards from the penalty mark.

1.1.16 LAW 16 – The Goal Kick 9U–11U: Opponents must drop back behind the Build Out Line until the ball is in play. The ball is in play when it is kicked directly out of the penalty area. The team taking the goal kick may choose to restart play before the opponents have retreated behind the Build Out Line but they do so accepting the positioning of the opponents and the consequences of how play resumes. Where no Build Out Lines are marked on the field, e.g. turf and 11U fields, the nearest point of the center circle should be used as a reference point. Cones or flags should be placed just off the touchlines to indicate where the Build Out Lines would intersect.

1.1.17 LAW 17 – The Corner Kick 9U–12U: Opponents must be 8 yards away from the ball.

1.2 MYSA Match Protocols

1.2.1 Pre-Game 1.2.1.1 HOME TEAM RESPONSIBILITIES

a. The home team is responsible for scheduling referees through a registered referee assignor, marking fields, placing corner flags, anchoring goals, securing nets, and providing a ball that is acceptable for play.

b. The technical area for both teams will be on the same side of the field. c. In the case that the color of uniforms conflicts (as determined by the referee), the home team must change to an

alternate color.

1.2.1.2 ROSTERS, PASSES AND CLUB PASS PLAYERS

a. Each team must present rosters and member passes in approved MYSA format to the referee before the start of each game. Rosters must include player jersey numbers.

b. Each team must have a minimum of one registered adult administrator with a pass at the field. c. Club Pass Players: An age eligible player may be added to the roster to play for another team than that to which

they are registered an unlimited number of times under the following conditions: 1. Both teams are registered with the same Affiliate or Extraterritorial Member 2. A player must get approval from his/her club Director of Coaching or designee before playing for another

team. 3. There may not be more than five Club Passes in a single game.

1.2.1.3 PROTESTS

a. A team may play a game under protest due to field conditions or referee qualifications. b. A team must tell the referee that it is playing under protest before the initial kickoff. The referee will note the

protest and the reason for the protest in the report to MYSA. c. MYSA will take appropriate action regarding the protest.

1.2.2 During Game a. Spectators shall be at least one yard from the touch line and at least 20 yards from the goal line. b. Team personnel are to remain in the technical area and at least one yard from the touchline. c. No spectator, coach or player may place himself or herself behind a goal.

1.2.3 Post-Game a. The referee must report the score and any disciplinary actions. b. The designated home club is ultimately responsible for reporting the score through their assigned referee.

1.3 MYSA-Administered Leagues

1.3.1 Levels and Seasons of Play a. Black/Blue leagues at 9U–19U, with Black being the higher play level. Black/Blue league games may be

scheduled in Fall and Spring Seasons. b. Minnesota Futures League at 9U-12U. Minnesota Futures League games may be scheduled as planned by

participating clubs. c. Minnesota League One at 13U-19U, with tiers of First Division, Premier II and Premier I, (as outlined in 1.3.2

League Placement) with Premier I being the highest play level. Minnesota League One games for 13U-14U ages may be scheduled in Fall and Spring Seasons, and games for 15U-19U ages may be scheduled between November and July of the Soccer Year.

1.3.2 League Placement

a. Black/Blue: Self-Select b. Minnesota Futures League: Member Clubs qualified by MYSA c. Minnesota League One: Promotion/Relegation

1. Eligibility and Placement a. MYSA teams at ages 13U-19U are eligible to enter. b. New Teams are placed in the First Division.

i. Teams entering Minnesota League One at Fall 13U are New Teams ii. Teams at other age groups entering Minnesota League One for the first time are New

Teams c. Returning Teams are placed in the Division earned through the previous season’s league results

i. Teams reentering Minnesota League One are Returning Teams ii. Clubs who have officially merged may enter Returning Teams from a previous club so

long as those teams meet roster continuity from the previous season. MYSA has sole discretion to determine whether member clubs have officially merged.

d. Roster Continuity i. Teams are required to have a roster continuity count of no fewer than 9 players from the

previous season (Fall or Spring) in order to be considered a Returning Team ii. Teams that do not meet roster continuity shall be considered a New Team

e. MYSA reserves the right to place teams in the division that it deems appropriate. 2. Promotion

a. After each season, Returning Teams will be promoted into Premier tiers based on standings from that season in the following manner:

i. 14U Spring: 16 teams promoted into 15U Spring Premier League (16-team); 8 teams of First Division promoted into 15U Spring Premier I League, 8 team of First Division promoted into 15U Spring Premier II League.

ii. 15U – 18U Spring: 2 teams of Premier II promoted into next Spring Premier I (8-team –Premier I tier); 2 teams of First Division promoted into next Spring Premier II (8-team –Premier II tier)

b. MYSA has final authority in all matters related to the placement of teams into league tiers not specifically provided for by these rules

3. Relegation a. After each season, beginning with the 15U Spring season, Returning Teams will be relegated into

Premier II or First Division tiers based on standings from that season in the following manner:

i. 2 teams from Premier I tier relegated into next Spring Premier II tier ii. 2 teams from Premier II tier relegated into next Spring First Division tier

b. MYSA has final authority in all matters related to the placement of teams into league tiers not specifically provided for by these rules

1.3.3 League Scheduling 1.3.3.1 NUMBER OF GAMES

MYSA provides leagues with a minimum of five games for fall season and a minimum of eight games for summer season.

1.3.3.2 START AND END DATES

All games must be scheduled and played within the timeframe set by MYSA.

1.3.3.3 RESCHEDULING

a. All rescheduling for anticipated conflicts must be made within the preseason period determined by MYSA. b. Games can only be rescheduled after the preseason period for cases of: adverse weather, referee availability, a

decision by the owner to close the scheduled field, or unforeseen circumstances as determined by MYSA. c. Willful refusal to play any game will be subject to sanctions as determined by MYSA.

1.3.4 League Standings a. League Standings are posted for 11U and older. b. To determine league standings, the following criteria shall be used in sequence:

1. Highest number of points. Win = 3 points, Tie = 1 point, Loss = 0 points. 2. Winner of head-to-head competition (this criterion is not used if more than two teams are tied, even if one

team is not participating in post-league play). 3. Winner of most games. 4. Goal differential (goals scored minus goals against) in all games, with a maximum of a three-goal

differential per game. 5. Fewest goals allowed. 6. Most goals scored in all games, with a maximum of three goals per game. 7. Kicks from the penalty mark.

c. A forfeit will result in a 3–0 loss for the forfeiting team. d. In the event that an unequal number of games are played, standings will be determined by point percentage. The

total number of points will be divided by number of games played.

1.4 MYSA Championships

1.4.1 Eligibility and Qualification 1.4.1.1 ELIGIBILITY

Only 11U and older teams that participate in the MYSA Black and Blue Leagues, or other level approved by MYSA are eligible to register.

1.4.1.2 QUALIFICATION

a. Fall State Championship qualification is determined by league standings as follows: 1. The highest finishing team in each bracket registered for Championship play. 2. Wildcards as determined by MYSA may be awarded.

b. Summer State Championship qualification is determined by league standings or other criteria as determined by MYSA.

1.4.2 Format 1.4.2.1 POOL PLAY FORMAT

a. To determine standings, the following criteria shall be used in sequence: 1. Highest number of points

a. Win = 6 points b. Tie = 3 points c. 1 point for each goal (maximum three per game) d. 1 point for a shutout (0-0 tie equals 4 points) e. 10 points maximum per game

2. Winner of head-to-head competition (unless more than two teams are tied). 3. Winner of most games. 4. Goal differential (goals scored minus goals against) with a maximum of three goals differential per game. 5. Fewest goals allowed. 6. Most goals scored in all games, with a maximum of three goals per game. 7. Kicks from the penalty mark following IFAB “Laws of the Game” procedures.

b. A forfeit will result in a 3–0 loss for the forfeiting team. c. In the event that an unequal number of games are played, standings will be determined by point percentage. The

1.4.2.2 SINGLE ELIMINATION FORMAT

Games that cannot end in a tie must be determined by overtime play of two 5-minute periods. At the end of two 5-minute overtimes, if the game is still tied, it will be decided by kicks from the penalty mark following IFAB “Laws of the Game” procedures.

1.4.3 Miscellaneous a. Brackets may be reduced or dropped after the published deadline if not enough teams register. b. Rosters

1. Rosters will be frozen before the start of Championship play. 2. No player may be rostered on more than one team participating in State Championships. 3. Teams may add up to five club passed players onto one Championship team roster. 4. No team shall drop an available registered player from its team to allow for another player to be added to

its Championship roster. c. The MYSA President or his/her designee shall appoint a three-member Rules Committee. Only this Committee

can adjudicate a rules dispute during the MYSA Championships.

1.5 Sanctions

1.5.1 Individual Sanctions 1.5.1.1 PLAYER EJECTIONS

a. Minimum 1-game suspension 1. Sent off by the referee for receiving a second caution. 2. Sent off by the referee for denying a goal-scoring opportunity by deliberately handling the ball.

b. Minimum 2-game suspension: Sent off by the referee for any reason except in (a) above.

1.5.1.2 COACH/MANAGER DISMISSALS

a. A coach or manager dismissal will result in a minimum 2-game suspension. b. A 90-day probation must be served after completion of the suspension. Any violation while on probation will

double the sanction.

1.5.1.3 USE OF INELIGIBLE PLAYERS

a. Any coach, manager or club official using or attempting to use an ineligible player shall be subject to sanction or suspension.

b. Any player who participates or attempts to participate as an ineligible player shall be subject to sanction or suspension.

1.5.1.4 ESCALATING SANCTIONS

a. Multiple ejections or dismissals 1. MYSA may impose additional sanctions for multiple ejections or dismissals including, but not limited to,

longer suspensions and periods of probation. 2. For a third ejection or dismissal within a soccer season, minimum suspension will be either for the

remainder of the season, including post season play, or triple the suspension. b. Threats and Physical Assault: The sanctions listed below are in addition to any mandatory suspension. The

length of the suspension for threats and physical assaults will be determined by MYSA and will be determined using the following criteria: 1. Threats

a. Administrators: i. Minimum: 5-day suspension ii. Maximum: 90-day suspension iii. Probation: 365-days from completion of suspension

b. Players: i. Minimum: 1-game suspension ii. Maximum: 8-game suspension iii. Probation: 365-days from completion of suspension

2. Physical Assault a. Administrators:

i. Minimum: 30-day suspension ii. Maximum: 730-day suspension iii. Probation: 365-days from completion of suspension iv. Any adult who physically assaults a minor will receive an automatic 365-day suspension from all

participation. b. Players:

i. Minimum: 2-game suspension ii. Maximum: 3-year suspension iii. Probation: 365-days from completion of suspension

c. Referee Assault: Conduct which amounts to assault upon an official will be punishable as defined by USSF. Any coach who assaults a referee who is less than 18 years old will receive an automatic three -year suspension from all participation.

1.5.1.5 SERVING SUSPENSIONS

a. Suspensions must be served in MYSA League or Championship games. b. Suspensions will be carried over to the next season if not fulfilled in the current season. c. Player suspensions must be served for the team to which the player is officially registered. It shall be the

responsibility of the player's coach and member club to assist in enforcing the suspension. d. Administrator suspensions must be served with the team with which the dismissal occurred. If a suspension

crosses a seasonal boundary or a club transfer, that administrator will serve the remainder of the suspension with a team agreed upon by MYSA and the club President.

1.5.2 Team Sanctions a. A team that uses an ineligible player shall forfeit the games in which that player takes part. b. A team that fails to appear for a game (simple forfeit) shall forfeit the game and the club will be fined according

to the schedule of fee and fines determined by MYSA. c. A team that refuses to play a game (willful forfeit) shall forfeit the game and the club will be fined according to

the schedule of fee and fines determined by MYSA.

1.5.3 Club Sanctions a. A club may be sanctioned for any of the violations included in sections 1.5.1 and 1.5.2. b. A club that uses unprepared/inadequate fields may incur fines, forfeits, cancellation of schedule, and costs

associated with moving games to adequate sites. c. A club that fails to assign certified referees through a certified referee assignor may incur fines, forfeits,

cancellation of schedule, and costs associated with assigning certified referees. d. A club that fails to control spectator or coach behavior may incur fines, suspensions, forfeits, moving games or

cancellation of schedule.

2.0 RULES OF MYSA RECREATIONAL PROGRAMMING 2.1 Administration

2.1.1 Recreation Administration a. Affiliate Members must accept as participants any and all eligible youth (subject to reasonable terms of

registration). b. A system of rostering players must be employed for the purpose of creating a fair or balanced distribution of

playing talent among all teams participating. c. The use of tryouts, invitations, recruiting or any like process to roster players selectively to any team on the

basis of talent or ability is prohibited. d. Each player must play at least ½ of each game except for reasons of injury, illness or discipline. e. Affiliate Members may conduct cooperative programs with other Affiliate Members.

2.1.2 Rec Plus Administration In addition to the rules set forth above in Section 2.1.1 (a–e), the following rules apply to Rec Plus programs: a. A player may be registered on one Rec Plus team at a time. However, a player may belong simultaneously to a

Rec Plus team and a recreational team with his or her Affiliate Member. b. Affiliate Members may schedule games, organize Rec Plus leagues, publish game results, and conduct end-of-

season playoffs. c. Rec Plus teams may not play as teams in MYSA Leagues and Championships or US Youth Soccer

Championship series events.

2.2 Rec Plus Modifications to the Laws of the Game Rec Plus matches shall be played according to Section 1.1 MYSA Modifications to the Laws of the Game with the following exceptions:

2.2.1 LAW 1 – The Field of Play Other field dimensions and goal sizes may be used only with prior agreement by the coaches of the teams involved.

2.2.3 LAW 3 – The Players Other roster limits and formats of play may be used only with prior agreement by the coaches of the teams involved.

2.2.4 LAW 4 – The Player’s Equipment Players may wear visible undergarments of different colors.

2.2.5 LAW 5 – The Referee At least one certified referee must officiate each match.

2.2.7 LAW 7 – The Duration of the Match Periods of other lengths may be used only with prior agreement by the coaches of the teams involved or when the referee must shorten the periods due to weather conditions or limited daylight.

2.3 Rec Plus Match Protocols

2.3.1 Pre-Game 2.3.1.1 HOME TEAM RESPONSIBILITIES

a. The home team is responsible for scheduling referees through a registered referee assignor, marking fields, placing corner flags, anchoring goals, securing nets, and providing a ball that is acceptable for play.

b. The technical area for both teams will be on the same side of the field. c. In the case that the color of uniforms conflicts (as determined by the referee), the home team must change to an

alternate color.

2.3.1.2 ROSTERS, PASSES AND CLUB PASS PLAYERS

a. Each team must present rosters and member passes in approved MYSA format to the referee before the start of each game. Rosters must include player jersey numbers.

b. Each team must have a minimum of one registered adult administrator with a pass at the field. c. Club Pass Players: An age eligible player may be added to the roster to play for another team than that to which

they are registered an unlimited number of times under the following conditions: 1. Both teams are registered with the same Affiliate or Extraterritorial Member, and 2. A player must get approval from his/her club Director of Coaching or designee before playing for another

team.

2.3.2 During Game a. Spectators shall be at least one yard from the touch line and at least 20 yards from the goal line. b. Team personnel are to remain in the technical area and at least one yard from the touchline. c. No spectator, coach or player may place himself or herself behind a goal.

2.3.3 Post-Game The referee must report any injuries, red cards and irresponsible behavior to MYSA.

2.4 Sanctions Rec Plus individuals, teams, and clubs shall be subject to sanctions in Section 1.5 of MYSA Rules of Leagues and Championships.

3.0 ADMINISTRATION 3.1 Membership

3.1.1 Membership Categories and Status a. New Affiliate Members with Provisional Status:

1. While on provisional status, a group or organization may register players in only Recreation or Rec Plus Programs.

2. Provisional Status may only be held for a period not to exceed six (6) months and is not renewable. 3. A group or organization on provisional status has no voting rights in MYSA.

b. Affiliate Members with Recreational Status c. Affiliate Members with Competitive Status d. Extraterritorial Members

3.1.2 Membership Requirements and Responsibilities 3.1.2.1 MEMBERSHIP REQUIREMENTS

In order to be an Affiliate Member in good standing with Provisional or Recreational Status, clubs are required to provide the following: a. Membership fee b. Membership application form c. Proof of incorporation or government affiliation d. Copies or Articles of Incorporation and Bylaws e. List of administrators’ names and contact information f. List of fields and locations adequate to support registration numbers g. Identification of the geographic area that the Member intends to serve h. Written plans for risk management, player development, coaching development, and referee development In order to be an Affiliate member in good standing with competitive status, clubs must comply with (a–h) above and are also required to provide the following: i. Minimum of four 9U and older teams, or waiver approval by MYSA, comprised of players who have not been

registered with an existing MYSA Member Club for the past 18 months j. Certified referee assignor In order to be an Extraterritorial Member in good standing, clubs must comply with (a–j) above, and are also required to provide the following: k. Written Proof of Good Standing with National State Association l. Written approval to affiliate with MYSA for the purpose of MYSA League play

3.1.2.2 MEMBER RESPONSIBILITIES FOR APPLYING FOR OR RENEWING MEMBERSHIP

Any member who provides false information as part of the application for membership or renewal of membership shall be subject to sanctions. All membership and registration fees shall be forfeited.

3.2 Registration

3.2.1 Player Registration 3.2.1.1 PLAYER REGISTRATION REQUIRED

A player must be registered with an Affiliate or Extraterritorial Member before participating in any MYSA activity. A player may only be registered with one Affiliate or Extraterritorial Member during a MYSA-sanctioned soccer season.

3.2.1.2 PROOF OF PLAYER AGE

a. Accepted forms of Proof of Age: 1. birth certificate 2. Uniformed Services Identification and Privilege Card (DD Form 1173) issued by the uniformed services of

the United States 3. birth registration issued by an appropriate government agency 4. board of health records 5. passport 6. alien registration card issued by the United States government 7. certificate issued by the Immigration and Naturalization Service attesting to age 8. current driver’s license 9. certification of a United States citizen born abroad issued by the appropriate government agency

b. Unaccepted forms of Proof of Age: 1. hospital certificates 2. baptismal or religious certificates

3.2.1.3 PLAYER BOUND TO MEMBER CLUB

a. A player is registered to a member club the moment the player (or for a minor, the player’s parent or guardian) submits the registration form and any portion of the registration fees.

b. Member clubs may collect a separate tryout fee and may require a separate tryout registration form solely for the purposes of tryouts. This does not bind a player to the member club.

c. A registered player shall be bound to the club from the 8th day after the final game of the MYSA Summer State Championships until the published date of the final game of the following year’s Summer State Championships.

3.2.1.4 PLAYER TRYOUTS

a. Tryouts are allowed for 9U through 11U teams once league play is completed as there is no State Championship for 9U and 10U teams.

b. Tryouts for 12U–19U teams may commence the day following the published date of the final game of the MYSA Summer State Championship.

c. Advertisements, emails or other forms of communication announcing tryouts by any Affiliate or Extraterritorial Member must clearly state that the tryout/evaluation registration does not bind the player to the club.

3.2.1.5 RECRUITMENT

Knowingly and intentionally contacting a player, coach or administrator bound to an MYSA club for the purpose of players or teams leaving their current club to register with an existing MYSA club or to establish a new member club is prohibited.

3.2.1.6 PLAYER TRANSFER

Bound players may transfer from their registered club to another club for any of the following reasons: a. A request to transfer is approved by the bound player’s club.

b. Three weeks prior to the MYSA team registration deadline, the player has not been assigned to a team. c. Player relocation that exceeds a reasonable travel distance to the current member club.

3.2.1.7 PLAYER RELEASE

a. If a player registers with a club to play at a specific level - rec plus, competitive, tournament or tournament only - and the club does not assign the player to a team at the desired level, the club must release the player before the interclub transfer deadline so he or she can pursue placement with other clubs.

b. A player may be voluntarily released from a club upon request but may not register with another club. c. If a player is involuntarily released by a club that player may register with another club.

3.2.1.8 AFFILIATE MEMBER RESPONSIBILITIES FOR PLAYER REGISTRATION

a. A Member Club is responsible for assigning a player to a team. A player shall be assigned to only one youth team in a soccer season except if registered on a tournament team.

b. A Member Club who intentionally submits false or inaccurate information to affect a player registration or transfer will be subject to sanctions.

c. An Affiliate Member (club) shall have 21 days to submit the registration and associated fees to the MYSA State Office for the player to receive insurance coverage. The 21-Day Policy for Players begins the moment a player signs a club registration form, submits a registration fee and/or submits a tryout fee. If the registration and associated fees are not submitted within 21 days, insurance coverage will not commence until the registration and associated fess are submitted.

3.2.1.9 PLAYER AND PARENT RESPONSIBILITIES FOR PLAYER REGISTRATION

A player found to have registered using incorrect birth information shall be subject to sanction or suspension. An individual who submits false information to MYSA relevant to a player's identity, birth information, past or present status with an Affiliate or Extraterritorial Member in order to register a player or to affect a player transfer, is subject to sanctions.

3.2.2 Adult Registration 3.2.2.1 CLUB ADMINISTRATOR AND OFFICER REGISTRATION

Before participating in any MYSA activity, administrators and officers must be registered with MYSA and successfully complete a background check conducted by an MYSA-specified agency.

3.2.2.2 COACH REGISTRATION

Before participating in any MYSA activity, coaches and team managers must be registered with MYSA and successfully complete a background check conducted by an MYSA-specified agency (if 18 or older). Youths (19 or younger) may coach youth soccer teams so long as they are under the supervision of a registered adult at all times.

3.2.2.3 COMPETITIVE COACH REGISTRATION

In addition to the requirements in section 3.2.2.2 above, any registered adult who is affiliated with a MYSA competitive team, must also have a coach’s pass in approved MYSA format.

3.2.2.4 ADULT SUPERVISION

There must be a minimum of one adult registered with MYSA at the field at all times. An adult is defined as a person who is no longer eligible to play youth soccer.

3.2.2.5 AFFILIATE MEMBER RESPONSIBILITIES FOR ADULT REGISTRATION

Any member who intentionally submits false or inaccurate information to affect an adult registration shall be subject to sanctions. All membership and registration fees will be forfeited.

3.2.3 Team Registration 3.2.3.1 TEAM GENDERS

a. Teams with females only are girls’ teams.

3.2.3.3 TEAM ROSTER LIMITS

a. 9U/10U Black and Blue teams: must have at least 7 and no more than 12 players to register as a team. Club presidents may grant over roster waivers for a maximum of one player. Registration of additional players requires formation of two teams.

b. 11U/12U Black and Blue teams: must have at least 9 and no more than 16 players to register as a team. Club presidents may grant over roster waivers for a maximum of two players. MYSA may grant over roster waivers beyond two players.

c. 13U–15U Black and Blue teams: must have at least 11 and no more than 18 players to register as a team. Club presidents may grant over roster waivers for a maximum of two players. MYSA may grant over roster waivers beyond two players.

d. 16U–19U Black and Blue teams: must have at least 11 and no more than 22 players to register as a team. MYSA may grant over roster waivers.

e. 13U–15U First Division and Premier Teams: must have at least 11 and no more than 18 players to register as a team. Over rostering will not be allowed.

f. 16U–19U First Division and Premier Teams: must have at least 11 and no more than 22 players to register as a team. Over rostering will not be allowed.

g. Other teams: roster limits governed by the competition in which the team is participating.

3.2.3.4 TEAM ROSTER CHANGES

3.2.3.4.1 Addition of Players a. Teams may add players at any time during the soccer season so long as the team has not dropped any players

from their roster that would count toward the number of dropped players for that team. b. Players previously registered to teams that have folded are eligible to be added to a team. 3.2.3.4.2 Dropped Players a. A dropped player is one who is involuntarily released by a Member Club and not put on another team sponsored

by that Member Club. After the Member Club assigns players to a team, no team may drop more than 3 players unless players fall within guidelines for Premier team formation.

b. A player that has been injured and cannot continue to compete in the remaining season at the time of the request, as certified by a medical doctor, may be removed from the roster. This player will not count towards the number of dropped players for that team.

c. A player that voluntarily drops from any Member Club’s team may be removed from the roster. The player in question may not join any other team for the duration of the playing season when the drop occurred. This player will not count towards the number of dropped players for that team.

3.2.3.4.3 Roster Freeze Dates a. Intra-club transfers are allowed up to and including the first day of the season

b. Inter-club transfers are allowed up to one week prior to the team submittal date set by MYSA.

3.2.3.5 AFFILIATE MEMBER RESPONSIBILITIES FOR TEAM REGISTRATION

Any member who intentionally submits false or inaccurate information to affect a team registration shall be subject to disciplinary actions. All membership and registration fees will be forfeited.

3.3 Participation in Non-MYSA Leagues and Events

3.3.1 Youth Participation in Adult Games Registered players who participate in adult soccer games without permission from MYSA may lose their youth eligibility.

3.3.2 Participation in Invitational Tournaments MYSA teams must verify that any invitational tournament or game is properly sanctioned by the host’s National State Association before playing in an invitational tournament or interstate friendly game. Playing in an unsanctioned tournament or interstate friendly game may result in sanctions imposed against the team and/or Member Club.

3.3.3 Permission to Travel MYSA teams must receive proper permission to travel if the invitational tournament or interstate friendly game is outside of the boundaries of MYSA. Traveling to another state without permission to travel may result in sanctions imposed against the team and/or Member Club.

3.4 Conduct and Sanctions

3.4.1 Honor Code All players, coaches, referees, club officials and administrators registered with MYSA, and MYSA officials and administrators, shall report any breach of US Youth Soccer or MYSA rules to MYSA for investigation and disposition. The failure to report a known rule violation is the equivalent to committing the violation. Violators are expected to voluntarily resign.

3.4.2 Prohibited Behaviors a. During a soccer season, a player, coach, referee, club official or administrator, MYSA official or administrator,

or spectator, shall not engage in racial, religious, or sexual harassment or violence. b. Before, during, or after an MYSA sponsored or sanctioned activity, a player, coach, referee, club official or

administrator, MYSA official or administrator, or spectator, shall not: 1. engage in violent behavior. 2. engage in taunting or showboating. 3. vandalize public or private property. 4. use inappropriate language.

c. During a soccer season, regardless of quantity, a player shall not: 1. use a beverage containing alcohol; or 2. use or consume, have in possession, buy, sell, or give away any other controlled substance.

d. An individual attending an MYSA sponsored or sanctioned game shall not: 1. use or consume, buy, sell or give away: any beverage containing alcohol; tobacco in any form; or any other

controlled substance while present at the playing venue. This rule does not apply to properly prescribed medication.

2. wager or gamble on its outcome. e. An individual shall not harass an MYSA or club official, referee, coach or player.

3.4.3 Sanctions a. Violations of MYSA rules may result in the imposition of sanctions as determined and set forth by MYSA from

time to time. Sanctions may include but are not limited to: verbal or written warning; game(s) suspension; partial or full season suspension; suspension for a defined period of time; temporary or permanent banishment; and fines.

b. Players, coaches, and spectators are cautioned that sanctions imposed for violations of Section 3.4.2 Prohibited Behaviors are in addition to any discipline which may be imposed by a match official during a MYSA sanctioned game.

3.5 Amendment of Rules

3.5.1 Amendment of Rules by Members a. Submittal: Any Affiliate Member, Extraterritorial Member, or Director of MYSA may propose a submittal to

amend MYSA’s rules by delivering the proposal in writing to MYSA at least 89 days prior to the Annual General Meeting or Special Membership Meeting. Proposals must be received in the MYSA office no later than 5:00 p.m. on the 89th day before said meeting.

b. Review: The Board of Directors shall review all proposed amendments and report its recommendations to the Membership.

c. Publication: MYSA shall notify members of proposed amendments to the rules and recommendations of the Board of Directors at least 45 days prior to the Annual General Meeting or Special Membership Meeting.

d. Voting: Amendments to the rules may be adopted by the affirmative vote of two-thirds of the votes cast at an Annual General Meeting or Special Membership Meeting, which also must be two-thirds of the required quorum.

3.5.2 Amendment of Rules by Board of Directors a. Submittal: During the intervals between membership meetings, directors and members of MYSA may propose

emergency amendments to MYSA’s rules by presenting the proposals in writing to the Board of Directors. b. Voting: The Board of Directors may adopt amendments to the rules by the affirmative vote of a two-thirds

majority, a quorum being present. c. Publication: MYSA shall notify members of emergency amendments to the rules within 15 days of their

adoption by the Board of Directors. d. Ratification: Amendments adopted by the Board of Directors shall be presented to the Affiliate Members for

ratification by the affirmative vote of two-thirds of the votes cast at the next membership meeting, which also must be two-thirds of the required quorum. Any amendments not ratified by the Affiliate Members shall be repealed. Existing rules shall return to the language that was in effect prior to their amendment. Added rules shall be deleted in their entirety. The failure to ratify amendments shall not invalidated any actions taken pursuant to such amended rules while they were in effect.
