1.1 The present rule defines the methods of qualification and certification of the personnel charged with non-destructive testing according to EN ISO 9712 for levels 1, 2 and 3 and relative to the testing methods:

- ET (eddy current),

- GT (guided waves),

- LT (detection of leaks),

- MT (magnetic particles),

- PT (dye penetrant),

- RT (radiography),

- ST (extensometre),

- TT (termography),

- UT (ultrasound),

- VT (visual),

issued by IIS CERT.

It also establishes the criteria for the qualification of personnel responsible for:

- non-destructive testing for railway maintenance as per the specific guidelines of the National Railway Safety Agency ANSF (the integrations established for these guidelines are listed in Annex D);

- non-destructive testing in the metallographic replication (RE) method on pressure equipment subject to creep according to UNI 11373 (the integrations established for these guidelines are listed in Annex E);

- non-destructive and semi-destructive testing in the construction sector for structural use in elevation and foundations and masonry (the integrations established for these guidelines are listed in Annex F).

1.2 Testing is expected for each method, industrial sector and/product for which certification is sought, as detailed in Annex A.

Furthermore, within a specific method and sector it is possible to obtain certification for specific and/or limited applications (see Annex B) subject to the assessment by IIS CERT of the potential for the Examination Centre to conduct such activities.

1.3 Access to IIS CERT certification is guaranteed to anyone who makes an application, provided they satisfy the requirements of this rule.

The application of the Rules is subject to the monitoring of the Committee to Safeguard Impartiality, in which the members interested in the certification are represented.

Ie general the terminology listed in EN ISO 9712 and EN ISO 9000 shall apply.

Nota There is no provision for the establishment of authorized qualification bodies.

The minimum requirements for access to level 1, 2 or 3 certification are expected in EN ISO 9712. In particular they relate to the training undertaken, industrial experience and visual fitness. The candidate must satisfy the requirements of visual fitness and training before the qualification

examinations and those of industrial experience before certification.

4.1 Training requirements

The requirements are those listed in EN ISO 9712, as summarized in Table below (see also Note below).

Direct access to Level 2 calls for the sum of training time for levels 1 and 2

Direct access to level 3 involves the sum of training times for levels 1, 2 and 3.

The duration of the training time can be reduced by up to 50% if the applicant has completed at least two years of undergraduate studies in Engineering or equivalent technical Faculty.

With regard to the training times for limited applications and for particular applications, the times listed in Annex B shall apply.

In any case, the total duration of the training cannot be less than 50% of the hours required.

Furthermore, for the total duration of the training, credits earned through participation in related or connected courses can be considered, with particular reference to qualification courses for the Diploma from IWE/EWE, IWT/EWT, IWS/EWS or corresponding figures in the field of inspection of welded structures (EWI /IWI).

Note As an indication, ISO/TR 25107 and CER_QAS 070 I (see § 2) can be used as the basis for training programmes.

4.2 Requirements relating to industrial experience

With regards to levels 1 and 2 the minimum requirements contained in Table 2 below must be satisfied.

Direct access to level 2 involves the sum of the times of experience for levels 1 and 2

Direct access to level 3 involves the sum of the times of experience for levels 2 and 3.

For level 3, the times indicated refer to candidates in possession of at least a technical high school certificate. In the case of a candidate who does not have this certificate the times stated in Table 2 must be doubled.

With regard to the minimum requirements of industrial experience for limited applications and for particular applications, the times stated in Annex B will apply.

4.3 Requirements regarding visual acuity

The candidate must provide evidence of their visual acuity, with documentation according to the following requirements:

a) close visual acuity according to Jaeger scale 1 or Times New Roman font 4.5 or equivalent to at least 30 cm with one or both eyes, natural or corrected with glasses;

b) normal perception of contrast and colours appropriate of the method.

‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾ 5 METHOD OF QUALIFICATION

To obtain qualification, the candidate must possess the requirements described in § 4.1, pass an examination at an IIS CERT approved Examination Centre in conformity with CER_QAS 018 R (see § 2), as described in Annex C, subject to presentation of specific application form (Mod. CFP 029), also used as the application form for initial certification, as specified in § 6.

Note The ACCREDIA inspectors will have the right of access to the places of examination, with the possible accompaniment of IIS CERT Examiners.

‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾ 6 INITIAL CERTIFICATION

The candidate must send the following documentation to IIS CERT, via the Examination Centre and according to the specific requirements of § 4:

a) duly completed application form (Mod. CFP 029);

b) document certifying the qualification obtained (when requested);

c) document certifying the training required;

d) declaration of experience;

e) document certifying visual fitness.

f) a passport photograph.

Note The submission of the application for initial certification filled out by the applicant also applies as acceptance of the economic conditions specified in the application form.

‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾ 7 CERTIFICATE OF QUALIFICATION

The candidate who has passed the tests required by the standards of reference and has satisfied the requirements of § 4 will be issued a signed and numbered certificate and a plastic card with the equivalent contents within eight weeks from the date of fulfillment of all the requirements.

IIS CERT will make available the client’s numbered certificates and bearing a digitalized signature in the area restricted to the Client on “http://certonline.iiscert.it”.

For this purpose, IIS CERT will responsible for communicating to the email indicated by the Customer that the certificates have been published, as well as the access credentials to the restricted area (username and password), if not already provided for previous services.

Unless specifically requested by the customer no paper documents are sent.

The membership card will be sent by surface mail.

In the case where experience is gained after having passed the examination, the outcome will be the same, but the period of validity will be only two years.

In the case of theft, loss or destruction of the card, the holder may request a copy with the same number as the original.

The list of certified candidates according to the standards of reference is available at IIS CERT.

The certificate contains at least the following information:

a) the IIS CERT logo;

b) reference to the standard of certification and this rule;

c) personal details of the person;

d) date of issue of the certificate;

e) expiry date of the certificate;

f) level and method with the sector(s) of interest (with any limitations or particular applications);

g) personal identification number;

h) passport photo (only on the card);

i) protection system against attempts at tampering with the card (plastification);

j) place for the signature of the certified person;

k) signature of the Responsible for Area CFP;

l) reference to the Examination Centre and its Responsible (not in the case of renewal);

m) note on the fact that the certificate does not include the authorization to operate on the part of the Employer.

‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾ 8 PERIOD OF VALIDITY OF THE CERTIFICATION

8.1 Period of validity of the initial certification

The first certification issued will be valid for a maximum of five years, unless revoked.

Reasons for the revocation of certification are:

a) Unprofessional, or unethical behavior, to be decided by IIS CERT;

b) physical incapacity to undertake the tasks, certified following an annual assessment of visual fitness.

c) a significant interruption (see § 3.27 of ISO 9712) in the method subject of the certification.

The certification issued will expire on the date shown on the certificate, which coincides with the date of having satisfied all the requirements requested.

In the Customer’s restricted area on the “http://certonline.iiscert.it” site, a section is made available containing the certificates expiring within the following six months.

In any case, IIS CERT will arrange to notify at the email address provided by the Customer the list of expiring certificates within the following three months.

8.2 Renewal of the certification

Certification can be renewed at its natural expiry for a further period of five years and successively every ten years, subject to presentation of the duly completed application form (Mod. CFP 030) and also:

a) a written report certifying the visual fitness of the candidate in relation to the previous 12 months;

b) documentation certifying the continuation of work in the method subject of the certification;

c) passport photograph.

As a rule the application must be submitted, within six months before the expiry date of the certification. It is then assessed by the Responsible of Area CFP (or by an examiner selected by the latter in the list mentioned in Annex C).

In the event that the second of the above requirements is not met, the candidate may be admitted to the examination of re-certification. The failure to pass this examination will mean that the candidate will need to reapply for initial certification.

In the case of a successful outcome, the new certificate and card will be issued with a validity of five years beginning at the expiry date of the original certificate.

In exceptional circumstances and at the discretion of IIS CERT, applications may be accepted up to twelve months after the expiry date as long as the declaration of working continuity also covers that period between the original expiry date and the effective date of presentation of the application. In this case, the beginning of the validity of the new certificate will coincide with that of the expiry date of the previous certificate and the validity will be for five years.

In the case the application is made more than 12 months after the expiry date, under exceptional circumstances the candidate can be accepted to the recertification examination, as long as the declaration of continuous working experience also covers the period from the original expiry date to the date of presentation of the application. If the outcome of the examination is positive the beginning of the period validity for the new certificate will coincide with the date of that examination and will be valid for 5 years.

IIS CERT will make available the client’s numbered certificates and bearing a digitalized signature in the area restricted to the Client on “http://certonline.iiscert.it”.

For this purpose, IIS CERT will responsible for communicating to the email indicated by the Customer that the certificates have been published, as well as the access credentials to the restricted area (username and password), if not already provided for previous services.

Unless specifically requested by the customer no paper documents are sent.

Note The submission of the application for renewal of certification filled out by the applicant also applies as acceptance of

the economic conditions specified in the application form..

8.3 Recertification

At the expiry of each second period of validity (therefore every ten years), IIS CERT can renew the certification subject to the presentation to IIS CERT of the duly completed recertification application form (Mod. CFP 031 for level 1 and 2 and Mod. CFP 047 for level 3.

To obtain the recertification the requirements set out in §§ 8.3.1 and 8.3.2, relating to the level in consideration, must be satisfied.

As a rule, the application must be presented before the expiry date of the period of validity. If the requirements in §§ 8.3.1 and 8.3.2 have been satisfied a new certificate and card will be issued with

a validity of five years beginning from the expiry date of the original certificate.

In exceptional circumstances and at the discretion of IIS CERT, applications may be accepted up to twelve months after the expiry date as long as the declaration of working continuity also covers the period

between the original expiry date and the effective date of satisfaction of the requirements of §§ 8.3.1 e 8.3.2. In this case, the beginning of the validity of the new certificate will coincide with that of the expiry date of the previous certificate and the validity will be for five years.

IIS CERT will make available the client’s numbered certificates and bearing a digitalized signature in the area restricted to the Client on “http://certonline.iiscert.it”.

For this purpose, IIS CERT will responsible for communicating to the email indicated by the Customer that the certificates have been published, as well as the access credentials to the restricted area (username and password), if not already provided for previous services.

Unless specifically requested by the customer no paper documents are sent.

More than twelve months after the expiry the candidate must begin a new procedure of certification, undertaking the complete examination.

Note The submission of the application for renewal of certification filled out by the applicant also applies as acceptance of the economic conditions specified in the application form.

8.3.1 Levels 1 and 2

Recertification involves meeting the requirements of visual acuity and working continuity, as for the renewal of the certification referred to in § 8.2 and the successful completion of a practical examination.

The latter involves the application of the method subject of the recertification and a number of tests as described in Prospecti 7 and 8 (see Annex C) and, only for level 2, the drafting of written instructions to level 1.

The test is considered passed if the candidate obtains at least 70% for each sample, applying the evaluation criteria applicable to tests of the first certification.

In the case of failure to pass the test, the conditions set out in detail in § 8.4 of EN ISO 9712 will apply.

8.3.2 Level 3

Recertification involves meeting the requirements for renewal (as per § 10.2 of EN ISO 9712) and, at the candidates choice:

a) passing a written examination, or;

b) obtaining the minimum score, as per § 10 of EN ISO 9712.

In the case of the written examination, the Examination Commission must prepare at least 20 questions for each method, with particular reference to the technical and standard updating of the candidate.

The examination is considered passed when the candidate obtains a score of at least 70%.

In the case of failure to pass the test, the conditions set out in detail in § 8.4 of EN ISO 9712 will apply.

8.4 Certifications issued by other Bodies

Renewal of certification and/or recertification can occur on the basis of documentation issued by other accredited Bodies; in this case, in addition to the provisions of §§ 8.2 and 8.3, the candidate must present to IIS CERT the original cerificate that is about to expire.

‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾ 9 SURVEILLANCE

Monitoring of certified persons is carried out by asking them at the moment of the certification and the recertification/renewal to supply yearly summaries of complaints received. In the absence of such communication IIS CERT will assume that there have been no complaints.

In any case, the surveillance undertaken of the activity carried out by certified personnel is undertaken at the expiry of the certificates, before renewal and recertification, by examination of the documentation indicated in § 10.

Furthermore, at any stage during the period of validity IIS CERT can request examination of the documentation cited when it suspects improper use of certification,and if the examination shows that the suspicions are founded to submit the personnel in question to complete or partial testing as per the standards of reference. These tests and the relative costs will be borne by the person interested.

In the case non-conformity or failures are found IIS CERT will, on a case by case basis, suspend or revoke the certification (see § 10).

In any case, it is the reponsibility of the certified person to promptly notify IIS CERT of any matter that could influence his capacity to continue to satisfy the requirements fo certification.

‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾‾ 10 SUSPENSION AND REVOCATION OF THE CERTIFICATION

Suspension of the certificate involves temporary annulment of the validity of certification. In the case of suspension, its removal occurs after the resolution of the causes that generated it.

Revocation involves the permanent removal of the certificate.

The decision to suspend (and possibly revoke) certification with the relative motivations is taken by the Responsible of Area CFP, subject to the approval of IIS CERT’s Technical Director.

The Responsible of Area CFP will notify the certified person in writing and at the same time informing the Committee for the Protection of Impartiality.

During the suspension period, and in any event after the revocation, any use of the certification is forbidden.

The following will consitute possible causes for suspension:

- use of the certificate in fields outside its fields of validity;

- failure to respect the contractual requirements stipulated with IIS CERT;

- documented complaints made to IIS CERT about technical activities undertaken by the certified person in relation to the certification issued.

The following are possible causes of revocation:

- counterfeiting of the certificates;

- incorrect use of the markings and the logos shown on the certificates (see CER_QAS 002 R);

- repeated cases of suspension;

- use of a suspended certificate.

In the case of revocation, the certificate already issued to the Employer will be withdrawn from the restricted area of the IIS CERT website (together with all relevant documents ), after prior and formal information.

A.1 Product sectors

The following are product sectors:

1) castings (c);

2) forgings (f);

3) welded products (w);

4) pipes and junctures, including flat products for the production of welded pipes (t);

5) Worked products (wp);

A.2 Industrial sectors

Industrial sectors include a certain number of product sectors, including any or all products or materials defined (for example, ferrous or non ferrous materials, or non metallic materials such as ceramics,plastics, or composites) and are as follows:

1) Fabrication of metals (includes: c, f, t, w e wp);

2) Pre-service and in-service testing of equipment, facilities and structures (includes: c, f, w, t, wp);

3) Railway maintenance (includes: f, wp and other product sectors);

4) Aerospace (includes: c, f, w, t, wp and other product sectors);

5) Fabrication and use of equipment, systems and structures (includes: c, f, t, w, wp);

6) Civil and artistic heritage (only for TT method and Pyrometry);

7) Ecology (only for TT method and Pyrometry);

8) Transport (only for TT method and Pyrometry);

9) Research (only for TT method and Pyrometry);

10) Constructions (only for the methods listed in Attacment F).

Moreover, the following conditions apply:

- sector 2 includes sector 1:

- sector 5 includes sectors 1 and 2.

A certified person in an industrial sector must also be considered certified in the single product sectors of which the industrial sector is composed.

Sector certification is available for level 1 and 2 of all NDT methods. A level 3 is considered expert in all the sectors. The exception is Railway maintenance, which will be

explained in the certificate.

The scope of the certification is always defined on the certificate.

B.1 Limited applications

Limited applications are provided for only for levels 1 and 2.

Certification in a limited application refers to a competence defined within the limitations of the method concerned.

The limited applications provided are listed in Table 3 below.

B.2 Specific applications

Specific applications are provided for only for levels 1 and 2.

Certification for a specific application refers to an extended competence compared to the standard specified by the method concerned. Therefore, the applicant must already be certified under the same method to level 2 without limitations (or obtain it within the context).

Examples of specific applications are listed in Table 4 below.

B.3 Training requirements and experience

For limited applications the minimum requirements are halved compared to those reported in Tablees 1 and 2

In regards to radiographic interpretation, the reduction of training times can exceed 50% with a minimum of 56 hours of total training.

As far as pyrometry is concerned, it is only available for level 2 with 16 hours training and three months of experience.

As regards the specific applications, the requirements are listed in table 5 below.

For the limited applications, the applicable points of this rule shall apply.

In regards to the specific applications, in addition to the applicable points of this rule, the following considerations also apply:

a) for candidates already in possession of a certificate in the method for which the particular application is required a single certificate will be issued with the same expry date as the original;

b) for the application UT/AP the certificate will refer to the specific equipment used for the training and the examination.

C.1 Composition of the Examination Commission

For each examination session the Responsible of the Examination Centre will designate an Examination Commission (see Note below), respecting the following requirements:

a) the examiners must be chosen from the list of approved personnel;

b) at least one examiner must be certified to level 3 in the method subject of examination;

c) no examiner can have trained a candidate for the examination, nor be employed by the same Company as the candidate;

d) one of the examiners must assume the role of President.

The Examination Commission can be formed by a single examiner and, for level 3, by only two examiners.

No other person can participate in the meetingts of the Examination Commission, if not officially invited by the President of the Commission.

In any case, those invited can in no way interfere in the conduct of the examinations, nor participate in the assessment of the candidates and must follow the instructions of the Examination Commission. If those invited played a role in the training of the candidates they can, in any case and at the request of the Examination Commission provide information on these activities.

Note For level 3, the Examination Commission is appointed by the Responsible of Area CFP. In the presence of candidates who are employed by the Examination Centre (or of the structure of which the Examinatin Centre is part) the independence and impartiality are maintained by: - maintaning the same rules of assessment and confidentiality in use for external candidates; - the use only of examiners who are not employees certified to level 3 as per the applicable standard and in the

method of interest; - independent monitoring conducted by another level 3 as per the standard and method of interest for the whole

procedure that led to the certification of the candidates.

C.2 Preparation for the examination

Before proceeding to conducting the examination the Examination Commission must undertake the selection of:

a) the written multiple choice questions from the Examination Centre’s reserved database;

b) the samples for the practical tests (when required), from the list of reserved samples of the Examination centre;

c) the themes for the preparation of one or more procedures (for the conadidates for certification to level 3) from the reserved database of the Examination Centre.

C.2.1 Levels 1 or 2 examinations

The examination for candidates for level 1 or 2 certification involves:

a) a general examination;

b) a specific examination;

c) a practical examination.

C.2.1.1 General examination

The general examination is based on answering the multiple choice questions in a maximum of two minutes per question.

The minimum number of questions is listed in Table 6 below.

The specific examination is based on answering the multiple choice questions in a maximum time of three minutes per question.

In the case specific examinations refers to two or more sectors, the minimum number of questions must be 30, divided into both sectors.

C.2.1.3 Practical examination

The practical examination involves the application of the non-destructive method subject of the test to samples characterized and chosen from the specific reserved list of the Examination Centre.

The examination must include the minutes of the results and the interpretation if the readings.

Candidates for level 1 certification must apply the technique proposed by the examiner. Candidates for level 2 certification must themselves select the technique they consider most suitable.

The number of samples, according to the level, the method and the sector is indicated in Tablees 8 and 9 below.

The exam must be conducted within a maximum time of two hours (for the candidates for level 1 certification), or of three hours (for the candidates for level 2 certification).

Finally, the practical examination must also involve the drafting of level 1 operating instructions on the basis of a topic chosen by the Examination Commission.

The maximum time within which the above instructions are to be drafted is two hours.

C.2.1.4 Examinations for limited applications

For the limited applications, the provisions of Table 10 shall apply.

C.2.1.5 Examinations for specific applications

As regards the particular applications, the provisions of the applicable Table generally apply. Furthermore, for the UT/TPA, UT/AP e RT/D applications, the following will apply.

C.2.1.5.1 The examination of theory for the UT/TPA, UT/AP and UT/CFC applications will be conducted using a questionnaire containing at least 30 multiple choice questions divided as follows:

- 20 multiple choice questions on theoretical topics related to the technique in question;

- 5 multiple choice questions related to the representation and the recording of the results;

- 5 multiple choice questions on the company standards and procedures on the specific application of the techniques.

The practical examination for the UT/TPA e UT/CFC applications will be conducted on at least 2 samples representative of the sector in question.

The practical examination for the UT/AP application will be conducted directly on the instrumentation in use and will include:

- practical demonstration of tuning of the instrumentation relative to the positioning of the same on the article;

- demonstration of tuning the instrument relative to the calibration of samples of blocks and defects;

- demonstration of the proper conduct for the testing of at least two welded joints with identification and sizing of any defects and with the recording and documentation of the results and their assessment according to criteria of Company acceptability and/or reference to procedures, specifications or standards.

In the case of application UT/AP, the examination for the extension to new equipment will consist of a theoretical examination limited to 10 multiple choice questions on instrumentation and practical test with similar procedures to the above.

C.2.1.5.2 The theoretical examination of application RT/D will be conducted by a questionnaire containing a minimum of 20 multiple choice questions.

The practical examination of application RT/D will include:

- 2 digital displays,

- 1 instruction,

- the reading of 12 digital films.

C.2.2 Examination for level 3

The examination for candidates to level 3 certification involves:

a) a basic examination;

b) an examination of method.

C.2.2.1 Basic examination

The basic examinatin consists of answering multiple choice questions.

In particular the examination is divided into three successive parts, each of which involves a minimum number of questions, as described in Table 11 below.

C.2.2.2 Examination of method

The examination of method is based on answering multiple choice questions and preparation of at least one procedure, according to the sectors in question.

In particular, the examination is divided into three parts. The first two involve a minimum number of questions, whereas the third part involves the preparation of the procedure(s) described above.

Table 12 below lists the minimum number of questions expected.

During the examination of method the candidates can consult the applicable standards, codes and specifications to the method under examination.

The maximum times for the completion of the examination of method are:

a) one hour and thirty minutes for Part D;

b) one hour for Part E;

c) four hours for each procedure relative to part F.

C.3 Conduct of the examinations

C.3.1 Place and date of the examination

As a rule the examinations are held at IIS CERT approved Examination Centres (see Note below). In any case, for specific cases where the Responsible of the IIS CERT Examination Centre has assessed

the suitability of the premises and equipment, the examination can be held directly at the applicant Companies’ premises, using questionnaires, samples and equipment taken from the IIS CERT Examinatin Centre. Furthermore, using the same methods, the examinations may also take place at the IIS Regional Offices.

The candidates will be notified in advance of the place and date for the examinations. Furthermore, the candidates that have not yet successfully undertaken the examination will be advised on

the examinations of interest for at least a year after the completion of the lessons of the course.

Note As a rule the practical examinations are conducted with the equipment made available for the IIS CERT approved Examination Centres. However, the candidate is entitled to use his own equipment, provided that proof is shown of their state of efficiency and testing or calibration.

C.3.2 Conduction of the examination

The tests must be undertaken in the presence of at least one member of the Examination Commission, using the forms provided.

The questionnaires and the forms must be delivered by the Examination Committee in a sealed envelope with the name(s) of the candidate(s).

The Examination Commission will indicate on a blackboard (or any visual equipment available) the maximum time to hand in the papers.

The tests must be conducted on schedule, without the aid of books, notes or other means.

The consultation of standards, codes and/or specifications is allowed only:

a) to candidates for level 3 to complete part A2 of the basic questionnaire and for the preparation of the procedure(s);

b) to candidates for level 2 for the specific examination and the preparation of the instructions for the level 1 personnel;

c) to candidates for level 1 for the specific examination.

After the maximum time limit, the Commission shall collect the papers not yet handed in.

C.4 Assessment of the examination

The assessment of the examination will be conducted by the Examination Commission, as described in the following points.

The examination is considered to be positive if the candidate has achieved:

a) a minimum score of 70% for each of the three parts (general, specific, practical);

b) a minimum score of 70% in the practical examination for each of the pieces selected and for the writted instructions (where applicable).

The written instruction is conducted in relation to the piece chosen by the examiner.

For the practical examination, in the case of the piece chosen for the preparation of the written instructions, the score is applied to the grand total as listed in the Table 13 (with the exception of limited and/or specific applications). In this case, the minimum score to be obtained is 59.5/85 for the sample and 10.5/15 for the instructions.

C.5 Final minutes

At the end of the tests the Examination Commission will prepare the Minutes to be signed by the members of the Commission in which at least the following will be indicated for each day of the examiation:

a) details of the candidates examined;

b) the duration of the examination;

c) partial and total scores achieved.

At the end of the examination, the candidate will be notified verbally and confidentially of the positive outcome by the President of the Examination Commission.

A negative result will be advised in writing.

In the case where experience is gained after having passed the examination, the outcome will be the same, but the period of validity will be only two years.

C.6 Repeating the examination

The candidate who fails the examination due to ethically improper conduct must wait at least 12 months before being able to repeat the examination.

The candidate who does not achieve the minimum result required for the certification con repeat any part of the examination once only (see Note below).

The repetition of the examination cannot occur before one month (uless there has been a further and efficient period of training) and no more than twelve months after the first examination taken.

In any case, the basic examination for level 3 will remain valid on the condition that the examination of method is passed within five years.

The rejected candidate is required to repeat the whole exam, as established for new candidates.

D.1 Scope and field of application

This Annex defines the supplementary and/or substitutive rules applied by IIS CERT for the qualification of non-destructive testing (CND) staff for railway mainteneance as per ANSF Guidelines 2/2012 (see § 2).

Only the points of the General part are developed (and of Annex C) are developed for which the supplementary rules and the relative corresponding numeration are applicable.

In order to define the additional requirements of the certification in “railway maintenance" the basic point of reference is "manufacture of metals " (hereinafter FDM).

D.2 References

Further to what is stated in § 2, standard (superceded) EN 473 as stated in ANSF Guidelines 2/2012 also applies as a reference.

D.3 Definitions

Further to what is stated in § 3, the following specific definitions apply:

D.3.1 Railway Maintenance: specific sector of CND methods, regarding the tests undertaken in occasion of maintenance operations of railway components of the rolling stock sub-systems and infrastructure (maintenance operations are those undertaken in preventative/programmed, corrective, or extraordinary modes, including post-purchase by the manufacturer on the premises of the user during warranty period).

Within the Railway maintenance sector of certification two sub-sectors of certification are defined:

a) Rolling stock (MF/R);

b) Infrastructure (MF/I).

D.3.2 The following components come within the Rolling stock sub-sector:

-) boogies and its subsets,

-) running gear and associated components,

-) organs of motion transmission and of traction/repulsion,

-) structure and main frame

belonging to rolling stock assigned to pulling or towed and used for:

- transporting passengers;

- transporting goods;

- transporting mixed good and passengers;

- maintenance and diagnostics of the infrastructure (means of work).

Components such as the tanks of tank wagons are not part of rolling stock.

D.3.3 The following components come within Infrastructure sector:

-) rails,

-) kernels,

-) exchanges and components of switches,

-) welding of rails.

D.3.4 Operating classes: Within the Rolling stock sub-sector there is a further sub-division in operating class A and B (operating class B includes operating Class A). The operating class defines the applicable limits to the CND methods according to the components to undergo railway maintenance, for certification of personnel as specified in the following Table D.1.

D.3.5 Methods of certification the sector of certification in “railway maintenance” is applicable in the following methods of certification:

- Visual (VT),

- Magnetic particles (MT),

- Dye Penetrant (PT),

- Ultrasound (UT),

- Radiography (RT),

- Eddy currents (ET).

Any method of certifying the concept of limitation provided by the ISO 9712 is not applicable.

D.3.6 Specific applications: TOFD and Phased Array for method UT

It is possible for candidates for levels 1 and 2 to obtain extension of certification for the specific applications TOFD and Phased Array.

The additional requirements are listed at the bottom of §§ D.4 and D.4.1 and in § D.5.6

For candidates for level 3, TOFD and Phased Array techniques must not be considered as extensions of certification as specific applications, but are already considered by the training programme and the examination for certification in the Railway maintenance sector.

D.3.7 Levels of certification

D.3.7.1 Levels 1 and 2

For candidates for levels 1 and 2, the sub-division into operating sub-sectors is as defined in § D.3.4.

Table D.1 below defines the types of components for which operators are certified according to the sub-sector/operating class of relevance.

The integration for railway maintenance can be requested and granted:

- either concurrently,

- or successively

after having obtained level 3 certification in accordance with the EN 473 and ISO 9712.

Access to level 2 sector MF, only for operational class B for the sub-sector Rolling stock and for the sub-sector Infrastructure is permitted (subject to possession of the requirements listed in the following points) exclusively for personnel who have already previously obtained:

- level 1 sector MF (same sub-sector/operational class), or

- level 2 sector FdM.

Access to level 3 sector MF is permitted (subject to possession of the supplementary requirements indicated in the following points) exclusively for personnel who have already obtained:

- level 2 sector MF Rolling stock/operational class B or Infrastructure), or

- level 3 as per the criteria of standards EN 473 and ISO 9712.

As regards the (minimum) times of permanence at levels 1 and 2 necessary for access respectively to the levels 2 and 3, refer to Table D.4.

Regarding the specific applications TOFD and Phased Array, the following shall apply:

- only those personnel with at least 6 months of one of the certifications of the UT method in one of the sub-sectors listed in § D.3.1 can obtain an extension of the same certification for such specific applications:

- they must be subject to separate courses and examinations and must also be noted as an extension on the certificate/card.

D.4.1 Training Requirements

Further to what is listed in § 4.1, the following also applies.

Theoretical-practical training must be undertaken in structures formally recognized in conformity with the criteria in CER_QAS 018 R (see § 2).

As regards the educational programmes, the following documents must be applied:

- CEN ISO TR 25107:2006 (see § 2);

- CER_QAS 070 I (see § 2), for the applicable parts.

The following Tables D.2 and D.3 indicate the (minimum) number of hours of training supplementary to standards EN 473 and ISO 9712 in order to obtain certification for sector MF for those already is in possession of:

- equal level of certification in sector FdM (see Table D.2);

- a certification to a level immediately below in sector MF in the same subsector/operating class (see Table D.3). In this case access to the level immediately above in sector MF is permitted through supplementary hours of training corresponding to the level in FdM as per ISO 9712.

The basic module is considered applicable only once (for each level) on the occasion of the first certification (in that given level) on condition that the period between two successive certifications does not exceed two years.

Contents and duration of the Basic course must be inserted within each course of method. Training in MF con be undertaken solely in a classroomsetting or, for the practical part, in premises that

are suitably equipped, therfore it is not possible that parts/hours of training can done by self learning techniques.

As regards the specific TOFD and Phased Array applications, the integrated course must have a duration of:

- 32 hours for level 1,

- 40 hours for level 2.

D.4.2 Requirements for industrial experience

Further to what is listed in § 4.2, the following also applies.

For any level, the minimum experience (indicated in this paragraph) must be undertaken before sitting for the certification examination.

The experience listed in Table D.4 must be understood as (minimum) experience specific to sector MF and in the subsector/operative class for which the request is made. This is achieved through mentoring by expert personnel (at least at the same level) authorized to conduct such activities.

Having provided access to level 2 or 3 sector MF exclusively in conformity with § D.4 above, the experience shown in Table D.4 is to be understood as experience duly documented in sector MF and achieved after certification:

- to the previous level (1 or 2) sector MF (same sector and operating class), or

- the same level as indicated in § D.4.

The experience must be documented,indicating at least:

- the dates, number of hours (daily) of mentoring, the topics/per test undertaken;

- for each day of mentoring, the name/signature of the operative expert, signature of the candidate and seen by a level 2 or 3.

Further to what is stated in § C.2.1.1, the following points will apply:

The candidates for sector 1 MF for level 1:

- those who already possess certification to level 1 in sector FdM, must only take the specific examination and practical examination as described in §§ D.5.2 e D.5.3 below;

- if not in possession of any certification, they must take the entire general examination provided for in standards EN 473/ISO 9712 for sector FdM and the specific and practical examinations described in §§ D.5.2 e D.5.3 below;

Candidates for Sector MF for level 2:

- who already possessi certification to level 2 for sector FdM do not have to take the general examination provided for in standards EN 473/ISO 9712 for sector FdM, but must only take the specific examination and practical examination as described in §§ D.5.2 e D.5.3 below;

- if already in possession of level 1 certification in sector MF, must take the entire general examination provided for in standards EN 473/ISO 9712 for sector FdM and the specific and practical examinations described in §§ D.5.2 e D.5.3 below;

In the case of general examination in FdM as per ISO 9712, the candidate can request the issue of the relative certification (after the fulfillment of the requirement of industrial experience).

D.5.2 Specific examination (levels 1 and 2)

The basic examination refers to the basic topics contained in document CER_QAS 070 I (see § 2) and is divided as follows:

- With regards to part A in reference to EN 473 and ISO 9712, the integration of the basic examination must include at least 10 questions;

- With regards to part C in reference to EN 473 and ISO 9712, the questions regarding the volumetric method must necessarily relate to method UT, unless treated previously.

For the 10 additional questions a separate assessment with a minimum pass mark pass mark of 70%.

D.5.5 Examination of method (level 3)

Further to what is stated in § C.2.2.2., the following points will apply:

The examination of method refers to the arguments contained in document CER_QAS 070 I and is divided as follows:

- with regards to part E in reference to EN 473 and ISO 9712, the examination must include at least 30 questions, all exclusively regarding sector MF;

- Two procedures must be prepared in the case of methods UT, RT and ET and one in the case of methods MT, PT and VT themed on topics related to the curriculum provided in the document CER_QAS 070 I.

D.5.6 Examinations for the specific applications TOFD and Phased Array

For the specific applications TOFD and Phased Array a written multiple choice questionmaire must be completed (with 20 dedicated questions), a dedicated written operational instruction must be prepared (only for level 2) and testing of a representative sample of the sector and the operating class must be performed.

D.7 Certificate of qualification

Further to what is listed in § 7, the following also applies.

The certificate will show the subsector and operational classes A and B when required.

Furthermore, a document must be available for each operator, signed by the operator and the employer attesting both to the authorization to operate for the current year for the testing methods, sector MF and the subsector/operational class of competence.

The authorization to operate must specify any supplementary limitations and/or additional qualifications relating to the use of particular equipment, the testing of particular types of components and any other information deemed useful to define the scope of expertise of the person certified in the context of certificate held.

D.8.1 Validity of the initial certification

Further to what is listed in § 8.1, the following is also applicable.

For all the levels of competence, the maximum period of validity of certification in railway maintenance is five years.

However, in order to ensure the maintenance over time of the CND specific skills in the field MF, the personnel certified in conformity with these guidelines must be subject to periodic monitoring and updating of the skills (in regards to the certified methods).

In particular for the management of competency, a duly procedured system must be put into place that allows the employer to issue the annual authorization to operate (specifying testing methods, any limitations and/or additional qualifications) for each person certified to be issued on the basis of operational continuity in sector MF and sub-sector/operational class competence for the previous year. The latter must be certified and must also be demonstrated by:

a) the existence/availability of technical support represented by level 3 sector MF personnel (Company or external) and who will undertake any necessary updating of CND skills;

b) an assessment of the skills performed;

- by level 3 certified personnel, on at least an annual basis, or

- at least at six months intervals by level 2 certified personnel under the responsibility of level 3 certified personnel;

c) the definition and implementation of any recovery actions, generally refresher courses, if the assessment stated above finds evidence of deficiencies (the implementation of refresher courses includes an assessment of its efficiency);

d) the existence of the requirements for visual acuity and contrast sensitivity.

The certificates, upgrades, skills assessments and recovery actions above must be properly recorded and archived.

The above skills monitoring must include:

- quantitive assessments (e.g. the number of tests performed in a certain period, or the number of operational days);

- qualitative assessments (e.g. dexterity, proper execution of the testing, proper registration of data, etc);

- assessment of the proper preparation of test reports as required by the standards of method.

All the above assessments contribute to the annual assessment of possession of operational continuity.

Failure to respect any of the requirements of this point will involve the downgrading of the certification and must be treated in the same manner as a “significant interruption” (ie in accordance with § 8.3.2 of EN 473:2008 and § 9.4.1 to EN ISO 9712:2012).

Finally, the integration to what is stated in point 3.27 of standards EN 473 and ISO 9712, an interruption of 6 months in CND activities in sector MF and the subsector/operational class of compentence must be considered “significant” and therefore involves the downgrading of the certification. In this case, to reinstate the personnel certification a period of at least 40 hours of mentoring must be undertaken on the subject of certification under the responsibility of level 2 certified personnel.

For candidates who access the path of qualification and are already in possession of a certificate in FdM, a certificate in MF will be issued valid for 5 years beginning from the date of having fulfilled all the requirements.

For candidates who receive certification through transitional rules and already possess an FdM certificate, a certificate for MF will be issued with the same expiry date as the relative FdM certificate.

D.8.2 Renewal of the certification

Further to what is listed in § 8.2, the following also applies.

The employer must personally declare the existence of the requirements as per § D.8.1. This declaration must be countersigned by the level 3 sector MY responsible foe and guarantor for the activities under§ D.8.1.

D.8.3 Ricertification

Further to what is listed in § 8.3, the following is also applicable.

The employer must personally declare the existence of the requirements as per § D.8.1. This declaration must be countersigned by the level 3 sector MY responsible foe and guarantor for the activities under § D.8.1.

In particular, for the practical examination for levels 1 and 2 the provisions of § D.5.3 apply.

D.8.5 Transitional rules

All the operators who possess certification under EN 473 and ISO 9712 issued before the starting date of ANSF Guidelines 12/2012 by an accredited Body of certification in accordance with ISO/IEC 17024 and who within 12 months of the date of first publication of this guideline are able to demonstrate respect of the requirements contained in Table D.7 below can request the issue of a new certificate in the railway maintenance sector for the appropriate operating class.

D.8.5.1 Levels 1 and 2

The requirements listed in Table D.7 below are applicable:

required issued before the entry into force of these guidelines, but achieved through a certification process that met all of the requirements of these guidelines in relation to operating class B and appropriately documented.

Option 2 - valid certificate in the level and method

required issued before the entry into force of these guidelines, but it achieved through a certification process that met all of the requirements of these guidelines in relation to the Infrastructure subsector and appropriately documented.

The documentary ecidence in the applicable sector/operating class through the presentation of three documents (procedure, instructions, test reports) for each year that certify operations in the method and the level of reference.

The accumulation of experience in multiple sectors and methods/classes operating simultaneously is expected, as long as evidence of the above for each method is provided.

D.8.5.2 Level 3

To gain access to the transitional rules the candidate must possess level 3 certification in at least 3 methods, inclusing Ultrasound and Magnetic particles and 4 years experience in the railway maintenance sector, duly documented for testing components for operating class B and in particular components of running gear/wheel set and Infrastructure (see Table D.1).

For method UT, evidence must provided of suitable experience in the application of TOFD and Phased Array techniques.

E.1 Scope and field of application

This Annex defines the supplementary and/or subsitutive rules applied by IIS CERT for the qualification of personnel for non-destructive testing (CND) in the method of metallographic replication of pressure equipment subject to creep according to the UNI 11373 (see § 2 ).

The symbol RE is used to identify the metallographic replication.

Only the points of the General part are developed (and of Annex C) are developed for which the supplementary rules and the relative corresponding numeration are applicable.

E.4.1 Training requirements

Further to what is listed in § 4.1, the following also applies.

The candidate must provide documented proof of having undertaken a theoretical-practical training course for a total duration of at least:

- 80 hours for level 2;

- 120 hours for direct access to level 2.

With regards to the educational programme the topics listed in Table E.1 below must be respected.

E.4.2 Requirements of industrial experience

Further to what is listed in § 4.2, the following also applies.

For any level, the minimum experience indicated in this point must necessarily have been achieved before taking the examination of certification.

The experience listed in Table E.2 must be taken to mean the minimum required and will vary according to scholastic education and specific to the Metallographic Replication method. This experience must be confirmed by the Employer and documented describing the activities undertaken which must be diversified, practical, repetitive and designed to expand knowledge and to sharpen the skills and judgment. In the case of direct access to level 2, a minimum period equal to the sum of those indicated for level 1 and level 2 is required.

In the case of direct access to level 3, a minimum period equal to the sum of those indicated for level 1, level 2 and level 3 is required.

E.8.5 Transitional rule

Further to what is listed in § 8.5, the following is also applicable.

For a maximum period of one year after installation of the system of qualification and certification by IIS CERT it will be possible for candidates to apply for recognition as levels 1, 2 and 3 with proven expertise and experience as defined below:

E.8.5.1 Requirements for the candidate (qualifying experience)

The candidate must:

a) demonstrate having undertaken:

- a degree or diploma, or a technical-scientific high school diploma for all three levels of qualification;

- Certificate of compulsory schooling, only for level 1;

b) demonstrate possession of the qualifying experience of:

- 20 years for level 3;

- 15 years for level 2;

- 5 years for level 1;

c) provide a curriculum vitae with the training undertaken.

E.8.5.2 Subsitutions for qualifying experience

Activities carried out in the field of metallographic replication indicated in Table E.5 can be considered as subsitutions for qualifying experience, each for the maximum period indicated.

Activity as the Responsible for a metallographic laboratory is considered as double the effective time.

The maximum replaceable period is:

- 3 years for level 1;

- 10 years for level 2;

- 15 years for level 3.

F.3 Definitions

Further to what is stated in § 3, the following specific definitions apply:

F.3.1 Costructions: specific sector for the application of CND methods, regarding testing undertaken of structures of concrete (reinforced and prestressed), steel, masonry.

Within the certification sector of Constructions four subsectors of certification are defined:

a) subsector of Materials in the works of normal reinforced concrete (hereinafter c.a.) and prestressed reinforced concrete (hereinafter c.a.p.),

b) subsector of elevated Structures,

c) subsector of Structures on foundations,

d) subsector of Masonry.

F.3.2 Methods of certification: in the sector of Construction certification the methods indicated below are applicable, each of which can be applied with different techniques.

a) Materials subsector for the structural use of works in c.a. and c.a.p.:

a1) Visual examination / Expert (EV) (see Notes 1 and 2),

a2) Propagation speed of the pulse or ultrasound (US) (see Note 2)

a3) Rebound Index or sclerometer (SC) (see Note 2)

a4) Penetrometer test (PE) (see Note 2)

a5) Pull-out (ES) (see Note 2)

Note 1 Certification for method EV is obtained after the basic course, subject to having passed the examination, which also determines the issuance of a certificate of Expert in CND materials for structural use in concrete works and c.a.p. (see § F.4.1).

Note 2 For access to the level 3 examination, level 2 certification in the methods from a1) to a6) is necessary. Furthermore, for these methods, a specific experience is required, whereas it is not considered for the other methods (for these only theoretical integration is necessary).

F.3.4 Limitations: no method of certifying the concept of limitation provided by ISO 9712 is applicable.

F.3.7 Levels of certification

F.3.7.1 Levels 1 and 2

For levels 1 and 2 the subdivions into sub-sectors and methods as defined in §§ F.3.1 e F.3.2 will apply.

Note With reference of §§ 6.2-a and 6.2-f of ISO 9712, level 2 candidates fo the Constructions sector cannot select the testing technique to be used, nor interprete the results of the tests.

F.3.7.2 Level 3

For level 3, in subsectors a) and c), the certificaiton is extended to the entire subsector and is not applicable to single methods (see also § F.3.2).

To obtain level 3 certification in subsector a), the candidate must be certified to level 2 in methods a1) to a6) amongst those listed in § F.3.2.

To obtain level 3 certification in subsector c), the candidate must be certified to level 2 in methods c1), c2) and c3) amongst those listed in § F.3.2.

In any case, direct access to level 3 is not permitted.

F.4 Requirements for Certification

Further to what is listed in § 4, the following also applies.

Access to the preliminary examination for certification in method EV is obtained by having attended the basic course in subsector a).

Access to level 3 in the subsectors listed in § F.3.1 is permitted, subject to possession of the supplementary requirements indicated in the points below, exclusively to the personnel that had already obtained:

- level 2 certification in the methods listed in § F.3.2 regarding the subsector for which certification is sought;

- a minimum period as a certified person in each single method of at least 2 years.

As regards the minimum time of permanence in the levels 1 and 2 necessary for access to the levels 2 and 3 respectively, refer to Table F.2.

Access to the “Basic course for Structures” (see Table F.1) is limited to candidates in possession of degrees in a technical discipline, or a diploma of a technical high school.

F.4.1 Training requirements

Further to what is listed in § 4.1, the following also applies.

Theoretical-practical training must have been undertaken in structures formally recognized in conformity with the criteria listed in rule CER_QAS 018 R (see § 2).

As for the educational programmes, they must be consistent with the requirements listed in CER_QAS 105 I (see § F.2).

Table F.1 below lists the (minimum)number of hours of training to obtain certification in the sector of Constructions, within which the duration of the courses is to be considered absolute for each level (and therefore not integrative in respect to the previous level).

The basic courses are considered applicable only once (for every subsector and level) on the occasion of the first certification (in that specific subsector and level) on condition that a period greater than three years does not pass between two successive certifications.

Training can only be conducted exclusively in a classroom or, for the practical part, in premises opportunely equipped, therefore it not possible that parts/hours of training to be realized with self-learning techniques.

F.4.1.1 Reductions related to training

Attendance of the basic course is not required for candidiates with degrees in Building and Civil Engineering (Geotechnical and Structures specializations) limited to level 1 and 2; attendance is reduced to 50% for level 3.

For laboratory experimenters (meaning technicians for experimental testing) in possession of a technical diploma, the attendance to the basic course is reduced by 50%.

F.4.2 Requirements for specific experimental experience

Further to what is listed in § 4.2, the following also applies.

The experience listed in Table F.2 below must be considered the (minimum) experience in the sector of Constructions and in the subsectors/method for which certification is sought. This is achieved by mentoring with a qualified expert authorized to conduct such activities.

F.5.1 Theory Examination (levels 1 and 2)

Completing and amending the information provided in §§ C.2.1.1 e C.2.1.2, the following is also applicable.

The theory examination is understood as the assessment of the general principles of method and their application on site and under different conditions.

There is no distinction between general and specific examination.

With regards to the minimum number of questions listed in Table F.3 below apply. These questions must be related to the arguments pertaining to the level contained in document CER_QAS 105 I (see § F.2).

The exam is passed when the minimum score is 70%

F.5.4 Level 3 Examination

Further to what is listed in §§ C.2.2.1 e C.4.2.1,., the following will also apply.

The examination refers both to the specific contents of document CER_QAS 105 I (see § F.2) and to the single methods that consist of the following parts:

-) Part 1: examination regarding the integration of general arguments of the basic course contained in document CER_QAS 105. This will consist of at least 10 questions;

-) Parte 2: the specific examination in regards to standards, knowledge of the certification scheme and knowledge of all the methods pertaining to the specific subsector for which certification is sought. This will consist of at least 50 questions;

-) Parte 3: preparation of the written procedure/project.

For each Part a separate assessment equal to at least 70% must be achieved.

F.6 Certificate of qualification

Further to what is listed in § 6, the following also applies.

The certificate/card will show the subsector and the related methods, where required.

F.8.2 Renewal of the certification

Further to what is listed in § 8.2, the following also applies.

The Employer must make a personal declaration of the existence of the requirements as per § 8.1. This declarion must be countersigned by a level 3 person in the sector of Constructions and guarantor of the activitity as per § 8.1.

F.8.3 Ricertification

Further to what is listed in § 8.3, the following will also apply.

The Employer must make a personal declaration of the existence of the requirements as per § 8.1. This declarion must be countersigned by a level 3 person in the sector of Constructions and guarantor of the activitity as per § 8.1.

The candidate must repeat the practical examination as per the method shown in Table F.4.

F.8.4 Certifications issued by other Bodies

For the sector of Constructions the transfer of certifications issued by other Bodies is not permitted.

F.8.5 Transitory rule (with system of credits)

For a maximum period of six months after the installation of the qualification system and certification by IIS CERT it will be possible to request recognition as level 1, 2 or 3 by those candidates who have proven competency and experience as defined below.

F.8.5.1 Requirements for candidates (qualifying experience)

The candidate must:

a) demonstrate having undertaken:

-) a degree in Engineering, Architecture or Geology for access to level 3,

-) a technical diploma for access to level 2,

-) a certificate of compulsory schooling for access to level 1;

b) provide the personal curriculum vitae with experience documented, in the last 15 years, in the Subsector/Method requested;

c) demonstarte possession of the qualifying experience in the Subsector/Method of reference in:

-) 180 credits for access to level 3,

-) 120 credits for access to level 2,

-) 60 credits for access to level 1,

supplying details of the qualifying experience as per § F.8.5.2, with the following specifics:

-) for each Method, at least 15 years of documented experience relating to the activities undertaken, (see Table F.5 in detail),

-) Limited to level 3, the documented expereince must include evidence relating to all the Methods for which certification is requested, except for visual examination of the Subsector a). In particular, proof of having undertaken at least five jobs for each Subsector requested that completely cover the period of reference is required. The last job must not have been carried out more than five years before the installation of the qualification system.

-) the documented experience must include at least one of the activities included in types B and C.

F.8.5.2 Useful activities for reaching the qualifying experience

Activities undertaken in the field non-destructive and semi-destructive testing in the sector of Constructions listed in Table F.5, each one for the maximum period indicated are considered useful for achieving the qualifying experience requested.

F) Attendance of training or refresher courses

for each day of attendance: minimum of 2 credits, maximum 12 credits

G) Participation as speaker at conferences or seminars

H) Teaching roles in training courses, or of personnel

I) Publication of memoirs and technical notes in scientific journals and trade press

J) Continued participation in committees, commissions and working groups, national or international
