    RULE 3 QUIPM NT RULE 3 E Q U I P M E N T

    PREAMBLE TO RULE 3: Rule 3 governs he equipment to be used in ASA Champion-ship Play. Equipment bearing ASA s approved certification mark(s) should not beconstrued as warranty or guarantee that the equipment is safe or will safeguardparticipants or spectators from injury. Instead, ASA s certification marks merelyindicate that the equipment model has been tested and complies with ASA s rulesfor Championship Play. The pr imary purpose of Rule 3 and ASA s equipmentstandards is to promote competitive balance and to preserve the integrity of thesport of amateur Softball. The use of ASA approv ed equipment in ChampionshipPlay or otherwise should not be considered a guarantee that parti cipants, specta-tors or others will be safe or free from injury o r harm. There are risks and dangersincidental to the game of softball, including specifically (but not limited to) thedanger of being injured by thrown bats, thrown balls, batted balls or other objects. j

    Section 1. OFFICIAL BAT.A. CERTIFIED/APPROVED: The official bat for ASA Championship Play must

    meet all the ASA specifications and the requirements of Rule 3, Section 1, and: ]1. The Official bat, made up of the knob, handle, grip, aper, barrel and end cap shall be j

    free of burs, dents, cracks, sharp edges, rattles and show no signs of excessive wear. The Officialbat m ay be marked OFFICIAL SOFTBALL by the m anufacturer, and shall be no more than 34inches long nor exceed 38 ounces in weight. The Official bat shall not be more than 2.250 inchesin diameter at its largest part, including any tolerance for expansion. The O fficial bat must beareither the ASA 2000 Certification Mark, ASA 2004 Certification Mark, or ASA 2013 CertificatierMark (Slow Pitch, Men s Adult Fast Pitch, Junior Olympic Boy s Fast Pitch and Men s Mofied only), as shown below and must not be listed on the ASA Non-Approved B at List with 20or 2004 Certification Mark.

    AN Dmust be included on a list of approved bat modelspublished by the ASA

    ORmust, in the sole opinion and discretion of the umpire, have beenmanufactured prior to 2000 and if tested, would comply with theASA Bat Performance Standard. This includes wooden bats.

    EXCEPTION: Senior Softball bats may be used in Senior Championship playonly.SAFETY KNOB: The knob shall have a diameter of at least 1.6 inches withno sharp edges. The knob will be permanently attached to the bat and may be covered with grip tape.HANDLE: The region of the bat from the knob, not including the. knob, to thstart of the taper where the diameter increases. The handle will include a grip,GRIP: The Handle region of the bat must have a grip made of cork, grip tape, or 'other synthetic material that s permanently attached to the bat. No bare metal,

    wood or composite material may be exposed n this area. The grip shall not beless than 6 and not more than 15 from the knob. Any attachment such as amolded finger grip, flare cone or choke up device must be attached with griptape. Resin, pine tar or spray substances are permissible on the Grip regiononly.

    ^. TAPER: The transition area between the handle and the barrel. The Tapershall have a generally con ical shape. It starts where the barrel decreases insize and ends where the handle diameter becomes constant.

    BARREL: The region of the bat from the Taper to the End Cap, not includ-ing the End Cap. The barrel region shall be smooth and round within 0.050

    inches in diameter.3. END CAP: The cap placed at the barrel end of the bat. The End Cap shallbe permanently affixed to the bat to prevent alterations to the interior of thebat. It shall be aff ixed so that it cannot be removed by anyone other than themanufacturer without damaging or destroying the End Cap or Barrel.

    H ALTERED BAT: An ASA Official Bat s characterist ics shall remain fixed a tthe time of manufacture and may not be altered in any way other than spe-cifically provided for in Rule 3, Section 1 or as specifically approved by theASA. Approved bats shall be considered altered if they are rolled, shaved,repainted, weighted or modified to change their characteristics from thatproduced by the manufacturer. Identifying the bat by means of laser mark-ing, engraving, or painting the name or number of the player will not makethe bat an altered bat.CONSTRUCTION: The official bat shall be of one piece construction, multi-piece permanently assembled or two-piece interchangeable construction.

    If the bat is designed with interchangeable components it must meet thefollowing additional cri teria:1. Mating components must have a unique locking key to prevent

    uncertified equipment combinations in the field.2. All component combinations must meet the one-piece bat rules.3. Manufacturer must demonstrate that the interchangeable bat

    fails in a safe manner (i.e. visible damage before lockingfeature(s) fail(s).

    4. Bat components must be designed in a way to prevent uncertifiedequipment alterations.

    NOTE: If the bat is not constructed of wood, and not made of one-piececonstruction with the barrel end closed, the barrel end shall have a rubberor vinyl plastic or other approved material insert, or end cap at the large endof the bat.

    C. Be of one-piece construction or a one-piece permanently assembled bat thatclearly distinguishes itself as a warm-up bat and is approved by the ASA.

    D. Shall have a safety knob of a minimum of 1/4 inch protruding at a 90 degreeangle from the handle. It may be molded, lathed, welded or permanently fas-tened.

    E. Only approved attachments included in the list published by the ASA can beused on warm-up bats.

    Section 3. OFFICIAL SOFTBALL.

    A. CERTIFIED/APPROVED: Only softballs which bearanASAapproved certificationmark signifying compliance with he Ball COR and Ball Compression imitations henin effect, and which satisfy all other applicable provisions in Rule 3, Section 3, will beallowed for use in ASA Championship Play. The ASA has developed two certifica-tion marks for softballs . One mark signifies Ball Compression 300 Ibs or less. Theother signifies Ball Compression of more than 300 Ibs, but less than 375 Ibs. Theball must not appear on the ASA Non-Approved Ball L st. The markings are alsodistinguishable by color, where green represents a Ball COR of .520 or under, redrepresents a Ball COR of .470 or under, black represents a Ball COR of .440or under and blue represents a Ball COR of .400 or under. One of the followingmust be appropriately and indelibly stamped on each softball allowed for use inASA Championship Play.

    B. COVER: The official softoall shall have cover of leather or synthetic material. The ballshall be regular, smooth-seamed, and smooth-surfaced. Beginning January 1,2010 he

The 12-inch ball shall have no fewer than 88 stitches ineach cover, sewn by the two needle method, or with an authentic facsimileof stitching as approved by the ASA.1. The 12-Inch Fast Pitch Ball: The white cover or yellow optic cover,

    red-stitch 12-inch ball (all men's and boys play may have white cover,white stitches) with a Ball COR of .470 or under and a B all Compre ssionof 375.0 Ibs or under shall be used in the following ASA play: Men'sand Women's Fast Pitch, Men's and Women's Master Fast Pitch, Men's

    Senior Fast Pitch, and Boys and Girls 12, 14, 16 and 18-under FastPitch.2. The 12-inch Modified Pitch Ball: The white cover, red-stitch or yellow

    optic cover, red-stitch 12 -inch ball with a Ball COR of .470 or under, anda Ball Compression of 375.0 Ibs or under, shall be used in the followingAS A play: all Modified Pitch.

    3. The 12-inch Slow Pitch Ball: The yellow optic color, red-stitch 12-inch ball with a Ball COR of .440 or under and a Ball Com pression of375.0 Ibs or under may be used for seniors. The yellow optic cover,red stitch 12-inch ball with a size of 11.875 inches or over, a w eight of6.250 oz or over, a COR of .520 or under, a compression of 300.0 Ibsor under, and a Dynamic Stiffness of 5500.0lbs or under shall be usedin the following ASA play: Men's, Coed (male batter only), Masters, Boy's14,16, and 18 - under Slow Pitch, and may be used in Senior Slow P itch.

    F. THE 11-INCH BALL: The official 11-inch Softball shall be at least 11.0 inchesin circumference. It shall weigh at least 6.0 ounces. Th e smooth-seamed styleshall not have fewer than 80 stitches in each cover, sewn by the two-needlemethod, or with an authentic facsimile of stitching as approved by the ASA .

    1. The 11-inch Fast Pitch Ball: The white cover, white stitch or yellowoptic cover, red-stitch 11-inch ball (it may be white-stitch for boys fastpitch), with a Ball COR of .470 or under and a Ball Compression of375.0 Ibs or under and shall be used in the following ASA play: Boysand Girls 10-under Fast Pitch.

    2. The 11-inch Slow Pitch Ball: The yellow op tic cover, red-stitch 11-inchball with a Ball COR of .440 or under, and a Ball Compression of 375.0Ibs or under, shall be used in the following ASA play: Women's SlowPitch, COED Slow Pitch (women batter's onfy), Women's Masters,Women's Senior's, Boys 10-under and 12-under Slow Pitch a nd Girls10, 12, 14, 16, and 18-under Slow Pitch. Beginning January 1, 2010the optic yellow ball shall be used in all Slow Pitch, including COED,Masters and Seniors.

    THE 10-INCH BALL: The official 10-inch softball shall be at least 10.0 nches

    in circumference when measured across two seams, and shall weigh at least5.50 ounces.

    Section 4. GLOVE/MITT: A G love/Mitt may be worn by any player. Con-tact the manufacturer or supplier of the helmet and the m ask to ensure propercompatibility a nd approval of your specific mask-helmet combination.

    E. HELMETS: Any defensive player or offensive player may wear a helmet at

    any time.OFFENSE: All adult fast pitch, modified pitch and all Junior Olympic of-fensive players, including th e on-deck batter, and Junior Olympic playersacting as coaches in the coach s box, must properly wear double ear flapNOCSAE approved batting helmets. All Junior Olympic batting helmets shallbe equipped with chin straps. All Junior Olympic Fa st Pitch batting helmetsshall be equipped with a securely fastened NOCSAE approved face mask/guard. Batting helmets that a re broken, cracked, dented, o r that have beenillegally altered ar e prohibited from use.NOTE: A NOCSA E approved ma sk is only compatible with certain NOCSAEapproved helmets. Failure to ensure proper comp atibility ma y create unsafeconditions and may affect any manufacturer s product liability obligation.Contact the manufacturer or supplier of the helmet and the mask to ensureproper compatibility and approval of your specific mask-helmet combination.EFFECT: Failure to wear the batting helmet when ordered to do so by theumpire shall cause the player to be removed from the game. Wearing thehelmet improperly or removing the helmet during a live ball play and judgedby the umpire to be a deliberate act shall cause the violator to be declaredout immediately. T he ball remains live. Calling a runner out for removing ahelmet does not remove force play situations. Umpires should u se discretionas to the intent of the rule concerning player safety.DEFENSE: Any defensive player may wear a helmet, with or without earflaps, of similar color as the team caps. It must have a bill.EXCEPTION: Hockey style face mask.

    F. PROTECTIVE EQUIPMENT:Unless more stringent equipment is required by these rules any offensive ordefensive player may wear any protective equipment. As specifically set forthin these Rules, helmets m ay be required to be worn in certain situations duringcertain play, however, regardless of whether helmets are m andated by rule, anyplayer shall have right to we ar helmet at any time and during any part of thegame, if that player so desires. Helmets shall have a bill.WARNING: The game of Softball nv olves certain risk, including but not imited todeath, serious neck and spinal injuries resulting in complete or partial paralysis,brain damage and serious injury o virtually all bones, oints, m uscles and internal

    organs. Equipment used may be inadequate to p revent serious injury. However,in certain s ituations, the player s use of a helmet ma y prevent or lessen certaininjuries. Players choosing to not wear helmets do so with knowledge of the dangerinvolved and agree to accept any and all liability for any injury or property ossrelated in any way to a player s decision not to wear a helmet.

    RULE 3 EQUIPMENT

    Section 6. UNIFORM:All players on a team sh all properly wear uniforms that are like in color and style.Sleeves or straps of the uniform top may be adjusted, with or without tie-ups, tothe comfort of the players, provided uniform numbers remain visible. If becauseof the blood rule a change is required and the uniform part does not match, theplayer will not be penalized. All protective equipment should be w orn properly. If aplayer is requested by the umpire to remove ewelry, illegal shoes or illegal partsof the uniform and the y refuse, the player will not be allowed to play.Coaches, players and team representative shall not display the names and/orlogos of any other Softball association on their uniforms.EXCEPTION: Men s D Slow Pitch an d Men s E Rec: the only uniform require-ment is matching shirt with number,A. HEADWEAR:

    1. (Fast Pitch Male) Ball caps are mandatory, must be alike, and wornproperly.2. (Female Fast Pitch and all Slow Pitch) Ball caps and visors are optionalfor players. If worn, they may be mixed, bu t must b e worn properly. Ifone type or more than one type is worn, they all must be of the samecolor. Handkerchiefs do not qualify as headwear and cannot be wornaround the head or neck. Plastic visors are not allowed.EXCEPTION: (SP Only) Ball caps and visors may be mixed incolor as long a s they are the color of the team uniform.

    B. PANTS/SLIDING PA NTS: All players pants may be long, short, or mixed instyle, as long as they are like in color. Players may wear a solid-colored pairof sliding pan ts. It is not mand atory that all players wear sliding pan ts, but ifmore than one player wears them, they must be like in color and style. Noplayer may wear ragged, frayed or slit legs o n exposed sliding pants.

    C. UNDERSH IRTS: Players may wear a solid-colore d undershirt. It is notmandatory that all players wear an undershirt, but if more than one playerwears one, they must be like in color and style. No player may wear ragged,frayed or slit sleeves on exposed undershirts.

    D. NUMBERS: An Arabic whole number (0-99) of contrasting color, or outlinedin contrasting color, at least six inches high must be worn a nd visible onthe back of all uniform shirts. 00 and 0, 01 and 1 are examples of differentnumbers. No playe rs on the sam e team may wear identical numbers. Playerswithout num bers will not be permitted to play. There is no penalty for playerwearing a wrong number or a duplicate number. Correct the number in thescore book or have the player(s) change jerseys in case of duplication, and

    continue play.E. CASTS/PRO STHESIS: All casts and splints must be padded. Prosthesis

    may be worn. Braces with exposed hard surfaces must be padded. Any ofthis equipment judged by the umpire to be potentially dangerous is illegal.Any decision by the um pire should be based on wh ether or not a device wornor used by an individual with a disability chang es the fundamental nature ofthe game or poses a significant risk to the safety of other players.
