as a response to rampant overfishing from foreign fishing trawlers off the country’s coast

Now it is undeniable that piracy is perpetrated by organized criminal enterprises with

potential ties to Islamic Extremism

GULF OF ADEN (Sept. 9, 2010) US Marines conducted a

board and seizure operation after the Magellan Star

was attacked and boarded by pirates Sept. 8.

Eleven crew were rescued and nine pirates were

The deaths of four Americans Feb 22, 2011, on the

sailboat Quest - first known American casualties during a

Somali pirate attack

The Quest was hijacked 200 nautical miles off the coast

of Oman and the pirates were returning to the Somali

coast when they were intercepted by 4 U.S. Navy vessels

U.S. Navy reported pirates onboard the Quest fired an

RPG at one vessel after negotiations broke down with

an FBI hostage negotiator

Navy SEAL team subsequently boarded the Quest and

found the American hostages had been killed

Somali accounts differ claiming the hostages were

caught in crossfire during a rescue attempt

Two pirates were found dead on board - two others

were killed during the raid. The remaining 14 pirates

were captured and brought to the US where they were

indicted by a grand jury.

Commercial shippers and private sailors should have access to the best information on the changing threat picture.

To date, threat warnings have focused on:› Sections of the Indian Ocean too broad to be useful› Reporting of events after they have occurred

No mariner will venture far from home without consulting a weather service, yet the current model is to sail blindly into harm’s way.

Analysis of Pirate Action Groups – their behavior over time, their inventory of captured vessels (including those used as “mother ships”), their current operating tempo – and the environmental conditions in which they operate will yield a dynamic picture of the threat significantly more accurate than what NATO and EU NAVFOR publishes, and in advance.

Such analysis, provided to clients sailing in pirate waters, would allow for smart route planning and more efficient use of physical security measures, including armed security teams.

Insurance companies may recognize this approach as a risk-reduction strategy and adjust premiums.

NATO-provided predictions highlight virtually the entire Indian Ocean as high threat areas. While the red circles provide mariners with a rough estimate of threat regions, the prolific nature of highest-risk-category geography makes useful route planning based on this data nearly impossible.

It is also worth noting that for the timeframe listed (19 December), no pirate attacks occurred within NATO’s highest threat regions.
