June 2020 & FY 2020
RTC Transit
May 2, there was a service change where frequency was restored to the RAPID Virginia Line, FlexRIDE replaced most of Route 17 (which was eliminated or consolidated with Route 7), a minor routing change was made to Route 9, and minor schedule changes were made.
For the month of June, there were 404,040 rides down 39.5% compared with ridership for last year. For FY 2020, there were 6.8 million rides down 17% from FY 2019.
In response to the COVID-19 pandemic, Governor Sisolak ordered the shutdown of casinos and other nonessential businesses effective March 18. May 29, Governor Sisolak reopened a number of businesses including bars, salons, gyms, and retail. Casinos were allowed to reopen June 4.
Weighted average daily ridership was 13,374 down 41% compared with last year. (There were two more weekdays, one less Saturday, and one less Sunday this month compared with last June.)
There were 21,900 service hours up 8.4% compared with last year. There were 267K service hours in FY 2020 up 4.9% over FY 2019.
Productivity was 18.4 rides per service hour, down 44% compared with last year. Productivity for FY 2020 was 25.6, down 21% from FY 2019.
November 2019, RTC FlexRIDE was introduced and replaced the eastern portions of Routes 25 and 26. May 2, FlexRIDE replaced Route 17. There were 4,154 trips this month up 28% compared with May and the highest total ever. There have been 27,353 trips in FY 2020.
External Impacts on Ridership
There were four days of rain this year compared with none last year. Average temperature this month was 68.1° F down 2.8° compared with last year.
The Reno-Sparks area preliminary unemployment rate in May was 16%, dropping from a high of 20% in April. This is the second highest rate on record. There were 35.2K unemployed people, the second highest number ever. Nevada’s unemployment rate for June was 15%, dropping from a high of 30% in April. The national unemployment rate for June was 11%, dropping from a high of 15% in April.

Historical Impacts on Ridership
While employment has increased in the region, the makeup of local employment has significantly changed. When Reno was a tourism and gaming town, a large portion of employment was in the low-wage, service industry whereas recently jobs tend to be higher wage and geographically dispersed requiring cars.
While we experienced a ridership increase from the economic recovery, continued employment provides people with sufficient income to buy and drive cars. The percentage of subprime and deep subprime auto loans has increased since the Great Recession, in large part due to more lax lending requirements. However, defaults on these loans have increased.
Uber started permanent service in Reno in 2015 and Lyft started shortly after. Nevada now provides driver’s licenses for people who are undocumented. As downtown and midtown areas in-fill and gentrify, this also pushes lower
income people to the suburbs where they are much more likely to need cars. This is a nationwide trend.
The drop in ridership is also a nationwide trend as illustrated by the chart on page 4 which compares RTC transit ridership with US and Canadian bus ridership.
With the growth of online shopping and food delivery, it is also likely that bus trips used for shopping and dining out has fallen substantially, especially for those with mobility challenges who would prefer online shopping and food delivery. Also, young people no longer hang out physically as much as they prefer to socialize using social media.
There has been an increase in people working primarily from home, approximately eight million in 2018 according to US Census Bureau estimates, taking over transit as the second most common means of getting to work.

Revenue and Cost
June 2019 to May 2020, operating cost was $32.3 million up 15% and fare revenue was $4.1 million down 22%. (Past cost and revenue are adjusted for inflation using current dollars.) Fare revenue has declined due to the lowering of pass prices in 2018 and US veterans qualifying for reduced fares. Now, 58% of all trips taken are reduced fares.
The farebox recovery ratio (revenue divided by cost) was 12.7%, 6.2 percentage points lower than the previous 12 months. Total operating costs have started to increase as hourly operating contract costs have also increased (13% from FY 2019 to FY 2020).
RTC Transit Fare Categories
Full fare ridership made up 42% of total ridership. By comparison, in FY 1996,
full fare ridership made up 71% of total ridership. In June, reduced fare ridership made up 58% of total ridership. (Page 25 shows
the steady annual growth of reduced fare ridership since FY 1996.) In FY 2020, the RTC carried over one million more reduced fare rides than 20 years ago. (Effective 2018, US veterans qualified for reduced fare rides.)
In 2016, the RTC launched Token Transit, a smart phone fare payment application. There were an estimated 37K Token rides in June, a 43.5% drop compared with last year. There were 604K Token rides in FY 2020 down 17% from FY 2019.
RTC Route Ridership
For June, Route 3CL (serving Walmart off W 7th St and Northwest Reno) had
the highest productivity in the system with 28.8 rides per service hour followed by Route 18 (serving Walmart on Glendale and Sparks Industrial) with

25.8 rides per service hour. It is interesting to note that both of these routes serve Walmart.
For FY 2020, Route 3CL had the highest productivity with 33.5 rides per service hour. Route 18 came in second with 31.6 and Route 5 came in third with 30.5.
For June, Route 9 (serving Kietzke Ln) had the lowest productivity with 8.0 rides per service hour followed by Route 54 (connecting Sparks and Meadowood Mall) with 12.2 rides per service hour.
For FY 2020, Route 9 had the lowest productivity with 15.9 rides per service hour. Routes 25L and 17 came in second and third and have since been eliminated.
For June, Route 25 (serving E Prater Way) was the only route to experience a ridership increase by 50% along with a 126% increase in service hours. Route 19 (serving Wells Ave and Plumb Ln) decreased the least by 13%. Route 18 decreased the second least by 18%. Route 9 (serving Kietzke Ln) fell the most by 76%. Route 5 (serving Sutro and Sun Valley) fell the second most by 44.5%.
For FY 2020, Route 25 increased the most by 27%. Route 19 was the only other route to experience a ridership increase, by 4.5%. Route 9 fell the most, by 52% followed by Route 11 (which was supplemented with RAPID service) and Route 17 which was eliminated.
RTC RAPID Lincoln Line
This month, there were 29K rides on the Lincoln Line down 29% compared with last year. Productivity at 19.4 rides per service hour is down 41% compared with last year. Ridership for both the Lincoln Line and Route 11 was 53K (page 15) down 31% compared with last year. There were 807K rides in FY 2020, up 1.2% compared with FY 2019.
RTC RAPID Virginia Line
May 2, frequency was restored on RAPID Virginia Line. Service hours
increased 47%. This month, there were 60K rides on the Virginia line down 40% compared with last year. Productivity at 24.1 rides per service hour is down 59% compared with last year. It is no longer the most productive service in the system. Ridership for both the Virginia Line and Route 1 was 94K down 39% compared with last year (page 17). There were 1.5 million rides in FY 2020, down 18% compared with FY 2019.
UNR-Midtown Direct
In August 2019 the UNR-Midtown Direct was introduced and replaced the SIERRA SPIRIT. It provides direct service between UNR and Midtown through downtown Reno. In June, there were 3,771 rides up 21% compared with May.

RTC REGIONAL CONNECTOR Carson Line
There were 1,503 rides this month, down 42% compared with last June (page 20). At 4.8 rides per service hour, productivity is down 51% compared with last year. There were 23K rides in FY 2020, down 24% compared with FY 2019.
RTC TMCC ED-Pass and UNR U-Pass
July 2019, the RTC implemented the ED-Pass for TMCC and the U-Pass for UNR which provides free rides for any TMCC or UNR student or faculty member with a valid ID. There were 2,310 rides for TMCC and 2,410 rides for UNR (page 22). Predictably, with the cancelation of in-person classes, college ridership has dropped off significantly.
For FY 2020, there were 67,057 U-Pass rides for UNR which was 122% higher than Wolf Pass rides in FY 2019.
For FY 2020, there were 64,726 Ed-Pass rides for TMCC which was 74% higher than TMCC pass rides in FY 2019.
