Summary!!A'volunteer'steering'committee,'with'direction'from'Recreation'Sites'and'Trails'BC'(RSTBC),'has'drafted'a'management'plan'proposal'for'the'RoseberyZSummit'Lake'Rail'Trail.'If'the'local'community'is'deemed'to'support'the'proposed'plan,'and'the'trail'receives'official'designation'under'RSTBC,'a'local'nonZprofit'society'will'be'formed'to'manage'the'trail'in'partnership'with'RSTBC.'To'gauge'this'support,'the'Regional'District'of'Central'Kootenay'(RDCK)'provided'Columbia'Basin'Trust'(CBT)'Community'Development'funds'to'the'Slocan'Solutions'Society'to'conduct'a'public'poll'of'households'from'Enterprise'Creek'to'Summit'Lake,'including'Silverton'and'New'Denver.'A'poll'package'was'delivered'to'all'these'households'by'Canada'Post'as'an'insert'to'the'June'17,'2015'issue'of'the'Valley'Voice'newspaper.'An'additional'ten'polls'were'distributed'through'other'means,'for'a'total'of'672'poll'packages'distributed.'Responses'were'received'and'tabulated'by'an'independent'consultant.'A'total'of'341'responses'were'received:'a'51%'response'rate,'enabling'a'99%'confidence'level'with'a'±5%'margin'of'error.'“Yes”'votes'totaled'213'(~62%);'“no”'votes'totaled'126'(~37%);'two'responses'did'not'check'a'box.'Motorized'access'was'the'main'issue'cited'in'the'comments'section'of'poll'responses.'Given'the'high'response'rate'and'confidence'level,'and'history'of'other'similar'polls'in'the'region,'the'results'support'the'management'plan'moving'forward'as'per'the'proposal.''!Background!!Management'of'the'RoseberyZSummit'Lake'rail'trail'has'been'a'topic'of'interest'to'local'and'provincial'governments'and'local'communities'even'before'the'tracks'and'ties'were'removed'from'the'rail'bed'in'1988.'Stakeholder'discussions'could'be'said'to'have'begun'with'the'“Linking'Communities”'process'and'attendant'2001'report.1''The'Regional'District'of'Central'Kootenay'(RDCK)'adopted'the'following'recommendations'from'that'report:'

• That'the'managing'agency'should'“work'closely'with'stakeholders”;'and''• That'the'provincial'government'should'“commission'a'biological'feasibility'study'to'

assess'the'impacts'of'recreational'use'of'the'rail'grade'on'plant,'fish'and'other'animal'species…(including)'suggestions'on'how'to'limit'damage'from'recreational'use'of'the'rail'corridor.”''

'In'2005Z2006'former'BC'Parks'planner'Phil'Whitfield'chaired'a'round'of'discussions'and'stakeholder'meetings.'The'question'of'where'and'under'what'conditions'motorized'use'of'the'trail'would'be'appropriate'remained'an'issue,'with'some'suggestions'for'accommodating'solutions'emerging.2'

• Inserting'a'“headsZup”'flyer'(attached'as'Appendix'A)'into'the'June'3'issue'of'the'Valley'Voice;''

• Printing'and'distributing'~170'copies'of'the'full'plan'and'~100'copies'of'the'summary'to'retail'outlets,'village'offices,'and'bulletin'boards'throughout'the'poll'area'for'resident'pickup;'

3'Specific'arrangements'were'made'with'Canada'Post'to'deliver'the'Valley'Voice'with'the'poll'package'insert'to'household'mailboxes'at'Summit'Lake.''4'The'Consultant'believes'this'constitutes'a'minor'methodological'weakness;'however'the'number'of'poll'packages'released'this'way'is'small'and'would'have'very'little'impact'on'the'results'no'matter'how'those'households'voted.

Of'the'213'“Yes”'responses,'119'(56%)'included'comments.'At'least'59'of'these'comments'commended'the'plan'and/or'thanked'the'committee'for'their'work.'Approximately'44'comments'stated'their'preference'for'minimal'or'no'motorized'activity'on'the'trail.'Eleven'comments'mentioned'the'issue'of'enforcement'of'motorized'restrictions.'Another'nine'were'supportive'of'limited'motorized'use.''Of'the'126'“No”'responses,'59'(47%)'included'comments.'At'least'34'were'opposed'to'restrictions'on'motorized'use;'many'of'these'said'the'trail'should'be'“multiZuse.”'Ten'responses'said'the'polling'process'was'flawed;'nine'objected'to'the'involvement'of'“special'interest”'groups'and'five'were'concerned'about'taxes'being'applied'to'the'project.'Five'commented'that'they'voted'against'the'proposal'because'they'preferred'the'trail'to'not'be'open'to'any'motorized'use'at'all.'''!Conclusion!and!Recommendations!!As'noted'above,'this'poll'achieved'quite'a'high'response'rate'(51%).'For'the'sample'size'of'672,'receiving'341'responses'results'in'a'99%'confidence'rate'(as'opposed'to'the'more'standard'95%'confidence,'which'would'have'been'achieved'with'245'responses).'This'is'also'a'high'response'rate'compared'to'other'mailed'polls'conducted'in'this'area.''The'most'direct'comparison'is'to'the'2009'opinion'poll'that'was'done'for'the'Area'H'North'OCP,&which'achieved'a'response'rate'of'41%.'The'results'of'that'poll'were'57.5%'in'favour'of'moving'ahead'with'the'OCP,'42%'against.'The'OCP'was'given'official'byZlaw'status'later'that'year.''Another'example'is'a'poll'done'for'Area'H'(Slocan'Valley)'in'2011,'on'the'question'of'creating'a'dog'control'service.'In'that'case'the'response'rate'was'37.5%,'with'69.2%'opposed.'No'service'was'created.'5''Given'the'high'response'rate'and'the'confidence'level'attained,'as'well'as'the'high'ratio'of'Yes'to'No'responses,'the'household'poll'results'support'the'management'plan'moving'forward'as'outlined'in'that'proposal.''The'authour'congratulates'the'Society'and'the'Committee'for'achieving'strong'public'response,'and'thanks'them'both,'as'well'as'the'Regional'District'of'Central'Kootenay,'for'the'opportunity'to'be'involved'in'this'project.'
