Recidivism rates describe how long, and the manner in which groups of offenders return tomanner in which groups of offenders return to the system
There are three main concerns:1. What events constitute recidivism

It is not coincidental that the 2005 RTP rates that exclude technical violations and the RREC RTP rates are so similar.

Summary of the analysis12‐month recidivism rates for offenders discharged with RREC were significantly lower than the rates for offenders di h d d i 2005 d 2008discharged during 2005 and 2008.
The difference in rates appears to be largely accounted for by the drop in the number of returns‐to‐prison for technical violations.
When technical violations were removed – the recidivism rates for both 2005 and 2008 cohorts declined to a level
