When Clubs Delegates chosen me to be District Governor the 16th of April 2011, I didn’t think that I will be responsible of “Future Vision” Plan launch in our District 7030.

We were successful in the first step: both District and all Clubs are certified!

Now, we have to assist our communities by supporting clubs projects: the District Foundation Committee will have a fundamental role this year in the implementation of the new grants system.

In addition of Rotary Foundation new process, we will have to success in a important work to have a transparent and comprehensive district: define Constitution and By-laws which the participation of any Rotarian in the District 7030.

The objectives shared in Granada will allow clubs and district leaders to have a guideline for better visibility and more efficiency of action of Rotary International in the Southern Caribbean and the three Guianas.

I thank each of you for the support that you have given me and for your commitment to serve above self.

Administration Committee, and Audit Committee. Additionally, he has served The Rotary Foundation as a consultant to the Development Committee; national adviser for the Permanent Fund Initiative; regional Rotary Foundation coordinator; member of the International PolioPlus Committee, Permanent Fund Leadership Team, and PolioPlus Speakers Bureau; and moderator of the regional Rotary Foundation coordinator training program. He served as trustee in 2006-10 and vice chair in 2008-09. He also has been a member and vice chair of the Future Vision Committee. In 2013-14, Ron will serve as president of Rotary International. Ron has received the RI Service Above Self Award and the Foundation’s Citation for Meritorious Service, Distinguished Service Award, and International Service Award for a Polio-Free World. He and his wife, Jetta, are Paul Harris Fellows, Benefactors, Major Donors, and members of the Paul Harris Society, Bequest Society, and Arch C. Klumph Society of The Rotary Foundation.

Ron D. Burton retired as president of the University of Oklahoma Foundation Inc. in 2007. He is a member of the U.S. Supreme Court Bar, the Oklahoma Bar Association, and the Cleveland County Bar Association. He also is a member of the American Bar Association; the ABA Section of Taxation Exempt Organizations Committee; and the ABA Section of Real Property, Probate, and Trust Committee on Charitable Organizations. He was vice president of the Last Frontier Council of the Boy Scouts of America and received the Silver Beaver Award. He also received the Norman United Way and Junior League Volunteer of the Year Civic Award. A Rotarian since 1979, Ron is a member and past president of the Rotary Club of Norman, Oklahoma. He has served RI as district governor, Council on Legislation representative (1992 and 1995), International Assembly group discussion leader and moderator, zone trainer, Rotary information counselor, committee and task force member, RI president’s representative, and aide to the RI president. He also chaired the 2011 New Orleans Convention Committee. As a member of the Board of Directors, he served as chair of the Executive Committee,

Zone 34 News Baboneau Water Project Extracted from « Roro 33 » RC Gros-Ilet Newsletter

For more than 45 years, Rotary Clubs in Saint Lucia have been very active across the island and work closely with communities to improve the quality of life for many, including those who are economically and socially disadvantaged. In this logic, they decided to meet the needs of water supply of the region of Baboneau, rural community located north of St. Lucia, with a young population and growing. In fact, this community with access to water one day a week, it is common to see women and children walking towards the top of the steep hillsides with buckets of water to collect water from the river. Storms and hurricanes have made this unreliable and risky solution for health. To cope with this great water crisis, the Rotary Clubs of Saint Lucia, with the support of the WASCO, participated in the project of establishment of a drinking water system to meet this need which will have an impact on the quality of life of the inhabitants of Baboneau.

Project Goal: Replacement of an obsolete tank of 10,000 stripes by a tank of 150,000 gallons for supplying 3 000 inhabitants. Financial Partners: Zone 34 (US$ 88 870) District 6910, North Georgia District 6920, Georgia District 6960, Southwest Florida District 6990, Southeast Florida District 7030, Southern Caribbean Rotary Club of Orlando Rotary Club of Kissimmee Bay Rotary Foundation (US$88 870) In-kind Contributions: The Rotary Clubs of St. Lucia contributed to all aspects of management and coordination, by providing human resources and technical skills for:

• initiate, implement and follow the project • ensure the coordination of stakeholders • educate populations for commissioning.

District 7030 News District Constitution and By-Laws Process by DG Hervé HONORE

The proper functioning of our district must rely on rules and procedures known to all. Like the District 7020 (North Caribbean Islands), which has similar characteristics to ours (insularity, multiplicity of countries, three languages, etc.), and closest to us to our District 7030 Rotaract clubs, it is time that we have Constitution and By-laws in RI District 7030. Wishing to associate all Rotarians, the following process will be implemented so that at the next district conference (from 22nd to 26th April 2014 in Martinique), they can be ratified: • July 2013: establish of a first draft by DG Hervé,

DGE Elwin and DGN Milton with PDGs advices • August/September 2013: clubs analyzes and

amendments. • 26th October 2013: Council of Governors (DG,

DGE, DGN, PDGs) et Clubs Presidents meeting to establish the Final Draft of Constitution and By-laws (in Barbados)

• November/December 2013: Draft approval by clubs during club assembly

• 26th April 2014: District ratification during District Assembly.

At the end of this process, every Rotarian will know with transparency how our district is administered.

District Grants Management System Presented during PETS

With the implementation of Future Vision Plan, district grants management system is as follows:

1. Establishment of Club Grant Form with Assistant Governor help

2. Transmission to DG by AG 3. District Grants Subcommittee meeting

chaired by PDG David EDWARDS, including DRFC Cees DILWEG and DG Hervé.

4. Transmission District decision to Club President and AG.

5. Transmission to The Rotary Foundation by DG.

The eligibility criteria for each Rotary Club are:

Paid RI dues and District dues Be certified (MOU signed and transmitted

to District Future Vision Team 2012/2013) Contributed to The Rotary Foundation for

12$ min per member in 2012-2013 Not have current grants Have a specific bank account to receive

the grants. District Grants budgeted for RI year are:

28 000 US$ for Rotary Clubs 4 000 US$ for Rotaract/Interact Clubs

Look on our Future! Elwin ATMODIMEDJO District Governor Elect 2014-15

Elwin Atmodimedjo was born on March 14, 1962 in Paramaribo Suriname. He is married to Maureene and they have three children, two boys and a daughter: Matthew(17), Joshua(16), Morijah (11).

Elwin is a charter member of his Rotary Club Paramaribo Residence. When the Club was Chartered in 2002, he filled in the position of Sergeant At Arms. In 2004-2005 he was President of the Club and assisted the Secretary in 2005-2006. Elwin has served 3 terms as Assistant Governor: from 2008 - 2009 / 2010 - 2011 / 2011 - 2012 In 2010 Elwin has initiated a new Rotaract Club : Rotaract Club F.R.E.S.H was Chartered in November. Together with his wife Maureene he has attend 7 RI Conventions and almost every District Conference in District 7030. Now Elwin is very active in Rotary in Suriname as well in the District 7030. After he finished his high school, IBM Suriname offered him an IT-scholarship. In 1986 he went to Holland to work and study in the ICT. He is educated in Business Intelligence. In January 1999 Elwin returned to Suriname with his family and from 1999 until 2003 Elwin was Managing Director of IBM Suriname In March 2003 he started his own company called SolveIT NV. Solveit is the leading company in delivering financial transaction, ATM and POS solutions to the Banks and other financial institutions in Suriname. Triggered by their eldest son Matthew, who has some form of autism, Elwin and his wife started in 2002 research on the subject of Autism - in 2004 co-founding the CONECTO Foundation, a private NGO for helping children who have a form of autism.

Ms Thalia BERNARD District Rotaract Representative 2013-14

Thalia Bernard is from the twin republic isle of Trinidad and Tobago and comes from a small family with 2 elder brothers. At an early age she exhibited leadership

qualities and had always been attracted to organisations/activities which seek to develop those skills. Thalia joined the Interact Club of Woodbrook Secondary in Form 3, and became President in 2002. From Interact, she transitioned into Rotaract in 2005 and was a charter member of the Rotaract Club of Central Port of Spain where she served as President twice (2007-2009) as well as other multiple roles including Director of Club Service, Finance and Professional Development. She has served the District as District Liaison Officer, District Rotaract Trainer, and in 2013-2014 will take up the role of District Rotaract Representative, serving Rotaract clubs in 14 countries in the Southern Caribbean. Thalia attributes a lot of her personal and professional development to her involvement in Rotaract. Her passion for Rotaract is exemplified in the awards she has received which include Rotaractor of the Year in both 2008 and 2010, a special award of appreciation from her club in 2009 and most outstanding District Team Member in 2012. Thalia is at the pinnacle of her Rotaract tenure serving as DRR. Together with her team, she hopes to position District 7030 to gain international recognition as a vibrant arm of the world Rotaract community and create a brand that is as impactful as Rotary within the region, while simultaneously fostering unity and strength among Clubs. Coupled with her experience and knowledge gained from her academic studies, Thalia will continue to apply her skills and experience to move Rotaract and Rotaractors in District 7030 to a new dimension.

RYLA will be held this year from 17th to 19th October 2013, in Marie-Galante (Guadeloupe). Registration fee including accommodation are set at €200 per participant. Expected participants are from 2 to 3 persons (15 to 25 years old) sponsored by each club in the district.

The goal is to have at least 200 participants. In a few days, Lyselene Bade (RYLA Coordinator) and Jean-Louis AZEDE (President of RC Marie-Galante) will transmit to Clubs program and registration form.
