• 13 Councils offer Voluntary Targeted Rates for insulation
• VTR allows ratepayers to add the cost of insulation retrofits onto their rates (paid back over 9 years – 7% interest)
• Individual ratepayer voluntarily chooses this option - Ratepayer pays interest and administration fees.
• Banks offer fee-free top up mortgages and personal loans to the middle income market.
