Of course, the play and the story is a tragedy. How could the tale be anything less? Two star-crossed lovers from two feuding families meet and the two lovers are not destined for a life together but for a few fleeting moments together in bliss. This is a love story for all time that identified many elements of love that most encounter in one form or another.

The play by Shakespeare, Romeo and Juliet has all of the elements that any drama should contain. The plot is simple and unencumbered with politics other than the politics enmeshed within of families that are often far more entertaining and captivating than the politics of governments.

The play is set in Verona, Italy and told the story of the feud between the House of Capulet and the House of Montague. Juliet is the 13-year old daughter from the Capulet Family and Romeo is a son of the Montague Family. Historians claim that the basis for the play emerged from an Italian tale that was translated in 1562 as The Tragic History of Romeus and Juliet.

It is believed that Shakespeare wrote the play sometime between 1591 and 1595 with the first publication of the play occurring in 1597. Though the play draws from a number of sources, it is actually a retelling of classic tales of love and romance where one family disagrees with another and children from each fall in love. Seldom has there been two families that felt their son or their daughter was best matched with one from another family. Religion, status in the community, the business of the families or any of a wide number of differences can cause friction between the two families that cannot agree with seeing their child enter into the adult world matched with someone they do not approve.

In previous instances related to the project, the Tollway Authority had sent to Boone County an intergovernmental agreement to define expectations from the county and obligations from the Tollway Authority regarding the payment of road improvement costs. That agreement document is now being considered by county authorities and some of the elements of that agreement must be negotiated.

For example, Tollway Authority stated in their agreement that Boone County would be responsible for maintaining the bridge and to pay for the replacement of the bridge deck. The matter related to the new guardrail, Mr. Lundin said, was not included in the new agreement. He added, “We will handle the guardrail maintenance and we will continue to plow the bridge but we will not want to take on the replacement of the bridge deck.”

Mr. Lundin said he was surprised that the Tollway Authority would ask the county to handle replacement of the bridge deck. “They did not ask us to do that with Genoa Road and the other overpasses,” Mr. Lundin added.

The Garden Prairie Road overpass project has not yet begun but Mr. Lundin said he expected that to occur by May. “The Tollway plans to have the entire Interstate 90 project completed by the end of 2015 and they want to get started,” he said. Mr. Lundin suggested that, even though the intergovernmental agreement is not yet signed the project will begin as planned and the final arrangement will be negotiated.

Including Garden Prairie Road, there remain two other county road overpasses that will be finished before the end of 2015. The other two overpasses include Tripp Road and Spring Center Road. In addition, there also remains the two ramps to be finished for Irene Road.

Another matter that attracted attention in the County Board committee meeting was for Mr. Lundin to discuss a request from the county administrator Ken Terrinoni. He had asked Mr. Lundin to create a list of future major road projects. Each of the projects is major in scope because of the needs and because of the cost.

The list included two major local projects and three projects that would require the State of Illinois to fund the improvements. The two local projects included the replacement of the bridge at Poplar Grove Road that crosses the Kishwasukee River. In the report, Mr. Lundin had written, “The structure was built in 1964 as a two-lane bridge. The structure is not designed for 80,000 pound trucks and is showing the deterioration from the many trucks that use the bridge.”

The estimated cost to replace that bridge could total $2 million. Mr. Lundin indicated that current funding might be available from a number of sources but such an expenditure would significantly diminish the available funding that could be used for other needs.

The second local project is a proposed new interchange on Irene Road from US Route 20 south to Graham Road. A new Irene Road interchange is expected to be finished at Interstate 90 by the end of 2015 but the road would need to be expanded and improved to handle the 80,000 pound trucks that are commonly used today. Irene Road was described by Mr. Lundin as a “two-lane Flora Township Road that now handles truck traffic from the William Charles and Plote Quarries along with 80,000 pound trucks exiting the Tollway.”

The estimated cost of this project could reach $1.8 million. Mr. Lundin suggested that this cost might be shared between the City of Belvidere and Boone County. But, even so, the shared cost could have significant impact on current budgets.

Three road improvement projects by the State of Illinois were also proposed though these would require assistance from state legislators to obtain the needed funding.

The first project would improve and expand US Business Route 20 between Belvidere and Rockford. The county would ask the state to widen the road from Rockford to just east of Shaw Road, a distance of 3 miles with a total estimated cost of $8 million.

The second project proposes for the state to improve and widen Illinois Route 76 north from Belvidere to Caledonia. The proposed distance of the improvements is 2.75 miles and needs to be completed because it is the only route north from Belvidere. Mr. Lundin reported that road studies show that the roadway handles from 11,000 to 13,000 vehicles every day. The estimated cost for this improvement could total $9 million.

The third and final proposed state project would be to improve Business Route 20 around the north side of Belvidere from US Route 76 to US Route 20, a distance of 4.5 miles. The project would include the widening of the road to a four-lane roadway. This project is estimated to total $11 million.

Mr. Lundin made clear that these were all projects for the future. The state projects were hoped to be finished sometime in the not too distant future while the local projects could carry a stronger note of urgency. The discussion that occurred at the roads and capital improvements committee meeting was not designed to assert action but more for information and future planning purposes.

Vacation Time ResolutionBy James Middleton

When an executive leaves their employment, one of the final elements that must be resolved is if any additional monies are owed the employee for unused sick days and if there remain any unused vacation days. If these elements remain to be resolved, often sick days and unused vacation time become items for negotiation between the employer and employee. Such was the case that arose late last year when Boone County was informed that the former public defender, Azhar Minhas intended to retire from his post.

Mr. Minhas informed the Boone County administrator, Ken Terrinoni, that he had accrued a significant number of unused vacation days during his tenure with the county. Mr. Minhas had worked for the county and served the people of Boone County for more than 23 years and had seldom used all of the accrued time he earned during a calendar year.

According to a report that Mr. Minhas presented to Mr. Terrinoni, he had accumulated 5.5 months of unused vacation time during his tenure. That amounted to over $50,000 that Mr. Minhas was claiming was due him. Negotiations resulted. The result of those negotiations would have a final amount that was paid to Mr. Minhas totaling $28,000 that amounted to 10 weeks of unused vacation time.

A search began to find a resolution to the question in the November and the December executive sessions of the Boone County Board. Agreement between the county and Mr. Minhas was reached and County representatives moved to amend the county code. The proposed amendments to the code were designed to respond to the question of how the county should manage accumulated sick leave or vacation time that an employee might collect.

Mr. Terrinoni said in a recent interview, “This had really not come up before.” He added, “Most often employees will use their vacation time as they earn it.”

The idea of altering the county code to accommodate changes in employee policy regarding vacation time was in introduced in the January meeting of the Boone County Board administrative and legislative committee. The county code at that time had no provision regarding how the accumulation of unused vacation time would be managed. The employee could accumulate and hold those used vacation days until leaving the county employment and negotiate a settlement. The unused vacation days were, in effect, a possession to be held by the employee.

Mr. Terrinoni reported, “What was done was the committee recommendations were coordinated with the County Board to make the changes.” One element of the personnel code that were suggested for change included the duration of employment and the number of accrued vacation days. The former code recognized, “Vacation time granted per duration of employment: up to 1 year—5 years, 10 vacation days’ per year, 6 years—15 years, 15

days’ vacation per year, 16 years and over, 20 vacation days’ per year.”

The recommended change altered the term of employment according to the number of vacation days. The new plan proposed that employees having worked from one to four years earning 10 vacation days and employees having worked from 5 years to 15 years earning 15 vacation days. The former code also cited, “Vacation days carried over must be used within six (6) months of the employee’s anniversary date.” In the proposed changes to the code, the following sentence was recommended to be added, “Any vacation not used at the

Joke of the Week!! Her husband had been slipping in and out of a coma for several months yet she stayed by his bedside every single day. When he came to, he motioned for her to come nearer. When I got shot, you were by my side. When we lost the house, you gave me support. When my health started failing, you were still by my side. When I think about it now. ....I think you bring me bad luck!”

Living a Greek TragedyThe ancient Greek playwrights would have been impressed with the story. The elements of the story rival plays written by Aeschylus, Sophocles, Euripides and Aristophanes. The modern story involves death and dying, two common themes that reappeared often in classic Greek drama. The nation is now watching as a well-known personality twists in the wind while his career dies. There is doubt that he can survive what will be his exile. For now he too will visit the lotus eaters as Odysseus did for an extended period of time in Homer’s classic work the Odyssey. This modern man might also forget, as did Odysseus, how to return home. If this modern man loses his focus, returning home will likely not occur.The path that Brian Williams is slogging through now might not take 10 years, as was the case for Odysseus, but the path could seem as long. What makes the tragedy that Mr. Williams is suffering through so caustic is that his pain was self-inflicted. But the broader tragedy that results is the destruction of the belief that people held for the veracity of the news that he reported. Newspapers, cable media and Internet media will all suffer a loss of credi-bility because Mr. Williams could not tell the truth. The former CBS reporter Bernard Goldberg commented that problems arise for journalists when they become celebrities. As a celebrity, the journalist must then decide if he will behave as a celebrity or as journalist. Mr. Goldberg said that celebrities can fabricate stories to entertain and no one checks the facts. The expectation is very different for journalists.Yet, we are now living through an age when fiction masks as fact and few seem to care. In politics, perception is the truth. The fabrications attributed to Mr. Williams are perhaps the next obvious step for himself and other jour-nalists; to falsify truth as a means to enhance their resume.For many decades, from John Cameron Swayze. Lowell Thomas, Chet Huntley and David Brinkley, to Walter Cronkite and John Chancellor and the many others that followed, there has been an effort by their networks to promote the credibility of what these people reported. The vaunted reputation of network news gathering orga-nizations was at risk if an error was made or if a falsification occurred. In the case of Mr. Williams, a record of fabrication has followed in his wake. The effort here is not to sound vindictive, there is no pride in seeing the collapse of someone who had reached such a height. But, this effort is to reassure the local public of our understanding of the importance and the need to execute the job of recording the history of this community and to report the news. The job is the same regardless if the dateline is Baghdad, Iraq or Boone County, Illinois. What is different is the scope of the coverage and the extent of public support. Mr. Williams counted millions of viewers, every night, as his audience while those that read The Journal amounts to a few thousand every week. Yet, the job is the same.When a report is falsified there is always a loss of readership as more people embrace their own cynicism about truth from any media outlet. Years ago when a New York Times reporter was found to have fabricated news stories, the reporter, his editor and other reporters were fired. Two similar incidents occurred on the CBS program, 60 Minutes when material presented was later found to have been inaccurate. In one instance, a story was fabricated to advance a political goal. In each instance a reporter, a producer and, in one, a news anchor was replaced. For such a loss of credibility, the loss of a high-paying job might be the least that the public should expect.The temporary loss of Mr. Williams’ job is far less than what others, including his colleague, Tom Brokaw, wanted. Mr. Brokaw made clear what he thought was appropriate for Mr. Williams. What should occur now is for the executives at NBC News to enact new policy and to announce these policy changes in a clear voice during their nightly newscasts. The NBC news organization has decades of professional reporting and should not be destroyed because of Mr. Williams inability to report truth. The believability of this notable news organization is now in tatters but that credibility can be reclaimed and not only because Americans tend to have as short memory. Those that cynically reject newspapers, cable TV and news magazines because of a false premise that “They all lie” will be doing themselves a disservice. Pity be to those that rely on one news service for all of their news or watch only Internet blogs and other forms of fabricated news.The founding fathers understood the need for a free press. Because of that need, the Constitution granted broad powers to secure a free press but those powers came with an obligation to report the truth. When that truth is abrogated a penalty must be paid. Mr. Williams and NBC News are paying that penalty with the sacrifice of their credibility. This disclosure has unfolded like a Greek tragedy and, as for Mr. Williams, this will end as his Greek tragedy. But, for his audience, the end of the story does not need to unfold in such a manner. It is hoped that the executives at NBC News will never again grant blind trust to someone that cannot tell the difference between executing their journalistic role and aggrandizing their assumed celebrity.

This revised county policy conforms to employment contracts and policy in place at many other governmental bodies and in many corporations across the nation.

The Boone County Democratic Central Committee will award two $500.00 scholarships to a graduating senior of Belvidere HS, Belvidere North HS, North Boone HS, or a Boone County resident currently pursing higher education. The Boone-Winnebago Reginal Office of Education is administering the 3rd Annual RICHARD L FAIRGRIEVES MEMORIAL SCHOLARSHIP to be awarded to one qualified Boone County high school senior and one Winnebago County high school senior. $1000 will be awarded in the winning students name to the shool of their choice. The student must show an interest to further their concentration of study in sience leading to an associate and or bachelor degree. Campers will check-in from 6:00-6:30 p.m. on June 28 and check-out from 6:00-6:30 p.m. on July 2. During camp week, they will engage in a variety of activities designed to challenge, educate, and entertain. Fun and exciting activities are offered daily and will include options such as: swimming, hiking, nature study, rock climbing, arts and crafts, archery, canoeing, field games, crate stacking, teambuilding challenges, camping skills, scavenger hunts, tubing, and kayaking along the Waukarusa River. Evening activities will be provided by the teen 4-H camp counselors from the co-sponsoring counties and include campfires, a dance, and one night of friendly competition. Grange’s community service projects. The Boone County Grange’s own and operate the Boone County Fair and the grounds. The Grange is a national family community-service organization with its roots in agriculture. The National Grange has its headquarters in Washington D.C. and is the country’s oldest agricultural organization having been founded in 1867. The National Grange has 2100 chapters nationwide.

Mary S Steurer, Boone County Clerk, announced that for the February 24th Republican Primary only, all of the polling places will be at the Community Building, 111 W 1st St. in Belvidere. In as much as Belvidere City Ward 5 is the only Ward requiring a primary, the decision was made to cluster the polling places. Voters in Belvidere Precincts 1,2,13, 14, 15 and Flora 1 that are in Ward 5 are the only eligible voters. Voters will return to their original polling places for the April 7 Consolidated Election.
