Objectives
• Try to centralise the information available in Romania related to forward looking studies and to find out how policy makers think about introducing a special programme related to forward looking, long term prognosis regarding environment issues.
• Romania has a very high interest for forward looking analysis, since in all the programmes we can find an interest for ‘prognosis’, ‘forward looking ideas’ and/or ‘futures’.

Success in forward-looking• Forward looking initiatives have developed
significantly after accession to European Union - an important starting point in developing a future thinking and its’ use in decision-making and also drives the initiatives towards the European model of future thinking.
• National Commission for Prognosis • National Sustainable Development Strategy
Romania 2013 - 2020- 2030
Barriers to success in forward-looking
• The work in this area is more sectorial oriented rather than integrated efforts.
• No expert interest in future thinking• Lack of an integrated future thinking
programme• Poor communication between different
stakeholders and different governmental bodies
• Qualitative studies=> the concept of forward-looking studies in Romania develops visions
• Deficiency in dissemination of strategies, studies and future thinking
Lessons learned- procedure
• Need for a common understanding- glossary
• Connect National with European• Define short/medium/long term• No impact now from the studies on
policies• BUDGET• Support• Understanding of the importance of
forward-looking
