A Coordinated Digital Cultural Heritage – Principles for the Common Work

The national strategy for digitisation, digital access and digital preservation

• The national strategy for digitisation, digital access and digital preservation was established by the Swedish Government on 21 December 2011.

• The aim of the strategy is to regulate the work for the government agencies and institutions that collect, preserve and make cultural heritage information available for the end users.

• The strategy covers the whole range of digitisation issues, from selection to the preservation and use. The focus is on the opportunities digitisation offers for use, reuse and creativity, and what is necessary for this to be possible.

The main task is to coordinate the work with national digital strategy within the timeframe 2012-2015– Node for knowledge and competence– Present recommendations for coordinated digital information

management of collections and holdings. – Develop proposals for cost-effective long-term digital

preservation of collections and holdings.– Define roles and responsibilities for the work on aggregation,

access and preservation of digital cultural heritage information.

24 central agencies and institutions, responsible for different perspectives of the cultural heritage, are targeted by the strategy

Plans for digitisation

In the national strategy it is decided that all government agencies and institutions covered by the strategy will deliver plans for digitising and making available their archives, collections and libraries.

Plans will include selection criteria priorities, and the volume of digitised material to be presented.

There are 7 regional archives within the organisation of the National Archives.

Principle

Digital files and metadata should be as easy as possible for others to use and reuse

Description

The Institution strive to make files and metadata easy to find and use. The digital objects are clear copyright licensed/marked

Motive

The value is in the use

Making the result of digitisation easy to use and re use for as many as possible create maximum benefit for society as a whole

By clarifying the rights and use of open licenses the Institution contributes to knowledge building, sharing and creation of new values.

Consequenses

• Rights Labelling has to be made in a machine-readable way .

• In unclear cases ( orphan works ) the Institution has to weigh the consequences of possible violation of an individual's rights against the broad public interest in an open licensing.

• The Institution needs to establish an easy reachable point of contact for those who have opinions and establish routines for eventual needs for hiding or unpublish digitised material
