The Senior Adviser is a highly experienced site contamination specialist, who is an independent thinker and works with limited direction. The Senior Adviser is responsible for the provision of professional advice in relation to site contamination, delivery of government funded site contamination assessment projects, and the provision of leadership and advice on issues relating to site contamination and associated statutory requirements under the Environment Protection Act 1993 (the EP Act). Key Relationships/Interactions: The Senior Adviser reports to the Principal Adviser Site Contamination and is required to undertake projects individually, as a leader or a member of a multi-disciplinary team. The Senior Adviser is expected to provide independent professional advice to and work effectively and collaboratively with: site contamination staff - especially those in the Site Contamination Branch the EPA community engagement team - especially for government funded site contamination projects EPA staff Site contamination auditors and consultants Planning authorities, developers, community members (especially those within EPA Assessment Areas) Other state government and federal government agencies Key Challenges: Working in areas that are technically challenging and evolving Working in an area of high public, political and media interest Working with potentially conflicting stakeholders Working with changing priorities and timeframes Ensuring rigour in methodologies and quality of information from external sources Key Outcomes: 1. The occupant will be required to work outside of normal working hours and undertake some intrastate/interstate travel requiring overnight absences.

The maintenance of a current driver’s licence is essential. The occupant must be able to be appointed as an Authorised Officer pursuant to the EP Act. The EPA supports and actively encourages flexible working arrangements to enable its staff to effectively balance

work and life. Such arrangements may be negotiated with the Branch Manager.

Selection Criteria: (Each applicant will be assessed against the following criteria)

Highly developed oral and written communication skills, including the ability to convey complex technical information in relation to site contamination to a wide range of stakeholders

Proven knowledge and experience in the assessment and remediation of complex site contamination matters, including the preparation of and review of reports

Proven ability to think independently and work with limited direction

Proven ability to effectively manage workload across a number of competing priorities and to use initiative to complete projects and work programs within required deadlines

Proven ability to be able to undertake vapour intrusion assessment, and prepare and review vapour and human health risk assessments in accordance with the National Environment Protection (Assessment of Site Contamination) Measure, 1999 (as amended in 2013) and EPA Guidelines

In depth knowledge and understanding of the EP Act and the EPA Guidelines that relate to site contamination

Proven ability to project manage, scope and procure site contamination assessment projects

Proven ability to consult, liaise, negotiate, develop and maintain effective working relationships with a diverse range of people at all levels, in particular, team leader/manager

Proven ability to effectively review the work of other team members and to encourage and facilitate excellence from colleagues, as well as mentor other professionals

Ability to manage conflict and high pressure situations

Essential Qualifications: (must possess this for employment as a Professional Officer or Technical Grades Officer)

Bachelor degree in science, engineering or other recognised degree level qualification that is related to site contamination.

Desirable Qualifications and Selection Criteria:

Post-graduate education in engineering, environmental, science or discipline related to site contamination, ecology, hydrogeology or toxicology.

ROLE CONTEXT The Purpose of EPA

The Environment Protection !uthority (EP!) is South !ustralia’s independent environment protection regulator.

We protect, restore and improve the environment through the risk-based regulation of pollution, waste, noise and radiation. We work closely with industry, the community and government to protect our unique natural environment while supporting economic growth and improving wellbeing.

The EPA is responsible for the administration of the Environment Protection Act 1993 (EP Act) and the Radiation Protection and Control Act 1982 (RPC Act) and also exercises responsibilities under other South Australian planning and environmental legislation.

Directorate The Regulation Directorate is responsible for the delivery of the EP!’s environment protection and improvement activities through the development and implementation of internationally recognised best practice processes. These processes are based on sound science and support the legislative and regulatory framework in place in South Australia.

The Directorate is responsible for the major operational activities of the EPA including: Regulation, Compliance and Investigating breaches of the EP Act and/or the RPC Act, monitoring, reporting and providing science based support and knowledge to inform regulatory and compliance work.

Insight into the Role The Senior Adviser is responsible for the scoping, procurement and delivery of site contamination assessment works being undertaken on behalf of the Government of South Australia. Project delivery includes scoping, procurement, management of contracts, management of contractors, critical review of deliverables, community engagement and consultation with the Team Leader. The Senior Adviser will also be required to provide expert and independent specialist advice in relation to complex issues relating to the assessment and remediation of site contamination. In addition, the role has advisory and regulatory components in relation to site contamination. The incumbent is required to provide a high level of expertise in a complex and demanding environment. The Senior Adviser provides high quality professional verbal and written advice, including briefings to the Minister, EPA Executive and the EPA Board, and weekly updates of the progress of assessment work to the Team Leader.
