U.K. blank tape levy raises hope in CanadaThe announcement that the British Govern-ment will soon introduce legislation pro-viding a levy on blank audio cassettes hasstrengthened hopes among Canadian recor-ding industry observers that similar legisla-tion will be enacted here. There is already arecommendation in the Copyright whitepaper asking for a "royalty" on blank tape -a firm recommendation that is expected tobecome law shortly.

Brian Robertson, President of the Cana-dian Recording Industry Association (CRIA)believes that the U.K. legislation is going tohelp their case, by reinforcing the Ottawapeople's confidence that they're doing theright thing with regard to a levy on blankaudio tape. Robertson believes that this

Revenue increasereported by PROCANThe Performing Rights Organization ofCanada (PROCAN) has reported an increasein revenue of 3.7 percent to $22.1 million forthe year 1985. Included in this figure was $1.8million from foreign sources for perfor-mances of Cancon music abroad.

PROCAN President Jan Matejcek notedthat "The small increase in revenue (10 per-cent over last year), reflects the reductions intariff areas arising from decisions by theCopyright Appeal Board last year."

Matejcek also credited stepped -up licens-ing activities by the company as a major fac-tor for the increase. "The federally appointedCopyright Appeal Board sets the licence feeswe collect," Matejcek continues. "and lastyear the fees for private TV broadcasterswere frozen at the 1984 level. A reduction inthe live pop -concert tariff was also felt."Nancy Gyokeres, Editor of PROCAN'sMusic Scene, reports an all-time high in thenumber of music creators and publishers nowrepresented by PROCAN. With 1,420 com-posers and lyricists and 166 music publishersaffiliating last year, the organization now col-lects licence fees from users on behalf of over19,000 Canadian composers, lyricists, andmusic publishers.

Even the 10 percent retailthey've got in the U.K. is, in my view,modest."

CRIA's research shows that for everypre-recorded cassette sold, there is one that istaped. "They're selling as many blank tapesas they are pre-recorded tapes," says Robert-son "a one -for -one loss - and 10 percent ofthat is almost no compensation at all."

Being billed as Video Strategies '86, theproduct exposition and business developo-ment conference is fully supporataed by theVideo Retalers Association of Canada, HomeVideo Board, and the Canadian Associationof Video Distributors.

James Sintzel, President of the VideoRetailers Association, explains, "This year,the industry as a whole has raecognized thatthe buffeting it has undergone by whirlwind.changes has created the need for a dynamiceducational program targeted on the in-dustry." He continues with "We now expectat lease 140 exhibitors compared with 60 lastayear and attendance of between 2,500 and3,000 people compared with 1,600 last year."

There will be new features included forthis year including an Awards dinner,"recognizing excellance within the industry."

Meissner signed toNorthern ManagementCanadian songwriter, Stan Meissner, has of-ficially been signed to Northern Manage-ment, a Division of Northern Entertainment.The announcement was made by industryvets Joe Simone and Bob Skaff. Meissner wasappointed to the management division of thecompany.

Currently signed to A&M Recordsworldwide, Meissner is on release with his se-cond LP, Windows To Light. The album is,reportedly, the 3rd most added LP at AOR inCanada.

The first single culled from the album,One Chance, is receiving good chart actionand is expected to be released as a single inthe U.S.

radio stations and CBS are participating inthe Pepsi Sweepstakes. Poll balllots will alsoserve as entry forms for album giveaways.

Northern Lights aidsCanadian needyWhen Northern Lights for Africa was incor-porated in Feb. 1985, it was decided by itsdirectors that 10 percent of net receipts wouldbe used to help Canadians.

The single, Tears Are Not Enough,which was distributed by Northern Lights,has received sufficent funds to donate$100,000 to aid needy Canadians, throughlocal food banks.

As a result, the various Food Banks ofCanada are sharing the $100,000. "To enableus to give a fair distribution across Canada,"said Bruce Allen, President Northern LightsFor Africa Society, "we used informationcompiled by Statistics Canada concerningemployment in the major cities of each pro-vine."

Figures received indicated that Montrealwas allocated the largest sum with $34,200,Toronto $20,300 and Vancouver $16,000.

The remaining $29,500 was distributedas follows Maritimes $5,650, Saskatchewan$3,600, Alberta $14,500, Manitoba $4,850and Whitehorse, Yukon Territory $200. Thecheques have been forwarded to the agenciesconcerned.

Sony to release Lennon and He;Coinciding with record company releaseschedules, Sony Video have announced theywill "rush release" the video Hear 'N' Aid, amusical documentary of the recording sessionwith 40 of heavy metal's most prominent ar-tists.

New single and Expo date for Toronto's Phase IV

Originally from Halifax, and now based in Toronto, the 6 -piece Phase IV have made

definite moves into the recording scene. They have released a new single, Say Goodbye,

which was taken from their soon -to -be - released, No More Messin' Around album.

A 12" single of Love's Here To Stay, a ballad, will be shipped May 26. Side A will

contain the English version, with French on the flip. The album will be available June. 9.

Phase IV were Q107's (Toronto) 1981 Homegrown winner, and in 1982 they releas-

ed a reggae album, which although critically acclaimed, received only limited airplay. Since that time the group has been play-

ing primarily the campus circuit, and have opened for The Dazz Band, The Wailers and Juluka. They also performed for the

Jackson's during the latter's Victory Tour at a private function.

Under the sponsorship of Roots and the Ontario Government, Phase IV can be seen at

Expo '86, each day from Apr. 30 through May 12.

Phase IV are managed by Evan Edelman, who was also executive producer

on their album.

(Dokken), Kevin Dubrow (Quiet Riot), Blackie Lawless (WASP), Vince Neil (Motley

Crue), Ted Nugent, and 34 others involved in the project have gotten together.

Ronnie James Dio says, "The idea was to take all that's been done before and take it

one step further." Sony also reports that "following the enormous success of John Lennon: Live In

New York City," they will release the video, Imagine, in May.

At the same time, Capitol Records will re -issue the Imagine album, digitally re - mastered on LP, cassette and CD.

The 60 minute video -LP features footage of Lennon and Yoko Ono, filmed in London,

New York, and Tokyo. It was directed by Lennon and Ono and produced by Joko

Films in 1971. Imagine has only been screened publicly

twice: shown in part on television in 1972 and when presented to the Whitney Museum, in New York in 1977. In addition to the 10

tracks from the Imagine album, the video also includes 2 tracks from Ono's Fly LP: Mrs. Lennon and Don't Count The Waves.

Davies & Rea appointed to PROCAN Board

Newly elected to the Board of Directors of the Performing Rights Organization of

Canada (PROCAN) are Frank Davies and John Rea.

Davies is the former head of ATV Music in Canada, and a Toronto publisher who has

gained much experience in the international field of publishing. Rea, a Montreal com-

poser, was recently appointed Dean of the Faculty of Music at McGill University.

Retiring from the Board is Toronto music publisher Tony Tobias.

Scott's music lampoons Rainbow War film

An interesting story from Vancouver revolves around the release of My Rainbowar, by The

Rick Scott Band. The song is about the mak- ing of the Rainbow War film, which was

nominated for an Academy Award as Best Live Action Short.

Scott, along with several other B.C. ac- tors, was a "special skills actor" for the film.

He apparently took the part as a favour to his friend Bob Rogers, the film's producer/direc-

tor and regarded as "one of the world's leading industrial short film makers." Scott figured this might be his big chance at movie

stardom, and wasn't quite prepared to discover that his job included dressing up in a

yellow rubber suit and having gallons of paint thrown at him. Says Scott, "My Rainbowar

is the true first person account of this epic drama."

Rogers has apparently denied being angry about the song. "It's completely

justified," he said. "We put those people through a nut house. They were great sports

and enthusiastic collaborators. They deserve a song about what they went through."

Rogers continues with "Rick (Scott) is a tremendous talent and became a good friend

when we met during the casting of Rainbow War. I felt terrible. But there wasn't a part in

the show for him even though I really wanted to include him. Out of friendship, he

volunteered to be an extra, 'just for fun', he said. I warned him it would be hard work

- that it wasn't all sunglasses and autographs.

He was a trouper. He put up with a lot. Now the song is his turn to have a little fun at my

expense." He concludes with "Honestly, we were flattered and delighted to learn that one

of Canada's top actor/singer/songwriters would create a song for us."

Rogers produced Rainbow War for the CP Pavilion at Expo '86 as well as Our B.C. for the B.C. Pavilion. The soundtrack of Our

B.C. will be released in May as one side of a compilation album of the same title. The flip

will be made up of tracks from name B.C. recording acts including Ann Mortifee, Bill

Henderson (whose daughter Saffron starred in Rainbow War), The Irish Rovers and

Valdy. My Rainbowar, which was produced by Harris Van Berkel and Valley Hennell

King at Vancouver's Little Mountain Sound, will be The Rick Scott Band's contribution to this album.

Besides Scott, The Rick Scott Band com- prises Harris Van Berkel, Andy Graffiti and

Connie Lebeau.

How's business . . . ??Depends on who you ask, of course, but eventhe retailer whose lying through his teeth, hasto admit that "April was a little slow." (EC:A little slow . . . ? That's anunderstatement!!) But have heart, the sunmonths are almost here, and the majors pro-mise they'll have lots of super product to br-ing the customers back into the stores. Forthe time being however, the retailers will haveto use their own ingenuity and really get theirshoulders under in-store promotions.

This summer should be fun!!Not all of us can be in Vancouver for Expo'86, but Ontario Place, Kingswood Theatre(Canada's Wonderland), and the CNEStadium should supply enough entertainmentfor the Toronto area - and then some. Major restructuring for RCA/Ariola operationElliot Goldman, President and CEO ofRCA/Ariola, has announced (May 1), a"major restructuring of RCA/Ariola'sworldwide recorded music activities."

One of the most significant changes isthe establishment of 3 major independentoperating units, each of which will be headedby a President, reporting directly toGoldman. Those 3 units are RCA Records -U.S., which will be expanded to encompass anew national and regional sales team ex-clusive to the label; RCA/Ariola Records -International, covering the company'soverseas operations, and which will now in-clude Canada; and the newly formedRCA/A&M and Associated Labels, Aristasales force, and RCA/Ariola domesticdistribution operations.

Arista, part of the RCA/Ariola opera-tion headed by Goldman, will maintain its in-dependent status under the leadership ofClive Davis as President.

The appointments of Robert Buziak asPresident of RCA Records - U.S. and SalLicata as President of RCA/A&M/AristaSales and Distribution were announced at thesame time as the restructuring.

Goldman also announced the appoint-ment of Thomas W. McIntyre as Vice Presi-dent and Chief Financial Officer ofRCA/Ariola.

It was also pointed out that Red Seal willcontinue as an independent operating unit ofRCA/Ariola reporting to Goldman.

Appointments for the presidencies ofRCA/Ariola Records - International, andRed Seal will be made in the future.

Mannheim Steamroller Saving The WildlifeThe plight of the world's wildlife has been,for the most part, ignored by the powerfulfund-raising machine of recording artists.They have displayed this power through theirefforts in raising millions of dollars for thestarving in Africa, a country that is also beingthreatened with the loss of their wildlife.

Mannheim Steamroller, an AmericanGramaphone recording group, has recogniz-ed, not only the dwindling population ofwildlife in Africa, but the world situation aswell. In conjunction with PBS, they recordedthe soundtrack for a 2 -hr TV documentary,titled Saving The Wildlife. The special focus-ed on efforts by naturalists, wildlife filmmakers and celebrities to protect more than adozen endangered species depicted in the

Rudolph Serkin is namedArtist Laureate - CBSCBS Masterworks has named Rudolf Serkinas the label's second Artist Laureate "inrecognition of an historic recording relation-ship that spans over four decades." The Ar-tist Laureate medallion was presented toSerkin by Joseph F. Dash, Senior Vice Presi-dent and General Manager of CBS Master-works, after the former's Golden Jubilee con-cert with the New York Philharmonic. Theinscription on the medallion reads, "Youreloquence glows in the music you make; yourgenerosity and caring nature have helped toshape the art of your students; and yourhumanity, and dignity are an inspiration to usall."

The first recording to bear the Serkin Ar-tist Laureate logo will be released this year.The repertory is: Max Reger's Variation andFugue on a Theme of Johann Sebastian Bachfor Piano, Op. 81, and the Haydn Sonata inC Major.

Serkin's first album for CBS Master-works, Beethoven's Moonlight Sonata, wasproduced in September of 1941. Since thatrelease, he has recorded over 80 albums forthe label, including the only recording withhis son Peter Serkin of the Mozart ConcertoNo. 10 for Two Pianos.

film. The band's drummer Chip Davis com-posed all the material and produced thesoundtrack at Sound Recorders in Omaha,Nebraska. The tracks are simply titled Rhinosand Elephants, Dolphins and Whales,Wolfgang Amadeus Penguin, Wolves, Grizz-ly Bears, Eagles, Harp Seals, Amanda Pan-da, Tigers and Lions, Tamarin Monkeys, andFlorida Suite: Barbeque, Everglades, Sunset.

The cover photo on the gatefold jacket iscompelling in itself - a shot of a full-growntiger and a cub with the notation that therewere 8 races of tigers and that 3 are alreadyextinct. Full colour shots of many of thenear -extinct species of animals are shown inthe inner gatefold.

Besides Davis, Mannheim Steamrollercomprise Jackson Berkey (keyboards), JoeyGulizia (ethnic percussion), Ron Agnew(guitar), and Ric Swanson (percussion).

It should be noted that this soundtrackfollows the second successful season for theband's Christmas album, which wasnominated for a Grammy.

Saving The Wildlife follows the Man-nheim Steamroller format by "combiningclassical forms with contemporary rhythmsand instrumentation to create a lush or-chestral sound." Davis has incorporated ac-tual sounds of wild animals to give the sound-track documentary appeal.

CFNY Talent Searchnow underwayHaving drawn over 650 entries for their 6thAnnual Great Ontario Talent Search com-petition, CFNY's Promotion Director DarrenWasylyk, reports that because of the numberof entries, "a winner won't be known until atleast mid -June."

Previous winners in the contest includeThe Parachute Club and Direktive 17, the1985 winning band. Promising 1986 entriesinclude Parts Found In Sea, Tall NewBuildings, and Figures At Dawn.

The station has already aired broadcastsubmissions. "Winners are selected by ourlisteners," says Wasylyk, "with each subse-quent winner competing against a new entrythe following night."

Prizes include 40 hours of studio time(with producer and engineer), a Fostex X-15multi -track recorder, a Tama Techstar elec-tronic drum kit, and an Ibonezz guitar.

Wasylyk also reports that non -winningentries will also "get radio exposure and ashot at the A&R level, through CFNY's BestOf The Rest program," which is aired Sun-days. This special, highlights those band'sthat didn't make it to the finals.

As well, a master tape is produced andsent directly to A&R departments at variousCanadian companies "for their considera-tion," suggest Wasylyk.

In addition to the airplay, the station hasalso arranged to give bands the opportunity"to play in a concert -size environment," saysWasylyk. CFNY has teamed with RPM, aToronto nightclub, to showcase contestantseach Wednesday night - in conjunction withthe currently running Independent Wednes-day Night concert series.

Pet Shop Boys - the perfect discoThe Pet Shop Boys are a U.K. duo consistingof Neil Tennant and Chris Lowe. Prior toreleasing their Please LP, they were forced in-to a musical limbo through contractual pro-blems with previous producer Bobby 0.

"The new versions are much stronger,"says Lowe, the man who provides the"noise" for the Capitol act, while explainingwhy they decided to have their 2 previouslyreleased singles remixed.

"The first singles stopped and started,"Lowe explains, unaware that both thesesingles had received considerable airplay inCanada. "I think they were only played 3times in England. I didn't realize we werequite that popular here."

Lead vocalist Tennant was asked ifwhile he was a staff writer for U.K.'s SmashHits magazine, had he learned how to pro-duce a 'smash' hit. "We set out to make adisco record long before I was asked towrite," he answered, continuing with "If youare making records, which you think aregood, and I think West End Girls is absolute-ly brilliant, there comes a point where youwould just like your record to be successfuland that's what we decided.

"There was a point where we had todecide if we were going to do this as a kind offrustrated hobby, or push it a bit harder.Well, we pushed."

The fruits of their labour has resulted inPlease, their debut album which has gonegold and is now in the Top 20 of the RPM100. The subsequent airplay and club actionfor their single, West End Girls, has con-tributed to their album garnering Hot Albumstatus on the front page of RPM for the past2 weeks.

All you can do is judge each record on its own merit." Tennant interjects, "There is no

alternative radio. When we started out, we couldn't get played on alternate radio because they said we were too commercial,

and Top 40 said we were too obscure. "But we finally broke through with West

End Girls at the clubs. When we set out to make this perfect disco record

- we knew we were going to get a lot of disco play anyway."

Tennant isn't too taken with the cross- over attempts by some artists. "I don't like

white groups who want to sound' oh -so - soulful'. They think this means they have

some sort of purity, which makes them better than any other artists. They have this very

academic, very dry approach to making music." He goes on to explain, "I like music that

emphasizes the differences between people and their individual characteristics

- and I

think the music business today is geared for them to make the most out of these songs.

"When we make records, we set out to make records that sound like us - not to sound like Tina Turner or Depeche Mode or

whatever. We want our music to sound like us," concluding with "We never thought we were ever going down the road of success

really - apart from the fact that I thought we were good."

It's that time of year again. The tours and

new releases are coming fast and furious. The Arrows start on

a Western tour con- sisting of 18 dates

from Thunder Bay to B.C. The timing

couldn't be better in support of their new single, Chains.

Radio acceptance of the single is super,

with over 90 percent of the major CHR's

already accounted for. At this stage of the game it's imperative the band be seen by the public and media to

expand on the already strong base. Simple Minds are also a band to be

reckoned with, both on the airwaves and on tour. The single, All The Things She Said, is

wasting no time pulling adds at CHR and AOR. The band on the road will definitely

aid in our quest for quick conversions (chart numbers). The first 2 stations to chart are

CKOC (No. 40), And CKOI (No. 39).

I must say I'm breathing a sigh of relief

over Janet Jackson's What Have You Done For Me Lately. After a lot of headaches and;

hard work, we're seeing some excellent results in terms of adds and chart numbers

from coast to coast. Just to confirm that Janet's happening (was there any doubt), ma-

jor single distributors across Canada are reporting sales and have seen fit to go to

chart. To expand on that, check out some of the radio action CKOI (No. 27 to 18), CFTR

(No 36 debut), CKOC (No. 29 debut), CHED (No. 26), CKXL (No. 17), CHUM (No. 28

debut), and CKLC (No. 26). In closing the subject of Janet, I would just like to say to all

those stations not yet on the single -

duty calls.!

As far as Culture Club is concerned, I've one thing to say to radio

- thank you for the

support. The single, Move Away, and album, From Luxury To Heartache, are doing great.

Other product doing exceptionally well for us consist of: OMD's If You Leave

(rapidly closing in on gold); Feargal Sharkey's A Good Heart (LP and single, now

gold), Falco's Vienna Calling (LP platinum), and Katrina And The Waves' Is That It (Gold

album). In our priorities of new singles, Erroll Starr's The Key is high on the list with the

first few weeks garnering tremendous radio response from the likes of CJCH, OZ, CKOI, CFGO, CHUM, CFTR, CHUM -FM, CKLC, CHED, and CKLG to name a few. Our goals

are set very high for this single, and as you can see, radio has been quite accom-

modating.

38 Special's Like No Other Night, and Pretty In Pink by The Psychedelic Furs also

fare high on the priority list.38 Special has a track record of airplay and sales. The last

album release did go ver gold, not to mention CHR and AOR support with numbers. On

release of the new single in the U.S., here's the story: Number One most added at CHR

and Number Two most added at AOR. Here in Canada, we are committed to bringing 38

Special home. Early believers are Q104, KX96, CJAY, KIK, and CFOX.

The Fur's Pretty In Pink single is the se- cond single from the gold plus soundtrack

(PIP). At the moment there is a lot of momentum with the movie, the single

(OMD), and the album all doing extremely well. At AOR the album is charted from coast to coast but we still have our work cut

Blackie Lawless counters a "useless" PMRCThe efforts of the Parent's Music ResourceCenter (PMRC) have been well documented,and one of the groups they singled out in theirrelentless attacks were Capitol's W.A.S.P.

However, W.A.S.P. bassist BlackieLawless says he's "still looking around, try-ing to figure out what their whole point was.They made a big noise and then all of a sud-den went away."

RPM was the first to compile a national listing of 100 singles and albums. We were the first to show

With our pulse on the industry, we will also be the first to come up with other imaginative and

An alarming decrease of radio news jobs in '85by George Pollard,George Pollard a broadcast consultant, based in Ottawa, has become increasingly aware of achange in the news departments of radio stations, particularly the small markets. He points upthese changes in the article that follows.

The number of radio news positions inCanada decreased by 4 percent in 1985. Basedon a census of the December 1984 and 1985Matthews Lists 86 of the 2144 full-time non-management radio news (and sports) jobsthat existed in 1984 were eliminated during1985. In markets of less than 60,000, 8 per-cent of the radio news jobs, 64 jobs in all,were eliminated. That's twice the nationalfigure, accounting for 3/4 of the totalshrinkage.

Sources believe attrition was the prin-cipal method. Vacated positions weren't fill-ed. About half of all 2 and 3 person radionewsrooms became one and 2 personnewsrooms during 1985.

One station manager said, "Eliminationof a news position or 2 was part of overallcost-cutting." About half the stations insmaller markets reported a loss in 1984. "Itwasn't," he added, "an attempt to reduce theproblems sometimes associated with news -sales -advertiser conflicts."

Observing the positions "weren'tnecessarily eliminated, just unfilled," a cynicsuggested some licensees "smelled the de-regulatory rat and were getting a. head start.

"If the CRTC decides to de-emphasizecommunity service," he surmised, "then firstcuts are made in news . . . (who needs) jour-nalists when you have an announce staff andaffordable wire and voicer services. If andwhen the Commission goes in another direc-tion, the positions can be filled . . . maybe."

Professor Joe Scanlon, of the School ofJournalism at Carleton University (Ottawa),links the decrease in radio journalists to thenew satellite news services which can delivermajor market quality newscasts 24 hours aday, 7 days a week, 365 days a year for lessthan it costs to hire a reporter, let alone staffa newsroom.

newsrooms, especially in smaller radiomarkets, has far-reaching implications forthe quality of the radio news work force - thequality of the radio news product and the in-tegrity of broadcast policy.

Many entry level news jobs are gone,possibly forever. This affects all aspiringjournalists, but women will be most pro-foundly affected. Recent research has revaledthat women are under -represented in all nesmedia and all news media jobs except for en-try level radio positions. A reduction in entrylevel positions thus threatens the femalepresence in radio news.

An incease in one and 2 personnewsrooms undermine continuity. Newemployees will have difficulty establishingthemselves in the newsr000m, station andcommunity; they will have to learn -the -ropesthe hard way. Bereft of an experienced co-worker, each recruit will make the samemistakes as the last and the next.

Learning from experienced co-workersand building on that experience is a basic in-gredient of every journalist's career.Newswork is a skill acquired through prac-tice. The leadership and guidance providedby experienced co-workers, albeit informaland subtle, is crucial. Impeding this `para-apprenticeship' system undermines the quali-ty of the news media workforce and the newsproduct.

Given ideal conditions, the demands of asmall radio newsroom impedes the learningprocess. Reducing newsroom personneldisables the process of becoming a compe-tent, skilled radio journalist.

These results emanate from specific deci-sions made by licensees and management,decisions they have the right to make. It isprobably immaterial that the decisionsadversely affect aspiring journalists, thequality of the radio news work force, and

And, it helps them understandtheir community's niche in the largerregional, provincial, national and interna-tional context. Relating non -local events tocommunity -interests is an important part ofradio news.

It's not surprising, then, that in smallermarkets local news is the principal reason forlistening to local radio. Local news is thecompetitive edge, local radio's raison d'etre.When the quality or quantity of local newsdecreases, so does tuning.

Music & Artists Agency celebrates 20th year

Maureen Enright, the new President of MusicAnd Artists Agency, is in the midst ofcelebrating 20 years in the entertainmentbusiness.

Founded in 1966 by the late Bert Mit-ford, Music And Artists Agency centers itsactivities on bookings, using a wide selection

of talent, including big name orchestras,classical, country, rock, pop and rock 'n' rollgroups.

Variety shows and children's programsare also produced for Exhibitions, Fairs,Conventions, Trade Fairs, and many more.Over the years, many shows have been pro-duced for Centennials, Bi-Centennials, An-niversaries etc.

"The business has changed over theyears since Bert first opened the Agency in1966," says Enright. "When I went to workfor the Agency in 1971 (becoming Vice Presi-

come to New York and get other musicians playing with him to provide outside in-

influential recordings were with the groups Spencer Davis, Traffic, and Blind Faith.

West Coast's Paul Horn to tour Russia

Recording on his own Golden Flute label distributed in Canada by Attic, Paul Horn

and his 4 -piece band will play 20 dates in Russia from May 7 through June 5. On his return he will play the B.C. Pavillion at Ex-

po '86 (Aug. 4 to 7) An American by birth but now a Cana -

damn landed immigrant, currently living in Victoria, Horn stresses his trip to Russia is

"commercial," he will not be visiting as an emmissary. When Horn last went on tour to Russia

he recorded his Inside Russia LP but has no plans to do so this time, although, he adds

"they'll be taping the performance and I might bring home the masters."

Known for his fusion style of jazz, he believes that music connects "all people on

this planet." For this reason, his travels are extensive. "When they (the Russians) open up

to a western concept like jazz or rock, then maybe it signifies a real change taking place, I

hope so anyway."

vocalists Chaka Khan, James Taylor and Dan Hartman. Titelman also reveals additional

guitar tracks were provided by Joe Walsh and Nile Rodgers. The former has been credited with co -writing some of the material.

Titelman points out that he is no stranger to Winwood's work habits, having

produced the George Harrison and Christine McVie's self -titled albums, on which Win

- wood made appearances. "We had a good

working relationship on those records," says Titelman, "and this record grew out of those

past relationships." There are 8 tracks on Back In The Highlight. "The tracks are a little long," ad-

mits Titelman, but they don't feel long." He attributes this to the album's "different

flavour - this different feel. It's an extension of the classic Winwood sound." He con-

tinues with "There's no way to get away from it. But it is a very desirable one. So we just

added to it." Titelman recalls that when Winwood ar-

rived at the studio with his songs, "there was one that was actually hiding, and it turned out to be the title track. Steve had written it and forgotten about it. He played it for me in the studio one day and I thought it was great. He worked up a new arrangement, and as I

said -

it's now the title track."

matters of public concern. This will, it's believed, safeguard, enrich and strengthen

the cultural, political, social and economic fabric of Canada.

When a decrease of news personnel means a decrease in local news, it detracts

from the Act. If Canada was monolithic, the news service view would satisfy the Act, the needs of most stations and the audience for radio news. Canada, however, is a mosaic with inlays of varying shapes, colours and

textures. It's a helix of linguistic, political, economic, social, class and cultural com- munities. Radio, especially local radio news,

plays a crucial role in the shaping and main- taining of each community's identity.

This is not to suggest licensees should have to maintain a certain size news staff. They have a fundamental right to make staff-

ing decisions, unless those decisions under- mine service. If it can be demonstrated that

service is unaffected by cut -backs, there's no problem. Otherwise, the cut -backs are

legitimately subject to regulatory review. Understanding why there was a 4 percent

decline in radio news positions during 1985 is thus essential. If service is, in any way, af-

fected by cut -backs, some licensees may be violating their covenant with the Canadian

people. Needless to say, it is incumbent on the

CRTC to consider the affects of this trend on level of service, female presence and how news audiences see the world and define their place in it. Whether the CRTC will ,is

another matter. Given its current quest for ir- responsibility and industry chaos (CRTC

Public Notice 1986-66, aka "pass -the -buck de -regulation proposals"), it is doubtful the

problem will be recognized let alone con- sidered.

New- single from Pat Blyth Pat Blyth is back in the running for chart ac- tion with his latest Downs single, (Another)

Once In A Lifetime Chance. The plug side was co -written by Blyth and Frank Stirk and

produced by Larry Campbell at Winnipeg's Mid -Ocean Studio. The flip is an instrumen-

tal of the plug side. This single follows Pat's 1985 release of Not Enough You. Musicians

on the session were keyboardist Daryl Havers, guitarist Steve Bell, steelman Art

Alyea, bassist Randy Booth, and drummer Gord Metcalfe. Background vocals were sup- plied by Blyth, Rhonda Hart, and Donna

Henry.

Bill Johnson & CHOO part It came as a shock to learn that after 12 years of being the anchor personality at CHOO

Radio Ajax, Ont. Bill Johnson and the sta- tion have agreed to disagree. Bill's last on -air stint was as drive home personality. There have been quite a few job offers for Bill, but

he would like to "hang -in" around his Port Perry home, and of course he will be kept busy on the tour circuit with his Sweet Coun-

try band. It's interesting to note that one member of his band is June Eikhard, a cham-

pion fiddle player, and mother of Shirley. Bill is also no stranger to the recording field, hav-
