“Happy belated Valentine’s Day”…This is a phrase most people visiting or living in Rocky Point would be hard pressed to use. If you have never spent a Valentine’s Day in Rocky Point, it would be hard to appreciate why you can’t say, “I forgot”. The reason is, that almost every intersection seems to have people either in the street or on all four corners. I saw baskets with stuffed animals and boxes of candy, red roses, from a single rose up to two dozen, assorted flowers and ‘I Love You’ balloons. Not to mention that it seemed everywhere I went someone

was dressed in red. Fortunately, for me because I am a forgetful person, I used this opportunity to buy a couple of Valentine’s baskets for the girls at the Rocky Point Times office. It was reported in the local newspapers that Sam’s Club will start construction on the property next to the Bodega Aurrera, our Walmart affiliate, which is on the main Blvd. Benito Juarez. Another big name franchise in the auto parts industry is nearing completion on the southwest corner of the main Blvd. and Samuel Ocaña (the red light as you enter town) - Welcome AutoZone! If you are wondering about what all that new construction is going across from Reggies 8/12 on Sinaloa Ave. It is new housing for the marines. One of the buildings is shaped like a tall pyramid, I thought it may be used for some sort of training exercise, turns out it is a giant water tank, I’m told. Almost every time I drive around town, I see roads that are newly paved or under construction. The newest is an extension of the new Coastal Highway

from El Golfo de Santa Clara and San Luis. It has been extended about 3 miles further south and connects with the road to the resorts and Sandy Beach, (our sleepy little fishing community is become very cosmopolitan).

Congratulations to Chef Mickey and Gabriela Mata for winning the Taste of Peñasco Iron Chef competition. It was the second win for

Chef Mickey and the first for Gabriela, who is a culinary student at the local university U.T.P.P. The two of them had only 2 days of practice together prior to the contest. There were a total of six restaurants which entered this year; Chef Mickey’s Place, Coyote Grill, La Cocina de Ramon, Mayan Palace, Mare Blu and Capones. Mickey’s winning dish

was a “Stuffed Date and Shrimp with Gorgonzola Cheese” and the dessert prepared by Gabriela was a “No Bake Cheese Cake”, with a peanut brittle, strawberry date base. Chef Mickey has been a popular chef in Rocky Point for the past 10 years. He recently left Las Palmas and opened his own

restaurant, named of course, Chef Mickey’s Place, in Plaza del Sol on Blvd. Fremont. The restaurant is open 7 days a week from 10AM  to 10PM, has seating for 40 people, and catering is available for weddings, special events, etc. Besides his daily

specials, every Thursday it is All-You-Can-Eat pasta for seven dollars. They accept Visa/MasterCard. For reservations call (638) 388-9500. EDITORIAL CONTINUED ON PAGE 8

We all like new looks for us in our per-son or in our belongings such as our homes, in fact by making small chang-es like paint or lighting we transform entirely the atmosphere of any space. In the past I had taught Spanish so I wanted a Spanish name for my store, as if to make my customers learn and practice some Spanish, Diseños Casa y Jardín when translated into English means Designs for the Home and Gar-den, yet to my surprise that name has been very hard to place on the mind of even my Spanish speaking clientele! However they always gave reference to my name every time they wanted to share with others what they had bought for their homes. Time came by and so the opportunity to have our business registered as an of-ficial trade mark to legally protect our own designs of furniture, accessories and so forth, well the Instituto Mexi-cano de la Propiedad Industrial (Patent &Trademark Office) in Mexico told me I couldn’t have Diseños Casa y Jardín registered since they all are in a way generic names, they needed something more distinctive, so someone suggested my name and after running a sound prove system they said I could have it! Three years ago (Jan 27, 2009) they granted us the official use of Eddie Wharez® If you have been one of our cus-tomers for some time you would already notice some changes throughout our ads, it took some time, really out of modesty for the registered mark to be em-phasized, we have used different logos and last year especially we chose to give more recognition to the mark using smaller fonts for the actual name of the store. Another thing we started doing with much success was showing in the ad the inside of the store, people would get a glimpse of what the store looked like, they grew curious and made them come the store, sometimes friends ask me why I am in all the ads here is the answer: a friend of mine a real-tor, told me that in their business it is very important to show your face, who you are, what you stand for and more importantly that you are really proud for what you do and that your own reputation is behind everything you sell and guess what? That was exactly

how I felt!!! I jokingly usually reply to my friends that “my dream was to be a model so I can be my own” then I watch their faces and laugh!!! Long story already! The thing is that for 2012 I felt we needed to make a small change in our image but make it in such a way that turned out to be something really fun and out of the or-

We beautifully decorated the empty building across from our gallery, Richard Scott played the sax and unveiled the plaque with the new logo while beautiful Conchita Peralta conducted the program doing an excellent job; wine and coffee were enjoyed by all the more than 120 guests that showed up - none got a personal

invitation - remember we only used face-book! Thank you for being our customers, facebook friends and fans! Getting from Point A to Point B isn’t always an easy task, especially in a foreign country. However, Rocky Point is a small city with mostly good streets, so visitors should have very little trouble, unless they want to do it fast. Stop lights tend to take, on average, about 45 minutes to change from red to green. That allows plenty of time for street vendors to surround your vehicle to sell you El Imparcial newspapers, parakeets, Mexican flags in 23 sizes, baskets of fresh-picked fruit and Our Lady of Guadalupe candles. You will seldom be offered all those things at once, but if it does happen, you can be assured the light won›t change quick enough to spoil the sales pitches. This month›s inquiries about Rocky Point traffic flow are as follows:

Q: Is there an organized bus system in Puerto Peñasco like there is in Cancún? A: Yowza! The word “organized” threw me for a second. There are certainly buses that run here and there in Rocky Point. If you get up early enough, you›ll see uniformed workers awaiting private buses that take them to the Mayan Palace and other places to work. You›ll also see buses loading and unloading passengers who are traveling to and from town. The city is so small, the taxis are so cheap, and everyone has at least one car and two bicycles, so maybe public transportation is not a priority item on the mayor›s agenda. But I could be wrong. Q: At the intersections which have traffic lights, can I turn right on the red light? A:  Sure, why not? You can also turn left, back up and honk your horn. But if there›s a cop nearby you could get a ticket. Seriously, turning right on red after stopping is accepted internationally, and even in semi-

populated, faraway places like Cedar Rapids, Iowa. But be aware that many drivers will not bother to stop, either because they have no brakes, or they are in a hurry to beat oncoming traffic because beating oncoming traffic is their number one goal in life. Good luck. Q: At intersections where there are stop signs, who gets to go through first? A:  In the States, the first person to arrive at the stop sign is, by law and by driving etiquette, the first person to advance through the intersection. If two cars arrive at the same time, the vehicle on the right always has the right of way, and can proceed first. In Mexico, however, you should take for granted that no matter who gets to the intersection first, the guy who arrives last will probably turn in front of you and generally deny that you and your SUV pulling a 38-foot trailer actually exist in this solar system. I say if you can›t beat ‘em, join ‘em. When you get to town, park your car and take a cab. The ride is like Space Mountain at Disney World, but lots cheaper.

Twenty-three new puppies this month! Waiting for their forever new homes!

A typical month at AACORP: The last month we built a fence for a mama and her new babies for a local family so they are now safe and secure. Rescuing a mama dog “Coyote “and her 8 newborn puppies from Fremont and Josefa. They are here at the center getting fat and healthy, also ready for new homes. Taking a puppy with a prolapsed rectum to Dr. Javier for care and surgery (Chochoys 383-2338). Taking a very large German shepherd belonging to a local family to Dr. Marco Hernandez (044-638-102-0067) for neuter and treatment from being impaled by a wrought iron fence into his testicles (ouch). Rescuing 7 newborn puppies from being thrown in the desert (pictured). Dr. Rincon 383-3344 is an orthopedic specialist and along with Dr. Javier Morales received referrals for broken limbs. We also gave vaccines to 23 puppies and Ivermectin shots to all dogs for parasites. We received 5 additional Kuranda beds donated to the center. I did make a trip to Phoenix for supplies and to pick up the beds which I assembled this week. We are having an adoption day at the Stadium next week so I have been preparing for the event. Keeping fresh water, food and cleaning poop is a daily occurrence. I also erected a canopy (Thank you Candy) on the patio for the cats and puppies. I receive at least several hundred emails weekly and dozens of phone calls daily regarding helping or rescuing animals.   Getting and giving hugs daily!

Sad News On a very sad note – we lost a dear friend and supporter of the center last month to Cancer. Carolyn Willits will be missed by all her two and four legged friends. I will miss her – she was so young, vibrant and such a trooper – never complaining. She had such a positive attitude. I know she is with the angels. We are the only animal rescue organization that has been recognized by the city of Puerto Peñasco. We are also the only US 501©3 non-profit animal rescue in Puerto Peñasco. Your donations are a tax deduction. Giving a donation to a Mexican non profit is only a deduction if you also earn money in Mexico and file with the IRS. Be aware that several people are claiming to be legitimate rescues. The economy is down and many people try to take advantage of the charities in

the city. When giving to any charity remember to ask for their paperwork. A legitimate organization will have a business bank account and will not ask for checks to be written in a persons name. Animal Adoption Center of Rocky Point   helps with and sponsors the twice yearly

spay/neuter clinics conducted by the city. AACORP is the only group that works with and is recognized by the city of Puerto Peñasco. I am usually busy in the morning with feeding and giving medicine, so it is best to stop by after noon or call to let me know you are coming. You can also drop donations at any time over the fence, under the sign, as I check often. There is a mail box for checks/money and it is very safe. It is just under the sign. We thank all who are helping with donations for the animals. We try to feed and help as many of the locals as we can with veterinarian services. Our next spay/neuter clinic will be at the Shrimp Park on April 13th  and 14th.  We will have visiting veterinarians

from various parts of Mexico and welcome any veterinarians from the USA and/or Canada to participate. We do provide housing (A big thanks to Rodger Clifton at FMI Real Estate) and meals. We also need clinic supplies – medications, surgical gloves, surgical instruments, surgical packs etc. You can bring supplies to the center or call Nancy for pick up at 383-1012 or from the USA (602) 412-3932. We can also pick up donations in AZ. Just call me.  I had a hard time this last month when I discovered that someone had been taking the animal food (8 bags of science diet cat food in one day). I had

suspected for some time now that this was happening. I was almost out of dry cat food and had just received 12 bags of science diet cat food and had placed the food in air tight containers that held three bags each. My suspicions were confirmed the next

day when most of the bins were empty, one hour after the worker had left. I was almost out of dry cat food when I received this donation so it was clear that the cats did not get into the bins and eat over 8 bags. It was being removed in trash bags. It was very heartbreaking for me to discover this. Sharpei mix sisters who are about 8 months old, spayed and ready for a new home.  We are in need of  dry cat, kitten, dog and puppy food. Canned cat and dog food, cat litter (non-clumping) laundry detergent, trash bags – white draw string, brushes for cleaning, , Downy,

waterless hand soap, disinfectant and any cleaning products. With so many puppies we need lots of paper towels! Costco dog beds and baby or small blankets for the babies. I would like to assure everyone considering travel to Puerto Peñasco, aka Rocky Point, that it is very safe! I just cannot believe the news coming out of Arizona regarding the warning to those wanting to visit Rocky Point. There is more crime in Phoenix in a week than there is in Rocky Point in a year. I travel back and forth on a regular basis and have never had a problem. Please pay no attention to these false reports. Rocky Point is safe!

In Part I (published January 2012) I was telling you about my experience raising horses from start to finish. This will be a continuing saga, issue to issue. So sit back, open a Corona and enjoy. In these tales I refer to my last wife as Old What’s Her Name, OWHN, so you don’t get confused, and I don’t slip with the wrong name when talking to my wife Nancy. Whew !!!  By now we have bred and raised some colts and fillies to the age of two. Tried to sell them since they were born, with no luck. But we should hold on because this is a ‘money making’ business.  Did I tell you I don’t like to ride horses? I’m not afraid of them, I just don’t like to ride. I suppose they don’t like my 240 lbs on their back either. One of OWHN’s sayings was, “Hold On Don’t

Let Go”. As I was saying, I’m 240 lbs and this baby is 500-600 lbs by now. Who do you think  is going to win in this situation? I should say, who is going to lose? Me, that’s who!! One day we had to  remove a bandage  from one of the horses hind legs, and of course he didn’t want any part of the deal. So, me being the obliging, dutiful husband, I tried to “Hold On Don’t Let Go” as she said. Down we went on the ground. I got him in a scissor lock and a headlock and we commenced to roll around, him trying to get loose of me and I’m trying to hold on. I had horse do-do in my ears, mouth, eyes and all over me because we tried to do this in the corral where they do their business. Couldn’t have done this out in the grass could we? He was kicking and trying to get up and beating me to death but I held on and didn’t let go. That done, I was a seasoned veteran. I can do this, yeah right!  We could not sell the horses, so now they are 3 years old and OWHN decides we are going to send the filly (female horse under four years old) to a race trainer and put her on the track cause that’s where the money is. We found a trainer and his fee was $12.00 a day plus everything else such as special shoes, vet, and of course the  hauling from here to there. And, it only takes 90 days of training before they are in shape to race! At $12 /day plus special shoes, vet and etc, it won’t be long until we are in fat city. We don’t even know if

she is fast enough to race but the trainer just says, “She will be tough”. Well I’m tough now, after all that hay loading and “Don’t Let Go” deals, but I can’t run for crap. Race day comes finally and at the last minute the trainer tells us we have to RUN across the track to the race office and pay our license fee and workers comp policy. What’s with that? It’s a horse. Seems we have to insure the jockey in case he falls off while trying to get our horse to the finish line first. Another $250.00 and all the trainer says is she is “going to be tough”.   I need another Corona over this.  She won her first race .We made money,

finally. Well some money anyway. Got $175.00, of which we had to give 10% to the trainer and 10% to the jockey and the jockey didn’t even fall off! And guess what? The horse hurt her two front legs (shin splints), more vet bills, more “Hold on Don’t Let Go’s” and now she can’t race anymore. But she WON!! Now we are hooked. That was fun. We need to do this some more! She ran fast, so lets breed her. Maybe we can sell her babies.  More in the next issue .We will talk about some more “Hold Ons”, and mules.. ON HAULING ROCKS AND ESCROW

There’s an old story about a fellow walking past a new construction site where a line of burly men were each pushing a wheelbarrow full of heavy stones from the one spot to another. Curious, the pedestrian asked one of the men, “What are you doing?” With a scowl and an unconcealed sneer, the workman replied, “Can’t you see? I’m hauling rocks.” Still curious, the man asked the next wheelbarrow pusher, “What are you doing?” Somewhat casually, the man replied, “I’m building a wall.” Still not satisfied, the pedestrian approached a third workman. This workman had a smile on his face and had been whistling softly to himself as he moved the heavy wheelbarrow along. Intrigued by the obviously different attitude, the pedestrian asked the worker,

“What are you doing?” “Oh,” said the man, “I’m building a cathedral!”  More about attitude and cathedral-building in a minute. Last month in this column I introduced our new company name, Guardian Title and Escrow, and described our background and experience in Rocky Point real estate over the last 16 years. We ended that column with a discussion of our Company’s #1 Principle -  Our Customers› Interest Comes First.    In short we noted that:  We prosper only if we serve our customers as we would serve ourselves or our families. If we are not the best vendor of the service(s) you need, we will not hesitate to tell you…upfront…no charge. When some other entity could better serve your needs, we›d rather earn your respect for honesty and fair-dealing than any fee you could possibly pay us. This month I want to chat about Principle #2 because it is particularly relevant to Guardian’s escrow services. Principle #2 is that we are  A Truly Independent Third-Party  in real estate closings and escrow. When we are retained, we are not previously connected in any way to the Buyer or the Seller. Neither needs be concerned that we favor the other because of some

pre-existing relationship.  For hundreds of years (thousands, perhaps?) buyers and sellers have used a third party to hold money or goods until all terms of the transaction have been met. The word “escrow” is derived from the Middle English word “escrowl” - meaning “scroll.” Other variants include the Anglo-Norman term “escrowe”… or the French term “escrowe.” All terms translate to “scroll” which, essentially, infers a checklist. The checklist is the escrow agent’s best friend When an escrow is established, both parties want an  independent  third party who they know will not favor the other party. That is, the escrow holder (i.e., escrow agent) must not be closely associated with either party. The fact that  Guardian Title and Escrow  is independent of any other entity in Rocky Point derives from Principle #1 which is that  Our Customer’s Interest Comes First.  Because we are an independent third party who puts the interests of our clients first (Principle #1), we do not list, promote or sell Rocky Point real estate or accept commissions or honorariums from those who do. do an excellent job of providing those services. Our function is different. We don’t negotiate or arbitrate the deal. Our job is to take over, once an agreement has been made. We do so in an impartial manner; respecting the best interest of both parties and favoring neither. This is where “building cathedrals” comes in. Throughout history, buyers and sellers have employed «trusted third parties» to hold title and payments until such time as all parties had fulfilled their obligations. It is also a matter of record that in many cases the «trusted third parties» turned out to be, decidedly, NOT trustworthy. Unfortunately, that has happened here in Rocky Point too; mostly when the “trusted third party” had conflicts of interest. We at Guardian Title and Escrow work very hard to avoid such conflicts and to protect our 16 year reputation in Rocky Point for honest, forthright, and dependable services. We truly enjoy our work. Personally, I’m retired from ASU. I don’t need to work. But I’m still “building my cathedral” and enjoying every day. During our participation in the Real Estate Committee of the Arizona Sonora and Arizona Mexico Commission meeting that was held in Puerto Peñasco on Feb. 10th to 11th a number of interesting topics were discussed for the community of Real Estate. Two real estate instruments were discussed; the use of the Public Registry and Bank Trusts for foreign owners. These two instruments help protect the interests of property owners by providing certain legal protections for real estate buyers in Mexico.

First, the Public Registry of Property within the Municipal Office provides a comprehensive data bank for the records the public transfer of ownership of Real Estate Property. This Public Registry therefore helps the owner of a property protect their ownership rights as the only changes to this registry must be made through the proper ownership transfer using a Notario licensed to carry out this public transfer of property. Before any property is sold the buyer’s real estate agent should check the ownership of the property

in the Public Registry to make sure the selling party is the registered owners of the property. The agent should also check for liens held against that property. The second topic was the use of Bank Trusts which is the legal instrument by which a foreigner can acquire the ownership rights to property within the restricted zones of Mexico. Restricted zone is defined as the 100 miles within the national border or within 50 miles of the coast, Puerto Peñasco is within th4e restricted zone. The ownership of property is handled through the Notario and is similarly registered in the Public Registry. These two essential real estate tools help provide the security of ownership in Puerto Peñasco, Sonora much like owners expect in the United States. We continue to work with our peers in the Arizona through the Arizona Sonora Mexico Commission to create further progress in system regulations, all with the sole purpose of providing legal support to the real owner of the property right. The state of Sonora was the first state in Mexico to legislate real estate agents to become licensed. Two major drivers

for this change came from our AMPI organization and the Arizona Sonora Mexico Commission. AMPI Puerto Peñasco has been approved by the state of Sonora to provide the required training for the state real estate licensing and renewal.  The first courses started on Feb. 14th with the opening class on Ethics with over 40 real estate agents attending. The construction of a Convention Center on the road to Sandy Beach was announced.  The Convention Center will provide greater investment confidence in this destination to provide national and international conventions since we already have infrastructure in hotels and condominiums to support the visitors the conventions will attract. A Home Port for cruise ships planned for Puerto Peñasco was also announced. The opportunities presented to us sometimes come only once in life, so when we have the option of to invest in the purchase of real property that can pay off in a good long term investment with future capital gains for your family, you cannot miss the opportunity. Happy Spring to you all. This article is just to share a few words and some photos about my mom, Lois Lyons. Most of you didn’t know her, but some of you know me. My name is Todd Lyons and, with my partners, we have the Long Realty franchise for Puerto Peñasco and Castaways Rocky Point, our rental and property management company. www.gotrockypoint.com and www.castawaysrockypoint.com (shameless plug) If you know me, you’re aware I have a warped sense of humor and hopefully overall, you think I’m an ok guy. Well, I get it from my mom. The following words are just a little tidbit of history and what kind of person she was and continues to be. Lois was born in Detroit, Michigan on November 15, 1942 and passed away on January 10, 2012, she was 69 years old, a lifelong nurse, a Vietnam Veteran, and an amazing mother, friend, and mentor. Her mother, my grandma, was from Torreon, Coahuila, Mexico. (Yes, this makes me ¼ bean) After nursing school, my mom wore combat boots for the US army during the Vietnam war as, she was part of the 85th Evacuation Hospital in Qui Nhon ’65-‘66, and ended her tour as 1ST Lieutenant. The statistics from her unit are astounding, even for a modern hospital today. The 85th EVAC saw over 24,300 admitted and only 184 died, not bad for a few tents in the middle of a muddy field, half way around the world. The unit definitely earned their name, the Miracle Workers. In fact my mom and her friends were responsible for getting the Women’s Memorial erected and dedicated in Washington D.C. to honor the nurses and medical staff who served their country during the Vietnam War. I’m very proud of her for that and all she has done. Mom’s funeral was wonderful and extremely emotional, with hundreds in attendance, there wasn’t a dry eye in

the house once the honor guards started to play taps and gave her a 21 gun salute. Also present was her Vietnam Veteran’s Chapter #9 from Detroit and their silent salute. “Welcome home Lois” Mom was a diehard Michigan and Detroit sports fan, as you might have noticed, so am I. Go Blue and Go Lions!! We’ve always known how giving mom was and, while back in Michigan for her funeral, we found out how much more giving she had been throughout the years. My sister and I found 24 charities that she donated to on a regular basis, and never mentioned it to anyone, simply amazing. Mom was an organ donor too and, since her death, we recently received a letter that her corneas gave vision to a woman from Illinois, she’s an amazing woman that just keeps on giving. Mom enjoyed coming to Rocky Point to visit me when she could. She liked the beautiful sea, vistas, and sunsets that Peñasco has to offer and, enjoyed spending time with me, my sister Tanya, and my brother Craig, here at the beach or on a boat. She never questioned my decisions, but always had some good advice and, she knew I wasn’t crazy for wanting to live at the beach in Mexico, a long way from the Midwest. To me, it was only 8 hours away, a 4 hour flight to Phoenix and a 4 hour drive to Rocky Point. I’m pretty sure I’ve provided a story or two for her to tell her friends about back in Michigan and wherever she is now. Thank you all for taking the time to read this little blurb. I want everyone to take a moment to call or visit your mother if you can, tell her you love her and ask how things are going or, take some time alone to remember her silently. I’ll always love you mom, words cannot describe how much I miss you or how proud I am of you. Thank you.

the small building, which sits in the middle of the two lanes, and tell the officer what items you have to declare and the value of each item. When you are finished filling out the form, the import tax (impuestos) will be assessed and you will be handed two forms to take to the bank and pay. (The bank is at the side of the brick building, past the fountain.) If it is after hours, you will pay your impuestos to the agent who will stamp your form and issue you a receipt. An agent may want to come and inspect your load. The taxes you pay are in pesos (they will accept dollars) and are to be paid directly to the bank and you will be issued a receipt. You will need that receipt to cross the border. (If you are pulled over by Aduana after leaving the border, you will need the receipt as proof of payment.)After you have paid your taxes, you will need to cross the border and go through the Fiscal Traffic Light. If you get the red light you will need to pull over and show your receipt to the officer. If you come through the fiscal traffic light, and merchandise is found, which was not declared, you could have to pay a fine of 4x the commercial value of the articles plus your vehicle and belongings may be seized. If you choose the Integral Inspection the fine will be 1½x the value. In both cases you forfeit the right to the tax exemption.

COMING FROM TUCSONYou will take the old Ajo Hwy. (Hwy. 86), which will lead you through Sells and end at Why, AZ. At the stop sign take a left onto Hwy. 85 (at Why) and head to the border (see above).

COMING FROM CALIFORNIAThe crossing at San Luis (south of Yuma, AZ) is the fastest and easiest point to cross. Head East on I-8 and take Hwy. 95 S towards Yuma. You will cross at San Luis Rio Colorado. Continue straight through the border, go straight for a few blocks, turn left for a few blocks and then turn right onto Ave. Obregon. That is the main road through San Luis. You will go all the way through town and see a sign for Puerto Peñasco and El Golfo de Santa Clara off to your right. Exit right at the bridge and follow the signs to Puerto Peñasco. There is a toll booth you will go through (cur-rently $94 pesos). The road is smooth and free of potholes and has plenty of places to pass and pull over. Just outside of El Golfo, you will turn left onto the Coastal Highway (003) and follow that all the way to Rocky Point. Signs are clearly marked. ENTERING MEXICOHwy. 8 from the Lukeville border to Rocky Point is a good 2-lane road with plenty of emergency parking and places to pass. It is an open range (watch out for wildlife) and is patrolled by the highway police as well as the Green Angels (roadside assistance). Please see Crossing the Border in this section for more info.

As soon as you pass the chainlink fence, you are entering into Mexico. There are two lanes going into Mexico. Wait for the vehicle ahead of you to pass all the way through the lane before proceeding.

As you cross the Mexican Border there are two narrow lanes with a (traffic) light at the end of the lane. As you proceed ahead, the light will flash RED (alto - stop) or GREEN (pase - go).

1) FISCAL TRAFFIC LIGHT

STOP (alto) - RED LIGHTIf the light turns red you will pull off to the left where an officer will ask you some questions such as where you are going, how long you are staying, and what you are bringing into Mexico. The officer will most likely look through your vehicle and belongings. Do not leave your vehicle unattended and do accompany the officer during his search. If you incur any problems be sure to get the name and badge number of the officer.

GO (pase) - GREEN LIGHTIf you get the green light you can pass through without any inspection. Please note that you still may be pulled over and inspected even if you get the green light.

2) INTEGRAL INSPECTION

This is the voluntary request for the examination of your articles, if you have items to declare which exceed your allowed limits. Before you enter the lanes to cross into Mexico, you will pull off to your left and park in the assigned spaces against the chainlink fence. You will need to go to

Only domestic animals (dogs & cats) are permitted into Mexico and you are allowed only two (2) animals per vehicle. You need to carry a copy of your pet’s current rabies vaccination certificate as you may be asked for it as you cross the border.Mexico has many stray animals roaming the streets so please keep an eye on your pet. Many pets are lost in Rocky Point each year due to unfamiliar surroundings and firework noise. If your animal is lost while visiting Rocky Point, we have found the best thing to do is scour the area where he/she was last seen. You can also pass out flyers to taxi drivers and water truck delivery men and post them all over town. Putting an announcement on the local AM and FM radio stations are also a good idea. Be sure you have a collar and tag on your animal as well as a current photo.

Contrary to popular belief, your pet is not welcome at most establishments, especially where food is served. Please check with the staff before bringing your pet inside as the business can be fined for health violations.

RE-ENTERING THE UNITED STATES

PassportsOn June 1st, 2009, U.S. Citizens re-entering the United States (via vehicle) from Mexico will be required to show their Passport, Passport Card, Enhanced Driver’s License, NEXXUS or SENTRI card. Everyone in the vehicle needs to provide one of the above forms if identificaton.Parents bringing their babies, who have not received their official birth certificate, may bring the temporary one issued by the hospital. Children 16 and under will be required to show a copy of their birth certificate.

TRAVEL BEYOND THE FREE ZONE

Puerto Peñasco is located in the Free Zone, where you do not need vehicle/tourist visas to visit. If you plan to travel beyond the Free Zone you will need the following: FMT (personal tourist visa) and your vehicle permit if you plan to drive.

Personal Visa (FMT)Available at the Immigration Office in Sonoyta, on your right as you cross the border. They are open from 8:00 AM until Midnight. You will need to bring your birth certificate and/or valid driver’s license. You can either park on the U.S. side and walk across or you can go through the border and park. You will need to show your ID and fill out the necessary paperwork (it is in English and Spanish). Once you have filled out the paperwork you will take it over to Banca Serfin, pay approx. $195 pesos (per person) and return to the office to give them a copy. At this time you cannot obtain your FMT in Peñasco, but the Immigration office can

stamp your FM3 or FM2 for travel beyond the free zone. If you are flying into the airport you can obtain your FMT when you arrive at the Peñasco airport. By law, anyone who stays in Mexico for more than 72 hours, is required to have an FMT, whether you stay within the Free Zone or not.

Automobile VisaIf you plan to drive beyond the State of Sonora, you will need to obtain a permit for your vehicle. The cost for this permit is approx. $290 pesos. This can be done in Sonoyta or at the checkpoint outside of Guaymas.You will need the original and 3 copies of: • Registration, Title and the valid driver’s license of the vehicle owner• Credit card in the vehicle owner’s name• FMT, FM3, FM2, Passport or birth certificate• Leasing contract (if the vehicle is rented or leased), which must be in the name of the person importing the vehicle. If the vehicle belongs to a company, the papers certifying the employee works for the company.If you do not have a credit card you can post a bond payable to the Federal Treasury issued by an authorized bonding company in Mexico. As an alternative to posting bond you may make a cash deposit at Banco del Ejercito in an amount equal to the value according to the “Table of Vehicle Values for Bonding Companies.”At Banco del Ejercito your credit card will be charged approx. $30 USD. A cash deposit will also be accepted if you do not have a credit card. Your deposit plus any interest will be returned to you when you leave Mexico. You may choose to obtain a bond through an authorized Mexican bonding company located at all border crossings. The bonding company also assess taxes and processing costs for this service. The vehicle permit is good for 6 months and for any type of vehicle weighing under 3 tons.When departing Mexico, and if you are not planning to drive the vehicle back into Mexico, the permit must be canceled with Customs. If your car is found in Mexico, beyond the Free Zone, and beyond the authorized time, or without the appropriate papers, it will be confiscated.Always carry the importation permit with you when driving your vehicle into Mexico. Take it with you when you exit the vehicle - do not leave this document in your car. Make a copy and leave a copy in the car - same with your insurance.The sale, abandonment or use of the vehicle for financial gain, a criminal act, etc. will result in its confiscation.The vehicle may be driven by the spouse or adult children as long as they have the same immigration status. It is a good idea to get a notarized document, if you are driving a vehicle beyond the free zone that is not registered in your name, nor the owner is in the vehicle. It should simply state that the owner has given you permission to drive the vehicle, you may want to include the make, model, year, color and VIN number.

FIREARMS & DRUGS

Firearms, illegal drugs and ammunition are NOT allowed into Mexico. Hunters may bring their firearm with the proper paperwork/clearance. Possession carries a pentalty of 5 to 30 years.

IMPORTING

You are allowed to bring in $75.00 USD per person worth of new merchandise - this does not include your personal items such as clothing, toiletries, etc. If you have new merchandise in excess of $75 per person you will need to declare your items and pay the impuestos (taxes) before crossing into Mexico. You may import up to $1,000 USD in new merchandise per vehicle without the assistance of a Customs Broker.To declare items you are bringing into Mexico, turn left as you cross the border, just beyond the chainlink fence. Park in the designated spot and go into the Aduana Building in the middle of the two lanes. See Crossing the Border for more information on declaring merchandise.If your merchandise totals more than $1,000 USD per vehicle, you will need the assistance of a customs broker. Customs brokers are located on the Mexican side of the border. Park on the U.S. side and walk across to one of their offices.

INSURANCE

Medical InsuranceFamily or personal trip/vacation medical insurance can be purchased by some providers in the U.S. Check your existing policy to see what coverage is offered while visiting Mexico.Most clinics in Rocky Point do not accept U.S. insurance as payment.

Vehicle InsuranceMexican Law states that you MUST HAVE MEXICAN INSURANCE while driving in Mexico. A minimum of liability is required though full coverage is recommended.You can insure your driver’s license if driving a buggy, quad, rail, etc., but the vehicle cannot be insured for theft.If your vehicle is stolen, you must immediately file a local, federal (state) and U.S. police report. The insurance companies usually pay low blue book and extras such as rims, tires, stereo, etc. are not covered.

Most U.S. policies ARE NOTrecognized in Mexico.

You may purchase insurance over the internet, phone, mail or stop at a number of places on your way to Rocky Point. Look in this issue for Mexican Insurance.

This highway will run from Baja, California through Rocky Point to San Carlos. It is completed from El Golfo de Santa Clara to Rocky Point and from El Desemboque to Puerto Libertdad. Southern California visitors will be able to cut their driving time by using this beautiful, safe new highway! It is a nice, wide, 2-lane highway with rest stops, plenty of passing and wide shoulders for emergencies. See Driving to Puerto Peñasco at the beginning of this section.

It’s a slang word with definitions such as…a crazy, all out party, partying with tons of people all in one place, a huge event. Well let me tell you, it exceeded all of my expectations and then some. How could it not, with an all- star cast of musicians playing nothing but hits, for 2 ½ solid hours, without even a break? The line up started with Steve McCarty, of Steve Miller Band fame and Curly Smith, formerly with Boston!! Follow that up with Jimmy Crespo, formerly with Aerosmith &

Rod Stewart, Gary Moon formerly with Three Dog Night & Night Ranger, and David Lewark formerly with Sammy Hagar & Eddie Money, Add to that, Leon Bisquera formerly with Anita Baker & Chaka Khan, Paul McDermand formerly with Natalie Cole & Moody Blues, and Terry Anderson who played with Billy Preston. WOW…can you believe all of that talent playing in PEÑASCO?? Some of you may know these guys former bands very well, but for those of you not sure or not at all let me tell you, you DEFINETLY know their songs!! How about a few titles from the last concerts playlist…Fly Like An Eagle, Abracadabra, More Than A Feeling, Walk This Way, Two Tickets To Paradise, just to name a few. It was one of those concerts that all I kept saying, after they started each song, was…”I know that one, and that one and oh my gosh, that one too”! Most concerts you go to, the band plays a mix of their hits along with songs you don’t recognize because they want to introduce new ones to sell albums.

We all love it here, and feel for the locals who have suffered from the lack of tourists not visiting their shops, dining at their restaurants or renting a kayak or jet ski. We have an opportunity to share this town and all it has to offer with our friends, family and neighbors. Tell them about the concert. I challenge all of us to help support efforts like these, that can continue to keep Peñasco in the limelight with positive promotion, versus the biased attempts by the U.S. media, that we’ve all seen for years, right before the holidays, spring break, etc. Let’s be proactive and get the word out beforehand, so people can make reservations in advance for their March vacations. Think about how much exposure we’ll get after they go back with stories of a fabulous concert, great beaches, and beautiful sunsets. It was 1968 and it was a very different time and a very different Puerto Peñasco that Mercedes found when she arrived by train with her brothers. Her parents had died and her mother’s sister lived in Puerto Peñasco and was going to take care of part of her sister’s family. By now, all the family is here from Culiacan, Sinaloa.They arrived at 2:00 a.m. and there was only one taxi driver in town. The good thing was that he knew her aunt and soon they were settled in at their new home. Mercedes lived in the Pueblo Viejo area and she thought there was no place more beautiful and that she would never leave it. Changes over the years brought her to the Port area.

If you have a boat in the Rocky Point area, please read:Cholla Bay Sportsmen’s Club (CBSC) funds the purchase of radio equipment and supports the maintenance and operation of the Marine VHF radio Channel 28 (prior Channel 26) for the Northern Sea of Cortez. Channel 28 has a repeater, which enables boaters to reach shore while a long way out in the sea. Currently, Rosario Villa monitors the radio, assists boaters in various ways and assists in search and rescue operations. CBSC conducts an annual fishing derby, publishes a newsletter called the Cholla Chatter, and promotes good relations between American visitors and our Mexican neighbors. All members receive the Cholla Chatter. The fish fry is at the end of the tournament and free to anyone. (However, we do accept donations). CBSC also has other sports activities annually such as an annual horseshoe tournament in the spring and an annual golf tournament. Membership dues are $40 per year. We would love to have the support of boaters who launch in Rocky Point, as well as those who launch in Cholla Bay to help us continue this worthy operation. We are now in our 57th year of operation. By Rosarie Salerno  The Spanish Conquistador Hernan Cortez arrived at the Yucatan Peninsula

in February of 1519, Mayan speaking territory. Padre Geronimo de Aguilar, a Franciscan friar, was a shipwreck survivor from one of the earlier expeditions.  He  had been a captive of the local natives. He made his way to and joined Cortez’s entourage. While in captivity Padre Aguilar learned the local Mayan language.  This skill would have a profound effect on the conquest of Mexico for Cortez.  From the Yucatan, Cortez went north along the Atlantic coast to Tabasco.  There he encountered hostile Mayans, who had previously been friendly to the Grijalva expedition.  He was attacked by the inhabitants. Cortez’s army won the battle even though they were outnumbered. The natives believed that the horses of Cortez were supernatural; a combination of a man and a horse. A creature that had two heads. Logically, the mythological-religious beliefs of the Amerindians, in gods who were a combination of man and animal, must have been confusing and overwhelmed them.  They easily believed that these beings had to be gods.  The Mayans surrendered. This belief also would have lead Montezuma to give credence to the fact that Cortez could have been the god Quetzalcoatl. Through the interpretation of Spanish

into Mayan, with the help from Padre Aguilar, Cortez told the people that they were now vassals of King Carlos I of Spain. They all converted to Christianity.  The ease of conversion may have been due in part to the fact that the cross was also a symbol of the Mayan and Aztec god, Tlaloc. He was a beneficent god, the god of rain, fertility and water; the sustainer of life, but he was also feared for his powerful ability over lightning, thunder and hail. In the custom of the Mayan, they gave Cortez food as tribute and 20 young women for him and his army.  Cortez had the women baptized before they were used, as he forbade his men from having sexual relations with pagans. Among the girls was the daughter of a lower ranking Aztec lord. Her name was Malintzin. She had learned the Mayan language while she was a slave. Cortez took her for himself. After her baptism, she was renamed Dona Marina, due to her rank as a sign of respect. She also bore him a child named Martin.Her skill in the speaking of her own native Aztec tongue, Nahua, and the Mayan language helped her communicate with Cortez and the Aztecs through Padre Aguilar. In July of 1519 Cortez secured Veracruz and destroyed his ships so his men could not retreat.  He then set out to Tenochtitlan to meet Montezuma.  Along the way he made alliances with tribes who probably were tired of paying high tribute to Montezuma. The native Amerindians joined him as carriers and warriors. By the time they arrived in Tenochtitlan to meet Montezuma he had his men, about 600, 15 or 16 horses, 15 cannons and approximately 3,000 natives.   Cortez was expecting a huge horde of gold when he arrived; based upon stories he was told by the tribes he met along the way.  However, none of them had actually seen the  treasures of Montezuma. And of course, he was disappointed when his expectations were not met in the city of Tenochtitlan. All this only fueled his desire to find it.

Over the past year, I have represented an increasing number of clients who have come to me with issues on properties they have purchased in Mexico. Mainly the issues were that the properties either had a lien from a third party, or have been adjudicated or were in the process of a foreclosure by a some creditor, often times a (bank), Mexican IRS (Hacienda), Social Security (Seguro Social) or some other governmental agencies. The problem which was the common denominator with such clients was the fact that although they purchased the properties, and fully paid for them, they did so through a private contract that was not registered, and thus the property still showed in the Public Registry under the developer’s name, and not under their name. Such situations basically left my clients exposed. At the mercy of creditors which the developers had, as they proceeded to pursue liens on the properties which my clients had purchased, but that were still under the name of the developers as explained above. Some of those properties ended up being adjudicated in a public foreclosure by the Mexican IRS and Social Security Office for back taxes and governmental fees that the developer owed, some in the millions of dollars. Due to the above, we had to pursue several legal processes in court in order to defend my client’s properties, and/or get their properties back. A process that, although we were able to prevail, in most instances represented a high level of complexity, because in some cases the properties had already been adjudicated by the creditors. Many buyers feel fully protected or with enough peace of mind, because they have executed a private contract by which they purchased the property, have fully paid for the property, and most importantly are using and enjoying the property. However, in terms of security, signing the private purchase contract is only the first step towards obtaining full security on the investment or purchase transaction. As such full security will only be reached once the contract is formalized before a Notary Public, via a public deed under the name of the buyer, and such deed is then registered

in the Public Registry free of any liens.Another issue which is often times criticized, even by some attorneys, is whether or not foreigners can execute and have private contracts regarding properties that are located in the restricted zone (properties located 100 km from the borders, or within 50 kilometers from the shorelines such as those properties of Puerto Peñasco, Cancun, Cabo San Lucas, etc.). Contrary to what some people and attorneys say as to the fact that they consider such private contracts invalid due to the fact that they are executed or entered into by foreigners regarding properties within the restricted zone, in my opinion such contracts are completely valid, and are completely enforceable, as such contracts only represent the original purchase transaction, not the final transaction, which as indicated above needs to be finalized in a Public Deed, and in the case of foreigners, a public deed that will contain the bank trust. My opinion and criteria has indeed prevailed in different courts, where I filed lawsuits to enforce my clients private contracts. The courts have recognized the validity of the contracts, and the validity of my clients interests and rights. In conclusion, having a private contract by which a property was purchased is definitely the main source of your rights to the property. However, do not stay exposed before any third party who may have a claim against the developer and, consequently, do not stay at the mercy of any creditor who may put a lien on the property or who may adjudicate the property from the developer.If you are in the above mentioned position and feel exposed, or your property has been compromised by a lien, or has been adjudicated, do not risk your investment. For Arizona State University students it is right around the corner. Depending on what high school or college we are talking about NAU, U of A, March and April is the spring break time of the year. Everyone is looking to get away. So what are you waiting for? Didn’t make any plans ahead of time? Wondering what to do with an entire week off? Well, don’t fear, here are  8 great ways to spend your Spring Break in Rocky Point.

1.    Take a Spring Break picture with a whale. Who has a Spring Break picture with a whale on the sand? ?You can, if you visit CEDO Intercultural study, offices located in Las Conchas. 2.       Experience a true beach day. You have many choices in Rocky Point. Here are two favorites: stop by Bella Sirena’s new swim up pool bar and eatery SWIM (open to outside guests) and have a resort beach day just like you would in Cabo, grab a lounge chair,

swim up for your drink order and get waited on pool side. For those who like the warm sand between the toes and the sound of the water beckoning, grab a blanket or beach chair and claim your sandy spot outside Wrecked at the Reef cantina and restaurant directly on Sandy Beach. Here you can dip into the mesmerizing sea and when the urge calls you simply walk up the steps and have a cool libation or juicy appetizer.

3.        Speed and adventure your thing? Well, in Rocky Point there are several things that go high and fast: jet skis, ultra lights, parasailing, ATV’s and banana boats. Pick your level of adrenaline rush. Walk along Sandy Beach and you will see all activities available, even horseback riding for the slower journey.

4.    Check out the 3rd annual Grand Car show the first weekend of the month. Main event takes place at Peñasco del Sol recreation area with a car parade and live music at the car show. Contact Peñasco del Sol for details. Think baby Barrett Jackson.

5.    Grab your 4 leaf clover and celebrate St. Patty’s day, Mexican style. Who needs green beer? In Ireland they certainly don’t drink it, (it is an American tradition) but bring your green food coloring if you really need it. Anyway,Peñasco Palooza a live rock concert on the sand, will be held on Saturday, March 17thoutside of Changos Bar next to the Sonoran resorts. Musicians from legendary classic rock bands such as Steve Miller Band (Steve McCarty ) and Curly Smith (formerly of Boston) will be bringing an All Star rock band playing classic rock music you will know and love. 6.       Experience some Thunder on the Beach In  Rocky Point. Not talking about thunder, lighting and rain storms, or mosquitoes, Rocky Point is fortunate enough to only have a minimal bit of rain and really no mosquitoes like other beach towns.

It could not have been remotely successful without the myriads of people who helped out with donations, food, money, shoes, personal items, beds, household items and even a sit and spin…it was truly amazing! One awesome thing I learned along the way

in this year’s drive for donations was that the collection, shopping, organization, storage and transportation of the items actually brought my family closer together. We had a common goal and shared in the duties which brought joy to the families living along the railroad tracks.  Another great lesson that I learned was that my family extends beyond

Many of the employees took it upon themselves to feel empowered to make a difference in our world and really reached out and helped to promote the cause to ease the desperate living conditions of the needy of Rocky Point. Do you ever feel like going on beach runs or visiting neighboring towns around Rocky Point but don’t want to do it alone? The last several years I have spent many months searching beach routes from Puerto Peñasco to neighboring fishing communities of El Golfo de Santa Clara (to the north), Santo Tomas, Desemboque, and Puerto Lobos (to the south). The last couple of years I’ve been leading and co-leading weekly beach

runs to these towns and other areas on the beach in search of beautiful scenery, sea shells and adventures with other enthusiasts (beach bums). We have also come across the remains of seals,

dolphins, tortoises and even whales. The Bahia de Adair and Salinas Point are among the most beautiful beach scenes anywhere. Anyone who would like to join us on these adventures is welcome to come along. We meet at Playa Bonita RV Park at the front gate at 9:00 AM on Mondays. (We leave at 9am so be there a little early so we don’t miss you.) You will need a street legal, road worthy 4x4 or sand buggy. Bring a lunch, as we usually go about 50 miles on pavement

and are gone most of the day. We can help inexperienced and newcomers learn how to drive in the sand and how to heat burritos on the manifold for a great hot lunch on some

FIRST AID

Scorpion StingsFirst aid for any scorpion sting should involve cooling the wound, which allows the body to more easily break down the molecular structure of the venom. Cooling also reduces pain. Use ice or cool running water if available. On a warm night, a wet compress will help. Keep the victim calm and still. Panic and activity speed up the venom’s spread. Symptoms may include heavy sweating, difficulty swallowing, blurred vision, loss of bowel control, jerky muscular reflexes, and respiratory distress. These serious signs are cause for quick evacuation to a medical facility. Antitoxins are available in many areas where dangerous scorpions live. The doctors, clinics and Red Cross are experts at treating stings.

Snake BitesYes! We do have snakes in Puerto Peñasco. Not usually found in city areas. If you are bitten by a rattlesnake, or any other kind of venmous snake, seek medical attention immediately. Anti-venom is available here in Peñasco.

JellyfishThey are usually bright blue and are present in our waters during June, July and August, although they are sometimes hard to see because of the clarity of the water. Some years we have a few, and other years we have tons. In some beach communities, you will find far less than others. A good test to see if they are present, is to look along the tidelines for any that have washed ashore - if they’re up there then there’s a pretty good chance they’re in the water. Use caution when walking barefoot on the beach or digging through the sand with your hands, they can still sting you (I know from experience). If you are stung, get to a doctor or the Red Cross immediately for treatment.

Stingray StingsOur Rocky Point doctors, clinics and Red Cross are well adept at treating stings. The best way to avoid a sting is by doing the “stingray shuffle!” To avoid stepping on a ray, shuffle your feet slowly as you move through the surf to scare the rays away. Round stingrays are very good at burying in the sand and will remain buried even as you approach. By shuffling your feet you will brush against them and they will scurry away. If you walk through the water as you normally do you will most likely step square on the back of them which causes their barbed tail to come up and sting you. Be extra careful in area where the sediment is silty/sand or where the water is particularly warm.

What do you do if you get stung by a ray? Get out of the water and head to the nearest doctor. If you are stranded out where these facilities are not available follow these steps and seek medical attention as soon as you can. First, let the wound bleed - this will allow any toxins entered with the barb to get out. Next, immerse the wound in hot water, as hot as the patient can stand for approximately 45 minutes: This denatures the protein toxin and relieves a majority of the pain. Then treat wound as any other puncture wound or cut, keep clean and bandage: This reduces the chance of infection, promotes healing. If pain or bleeding persists, if wound is large or if patient shows signs of an allergic reaction, see a doctor immediately! If you are staying at a resort go to the desk or convenience store - they may have a first aid kit with a treatment.

FISHING & BOATING

PERSONAL WATERCRAFTYou do not need to obtain a boat permit for your persona watercraft. However, if you plan to fish from your boat, each person fishing must have a fishing license which can be purchased here in Puerto Peñasco. As with vehicles, it is a good idea to carry two copies of your title and registration for your watercraft and trailer. DO NOT BRING THE ORIGINALS! One copy should be kept on your boat/watercraft and the other shoud be carried on your person or put in a safe location during your stay.

FISHING PERMITSYou MUST have a fishing license for everyone onboard a boat, even if they are not fishing, permits are checked. You do not need a permit if you are fishing from the shore. Permits can be obtained locally at the Capitania de Puerto, M-F, 8AM to 3PM or at the Mexican Consulate in Phoenix.

CHARTERS

Many charter boats and pangas are available for hire by the hour/half-day/day, or organized trip. We do not have any companies that rent boats for your personal use. Charter boats are located all over town and at the docks and on your way into Old Port (right hand side) as well as at Safe Marina and in Cholla Bay. Reputable charters are always the best choice. Please make sure there is enough safety gear on the boat for all persons in your party and that the captain has a marine radio in the event of an emergency.

FM3 & IMMIGRATION

• To legally work in Mexico you are required to have a work FM3.

• If you are in Mexico for more than 72 hours, you need to have an FMT. This is the law and it is good for 6 months.

• If you are living full-time in Mexico you are required to have an FM3.

• Your FM3 does not allow you to bring more than $75 in new merchandise without importing.

Applying for your FM3you will need the following:

1. A letter (in Spanish) written to I.N.M. (Instituto Nacional de Migracion) requesting a change in your migratory status. You must specify your reason, address and it must be signed by you.

2. Complete copy of each page of your U.S. Passport, which must be current.

3. Your last three proofs of income, which must be “apostiled” and translated into Spanish (ie: bank statements, pension, social security, etc.).

4. A copy of a document proving your local address (this can be your bank trust, rental agreement, electric, water or phone bill).

5. A form called “SOLICITUD FDNI/02”, available at the Immigration office, filled out properly.

6. Three (3) forms “S.H.C.P.-5” (available at any office supply store in Rocky Point). This form is prepared to make your payment to the bank.

7. Four (4) photos of your facial front view and three (3) of your right profile. Passport size, black and white.

The only U.S. cell carrier, we have found to work in Rocky Point 96% of the time, is AT&T’s International Plan. All services work - SMS, MMS, Blackberry, etc. Follow the instructions (left) for dialing the U.S. or Canada, and to dial a land line. To dial a cell phone, you may have to dial 044 + 638 + 7-digit number, or you may just need to drop the 044. Sometimes, when calling a local cell, I had to dial as if I were dialing a cell from the U.S.Check plans and where you spend the most time. TelCel’s Blackberry plan is much cheaper than AT&T’s, plus they have a reasonable International Plan for when I travel to the U.S. You can also get an unlocked phone, buy a SIM card, and switch chips as you cross the border. Mexico cell carriers are supposed to start fingerprinting everyone who purchases a cell phone or SIM card.

By Linda Sharp Residents and visitors to Rocky Point have abundant volunteering opportunities. An annual subscription to the Rocky Point Times will reveal the majority of options, because either the organization or individuals who volunteer with organizations will often write an article once a year. Donations are needed at each organization as well. It is best to donate materials rather than cash.  A few that we have worked with over the past few years are listed here with some ideas of timing, needs for donations, and how to connect with the managers:#1.  2 Fish Ministries. Part of a Rocky Point church ministry, this feeding program began a few years ago on Boulevard Kino. From Benito Juarez, turn east close to where the railroad tracks cross at the south end, onto Kino. Go about two blocks. On the right is a chain-link fenced property with 2 Fish signs, tables and a tiny cooking casita.WHEN: Monday to Friday from l0 am someone is onsite, preparing food. From 1 to 2 pm, additional opportunities at this site are open to those wanting to serve food and help with clean-up.WHAT: 2 Fish serves meals to the hungry. Some may be homeless, some may be migrants, most are either out of work, or not making ends meet with the work they have. The majority are adult males,

but you will also see some mothers and children, families, elderly, etc.  HOW LONG: You may arrive as 2 Fish opens and stay until they wind up their work; or help for an hour or two.ADDITIONAL INFO: 2 Fish has also begun serving lunch to children at the city’s most economically deprived schools. In order to commit to serving a school, Margarita, the manager, is interested in finding a couple who will work one school, five days a week, all the school year. It is not feasible to have occasional volunteers, for the children, staff and families need to know who is serving, and that it is a regular event. At present they are able to serve only one school, because of lack of volunteers for the entire school year for more schools.Margarita’s husband, Pastor Noe, is active in this ministry, as well as serving a local congregation.

PINACATE BIOSPHERE RESERVE

El Pinacate Biosphere Reserve is considered one of the most unique volcanic zones in the world. The conservation of these gigantic craters and the surrounding areas are an important part of our ancient history and culture. Self guided hikes, overnight camping and exploring are allowed in the area provided you do not harm, disrupt or take plants, wildlife or artifacts from the area. Visitors must register at the office as they enter the reserve. The reserve is located at the halfway town (Nayarit) between Rocky Point and Sonoyta. Also located near this area is Gran Desierto de Altar, home to the largest area of natural sand dunes.

This rapidly growing organization was created after seeing the desperate need families were faced with when the U.S. economy declined, heavily impacting Mexico, and the peso dropped dramatically. As a result, jobs vanished, more people became homeless and could no longer afford to feed their families. Pastor Stan Tedrow shared his burden to feed the hungry with his congregation, and two feeding sites were born on February 24, 2009 with more being added since then. Currently, citizens can receive a hot meal at Fountain of Life Mission in Colonia San Rafael and at Arizona Taco Place on Constitucion and at Aquiles Serdan across from Hotel Paraiso del Desierto on Constitucion.

Hello again, I am still so happy after winning, for the second time, the honor of being chosen as your Rocky Point IRON CHEF 2012, at the annual Taste of Peñasco Competition.

Now, I have this exquisite recipe for this edition of the Rocky Point TimesChicken Cacciatore

One whole chicken1 oz. flourSalt to tastePepper to tasteOlive oil as needed2 oz. onion (medium diced)1 oz. dry white wine4 oz. demi-glace3 oz. mushrooms (sliced)5 oz. tomato concasse1 garlic clove (minced)¼ teaspoon lemon zest (grated)

A) Clean and disjoint chickenB) Season chicken with salt & pepper and dredge in flourC) Sauté chicken in the olive oil until lightly brown. Remove and reserve D) Sauté onion in the same oil.E) Deglace the pan with the wine and reduce liquid.F) Add the demi-glace and reduce the sauce as desiredG) Add the mushrooms, tomato concasse, garlic, lemon zest, and salt & pepper to taste, stir the mixture well.H) Cover and braise until chicken is done. Split chicken in half and partially de-bone, serve one half per order, coated with sauce.

If you are able to make a donation but not volunteer, this organization always is in need of 20 to 40 pound sacks of rice and beans. They have additional needs - check with Margarita. Margarita and Pastor Noe speak little English; but they understand quite a bit and English-speaking volunteers are often around to help with translating.  #2. Casa Hogar (Nursing Home). Where: Ave. Miguel Hidalgo and Josefa Ortiz de Dominquez intersections.    From Boulevard Fremont look for road signs to Josefa Ortiz de Dominguez.  Not every intersection is well-marked.  This facility is fully fenced, on the SW corner of the intersection, and has a sign.  Lovely nuns from Mexico operate this, and the director speaks sufficient English. Volunteering: Opportunities do exist to visit with the elders, sing for them, serve food, help clean, etc.    However, for privacy and safety reasons, it is best to first meet with the director and get acquainted and be sure of what level of comfort they have. Residents and their needs change from time to time.Donations: This residence is often in need of case-loads of adult diapers, paper goods (toilet paper, etc), food to feed up to 40 including staff. Ask the director about these needs also. She lives on site and leaves only once a day for an hour or so to take care of errands.#3. Pet Abandonment.This is a big challenge. Different organizations serve animals that have been abandoned. Dog and cat food is always  needed. Check with the organizations in this newspaper for details. There are good vets in Rocky Point, should you decide to consider adopting a pet and taking it to the US. You’ll need shots and a travel certificate to get the animal into the US. The local vets know what is needed as this occurs dozens of times each year at each veterinarian’s office.  #4. Life along the Railroad Tracks.If you’ve never spent a day visiting people who create a house from building materials which others take to the dump, try this one day.WHERE: Boulevard Fremont, heading north to the RR tracks, for example, or off the main highway into town as it becomes B. Juarez – turn onto Boulevard S. Ocaña heading west. As you approach the RR tracks, go either right or left. Park about 10 – 20 houses in from the main road. Be sure that you are facing the houses that are made of a large variety of left-

over building materials, small, usually no electricity or water.  SUPPLIES: Take 6 loaves of bread, and about 100 pieces each of bologna and cheese. Butter or mayo and knives to spread it. Napkins. Paper cups and a 5 gallon water jug.HOW: Open the back lid of your SUV, or a door of your car when you arrive, and start making sandwiches.    One of you can stop at any house where someone is outside and offer a freshly made sandwich and water.  I’ve never had any one refuse, and have done this for years with hundreds of families.  VISIT WITH THEM: Ask them how long they have lived at this home, where they are from, how old the children are. They enjoy visiting and appreciate your generosity. BENEFIT: You’ll see a side of life that you may never see elsewhere. The people are just like you, and they appreciate the chance to talk with you and enjoy a freshly made sandwich.DONATIONS: Most anything you have that is clean and in working order is of value as a donation here. If they personally do not need it, they can trade your donation for something others have.  #5.
