FACILITATING DUAL ZONES

High Pedestrian activity was noted throughout the Community by the Johannesburg Roads Agency (JRA) and City of Johannesburg (CoJ) recently

In particular outside of the four registered Pre-Schools located in Jukskei Avenue Umgeni Crescent Satara Avenue and Chabad Road and at all five Closures and in the Streets surrounding the Community-created Parks

Attention was also given to the morning and evening Pedestrian traffic to and from the Chabad of Sandton as well as the increased pedestrian traffic on Friday evenings and Saturday mornings This Pedestrian traffic is not limited to our community streets but also to Bowling Avenue and surrounds

Although Warning Signs for Pedestrian activity already exist within the Suburb the Representatives from JRA and CoJ pointed out that the Road Traffic Act makes specific provisions for DUAL ZONES being both Pedestrian and Vehicle traffic as well as for HIGH PEDESTRIAN ACTIVITY outside of Schools places of Worship etc

We have been encouraged to investigate the matter further and implement the Regulation Signage to reinforce the existing Signage with their sanction

STOP STREETS AND SECURITY CONTROL POINTS

With a special thanks to those who first implemented our Closures we are one of the very few Approved Road Closures that enjoy JRA approved STOP STREETS and duly constituted SECURITY CONTROL POINTS at both our Boom Entrances

This means that all Vehicles are legally obliged to STOP at our Boom EntrancesSecurity Control Points in terms of the Road Traffic Act and why we are able to greet Visitors and ask if they require directions to their destination

Usually in terms of the Security Access Restriction Policy stopping anyone at a Boom Entrance is prohibited as Personnel manning the Control Points may not delay traffic other than the absolute minimum required to open any Boom Many Closures including those around us have applied to install STOP STREETS and SECURITY CONTROL POINTS but unfortunately have been declined by the JRA and CoJ

During our most recent Application for the Renewal of the Security Access Restrictions (Road Closures) the Johannesburg Roads Agency (JRA) and City of Johannesburg (CoJ) noted that some of our Residents ndash clearly identified by their Residents Stickers ndash in most cases failed to STOP at the Stop Streets located at the Boom

If we lose these Rights our Access Control Measures will be weakened as we will be instructed to merely raise the Boom when any Vehicle approaches and we will not have any right to enquire of a Vehicle entering our Community on their destination

In a nutshell we have been officially cautioned that we cannot have it both ways Security Access Restrictions cannot apply or practice any discrimination and as such WE NEED TO ALL PLEASE ADHERE TO THE STOP STREETS AT OUR SECURITY CONTROL POINTS
