THE ROCK - FACTS ABOUT BAUMHOLDER

Family and MWR contributes to the Army’s strength and readiness by offering services that reduce stress, build skills and self-confi dence and foster strong esprit de corps. FMWR services also help the Army

attract and retain talented people. Professionals don’t see work as just a job to be done or merely a source of money. They see work as service to others. They labor toward the betterment of other people, directly

or indirectly: customers, employers, and coworkers.

Welcome to Baumholder. Family and MWR Baumholder wants to make friends with you through this publication - to give you valuable resources. Moving to a new location can be discombobulating, so we want to give you the ability to fi nd us and all the wonder-ful programming here on the Rock. If you need anything, you may fi nd us quickly by searching social media; type in Baumholder FMWR to fi nd us.

The RockYou may hear locals refer to your new home of Baumholder as the “Home of Champions” or “The Rock.” These are terms to describe our 31,000 acres of varied terrain to the north and northeast of the actual city of Baumholder (one of the largest military training

areas in Germany). Baum-holder is located just 30 miles from the French/Luxemburg border offering locals options for quick day trips from “the Rock.” Another convenience is that the military community of Baumholder (which encom-passes Wetzel, Upper Wetzel and Smith Barracks) and the German city of Baumholder are all are walking distance from Garrison Headquarters. It is like being centered on a university campus. To learn more about what is happening in Baumholder, check the fol-lowing resources for happen-ings on post.

Folks are invited to submit photos/articles to the KA; contributing to the excitement by sharing travel and other local photos of community events. Submissions may be sent to [email protected] The online version of the paper may be found at http://www.kaiser-slauternamerican.com.

The Stars and Stripes is your daily European based Ameri-can English language newspa-per focusing on military news. The popular Travel Edition prints every Thursday and the online version of the paper may be found at www.stripes.com. Stars and Stripes has reported fi rst-hand on military confl icts since the Civil War and continuously since World War II by reporting informa-

tion and news of interest and value. Stars and Stripes accepts submissions for consideration for travel and other features. Send photos and articles to the editor to [email protected].

WARRIOR ZONE – BOSS – NICKS PLACE AT SHOOTERS

There are different laws in every country on Earth. That makes it essential for you to familiarize yourself with the laws of the land in which you are driving your vehicle in order to protect your rights. Legislation in Germany offers many advantages for motorists.

Any motorist in Germany whose car has been damaged by another road user is free as a matter of principle to appoint an expert of his choice to assess the damage to his vehicle.

Preserving all the evidence of the extent of damage and the size of a claim in this way ensures that the injured party receives the full amount of damages owing to him. As a rule, if selling a repaired car that has been involved in an accident, there is a duty to

carried out, in which case the garage claims the repair costs directly from the insurer of the other party and the injured party does not have to pay in advance. You have the right here to have the vehicle fi xed at a garage of your choice.

If you need a hire car, you are allowed a replacement vehicle free of charge. Should you not require a hire car, you can apply for compensation for loss of use; this is also quantifi ed in a report.

Always be skeptical if the other party’s liability insurance offers to handle the entire claim for you. With this type of claims control, there is a high risk that the claim will not be adjusted in your interest but as the insurer sees fi t. Your independent advisers (lawyers and vehicle experts) are often excluded by this

disclose this fact. A damage report, which is free of charge to the injured party, can be used to give a prospective purchaser information about the exact extent of damage.

The market value of a vehicle is reduced in the event of a traffi c accident and ensuing repairs. This decrease in value is not normally quantifi ed until a report is completed. The owner of the damaged vehicle is paid for this decrease in value by the insurer of the other party. The insurer of the person who caused the damage must be provided with proof of these costs in a report.

The injured party is free to have the repair costs refunded by the other party on the basis of a damage report submitted by him (notional invoice) or to arrange for the repairs to be

so-called claims management, to your ultimate disadvantage. The injured party can also appoint a trusted lawyer to enforce claims. The costs thus incurred must likewise be borne by the insurer of the person who caused the accident. Exercise your statutory rights in your own interests and in the interests of your wallet. Be sure to seek a full settlement of your claim rather than a rapid one.

Independent claims handlers are available to give you personal advice on all technical matters free of charge.

Thalichtenberg Castleby Sarah Redicker

Burg Lichtenberg is a castle surrounded by the beautiful landscape in the Pfaelzer mountain area. Because of its location on top of a mountain, the fi rst thing you will notice is the beautiful view. Just as good as the view is the restaurant, the convenience of a youth hostel, an interesting church and no less than three museums.

Burg Lichtenberg loosely trans-lates to light fi lled mountain. The castle was dubbed this because the area was cleared of trees which allowed more light to fall onto the mountain on which it was built.

Lichtenberg Castle was built around 1200 AD by the Earls von Veldenz. But there was a hitch: the problem was that the earls did not get permission to build a cast-le from the folks who controlled the area. So, there ensued a fi ght between the Bishops of Reims (who technically controlled the area) and the Earls of Veldenz who

It is free to enter, but those interes-ted in history of the area may book a tour in English in advance or join one of the regularly scheduled ones every Sunday and holiday at 3 p.m. (in German). The tour costs 26 Euro per group to tour the castle, 46 Euro plus entry fee for one museum or 62 Euro for a com-bined ticket for both museums.

Every fi rst Saturday of the month is reserved for civil and religious wedding ceremonies. Book early, since this is a popular venue by contacting the Standesamt in Kusel under the number 06381-9180 for civil ceremonies and for a religious ceremony (in the old castle chur-ch), contact 06381-1513.

The castle is an excellent venue for other entertainment options by renting the castle restaurant. The restaurant, located within the castle walls, has space for 140 people with two separate rooms. To book, contact the restau-rant at 06381-2633. It is closed Mondays. If you need more space for your guests it is possible rent the Zehntscheune (where the

290 million years of history, medieval markets, museums & fi ne dining

were supposed to protect the area but not take it over.

One of the fi rst documents mentioning the castle is from the bishops asking the earls to tear down the construction. Lucky for us, the earls ignored the bishop.

Even though we have evidence that folks were interested in fi ghting over the property, Burg Lichtenberg was not a terribly im-portant castle and few folks lived in it. Even the owners (the Veldenz family) preferred to live in their comfortable city castle, and used the Burg Lichtenberg only for hunting parties or special events to entertain guests.

In a way, we are lucky that nobody really cared about the property because what makes Lichtenberg Castle so valuable and beautiful today, is that it was never fought over or destroyed in wars. The only damages were caused by a fi re in 1799. Today the rebuilt area of the castle is one of the largest preserved castles in Germany with a length of about 1395 feet.

Naturkunde and Musikantenland museums are located).

Want to learn more about the area? Visit the three museums. The fi rst and smallest is the Natur kunde Museum where you can learn about the local fl ora and fauna. If you walk further up the stairs you will fi nd the Musikanten land-Museum. Here you can fi nd out about the famous musi cians this area generated and then streamed out all over the world in the time between 1850 and WWI. Many of these musi-cians also immigrated to America.

One of the most important musicians from this time was Georg Drumm. His most famous composition is “Hail America” from the year 1917. Since 1950 this composition is played at the inaugurations of new American presidents, so this year when we get a new president, listen closely.

The third Museum is the Geoskop. It mainly explains what this area looked like around 290 million ye-ars ago, back in the Rotliegen age.

Page 23: ROCK - total-lokal.de

21

RHEINLANDER

Why did they put a geological museum on the castle compound? Because Burg Lichtenberg is located right in the middle of the biggest Rotliegen area in Europe, therefore, this museum is centered in the middle of the area where all its exhibitions were found.

One of the more interesting facets of the museum is that it compares ancient plants with their modern-day “children” by showing which plants and animals still exist today that existed 290 million years ago.

A great example is the Axolotl (a strange looking water animal resembling a newt still found in Mexico today). The name Axolotl is an Aztec combination of the word ‚atl‘ (water) and ‚Xolotl‘, deity. So, loosely translated, axolotl means „water monster“.The Axolotl is about as long as a Barbie doll and lives in water holes in semi arid regions of Mexico (so watch where you step). Don’t worry about stepping on a live one at the Geoskop, you will fi nd them in an aquarium next to the fossilized skeleton of one of their ancestors from 290 years ago. The “grandpa” version is little bit bigger than ones still in

existance today. Also they show you examples of existing plants alongside fossilized version of the same plants from the past.

Another highlight of the museum is the ten foot long sweet water shark fossil. The sharks look a bit strange, although classifi ed as sharks they resemble crocodiles. The animals used to swim just outside the castle in an area that was about 62 miles long and 25 miles wide. The biggest one in the museum is called the white shark because the skeleton is white.

You may also view the prepara-tion room to see how the staff works on the fossils.

The Geoskop is open from 1 April-31.October 10-5 p.m. and from 1 November- 31 March from 2-5 p.m. It costs 2.60 Euro for adults and 2.10 for students. You can also buy a family ticket for 6.10 Euro. The Museum is accessible for those using a wheelchair with entries and bathroom facilities to accommo-date. Guided tours are available.

After a long day of cultural and culinary experiences, you may

want to stay in Burg Lichtenberg overnight (remember, don’t drink and drive). With some planning you may be able to get a room in youth hostel located within the castle compound. The rooms and facilities are very clean and the staff is amazing. The hostel has 106 rooms with a variation of beds per room. Each room is equipped with a shower and toilette. The hostel has a bistro, café, snack area and children’s play corner. Prices include breakfast and start at 21 Euro per adult and 10.50 Euro per child. The youth hostel is opened year round except Christmas day; to book, call 06381-2632.

There are a lot of events at Burg Lichtenberg. The most interesting are the middle age market at the end of June and the medieval Christmas market at the beginning of December. Check the web for a complete listing of events (in Ger-man) at www.pfaelzerbergland.de. Need more info? Contact 06381-8429 or email [email protected]. Book your next party in the historic Rheinlandby Dani Jackson

Having a party in government housing can get quite crow-ded, not to mention, no one likes cleaning up. So where can you go that has enough space to accommodate hungry, ener-getic children or adults that are ready to have a good time? You guessed it—The Rheinlan-der Community Club.

Sure, this location is ideal for community information briefi ngs and hail and farewells, but did you know that you can also rent out some of their rooms? If you are having a huge party, you can even rent the entire building for only $300 per function.“People come in and want to rent a room for birthday parties, balls or a sit down din-ner, the Rheinlander remains a popular place because it’s the largest building in Baum-holder” says Bill Gromowski, manager of the facility.

RHEINLANDER COMMUNITY CLUB

If you are having a huge

party, you can even rent

the entire building for only

$300 per function.

So exactly who is allowed to rent a room in the Rheinlander Com-munity Club? Like most military venues, booking a room in the Rheinlander is available for all military and US ID cardhol-ders. Non ID cardholders can also attend activities as guests of authorized patrons. All that is required for those that cannot access Smiths Barracks is that they submit pertinent information through the host to the Rheinlander reservations clerk four to fi ve days in advance in or-der to prepare and submit an access roster to allow for the period of the event.

According to Gromowski, booking the Rheinlander isn’t as diffi cult as one might think. “People can call and make a reservation and I check if the

date and room they want is available. At some point they will need to come in so they can have a look at the room and sign the agreement.” Af-ter an agreement is made, the customer will need to sche-dule a date to meet with the concessionaire to agree to a menu, prices and terms. Until the contract is signed and fi nalized, reservations are held

on a tentative status. “If people are booking a unit function, it must be noted on the con-tract. Once the rental

agreement is signed the customer has up to 72 hours prior to the event to change the contract” says Gromow-ski. All dues and fees are due 48 hours before the event. The customer may also pay in advance if they so choose.

The services that the Rheinlan-der offers don’t stop there. In addition to renting out their rooms, the Rheinlander also provides catering through their contractor, Siggi Zimmer. Star-ting at $6 per person, you can get a fi nger food buffet that includes some of the basics like meat balls, chicken wings, wraps, egg rolls and a vegetab-le or fruit platter. “The fi nger food buffet is very popular with promotion ceremonies,” says Zimmer. If you choose to go with a traditional buffet, the price starts at $11 per person which includes 3 meats, 5 side dishes, bread, a salad bar and dessert.

All food options and pricing inclu-de coffee & tea as well as the set up and clean up fee. In case you are already thinking of booking your next party at the Rheinlander, ple-ase be advised that no outside food or drink are allowed due to the fact that the Rhein-

er Community Clublander is a Family and MWR facility, however, exceptions are made for special occasion cakes. In addition to catering servi-ces, if you need entertainment, a house DJ is also available. The Rheinlander booking al-lows for patrons to also book a different band or DJ at their descretion.

Not the decorating type? You can also have decorations put up for an extra $1 per person. (All above agreements and prices are subject to change until fi nalized and re-fl ected on an offi cial party con-tract by the concessionaire). If you’re not looking to rent out space, swing by for some of the Rheinlander’s on-going brunches and themed dinners. According to Gromowski. “All of our holiday or themed events are usually ongoing—events such as Valentine’s day dinner, Easter and Mother’s day brunches just to name a few.

Special Events and entertain-ment are ongoing through-out the year in Baumholder. Comedy shows, bands, musical acts, magicians, cheerleaders, puppet shows and children’s entertainment are just a few of the acts that came to the Baumholder Military Com-munity with the coordina-tion and efforts of Family and MWR this year. In addition, Family and MWR hosts two annual bazaars each year, one in the spring and one in the fall, so that folks may shop for European style antiques, wine, paintings, silk and wool car-pets, jewelry, clothing and oth-er novelty items from all over Europe without even leaving

Family Child Care (FCC)Our Family Child Care (FCC) program is recognized as one of the best in U.S. Army Europe. FCC provides children with engaging, age-appropriate experiences within a warm home setting. Our FCC homes have the benefi t of a small group ratio for multi-age children from 4 weeks to 12 years, allowing for siblings to be in care together and for greater opportunities for more individualized attention. Devel-

opmental learning experiences in FCC homes occur through natural and planned daily activities. Providers use daily routines, an enriching curricu-lum, and teachable moments to meet the varied needs and interests of children and promote positive outcomes. Similar to our facility-based programs, the goal of FCC is to nurture the development of the “whole” child by providing a variety of materials, experi-ences, and activities that are real and meaningful.

“After enjoying 6 weeks of maternity leave with my daughter, I was ner-

vous going back to work and sending her to child care. We found a won-derful provider, and she eased my mind from the start. Utilizing FCC was

the best decision we could have made. The warm and comforting environment, the small

care setting and the one-on-one time used with the children is amazing. My daughter is active, healthy, and happy for an 11-month old. Her

motor skills far surpass those of her own age that don’t attend child care or are in a larger child care environment. FCC was the best choice for our family and I applaud the providers that take the time to teach the chil-

dren and bring them into their homes for the ‘close knit’ environment. I am a very pleased and proud mother of a child that

goes to FCC.”

Are you looking to start your own business from home? The Baumholder Family Child Care (FCC) program is looking for the best qualifi ed applicants to

become certifi ed providers. FCC applicants must complete a screening process before certifi cation and background clearances are performed on applicants, spouses, and children 12 years of age and older. Providers also complete 40 hours of orientation train-ing, which includes child abuse, CPR and First Aid, medica-tions/communicable diseases, child abuse, business practices, nutrition and developmentally appropriate practices. Some of the many great benefi ts of becoming an FCC provider include:

* Providing child care in your home while also caring for your own children* Collecting tuition from parents AND receiving regular supplemental income via monthly government subsidies. * Receiving FREE ongoing professional training to enrich your own practice and can be redeemed for college credit * Earning a Child Development Associate (CDA) credential at no-cost* Receiving furniture and resources to open up your business such as chairs, tables, and a variety of toys from our extensive Lending Library

“I became an FCC pro-vider because I always enjoyed working with

children. There’s not a day that goes by that I don’t

learn something new from my ’little angels’.

Children are our future and being a provider al-

lows me the opportunity to help them to succeed.”

Being an FCC provider is a great way to earn income, mentor young children, and serve the community. If you are interested in becoming a provider or have your child in an FCC home, please call our FCC offi ce at DSN 485-6588/CIV 067836-6588 for more information. FCC Briefi ngs are also offered monthly to those interested in knowing more about the program.

Value Added Tax Offi ceMon.-Fri. 0900-1700

Closed for lunch 1200-1300 except Wednesdays

Located in the Community Mail Room, Bldg. 8661

When shopping on the Ger-man economy, residents pay up to 19% value added/sales tax. Many of the purchases offi cial U.S. ID Cardholders make are eligible for tax relief. Head over to the CMR Building on Smith Barracks and talk to the VAT personnel to fi nd out how VAT forms can help you save on those hefty taxes.

Note that VAT forms MUST be acquired before the purchase is made.

How it worksStep 1: Personally register with your local VAT offi ce. Obtain and read additional regulation and procedure information.

Step 2: Purchase VAT forms. The following two types are available: Unpriced Purchase Orders for purchases of less than 2,500 Euro and Priced Purchase Orders for purchases of 2,500 Euro or more. For a priced form, you must submit a cost estimate (angebot or kostenvoran-schlag) listing CMWRF as the customer and a cashier’s check made out to the vendor and CMWR (or a loan appro-val letter) when you purchase the form.

Step 3: Make your purchase. Check fi rst with the vendor to ensure they accept VAT forms as participation is voluntary. Some vendors will simply not charge VAT; other vendors will require that the customer pay the VAT at the register and then get a refund from customer service.

Step 4: Return the white origi-nal copy to a VAT offi ce. The pink copy is for your records. All other copies will be kept by the vendor.

You may only have a maxi-mum of 10 unpriced forms out at any given time and only one priced form out. Unpriced Forms are valid for two years and Priced Forms for four months and authorized family members may also use the forms. If the vendor allows, it is possible to combine 30 days of receipts on one VAT form as long as the total is less than 2,500 Euro.

Eligible PurchasesVehicle purchases and repairs, clothing, furniture, car rentals, group travel (if all travelers are eligible for VAT relief), minor home repair (not renovations), tools, Internet and land lines with TKS only, appliances, electronics, and more.

Ineligible PurchasesBusiness activities (either home-based or German licensed), purchases for ineli-gible people, utilities, telecom-munications other than TKS,

renovations, real estate, new construction, and purchases made before the VAT form was issued. If in doubt, check with VAT personnel.

UtilitiesThe Utility Tax Avoidance Program provides tax relief (19% for electricity and gas, 7% for water) for customers who live on the economy and are provided utilities by a participating company.
